To the Senate Appointments Committee:
Following are the statements of the six executive officer candidates for the SBA. After
extensive thought, deliberations, interviews, and consultation with other board members, I
determined that these candidates are the best persons to serve in each of their respective roles.
All six of these candidates have worked with me these past weeks to interview over 60 applicants
and discuss the best roles they might have within the SBA. We have had two executive board
meetings, and I believe that with this team, we can do great things this semester and work closely
with the senate to make GW Law better. I have written my personal recommendations and
endorsements for each and every one of these candidates below:
Nicole Tyrell for Chief of Staff: Nicole is one of the most organized, professional, and involved
persons I have met at GW Law. Between her passion for CADE policy, her experience leading
and managing the GW law campus tour program, and her involvement in multiple SBA
positions, she is a person that will make for an excellent chief of staff, and I am happy to have
her as my right hand woman. I don't think there is anyone else I can trust more to solve a
problem, respond to an email promptly, or make a wise decision at GW here than Nicole. We
additionally share a similar vision for an open and transparent SBA, one that serves the students
and will work tirelessly to make life better for GW students this year and for years to come.
Landon Greene for VP of Finance: Landon was a comptroller this year, and has worked
closely with Shirley and numerous student groups with their finances throughout the year. After
having interviewed and worked with him these past weeks, I have determined that he is
professional, meticulous, responsive, and highly motivated to carry on the role of VP of Finance.
He is also an excellent team player, and a former collegiate tennis champion and captain of his
undergraduate tennis team. He brings excellent ideas, excellent support, and an excellent
personality to the exec board, and we look forward to working with him..
Alfredo Pellici for VP of Student Affairs: I have had the pleasure of serving on the Senate with
Alfredo this past year. I remember meeting him for the first time at an election information
session. He was extremely passionate, charismatic, and friendly, and I knew then that he needed
to be involved with the SBA. Besides his graphic design talent, personal management skills, and
experiences and relationships gained as an SBA senator, Alfredo also brings a high level of
enthusiasm to a position that requires it. He had the strongest interview of all persons who
applied for the Student Affairs position, and his vision for higher levels of communication and
higher level of visibility with the position make him the best person for this job. He works well
with the executive board, he has a great sense of humor and positive energy, and I look forward
to having his help throughout the year.
Halimah Najiieb-Locke for VP of Outreach: Professionalism. Presence. Experience. I could
think of no better person than Halimah to take on the role of VP of Outreach. Her ambitious
plans for improving out contact with alumni, and desire to work with the VP of Programming to
increase the number of alumni events on campus through the SBA, make her the best candidate
for the position. She has strong institutional knowledge of academic establishments from her
previous experience. She also has a strong personality and leadership and management skills,
which will allow her to utilize and motivate all the directors under her to achieve the best they
can. She will transform the VP of outreach position, for the better. She is also running for an
ABA student division position, and will drive other fellow students to also run for ABA positions
and increase our presence in the legal community at large. She also provides invaluable and
critical insight and experiences to the Executive Board in general, and I look forward to having
her help in shaping SBA and the Dean's policies moving forward.
Phylicia Hill for VP of Programming: There was a time when I was worried that we had no
qualified candidates interested in VP of Programming. I was wrong. In the end, we had many
strong candidates interview for the position. Phylicia ultimately had the best combination of
vision, experience, and enthusiasm of all the other candidates interviewed. She has experience
teaching through Teach For America, and has strong management, event planning skills, and the
wisdom that comes with real work experience. She will plan, delegate, and execute events
efficiently and on a budget, and will additionally focus on creating other events that do not
involve alcohol, as well as on events that will target LLM, Evening, and Transfer Students so
that these students will feel more involved and included at GW Law. She additionally has a great
and professional personality, and will contribute positively to the executive board while being an
excellent SBA representative to the GW Law community at large.
Kasey O'Connor for VP of 1Ls: The VP of 1Ls position was the most highly contested of all
VP positions. We had many great candidates with strong experiences and skills apply. In the end,
Kasey was in the best position to improve the position and oversee orientation. Kasey was the
Assistant Director of Orientation this year. When the Director of Orientation had to go the
hospital, Kasey stepped up to the plate to direct orientation, and 1L orientation overall went
extremely well. Kasey also gives campus tours, and has worked closely with Professor Peterson
and Susan Fine to advocate for students and improve the Inns of Court system. She additionally
has the a strong passion for 1Ls, and is always volunteering and taking the lead on preview and
orientation days. With her proven leadership and management experiences, her strong mentoring
skills, her passion for helping admitted and entering students, her experience of previously
running orientation, and the strong relationships she has built with the staff, faculty, and deans
who work most closely with 1Ls over the past two years, we decided she was the best person for
this position, and would do a fantastic job of creating the best experience for entering 1Ls here at
GW. She also has a fun and open personality, and she contributes positive energy and ideas to
our executive board meetings.
Thank you for taking the time to get to know and learn about the great accomplishments,
past experiences, and future goals of the SBA Executive Board for next year. Please do not
hesitate to contact me if you have any questions or concerns, and we all look forward to working
together with the SBA Senate to creating a better life here at GW Law for our fellow students.
Sincerely,
_______/s/____________________April 3rd, 2013

