    2013 ARCHITECTURE COMPETITION

    The Grand Prize winner will receive P300,000.00 in cash from the Metrobank Foundation, Inc. (MBFI).

    RULES AND REGULATIONS

    Please take time to read through for your guidance.

    This is your architecture entry form. For details on the painting, sculpture and interior design

    competitions please secure the proper entry form.

    Eligibility

    1. The Metrobank Art and Design Excellence Architecture Competition is open to

    A team composed of a minimum of two (2) to a maximum of four (4) registered Filipinoarchitects, 25 to 50 years old (25 years old as of July 19, 2013 and still 50 years on or before

    September 19, 2013)

    Members of the United Architects of the Philippines as of September 30, 20122. Roles of the Team Leader and Member/s

    The team shall work on the conceptual design entry by assigning a team leader who will act asthe Main Entrant to the Competition.

    He/ she, the main entrant, shall spearhead the conceptualization of the design concept of theentry and production of the design boards from drafting to printing of the submittals. He/ she

    shall be legally responsible for the entire entry to the Competition.

    Should the entry be chosen as a finalist of the Competition, the main entrant shall be the onewho will present the entry of his/her team before the Board of Judges during the Final Judging.

    The Main Entrant and his/her team will be awarded/ recognized as the Grand Prize Winner ofthe MADE Architecture Competition.

    The main entrant shall designate tasks and responsibilities individually to his/ her teammembers.

    The team members shall assist the main entrant in the development of the conceptual designand provide manpower support in the production of the entry to the Competition.

    3. The following are disqualified from joining the competition:

    Previous winners of the MADE Architecture Competition Members of the 2013 UAP Executive Committee Chairman and members of the 2013 UAP/MADE Competition Committee 2013 Members of the Board of Judges Architects employed by the Metrobank Group of Companies Immediate family members of the persons listed above

    4. A team which includes the main entrant and team members can submit only one (1) entry.

    Participating architects of the Architecture Competition are no longer allowed to join the 2013 MADE

    Painting, Sculpture and Interior Design Competition.

    Criteria for Assessment

    In line with the objective of the Competition to develop creativity, originality, and artistic excellence

    among young architects in the evolution of Filipino Architecture, the entry:

    Should be solely conceptualized by the team as spearheaded by the main entrant and assistedby his/her team member/s and conducted the production process (from drafting to finalizing of

    the boards) of the entry by the main entrant and member/s. (i.e. soliciting ideas from another

    person who is not part of the participating team is not considered original)

    Shall be the teams original design work wholly executed by the main entrant and his/her teammember/s. (i.e. hiring other architects/ designers who are not part of the participating team to

    execute the design concept manually or digitally is not considered wholly executed)

    Has not been submitted in any other competition or received any award from any national orinternational design competition

    Specifications of the Entry

    DESIGN TITLE: CRUISE PORT TERMINAL

    DESIGN THEME: CRUISE PORT TOURISM

    Promotion of Philippine arts and culture and development of economic productivity by providing an

    international sea transportation terminal.

    DESIGN BACKGROUND:

    It was predicted that by the end of the decade, Asian cruise passengers will double its growth reaching

    up to 7 million. This forecast was made in line with development and expansion in cruise destinations inAsia which encouraged prime cruise ship owners to not miss the opportunity by not just being part, but

    be the first in exploring an extreme business potential.

    Philippines, being one of the mega diverse countries in the world*1+, in seen as a must-have port by

    these foreign ship owners.

    With this, a foreign cruise line corporation is interested to invest in developing the existing port terminal

    inside Cultural Center of the Philippines into an international sea port terminal to meet the demands of

    cruise passengers for more itineraries in Asia, will do best in expanding Philippine promotion and

    shipping business in the country.

    AN OPPORTUNITY IN LINE WITH THE VISION:

    In 2002, the Board of Trustees and Management of the Cultural Center of the Philippines embarked to

    pursue its goal to develop the *CCP Complex [1] into a world-class facility for arts and culture as

    stipulated in its CCP Charter, P.D. 15

    To construct, establish and maintain in a single site, a national theater, a national music hall,

    an art gallery and other such buildings and facilities as are necessary or desirable for holding of

    conferences, seminars, concerts and the like;

    To awaken the consciousness of our people to our cultural heritage and to encourage them to

    assist in its preservation, promotion, enhancement and development;

    To cultivate and enhance public interest in, and appreciation of distinctive Philippine arts in

    various fields;

    To discover, assist and develop talents connected with Philippine cultural pursuits and create

    greater opportunities for individual and national self expression in cultural affairs;

    To encourage the organization of cultural groups, associations or societies and the holding or

    staging of cultural exhibitions, performances and similar activities.

