THANK YOUI WOULD LIKE TO TAKE THIS OPPORTUNITY to thank all of you for the hospitality and comradeship you have given Pat and myself on our many visits throughout the state. It has indeed been my extreme pleasure to serve as your Department Commander for the past six months and I look forward to working with all of you for the remainder of the 2012-2013 year. The success of this organization depends on all of us so it is vitally important that we work together to achieve our goals. I would be remiss if I did not mention our State Adjutant/Quartermaster, Roy Grona and our staff at the Department Headquarters. As I travel and talk to fellow comrades, I hear that some feel intimidated when they speak to our staff members. I want to tell you that in my experience, working through the command positions in the VFW, the Department staff does a great job. They are here to help you and to make sure that everything we do is in accordance with the rules and regulations of the VFW at the National, State and local level. Doing it right the first time will save you many headaches down the road and keep you out of trouble. I urge you to seek help from our Department staff when needed. One of the areas that I am most proud of this year is our accomplishments in the area of community service. Thanks to all of our VFW Posts and Ladies Auxiliaries across the state, I am proud to tell you that during the first six months of this year the Texas VFW donated over $1,122,190 to our Texas communities. Our volunteers logged in over 148,626 hours of service valued at over $3,238,560. The grand total of our community service efforts was over $4,360,750. This is quite an accomplishment and one that each and every one of us can be proud of. I would also like to thank all of the VFW Posts and Ladies Auxiliaries that participated in the Patriots Pen and Voice of Democracy contests this year. We had 236 VFW Posts and 176 Ladies Auxiliaries compete in the Voice of Democracy program. Together they submitted 2,374 entries. This year the Texas VFW and its Posts and Auxiliaries provided more than $182,561 in scholarships and spent more than $33,444 on this program from start to finish. We had 218 Posts and 105 Auxiliaries participate in the Patriots Pen contest. Together they submitted 3,527 entries. This year the Texas VFW and its Post and Auxiliaries awarded more than $4,148 in prizes and spent more than $14,238 on this program. I am extremely proud to announce that our Patriots Pen winner at the state level placed 2nd at the National judging. Congratulations to Kirstee Dunlap nominated by VFW Post 9170 in Beeville, from my own District 6. I highly suggest that you use this information when communicating with your elected officials at the local, state or federal level. When they ask you “What does the VFW do?” let them know this information. As well as we have done, there are still VFW Posts in this state that have not reported or under reported the hard work that they do in their community. I am asking each of you to help get the word out on what we do as an organization. Just at the Voice of Democracy banquet we gave away over $67,000.00 in scholarships in one night. The first place winner walked away with a $10,000.00 scholarship. We must get these accomplishments out in our local papers and radio stations. We must let our communities know that the VFW is strong, capable and is a vital part of our communities. Most of you know that I am a firm believer that membership is the life line of our organization. We continue to lose three to five thousand members a year in Texas. This is from the death of our members and from those members who do not renew for one reason or another. The good news this year is that, as of the middle of February, we are at 95.24% of our membership goal and only 3,738 members away from reaching 100% of our goal. My sincere thanks go out to all of you who are working diligently to help our organization reach 100%. My compliments go out to Districts 5,

On October19, 2012, Texas VFW Post 856 hosted the “Homeless Stand Down” at Edwin G. Hutchings, 406 East Alpine, Austin Texas. During the event, homeless veterans got an opportunity to speak with VA representatives who helped them learn of and understand their benefits and as well as sharing what other organizations are available to offer help. The veterans were given flu shots, hair cuts, sleeping bags, clothes, boots and tennis shoes. In addition, everyone was served a great meal.

Texas VFW Post 10454, Grapevine —VFW POST 10454 Life Member Lieutenant Colonel Joseph Wayne Campbell and his family, friends and colleagues celebrated 26 years of military service December 15th, 2012 at the VFW POST 10454 in Grapevine, Texas.

Texas VFW Post 10351, Hemphill —Members attended recognition ceremony for women in the military held at Hemphill ISD. Over 65 students and parents were in attendance. Students read poems, presented Power Point presentations, exhibited posters and interviewed a retired Air Force Sergeant.

I would like to remind you and invite all of you to participate in my homecoming that will take place in Corpus Christi from March 29, 2013 through March 31, 2013. The host hotel is the Omni. We will also have our State Convention this year in Corpus Christi from June 12, 2013 through June 16, 2013. Again, the Omni will be the host hotel. We are also looking for golfers to participate in the tournaments associated with both events. “IS THE CONSTITUTION

JULY, 1943. The corridors of an army hospital tucked inside

a stateside Fort echoed with the wee cries of a newborn baby

girl. Halfway around the world, however, the only sounds the

child’s young father hears are the whizzing of shells and cries of

his comrades in General Patton’s 3rd Army. This self‐sacrificing soldier

placed the defense of democracy and his love of liberty above all else; my great‐grandfather completely missed the

first two years of my grandmother’s life simply because he, like President Lincoln, held firmly to the belief that our Constitution

“must be maintained, for it is the only safeguard of our liberties.” As Americans, we have each been entrusted with an

invaluable inheritance; our duty is to steward these blessings of liberty to the best of our ability, so that we secure them for both

ourselves and our posterity. Our Constitution is the very basis of American individualism; our Constitution is so indispensable

that it, as stated in the Declaration of Independence, compels men to “sacrifice their lives, their fortunes, and their sacred

honors” solely for the sake of upholding it.

