From the BoardTeamwork was the theme for 2013! Because of The Arc of Livingston-Wyoming’s incredible Team, the agency was able to overcome Obstacles and turn them into Opportunities!

Who is on this Team? Our Families, who have compelling stories to tell and are no strangers to speaking out for their loved ones. Our Self Advocates, who proudly advocate for all the individuals served by The Arc. The Direct Support Professionals and all The Arc staff, who work side by side with the individuals we serve every day. The Executive Director, CFO, and Senior Managers, whose proactive planning keep us ready to face change. The dedicated Board of Directors, who partner with The Arc’s leadership to ensure exceptional quality of care. And our supportive Membership, over 900 strong, who are advocates of The Arc’s programs and services and the circle of support to the individuals we serve.

Together we advocated keeping our workshop open by encouraging local, state, and federal politicians to visit Hilltop and see the choices we provide for employment.

Together we worked to avoid cuts to programs and services in the state budget and urged lawmakers to reinstate trend factors for employees.

Together we have made the community aware of our accomplishments and willingness to improve the places we live by giving back with projects at the Mt. Morris Dam, Foodlink, helping local animal shelters, collaborations with local churches, county agencies, food pantries, and the Red Cross, to name a few.

And as we go forward, together we will need to continue to band together and make sure our voice is heard. With Teamwork, we can overcome Obstacles and create Opportunity!

Each year, The Arc of Livingston-Wyoming hosts a number of community events, many of which serve as fundraisers to benefit people with intellectual and developmental disabilities through The Arc Foundation. Thank you for joining us at these events in 2013:

• 2nd Annual Harvest FestCulinary Event

• 1st Annual Rockin’ the ArtsFoundation Board President Timothy McCallum

Springtime has finally arrived! For me, this is an annual rite of passage on several levels: the annual metamorphosis of agencies of which I am a member, my golf game, my personal expectations for the upcoming year, and encouraging/facilitating growth with my grandsons. Like the monarch butterflies emerging from their sheltering cocoons, The Arc is changing, emerging, growing, and maturing.

The brand new logo for The Arc of Livingston-Wyoming, which was introduced in late December, signaled a colorful and exciting future for our agency. With State Senator Catharine Young present to celebrate the event with us, who could argue?

I have seen many of my friends in the agency spread their wings as they grow personally and become significant participants in local, statewide, and national events: Lisa Irwin, Mark Saunders, Heather Bump, Casey Van Zandt, Ken Tolle, Ken James, Ricky Hatfield, Barney Pedraza, and many more. This is a clear sign that our agency is successfully serving our constituency and is fully implementing our mission.

The Arc Foundation continues to foster change and growth with area high school seniors who are headed off to college with the life goal of serving persons with intellectual and other disabilities. This year, we awarded scholarships to Elizabeth Kaye and Kathryn Schledorn from Livingston County and Alyssa Zielinski from Wyoming County. Go forth and do good things! We can’t wait to see what your future brings.

Successful agencies encourage a culture of change, facilitate the process of personal and professional growth, and recognize the accomplishments of those persons within and without the agency which embody these characteristics. The Arc sits atop the mountain of success. We have changed! We have grown! We have matured! The metamorphosis continues!

Fundraisers

Board Buddies Slow Dance Say Cheese!

Hilltop IndustriesStarted "Community Connections" as a community-oriented career

exploration program.

Grew participation in Supported Living by 15 percent, Supported Employment by 10 percent, and Prevocational Services by 8

percent.

Continued to serve more than 330 people in Vocational and Day Services, and 260 people and families in Community Services.

Moved Finders Keepers thrift store to 47 Main Street and increased sales by 9 percent.

Maintained more than $2.4 million in sales through Hilltop Business Services.

Collaborated with Livingston Arts for the first annual Rockin’ the Arts Gala and Auction at Sweet Briar in Geneseo, which raised

$6,000 for each program and increased community awareness of both programs.

Hosted an all-day conference for its staff and 60 local preschool professionals from other agencies and school districts on the

latest research on brain development and why certain traditional behavior management approaches don’t always work for children.

Opened the "Little Free Library" at the Lehman Building as a way to share literacy materials for free with children and people in

the local communities who may not use the public libraries.

Had program reviews or audits in each of its program service areas. All of the programs received excellent final reports from

the review teams.

KidStart Children’s ServicesReceived a 95% satisfaction rating amongst families.

Laid the groundwork for the Supportive Apartment Program,

slated to open June 1st. This new program will provide residential habilitation and clinical support to individuals living in their own apartments scattered amongst our communities, with the goal of helping people live as independently as possible in

integrated settings.

Achieved a program occupancy of 98 percent.

Adam Moore of the Warren IRA won NYSARC's prestigious Thomas Maul Direct Support Professional Excellence Award.

Residential Services

Service CoordinationServed a total of 594 individuals, up from 555 in 2012.

Several Service Coordinators began pursuit of becoming Support Brokers to assist individuals who want to pursue Self-Direction.

Nearly half of the employees in the program have been with the agency for more than a decade!

Total mileage: 1,761,930 miles, with the lowest preventable accident rate in over 10 years.

Total number of one-way trips: 300,327, of which 38,847 were wheelchair trips. That’s 176 wheelchair trips per day!

Expanded Non-Emergency Medical Transportation services.

Served more individuals in Livingston and Wyoming counties than ever, with service to more than 875 individuals.

TransportationConducted 121 internal audits, 44 of which were for quality

purposes and 77 of which were limited fiscal audits for Medicaid billing compliance. (Corporate Compliance)

Provided 235 regulatory classroom training sessions, and 119 supplemental classroom training sessions.

Began implementation of an electronic time sheet process for agency staff, for efficient, accurate, and environmentally friendly

2013 was a year of change and challenge at The Arc. The change was driven by the state’s intent to move the Developmental Disability service system to managed care. For many years, we have offered services that people are familiar with, and change is often not easy, especially when it may affect family members. Something we learned during the year was the increased role of federal Medicaid (CMS) in dictating to New York how to structure new services, and this led to significant concessions by the state, including agreeing to a $1.1 billion reduction in Medicaid funding.

Change also affected employment for people with Intellectual and Other Disabilities (IDD). Another federal Medicaid requirement for the state to create a Workshop Closure Plan caused anxiety about people eventually losing their jobs and paychecks. This challenge comes from avoiding segregated settings and a desire to have everyone work in their community. Both concepts are valued by The Arc and advocated for over many, many years. A person’s choice is also important, and possible elimination of an employment option is not consistent with choice. As this topic continues to evolve, we intend to offer a full array of job choices.

The most sincere challenge we faced and overcame in 2013 was the Governor’s budget, which called for a 6 percent across the board cut to all IDD providers. If implemented, this would have been devastating to services. NYSARC and other advocacy groups vigorously fought this, and in the end the legislature led by Harvey Weisenberg did the right thing and pushed back on this to avoid any cut. Many of us contacted elected representatives and traveled to Albany. I could not have more proud of Lisa Irwin, Kara Wietz and our dearly departed friend Ellie Houston, who met with Senators Patrick Gallivan and Cathy Young in Albany to tell their stories and advocate for everyone. They were magnificent.

Our foundation in family leadership is a proven asset in constantly articulating the need for quality services.

Making a DifferenceIn 2013, Hilltop Industries launched an advocacy campaign in support of a full range of employment options for people with disabilities, including the preservation of work centers.