    With an opportunity of foreign investor together with the vision of CCP, building an international cruise

    port terminal, aside from being a major key to attract and welcome local and international tourists to

    experience the heart and soul of Filipino culture, it will definitely meet both objectives in opening the

    Philippines to the world.

    DESIGN PROBLEM:

    To design a waterfront feature development to serve as a gateway for international and local tourists

    that will become a venue in meeting their personal, social and cultural needs in their Asia experience.

    To design a Philippine architectural icon to provide the same level of comfort and convenience found in

    an airport.

    A port terminal that sets out a comprehensive range of facilities to (1) provide for all the requirements

    of the cruise line and ferry passengers; (2) feature culture and arts (3) promote practices and activities

    that is all uniquely Filipino and (4) stimulate social and economic growth of the country.

    To design an international port that can accommodate a maximum of 2,800-pax international cruise ship

    and 6 arrivals and 6 departure of inter-island ferries a day.

    Capacity to achieve per passenger turnaround of within 45 minutes*.** Time period based on the point when passenger disembarks from the cruise ship

    to the point he/she steps out of the terminal.

    The design should integrate applications of environmental sustainability transcending location, time and

    climatic phenomena and CCPs Urban Design Principles that will bring the Philippines in the forefront of

    tourism in the 21st century.

    The Urban Design Principles are as follows: Re-orientation towards the Bay, Structural Translation of

    Cultural Analysis, Synergy of Mixed Uses, Higher Quality Impact to the General Public, Environmentally

    Sensitive Design, Open Spaces as Formative Elements, Pedestrian-centered Development, Context of

    Development.

    DESIGN REQUIREMENTS

    2. Other areas and facilities like (but not limited to): Promenade Park Coach bays Parking lot

    PROBLEM SITE DESCRIPTION

    In line with its overall development rationale, the same site for the ferry terminal, but smaller in lot

    area, will be used for the competition. It will be located inside the Cultural Center of the Philippines

    Complex, situated at the north western end of the property (lots 1.2.3 and 1.2.2) with a combined total

    lot area of 19, 534 sq. mts. ( Please see figure 1. Lot plan )

    Focusing on the design approach for the docking area and cruise port terminal should be the primary

    attention of the designers as the design of the port, number of ships and ferries berthing have already

    been provided. (Please see figure 2. Pier plan )

    Since the formulation of CCPs vision of developing the complex in 2002, a design of Master

    Development Plan was achieved, utilized by clusters. The ferry terminal is under the Promenade cluster.

    Following are the Promenades Development Rationale:

    1. The Promenade is located on the northern edge of the CCP Complex, designed to reinforce

    the plan vision of orienting the CCP to the sea.

    2. The Promenade continues the required seafront easement along the Boulevard 2000properties, and directly links CCP to the Roxas Boulevard Promenade.

    3. The Promenade is characterized by low-rise developments of mixed-used facilities. These

    include a mix of cultural, commercial and retail uses adhering to a mix urban experiences, to

    include but not limited to: retail stores, cafes, restaurants, studios, galleries, residential lofts,

    commercial art galleries, bookstores and antique stores.

    *The CCP Complex is an 88-hectare reclaimed property along Roxas Boulevard, most of which fall under

    the jurisdiction of the City ofPasay. It is part of the Boulevard 2000 property that spans 1,500 hectares

    Construction Budget

    The construction cost of the cruise terminal is twelve billion to fifteen billion pesos (12,000,000,000 to

    15,000,000,000 Philippine pesos) and two billion to two billion and 500 million pesos (2,000,000,000 to

    2,500,000,000 Philippine Pesos) for the construction of pier and breakwater.

    2. Reflective of Filipino Culture with global appeal (an outstanding design factor and includesconsideration for climate/environment, beliefs, customs, etc.)

    3. Use of Innovative & Appropriate Technology (e.g. roofing, walls, ample ventilation and lighting,among others)

    4. Socio-economic sustainability or adapting Green Architecture (e.g. passive cooling, use of non-conventional energy resources, among others)

    5. Cost Effectiveness

    Preliminary Evaluation and Judging

    PHASE 1: Participants are required to submit all drawing requirements for the preliminary evaluation

    (Short listing of finalists).

    PHASE 2: For the final judging, finalists (the main entrants) are required to present and defend their

    design concept before the board of judges.

    The winning entries are chosen by a Board of Judges composed of architecture and design professionals.