Alfredo Pelicci, VP of Student Affairs
I am a rising 2L with a passion for activism, politics, and public service. For the past year, I have
had the honor of representing the Sandra Day O’Connor Inn in the SBA Senate. My awareness
of the significant potential of the SBA to positively impact the experience of students has
brought me to the post of Vice President of Student Affairs. I intend to use this position to
promote student engagement, highlight our university’s incredible diversity, and address the
concerns of the student body.
Before starting law school I attended the University of Florida, where I studied political
science and philosophy. My interest in civil liberties led me to running a campaign for equality
in 2008 and working on numerous other related projects. I have interned on and off with the
ACLU since my junior year of high school and plan to continue this work throughout my legal
career. I realized my love for Washington D.C. through attending two of the ACLU National
Conferences, the 2009 Equality March, and congressional lobbying sessions.
I am proud to be a member of GW Law and have had a great experience so far. My goal
is to make sure the law school experience is positive for all of my fellow colleagues. As such, I
look forward to working under the SBA to build the best possible community here at GW Law

Halimah Naijieb Locke, VP of Outreach
Greetings everyone, my name is Halimah Najieb-Locke and I am a first-year student. I
am the Vice President of Outreach for the SBA because I want to be of service by helping to
accomplish the great work of this organization through lending any support I can offer to the
endeavors of student body to succeed academically and professionally. I believe this position is
very important because it helps to connect the student body with even more practicing
professionals and propel the outward image of the Law School to the DC community at large, all
of which ultimately helps students succeed.
I attended the University of San Francisco (USF) for my undergraduate degree, obtaining
a Bachelors of Art in English Literature with a minor in Criminal Justice. My experience
includes serving as Student Body President at USF, and later joining the administration full-time
as the Student Services Manager focusing on the student experience, in addition to community
involvement by being chartering Vice President of Finance for a new city wide democratic club
known as the Black Young Democrats of San Francisco. I am well prepared to utilize my
professional and organizational knowledge to the advantage of the SBA as the incoming the Vice
President of Outreach. I currently serve as a committee member for the Minority Affairs
Committee and have greatly benefited from working alongside my fellow members to celebrate
the accomplishments of this year. I am also the incoming National Director of Communication
for the National Black Law Students Association. I have learned much from my valued roles on
executive boards in the past and plan on using this information to propel our local SBA even
further by building on the excellent foundation that has already been laid. My strengths include
handling pressure well, relating to others by working well in a group setting, and being well
organized while taking initiative. I have been taught the importance of being a person for the
people by giving back to the community through service and I can think of no more rewarding
service than being a part of this year’s executive board by fostering opportunities for other GW
Law students. Being a high energy person who has unbreakable determination, and is very
outgoing and communicative, I am very passionate about everything I do and I am extremely
capable of keeping track of a fast paced schedule by multitasking and meeting deadlines required
to give the student body the best experience possible.
I am excited about serving as the Vice President of Outreach because of the branding
opportunity it presents and the supportive role it serves on the board. My plans around this role
focus on disseminating information from all the different SBA sectors and relevant external
avenues to inform the students of great opportunities to get ahead. I will actively engage the
student body by seeking input on important initiatives and their preferences for learning of them
through more evaluations on social media platforms. The key to this role being successful is
being accountable and timely in responses to the needs of the students, something I understand
and place high value on. All of my goals truly involve continuing the outreach to firms and the
GW alumni in the area to build up all the sectors under outreach, including but not limited to
ABA networking opportunities, Community Service and Public Interest/Pro Bono projects, and
ways to get all the affiliation groups of GW Law more connected and working together to propel
us all forward such as expanding the Alternative Spring Break initiative. This position gives me
an opportunity to be involved on all levels of the organization by providing support where the
President needs and is appropriate to engage these other entities with the great things our
colleagues are doing while in school. My plans center on being communicative with all the
different sectors to ensure tasks are completed and supported.
I look forward to the opportunity to discuss my qualifications in greater detail and I thank
you for your time.
Respectfully yours,
Ms. Halimah A. Najieb-Locke

Phylicia Hill, VP of Programming
Phylicia Hill is a 1L with a variety of experience coordinating and facilitating events. Through
her experiences in undergrad, Teach For America, and graduate school, she has planned small
banquets, university-wide events and everything in between. In undergrad, she planned several
retreats and small scale events for various organizations and was active in Student Government
Association, especially with facilitating events. While teaching 5th grade and coaching high
school cheerleaders, she took the idea of having a formal athletic banquet and turned it into a fun
event that still happens every year. She fundraised, created budgets and created documents to
make future planning easier for whoever assumed responsibility of the event in the future. While
in graduate school, she planned large scale fundraisers, including a kick-ball tournament, which
required her to work with various university offices, student groups and local businesses. She
brings this diverse experience as well as an eye for details to the SBA and hopes to continue
providing the student body with programming that they love as well as implement new programs
that are more inclusive of the entire student population.
Her major goals for the position include increasing the number of events targeted towards
evening students and students with families. She also plans to coordinate more alcohol-free
events and events that expose students to the wonder and splendor of the DC metro area.
She received dual Bachelors of Arts in both Political Science and English from Florida
Agricultural and Mechanical University and her Masters of Community Planning and Economic
Development from Auburn University.
Her interests include Beyonce, early 90s Disney movies, mapmaking and office supplies. She