Throughout the course of history, from our Founding Fathers, to my great‐grandfather and the “greatest generation,” to my

high school classmates, Americans have persistently pledged their lives to the protection and furtherance of freedom. As Ronald

Reagan once said, “Democracy is worth dying for, because it’s the most deeply honorable form of government ever devised by

man.” The U.S. Constitution is utterly unique in the way that it prescribes and protects the inalienable rights which each person

possesses. Our carefully crafted Constitution defends individuals despite race or creed, no matter their social status or their

economic affluence. The initial principles on which this nation was established provide boundless opportunities for each of its

citizens. America’s framers formulated in the Federalist Papers the idea that “the people of America should enjoy peace, liberty

and safety” without an inferior government infringing upon their individualism. J. Horace McFarland accurately articulated

the thought that “it is the love of country that has lighted and that keeps glowing the holy fire of patriotism.” The Constitution

is the match that ignites that flame. The Constitution provides a protection and a hope of liberty that is unparalleled anywhere

else in the world. The Constitution provides the principles of pride for which so many sons, husbands, brothers, grandfathers,

and classmates give their lives.

The Constitution is still relevant. The Constitution is the cornerstone upon which this nation stands. The Constitution not only

birthed this nation, it upholds this nation. The innumerable men and women who have devoted their “lives, their fortunes,

and their sacred honor” to this country have done so because of that document’s declarations. I have seen firsthand the impact

which the Constitution holds in the souls of her citizens. On a gloriously clear Constitution Day in 2008, I had the esteemed

privilege of gazing upon the very document that shaped the country I love so well; the images of the faded parchment, the

scrawling script, and the chilling feeling of reading those timeless words are forever etched upon my memory. However,

perhaps more prominently positioned in my brain, are the tears which filled my eyes as I walked with my family from The

National Archives to The National World War II Memorial that same afternoon. Seeing the picture of my Granddad in

the registry and the scene of veterans marching together after traveling miles upon miles to be honored for their service

overwhelmed me. The pride beaming from their weathered faces assured me that the words which built this nation are still

alive today in the hearts of her citizens. Therefore, we have a charge to keep; we have been bestowed with a great inheritance.

American is not ours to own, but rather ours to steward and protect for future generations. The Constitution is relevant and

living today, and it is up to my generation to preserve her. H

“WHAT I WOULD TELL

AMERICA’S FOUNDING FATHERS”by Kirstee Dunlap, Beeville, Texas

DOES ONE EVER LOOK IN THE

MIRROR AND PONDER, “How did

I get here?” Does one ever stop and

contemplate, “How did this come

to be?” Does one ever take into

consideration the fact that someone

brought us here? Not many do.

Imagine being one of the fifty‐six

signers of the Declaration of

Independence in which attributes

of character revealed great

distinction from others. Think

of Revolutionary War battles fought

before the innocent eyes of their families; self‐sacrifice being the only way towards victory.

To Thomas Jefferson, one of five on the committee to write the Declaration of Independence,

to George Washington, the leader in the American Revolution and first President of the

United States, to Benjamin Franklin, drafter of the Constitution, to the Constitutional

Convention delegates, first and foremost I would tell them, thank you.

Thank you for understanding that freedom is an unalienable right and is a necessity to the

Pursuit of Happiness, as found in the Preamble. Thank you for taking the responsibility in

providing future citizens of America a sanctuary in which they could practice a religion in

their own expression. Thank you for bestowing a process in which all citizens of America

could have a voice in government. Thank you for a united country.

Just over two hundred years ago, this honorable country was developed. To James

Madison, debater for a government that would unify the states, to John Adams,

first vice president and second President of the United States, to all who helped

found the democracy during harsh economic times after the war, I would say,

“Look how far we’ve come.” Look how far we’ve come, from having thirteen

self‐governed colonies to having fifty unified states. Look how far we’ve come,

from being completely under British reign to having our very own country and

very own laws. Look how far we’ve come, from having five hundred soldiers

after the Battle of New York to becoming one of the strongest military forces

in the world.

Thomas Jefferson once said, “Resistance to tyrants is obedience to God.”