    Submissions are judged based on the objectives and criteria.

    2. Entry Materials

    Boards I - General Design Concepts & Site Plan

    Scale 1:200M The Site Development Plan shall be drawn with the North in a vertically upward direction

    showing the following minimum items:

    BOARD IV-V Design Details

    Building Design Concepts shall describe the planning and design approach through graphicalrepresentations and text relative to the criteria.

    TOTAL NUMBER OF BOARDS TO BE SUBMITTED:

    A MINIMUM OF THREE (3) BOARDS AND A MAXIMUM OF FIVE (5) BOARDS

    Presentation requirements:

    Drawings on 594mm x 841mm print paper must be done in color or monochromatic All dimensions shall use metric units Boards shall be of A1 size 594mm x 841mm boards All boards shall be oriented such that the 594mm side is vertical and the 841mm side is

    horizontal (landscape)

    Presentation drawings shall not go beyond a margin of 25mm from the edge. Allocate a 38mm design title in height above the 25mm margin. At the lower left and center to

    right corner of the board, indicate MADE Architecture Competition and (Title ofyour entry)

    minimum 48 point, respectively. At the corner right of the design title, place a 38mm x 38mm

    box and indicate A13-_____

    No other identifying marks shall be placed on the boards. A minimum of 300-word written explanation shall be on A4 size (210mm x 297mm), Times New

    Roman 12 point font and one-and-a-half paragraph line spacing. The written explanation must

    be enclosed in a short manila envelope and packed together with the presentation boards.

    Electronic files of each board with full-scale version in PDF format and a high resolution A4 jpegof the complete entry saved to a CD shall be included as part of the submittals. These electronic

    versions will be used for publication purposes. The disc should be properly labelled with the

    entry code and submitted in the same envelope as the written explanation.

    When to submit

    All entries (documents) should be at the UAP National Headquarters/ Metrobank Foundations office

    not later than July 19, 2013. Documents received later than the specified date will be disqualified.

    Other Regulations

    1. All materials submitted by the winning entrant will become properties of the MetrobankFoundation, subject to existing provisions of law.

    2. By submitting the original entry form, the entrant agrees to abide by the rules and regulations ofthe Competition and submits to any background investigation that the MBFI/UAP may conduct.

    3. The selection of the members of the Board of Judges shall be the sole prerogative of the MBFIand UAP.

    4. Judges may decide not to award the prize if the entry does not meet any of the criteria andcompetition requirements. All decisions of the Board of Judges as to whether or not an entry or

    entrant complied with the rules and regulations, as well as in all aspects of the Competition,

    SHALL BE FINAL.

    5. The Competition is a conceptual design competition only and the winning entry will not be builtin actual unless the Metrobank Foundation, Metrobank or any member of the Metrobank Group

    of Companies, the Cultural Center of the Philippines (CCP) and/or any of their directors/trustees,

    agree to build the winning conceptual design outside of the Competition.

    6. MBFI, CCP, Metrobank or any member of the Metrobank Group of Companies may purchase anyentry at a price agreed upon by the Foundation and the main entrant.

    7. The MBFI/UAP reserves the right to withdraw any award and/or cash prize at any time shouldthe entrant violate any of the rules and regulations of the competition or if the MBFI/UAP

    deems, in any way, that granting the contestant the award will damage the reputation of the

    United Architects of the Philippines, the MBFI and/or Metrobank.

    8. The entrant shall not hold the UAP, the MBFI, Metrobank, and/or any of their directors/trustees,officers or staff, responsible for loss or damage of documents or submittals in transit or during

    storage or while in the possession of the aforementioned entries.

    9. The MBFI/UAP reserves the right to use the name and photo of the entrant and his/her entryfree of charge for any broadcast, online, print or any other medium or platform.

    10.The MBFI/UAP also reserves the right to exhibit the winning and non-winning entries, as it maydeem fit and to decide which of the entries will be displayed. Due to space constraints, not all

    entries may be displayed.

    11.Should an architect be affiliated with a design or architectural firm or any related organization,the organizers will not be liable to any agreement signed by the entrant prior or after joining the

    Competition for any percentage or proceeds acquired as a result of joining/ winning the

    Competition.

    12.The organizers will also be not liable to any agreement among the main entrant and his/herteam member/s for any monetary percentage/ fraction between them after winning the

    Competition.

    13.The Grand Prize Winner shall attend the awarding ceremony and exhibit opening, as well as theMADE Winners Forum and other awarding and post awarding activities organized by MBFI and

    UAP.
