SOUTH AFRICAN MID-AMATEUR CHAMPIONSHIP TOURNAMENT REGULATIONS & CONDITIONS

VENUE: Graceland Hotel Casino and Country Club YEAR: 2013 IT IS THE RESPONSIBILITY OF EACH COMPETITOR TO ENSURE THAT SHE COMPLIES WITH ALL THE REGULATIONS AND CONDITIONS OF THE COMPETITION. REGULATIONS

1. Entries: Entries must be submitted either electronically via the WGSA website or by fax, using the official entry form and must reach the WGSA Secretary by 23h59 on the date on which entries close (Sunday, 27 October 2013. Entries by telephone will not be accepted. Proof of payment must accompany all entries. The Committee reserves the right to accept late entries, and to limit the field by eliminating in handicap order, from the highest handicap, followed by date-of-receipt order. Eliminated competitors shall be placed on a waiting list. Handicaps on the first day of the tournament will determine the division in which a player competes. If a change in division has occurred since the close of entries, the player shall play where drawn in the published time sheet for the first round, but compete in the correct division. Handicaps on the first day of play shall apply throughout the tournament and will be applied to calculate nett results.

2. Entry Status: Entry will be confirmed by the WGSA Secretary within 48 hours subject to proof of payment being received. Please note that handicaps will be verified before the entry is accepted. It is the player’s responsibility to follow up on her entry status if she has not received confirmation. WGSA will not be liable to pay any money to a competitor by way of compensation for any loss, damage, cost or expense suffered by a competitor which was not reasonably foreseeable when the player’s entry was confirmed, and/or was not caused by WGSA.

3. Entry Conditions: All entries shall be subject to the approval of the Tournament Committee appointed by WGSA, which reserves the right to refuse an entry without assigning a reason for its decision, which shall be final.

4. Format of Tournament: 54 Holes in 3 Divisions: Championship A-Division (Handicaps 9 & Under) Stroke Play; B-Division (Handicaps 10 – 18) Stroke Play; C-Division (Handicaps 19 – 24) Individual Stableford.

5. Agreement: By agreeing to be bound by these regulations and conditions, you are consenting to WGSA collecting and storing certain personal data about you. This data will be used to provide further details of the event and may be stored by WGSA and supplied to event sponsors to keep you informed of other promotions, events, and services which may be of interest to you. This data will not be used other than in the normal course of WGSA business. If you do not wish to receive such information, please advise WGSA in writing.

6. Publicity: Women’s Golf South Africa and the sponsors of the tournament may arrange publicity before, during and after the tournament in the press, by live and recorded radio, television and by filming. The competitors assent to references to them and pictures of them at practice and in play appearing and being used for commercial purposes by WGSA and their Sponsors.

CONDITIONS

1. Eligibility: The tournament is open to any amateur golfer, age 35 or older as at the start of the tournament, affiliated to Womens Golf South Africa, or any amateur golfer affiliated to a governing body recognised by WGSA. “Conditions relative to all WGSA Tournaments” are in effect. The Handicap Limit is 24. Handicap certification may be requested for non-SA players.

2. Rules of Golf: The Rules of Golf as approved by R&A Rules Limited will apply together with WGSA Local Rules approved by the Tournament Committee.

3. Tournament Committee: The President (or in her absence the Vice President), and two other members nominated by her. This committee reserves the right to alter the programme, regulations and conditions of the event at any time, including starting times. All disputes shall be settled by the Tournament Committee whose decision shall be final. Any dispute/protest must be lodged within 15 minutes of completion of the round. This information may be requested in writing.

4. The Draw: The tournament draw for the first round is seeded according to handicap, although in the first round an effort will be made to avoid players from the same province/club paying in the same group. Thereafter, the draw will be seeded according to gross score within the division. Special requests to alter the draw will not be considered.

5. Caddies: A player is prohibited from having a person who is or has been a member of a professional golf association serve as her caddie. Persons who have regained their amateur status are not included in this prohibition. All caddies must abide by the Club’s caddie rules and any other rules posted on the WGSA official notice board. PENALTY FOR BREACH OF CONDITION: Stroke play: Two strokes for each hole at which any breach occurred; maximum penalty per round – four strokes. In the event of a breach between the play of two holes, the penalty applies to the next hole. A player having a caddie in breach of this condition must immediately upon discovery that a breach has occurred ensure that she conforms to this condition for the remainder of the stipulated round. Otherwise, the player is disqualified

6. Time of Starting: Players shall start at the time laid down by the Committee (Rule 6-3a). Penalty for lateness beyond five minutes is disqualification. Players are requested to arrive at the tee 5 minutes before their starting time. The Tournament Committee shall have the power to delay the time of starting, if they consider that circumstances render this necessary.