Visualize men signing the letter that almost guaranteed death. Imagine

seeing the face of your kinsmen on the opposing side of the battlefield. Feel

the torture five signers faced before they died. These are the events that

defined true character. The very last thing I would say to my founding

fathers is, “It was all worth it.” H

The Department of Texas Veterans of Foreign Wars awards the 2013 K-5 grade Citizenship Education Teacher Award to Mrs. Donna Zapata. A teacher since 2007, Donna Zapata teaches kindergarten at Ciavarra Elementary School in Devine, Texas. Mrs. Zapata has organized the annual Veterans day ceremony for the past three years and coordinates the Earth Day functions at the school. She also serves as the Social Studies curriculum coordinator for the school. Her principal, Brenda Gardner, said of Mrs. Zapata, “When I have young teachers who need a good role model, I send them to Donna’s class to shadow her for a day.” Donna provides after school tutoring to all of her students. Donna’s teaching methods were used in a video project for the 3-tier mathematics program initiated at the University of Texas. In this project she was cited for her exceptional classroom management skills, especially for a kindergarten class. Her use of praise and management to recognize student efforts ensured student success in this project. In her spare time, she is actively involved in youth volleyball and her Church.

The Department of Texas Veterans of Foreign Wars awards the 2013 9-12th Grade Citizenship Education Teacher Award to Mrs. Jenny Miller. A teacher for over 27 years, Jenny Miller currently serves as a government teacher at Abilene High School in Abilene, Texas. Perhaps it is best to describe her teaching abilities by quoting from the senior JROTC instructor at Abilene High School, Chief Master Sergeant Paul Washinsky, who said, “If you need someone to teach government, patriotism, or honor of our veterans; Jenny is capable, willing and proud. She is one of the most respected teachers at Abilene High School.” Her classes are annually involved in distributing the Buddy Poppy in coordination with Texas VFW Post 6873 in Abilene and participating in “operation Christmas” an initiative to deliver letters to our deployed troops through the Christmas season. Mrs. Miller starts her classroom day by actively discussing current events during the past day. This year she had her classes research, debate and question the election issues and had a mock election. She encourages her students to become better citizens, by voting and getting others to vote. Chief Master Sergeant Washinsky said, “She is one of those teachers who make Abilene High School a better place on a daily basis.” Her Superintendent, Heath Burns, said of Mrs. Miller, she is “One of those rare teachers who truly makes learning come alive for her students.”

The Department of Texas Veterans of Foreign Wars awards the 2013 6-8th Grade Citizenship Education Teacher Award to Mrs. Theresa “Terri” Wagner. A teacher for over 35 years, a 7th grade teacher at La Grange Middle School in La Grange, Texas. As a history teacher, Mrs. Wagner helps bring history and citizenship alive through her passion for teaching. For twenty two years, Terri has guided students on tours of our Nation’s Capital, Jamestown and Williamsburg, organized field trips to historical sites across Texas as well as trips to Colorado and Hawaii. Mrs. Wagner participates with the “Youth Groups Supporting our Military” project and helped develop the Middle School wide project “Valentines for Veterans” involving 297 students and 19 teachers. She is actively involved in the VFW “Veterans in the Classroom” project and distributes Buddy Poppies to her students as well as teaching them the story behind the Poppy. She works with her students to write letters to our wounded, recovering warriors at Brooke Army Medical Center in San Antonio. Terri stated that “When I began teaching I felt my first and most important duty was to educate young people to become good citizens. It did not matter what I was teaching, what mattered was that these children learn the lessons of life that would prepare them to take over our society.”

Installment Payment Plan Terms and Conditions: The VFW Life Membership installment plan allows any VFW member/applicant to purchase a Life Membership by making either 11 or 23 monthly installments after an initial payment of $35.00. The member/applicant will be issued a “Provisional Life” membership card and can elect, upon receipt of first monthly invoice, to pay via check, credit card or ACH Debit. The monthly fee (Shown in the payment schedule above) includes a $1.75 monthly service fee. The applicable Life Membership fee is to be determined from the schedule using the applicants age on December 31 of the installment plan year in which the application is submitted, regardless of actual date of birth. A permanent Life Membership card will be issued upon completion of this agreement. No refund of any portion of current year annual dues will be made. A “Payoff amount” will be printed on each monthly invoice, allowing the member the option to pay in full at anytime during the installment plan, thereby avoiding additional service fees. Texas VFW Post 2438, Bay City — A Texas State Historical Marker for Philip H. Parker VFW Post 2438 was unveiled and dedicated Saturday, Nov. 24. A group of VFW and Auxiliary members, Matagorda County Cavalry members, Matagorda County Historical Commission members, county and city officials, veterans, family and friends were present for the dedication ceremony.

Texas VFW Post 4695, Hurst — Post members and auxiliary honored “A” Company 949 National Guard for their service in Iraq by presenting them with a plaque and lunch. The celebration was in observance of the Vietnam Peace Accord.

Texas VFW Post 688, Boerne —Post member Colin Jones (red vest), a Pearl Harbor survivor and former POW, gave a 40-minute talk to members and invited guests about his life and military experiences.
