RCP International Conference on Vocational Teacher Education -
Vocational Teacher Education and Research as a Regional Task and Challenge

Background
A sustainable societal and economic development in ASEAN and China relies heavily on a
highly qualified workforce.
Vocational Teacher Education (VTE) is a relevant key factor for the sustainable developmentof TVET-systems in the East- and Southeast-Asia region and internationally. Vocational
Teachers are required to address the requirements of the society, the economy and the
individual learner. They need to act in their work environment as “change agents”,
responsible for actively adapting upcoming societal or economical demands to their working
environments in TVET-systems.
A series of recent relevant conferences in the region highlighted the outstanding role of
Vocational Teacher Education for the development of TVET-systems in the context of
regionalization. To mention the results of just two relevant conferences: The TVET congress
in Hanoi/Vietnam in October 2012 stated that “teacher training has a major influence on the
quality of the entire education and training sector ”1, whereas the 3rd UNESCO TVET World
Congress in Shanghai in May 2012 recommended the development of “partnerships for
TVET in the framework of regional cooperation initiatives and areas”2.
This conference on Vocational Teacher Education, jointly conducted by the German funded
GIZ Project “Regional Cooperation Platform on Vocational Teacher Education in Asia
(RCP)”, the Institute for Vocational Education from Tongji University, SEAMEO VOCTECH
and UNESCO Bangkok will follow up these recommendations and valuable orientations by
presenting additional contributions via the member universities of the RCP as well as through
other GIZ projects and programs in the ASEAN region..
Conference TopicsThe universities of the region and members of the RCP bear responsibility for the
development of VTE and TVET. Not only do they conduct a vast share of Vocational Teacher
Education, they also produce via research evidence-based recommendations for the
development of entire TVET systems. Regional and national policies on Vocational Teacher
Education can profit from institutionalized research at universities.

Therefore, the Regional Cooperation Platform (RCP) and its member universities focus on
the common enhancement of
Vocational Teacher Education (VTE),
Research on Vocational Education (RVE) and Regional Integration Processes with respect to VTE and RVE.
The member universities of the RCP conducted together research on VTE within a regional
context. Primarily based on the outcome of these research projects, the conference will
contribute to an evidence-based improvement of VTE by delivering valuable results,
information, documents and concepts for practical implications, but as well for future
desiderata in research and development.
The conference will focus on four main topics, which will be subject to one panel each:
1. Development of standards and study programmes for Vocational Teacher Education
2. Regionalization and respective policies on Vocational Teacher Education
3. Praxis-orientation in Vocational Teacher Education
4. Vocational Education as a scientific discipline
The RCP International Conference on VTE aims at enriching the regional debate3 on
development concepts and pathways to strengthen VTE. The conference outcome will
provide recommendations for regional enhancement of VTE as the key factor of a demand-
oriented TVET development in ASEAN countries and in China.
