Holy Comorter-Saint Cyprian Parish is the result o two Catholic parishes merging in

1966. However, the origins o the two parishes go back much arther.

Holy Comforter Parish

Established in November 1904 at 14th & East Capitol Streets, S.E. under Reverend Joseph

McGuire. In 1938, the present imposing stone church and rectory were built. Te school at

15th & East Capitol Streets, S.E. was built in October 1921, and the Sisters o Saint Joseph

o Chestnut Hill staed it.

Saint Cyprian of Carthage Parish

During the 1880s, as was the practice in our country’s history, Arican-American Catholics

 who worshipped on Capitol Hill at St. Peter’s Church were segregated rom the white

members o the congregation. Tey sat in the back o the church, used dierent doors, were

not married at the main altar and eventually excluded rom the main sanctuary. In 1887,

Father James Matthews came to St. Peter’s as the assistant pastor. Ater witnessing the treat-

ment o the Arican-American Catholics, he worked diligently to create an Arican-Ameri-

can Catholic parish. On March 12, 1893, ater continuous eorts by the Arican-American

Catholics and the perseverance o Father Mathews the Archdiocese ormally organized

Saint Cyprian o Carthage Parish. On April 18th the group o Arican-American Catholicspurchased land at the corner o 13th & C Streets, S.E. and broke ground or a new church

on July 31. Saint Cyprian Catholic Church opened its new building on June 2, 1894. Te

school, initially located at 310-8th Street, S.E. started as Saint Ann’s Academy and was

staed by the Oblate Sisters o Providence. Te ounding pastor Father (later Monsignor)

 James Mathews served Saint Cyprian’s or 41 years rom 1893-1934.

Merged Parishes

In June o 1966, the Archbishop o Washington, Most Rev. Patrick A. O’Boyle, ater

consultation with both pastors, announced that the parishes would be merged into one

parish, with the larger and newer church at 14th & East Capitol Streets being the site

o the merged congregations. Te school closed in 2007 but the parish church remains.

oday, Holy Comorter-Saint Cyprian Parish continues to maintain a strong historical

tradition even as we welcome the many new neighbors who come to live in this Capitol

Hill neighborhood.

2013 FAITH DOES JUSTICE AWARD

Senior Judge Arthur L. Burnett, Sr.

Retired Judge, District o Columbia Superior Court 

Senior Judge Arthur L. Burnett, Sr. has had a long and illus-

trious legal career includes positions in the Attorney General’s

Honors Program at the United States Department o Justice in

the Criminal Division, as an assistant United States attorney in

 Washington, D.C., the rst general counsel o the Metropolitan

Police Department in the District o Columbia, the rst Arican

 American United States magistrate (now called United States

magistrate judges) in the United States, the legal advisor or the

United States Civil Service System, a legal advisor to the Presi-

dent o the United States on all civil service and personnel lawsin the United States and as one o the President’s chie representatives in dealing with all

bills pending beore the U.S. Congress dealing with the ederal personnel system, a United

States magistrate judge in the United States District Court or the District o Columbia,

and or the Superior Court o the District o Columbia.

 He is a graduate o Howard University summa cum laude with a major in political science

and a minor in economics. In his junior year, he was elected to Phi Beta Kappa. He then

attended New York University School o Law where he received his law degree in 1958,

graduating in the top 10% o his class, and as a Founders’ Day Award recipient.

In October 1998 he retired and became a senior judge in the Superior Court o the Dis-

trict o Columbia. While retaining the status o a senior judge, on August 1, 2004, he

took a sabbatical and assumed the position o national executive director o the National

 Arican American Drug Policy Coalition, Inc., in which position he now serves in addition

to being an adjunct law proessor at two law schools.

Beverly Carroll

Former Assistant Director in the Secretariat or Cultural Diversity in the Church at the 

United States Conerence on Catholic Bishops (USCCB)

Beverly A. Carroll has served as a longtime advocate and com-

munity organizer o inner city parishes and schools rom her

days o working in the Catholic Church in her native Baltimore,

MD, to becoming a nationally known speaker on combating rac-

ism and afrming diversity.

Dr. Carroll holds a bachelor’s degree rom University o Mary-

land, College Park and a master’s degree in organization develop-

ment rom owson State University. She also holds an honorary Doctorate rom Siena College. She is the ormer Assistant Director or Arican American

 Aairs in USCCB Secretariat or Cultural Diversity in the Church and served as a member

o the Advisory Committee or the Institute or Black Catholic Studies at Xavier Universi-

ty, the National Black Catholic Congress Board o rustees, and the National Association

o Black Catholic Administrators. Dr. Carroll was previously on the Provincial Arican

 American Committee o the Holy Name Province o Franciscans.

Dr. Carroll’s resume includes preparing priests and nuns or ministry in the inner city,

chairwoman o the Fr. Charles A. Hall Cluster Board, chie sta ofcer or the Ofce o 

Urban Vicar in the Archdiocese o Baltimore, serving on the Board o Sandtown-Win-

chester and Baltimore Bon Secours Medical Health system, and trustee or the Catholic

Teological Union and Siena College. She is author o Te Cypress Will Grow , a video

and resource book or evangelization, and producer o several videos, including “I Rivers

Could Speak” and “Unraveling the Evangelical Cord.”

Rev. William M. Lies, C.S.C.

