PA-TIP - Background

• Announced in the Governor’s Proposed Budget in February 2012; Legislation approved July 2012

• PHEAA Board of Directors approved - $5 million in funding June 2012 & again in June 2013

• 2012-13 statistics:• 2,935 applications• 1,268 recipients• 66 approved institutions• $4,590,446 net disbursed awards

• Maximum Award Amount» Maximum full-time award = Maximum State Grant

award ($4,363) or 75% of student cost, whichever is less

» Maximum half-time award = $2,180 or 75% of student cost, whichever is less

◦ Veterans are eligible for State Grant Max or 100% of cost, whichever is less

• Minimum Award Amount» $500 full-time awards» $250 half-time awards

• Barriers to participation for Community Colleges and vocational schools

• PA-TIP awards to students enrolled ‘half-time’ at approved public and private, non-profit institutions

• Half-time definition: enrolled in at least 6 credits but no more than 11 credits or the clock hour equivalent

• PA-TIP refund processing» No funds will be disbursed to a school that has an outstanding

refund due over 45 days» 45 days are determined by the date that PHEAA has received

and processed your disbursement roster or Applicant Certification and Status Listing which indicated a refund due

PA-TIP Reconciliation Rosters

• The annual Reconciliation Roster gives schools a final opportunity to report ineligible students or changes to a student’s status.

• An actual graduation date should be provided ONLY if the student has graduated.

• The roster must be returned within 30 days of receipt. Future disbursements are withheld until it is returned.