7. Pace of Play: Each player is responsible for playing without delay. WGSA Pace of Play Regulations are in force and displayed on the tournament Notice Board. In the absence of mitigating circumstances a group will be timed if they are out of position. Players will be given a warning and informed that they are to be timed. Each individual in the group will be timed.

8. Weather Delays and Suspension of Play: The following signals are in force: Discontinue Play Immediately: One prolonged note of siren. Discontinue Play: Three consecutive notes of siren, repeated. Resume Play: Two short notes of siren, repeated In addition, the Note under Rule 6-8b is applicable. Appendix I Part C 5 in the Rules of Golf. When play is suspended by the Committee for a dangerous situation, if the players in a match or group are between the play of two holes, they must not resume play until the Committee has ordered a resumption of play. If they are in the process of playing a hole, they must discontinue play immediately and not resume play until the Committee has ordered a resumption of play. If a player fails to discontinue play immediately, she is disqualified, unless circumstances warrant waiving the penalty as provided in Rule 33-7. The signal for suspending play due to a dangerous situation will be a prolonged note of the siren.

9. Cancellation of a Round: If in the opinion of the Tournament Committee, adverse weather or any other occurrence beyond its control render the commencement or continuation of any round of the tournament impractical then, in Stroke Play tournaments, the result will be declared over the number of rounds completed by all players. Play will not be continued beyond the advertised final day of the event.

10. The Deciding of Ties Stroke Play: (A & B Divisions): A sudden death play-off will be held. See WGSA Notice Board for details. If the play off involves more than two players, those other than the winner, will be deemed to have tied for second place irrespective of their scores in the play-off. All other ties will be decided in accordance with the count-out procedures laid down in the WGSA by-laws. If the playing of the sudden death play-off or continuation thereof is deemed by the tournament committee to be impractical, for any reason, then the trophy will be shared. Single round prizes: A count-out shall be applied using the WGSA count out method. WGSA Count-Out Method: 18 Hole Stroke Play Events: Best score on the last 9 holes (irrespective which 9 was played first). In the event of a further tie: the last 6 holes, then the last 3 holes, then the last hole. 36, 54 and 72 Hole Stroke Play Events: Best score on the last 18, 9, 6, 3 or 1 hole(s).

11. Score Information: If requested to do so players must provide score information to Tournament Officials during the course of play.

12. Scoring & Results: In Stroke Play, a competitor is considered to have returned her score card when she has left the designated scoring area. The results are deemed to be officially announced and the competition closed at the commencement of the prize-giving ceremony.

13. Prize-Giving: Players who have not tendered an apology to WGSA at score recording will forfeit their prize/s. 14. Dress Code: It is the responsibility of players to know and comply with the dress regulations stipulated by

the Host Club in the Club House, and WGSA on the golf course and practice areas. 15. Drug Free Sport: A competitor shall not knowingly make use of any drug to enhance her performance.

Attention of competitors is drawn to the prescribed list of drugs issued by the South African Institute for Drug Free Sport. Consult their web-site www.drugfreesport.org.za or call 0861 2 72437. Any Competitor infringing this condition or refusing to take a test if asked to do so, may be disqualified.

16. Etiquette: The audible emission or unauthorized use of a mobile telephone or electronic equipment on the golf course or during play is a serious breach of etiquette and will attract a warning and possible disqualification (Rule 33-7).

17. Code of Conduct: Players’ attention is drawn to the WGSA Code of Conduct which is in effect during all tournaments. This will be displayed on the Notice Board during events.

18. Spectators: Spectators to keep off tees, fairways and greens at all times and not to interfere with any player. Cell phones should be switched off. Failure to adhere to such requests could lead to the spectators being asked to leave the golf course.

19. Liability: Women’s Golf SA and its management will not be held liable or responsible for any damages, loss, including personal loss and or other forms of loss, harm or injury sustained as stipulated below:- Physical and/or emotional injuries suffered by any person, including a player or spectator, during the tournament, due to any acts of God, suffered as a direct result thereof, including aspects such as being struck by lightning, etc. Physical injuries of any kind suffered by any person, including a player or spectator, sustained by own negligence, or otherwise. Emotional injuries sustained due to any loss, including death, suffered as a result of any of the above injuries sustained personally or by a spectator. Damages suffered to any property of a player or spectator.

20. PRIZE ALLOCATION:- Winners of the major prizes (Gross and Nett over 54 holes) may only win one other subsidiary daily prize. The tournament committee will allocate the best value prize in each division. Nett prizes to WGSA affiliated golfers only.!