Vice President or Mission Engagement and Church Afairs at the University o Notre Dame 

Father Bill Lies, C.S.C., is the Vice President o Mission En-

gagement and Church Aairs at the University o Notre Dame, where he also teaches in the political science department and is a 

ellow o both the Kellogg Institute or International Studies and

the Kroc Institute or International Peace Studies. Among other

responsibilities, he is the principal liaison or Notre Dame to the

US bishops, the USCCB, and to various organizations and agen-

cies afliated with the Catholic Church.

From 2002 to 2012, Father Bill served as the Executive Director

o Notre Dame’s Center or Social Concerns. Te Center oers a wide array o courses,

seminars, and other community-based learning, research and service programs inormed

by Catholic social tradition. His scholarship and teaching ocuses on domestic poverty 

and politics, particularly as it has related to the work o the Center or Social Concerns

and its many partners, including Catholic Charities and other agencies throughout the

country.

 A native o Little Falls, Minn., Father Bill is the ninth o the ten children o om and Lau-

rie Lies. He entered the Congregation o Holy Cross, Notre Dame’s ounding religious

community, in 1987. He earned his master o divinity degree in 1993 and was ordained

a year later at the Basilica o the Sacred Heart on Notre Dame’s campus. He studied and

 worked in Chile and has served aith communities in Chile and the U.S. Father Bill serves

on several national and international boards and oundations related to community-basedlearning and poverty alleviation initiatives

Carolyn Dukes Tisdale

Retired Executive Director, Catholic Charities o West ennessee 

Carolyn is the second oldest o nine children born to Henry 

and Louise Dukes. She is a native Memphian and a product o the sixties. Her dream growing up was to attend uskegee Col-

lege. Memphis State University,( University o Memphis) had

nally allowed Aro-Americans to attend in 1960, which made

college attendance more aordable or blacks living in Mem-

phis because they now could attend a State University in their

hometown. Carolyn joined the 200 students already enrolled at

Memphis State.

On graduating rom Memphis State her rst job was working as an eligibility case worker

or the ennessee Department o Human Services. During her eight year tenure with

the Department o Human Services, she moved rom case worker, to assistant supervisor

o case managers to become a quality assurance manager. Ater leaving State employ-

ment she went to a non-prot Agency, Goodwill Homes Community Services to serve

as Manager o Foster Care and Group Home Services. She served on state committees to

establish standards or group and oster homes and participated in ask Force to recom-

mend change.

In December o 1987 Carolyn joined Associated Catholic Charities in Memphis, N

as director o Reugee and Immigration Services. Tis was another look at poverty rom

dierent lenses. She served as director o Reugee and Immigration Services or 17 years

beore becoming Executive Director o Catholic Charities o West ennessee.

Carolyn has been active in many aspects o the Memphis community, serving on commit-

tees and ask Forces and Boards o other non-prot organizations. She is 2009 graduate

o the Leadership Memphis Executive Class. Carolyn and her husband Martin have a 

blended amily o ve children, ve grandchildren and two great grandchildren.

Senior Judge Arthur L. Burnett, Sr.

I accept the 2013 Faith Does Justice Award with the deepest o humility and thanks to God

and Jesus Christ or the Blessings bestowed upon my Lie and the endeavors I have pursued

based on my Faith and “walking in the ootsteps o Jesus Christ” here on Earth and ollowing 

His teachings to the best o my abilities and with the discipline, ortitude and strength He has

given me. At my age I am most thankul or being in good health, having a devoted wie, and

to have been the Father to ve wonderul children who are all successul in their lives, rendering 

valuable service to many persons in their given proessions.

I am most thankul to be o Service to God and Jesus Christ and all humanity. Not only has

He given me the Passion and Commitment to promote the achievement o ull equality o ALL

individuals on the ace o this Earth and to value the inner qualities o all human beings, but

the stamina and drive to be a Servant o Action to implement Faith to Achieve Justice or every Human Being. Faith alone is not enough. We must be “DOERS” putting our Faith into Action.

Further, I would go even urther, to humbly suggest that we must do more than achieve Justice.

Our ultimate goal should be to achieve the end o divisiveness, violence and wars where we

achieve genuine Peace on Earth and Good Will to all men and women throughout their lives.

It is with an overwhelming sense o gratitude to be considered as one o Catholic Charities

USA’s Keeping the Dream Alive honoree or 2013.

It is occasions like this which causes one to pause and look back over the years to identiy the

mission God has assigned to them and the many colleagues who have walked side by side or

economic justice and Catholic social teachings. Whether it was ‘the longest walk’ as led by our

Native American Brothers and Sisters, the boycott o table grapes as was led by César Estrada 

Chávez as a sign o support, or marching with Rev. Dr. Martin Luther King who demonstrat-

ed or civil rights and the plight o poor people, God was always present. Some o my greatest

experiences were in the eld when I worked or Catholic Charities. I am also so grateul or my 

parents James and Lillian Carroll who planted the seed that we are indeed each other’s keepers.

I am deeply humbled to be among the honorees receiving this special award inspired by the lie

and work o Dr. King.

I have had in my lie the great joy o walking with college students on the road o ormationand transormation. I am grateul to those who led me to this road and who have accompanied

me along the way, including my amily o birth, my Holy Cross amily, and in particular my 

brother, Jim, who is brother to me in both. It is these amilies that not only put me on the path,

but helped me to appreciate the dream in the rst place.

Tis walk, though, is possible only because o the good people who, like Jesus, love and ac-

company those who are on the margins o lie and who, at the same time, are willing to let

our students share in their work. I accept this award on their behal and on behal o my col-

leagues at Notre Dame and across higher education who endeavor to inculcate the values o 

Catholic social teaching in our students—the ones we count on, ater all, to continue to keep

the dream alive.
