    Measures of Academic Progress (MAP ) and MAP for Primary Grades

    Introduction

    Strong student achievement has been a familiar indicator of improved learning for students, parents,counselors, educators, and policy makers alike. Researchers at NWEA have long held that two aspects of

    achievement results are important to the evaluation of academic success and to efforts aimed at

    promoting its attainment. First, knowing what knowledge levels are achieved and what knowledge levels

    for a specified population of students are possible, are clearly important. Such information is contained in

    norms for student performance status. Second, while it is important to describe how much students know

    as judged by their performance levels on a suitable test, it is even more critical for stakeholders who are

    charged with promoting student learning success to have a sense of how well and how rapidly their

    students are learning. Such information is gained from constructing student norms for learning growth

    (NWEA, 2011a).

    The school level norms for status and growth in this users guide are designed to fill several important

    gaps for users of NWEAs MAP assessments. This document assists administrators and district-level

    stakeholders with making decisions and comparisons of school-level status and growth measures for a

    specific grade level and test subject. The information from this school norm users guide is appropriate

    for referencing school- level performance aggregates to schools in the US population. This provides a

    context for interpreting school group data and as such is beneficial for school improvement plans,

    communication to school stake-holders, and of course to provide information for district-level school

    management decisions.

    School Status Norms

    Several aspects of the school status norms for fall and spring terms presented in this users guide are

    new to users who ar e familiar with NWEAs School Growth Study Part 1 of 2009. Because testing

    happened at different points during the instructional year for students and for schools, the new norms

    need to consider the impact of variation between schools in when students are tested. While we generally

    associate higher performance with students who tested later, we recognize that schools determine their

    own testing windows subject to various administrative considerations including, for example, which

    students are tested and when they are tested. When schools differ enough in when they test their

    students, differences in instructional weeks within the schools testing window cannot not be assumed to

    reflect solely the differences in the amount of instruction students received. Our analyses suggest that,

    when schools are considered together, testing students later within the instructional calendar may not

    necessarily correspond with higher school performance. Such results lead us to formulate norms which

    enable users to compare t heir schools mean achievement level with the population of schools in the

    United States regardless of when their students tested within a term . A substantive benefit of this

    approach is that the school status norms can be used to answer the following types of question:

    How does the school level performance in mathematics for our 5 th

    graders compare to the performance of 5 th

    graders of other schools whenstudents are tested at about the same point during the instructional year?

    School Growth Norms

    The school growth norms enable users to compare their schools mean gain 1 with the US population of

    schools whose students have started at about the same RIT level, have also tested at about the same

    time during the instructional year, and have re-tested after a similar amount of instructional time. Again,

    the conditional nature of the new growth norms reflects known relationships among learning gains and

    how prepared the student might be, and the time interval between baseline and follow-up testing. Its

    results help address questions such as:

    How does the school-level reading growth of our 4 th graders, using the

    average of their gains, compare with the school-level reading growth of

    4 th graders from other schools?

    Clearly, there is much to be gained from getting a sense of where students as a group are performing and

    how they are progressing relative to suitably identified peers and under comparable settings.

    Data Source

    All norms reported in this document are based on student performance on the Measures of Academic

    Progress (MAP ) and the Measures of Academic Progress for Primary Grades (MAP for Primary

    Grades) assessments. MAP tests are offered in the content areas of reading, language usage, and

    mathematics for grades 2 through 10. MAP for Primary Grades tests are offered in reading and

    mathematics for kindergarten through grade 2. Tests are also offered in general science and science

    concepts and processes but these are not part of the norms reported here.

    The source for candidate test event records was the Growth Research Database (GRD). The study

    timeframe included the testing terms of spring 2009, fall 2009, winter 2010, spring 2010, and fall 2010.

    Any test event falling into one of these terms was treated as a candidate for inclusion after they met

    several standard eligibility criteria. The procedure resulted in three pools of records, one for each content

    area. In contrast to the 2011 RIT scale norms study, which randomly sampled student test histories from

    these pools, all test events were considered eligible for inclusion in this users guide . Schools were,

    however, randomly sampled to keep computational demands reasonable.

    Methodological Improvements

    Even if the value of achievement status and growth norms is well understood, how such information may

    be systematically assembled and used is just as important. Past norms referred only to schools in the

    NWEA user base. In this users guide , we have identified and applied a suitable post-stratification

    weighting procedure to meet the challenges of school-level status and growth norms that are more

    representative of schools in the US. This approach is well accepted when the data are not a probabilitysample of schools in the US, but is a convenience sample made up of NWEA clients (NWEA, 2011a).

    We believe that the improvements in our sample weighting procedures offer the user greater assurance

    that the result is a far more compelling picture of how much students know and how fast they are learning

    as compared to school level aggregates in the US school population. The reader will find details of the

    norming procedures discussed in the 2012 RIT Scale School Norms Study: Technical Report

    (forthcoming). Here, we briefly mention several other significant improvements introduced in this users

    guide:

    1. All test scores are imperfect measures; they contain measurement error. Measurement errorof the observed inputs, for both RIT levels and gain scores, are factored into the analyses in

    this users guide to reduce bias in the school-level results and more accurately reflect the

    precision of the estimates.

    2. In the prior study, the potential for aggregation bias was not taken into account; norms

    were computed from the empirical distributions of simple school-level means. In this user s

    guide, we took differences in the precision of school-level aggregates into account (larger

    schools can be expected to provide better estimates than smaller schools). More defensible

    norms are the result.

    3. Norms for school performance status are more accurate in that they now take into accountthe point in the instructional calendar, within a term, when schools test their students..

    4. Instead of using the growth index alone as the starting point, schools are being compared in

    terms of their average student gain scores to the population of schools whose students

    share a comparable baseline test score average. The growth index is not employed in

    constructing aggregate statistics for measuring growth at the school level. The reason is that

    although the growth index is appropriate for comparing gains of academic peers (i.e.,

    students who have comparable starting RIT levels), averaging the observed growth index

    scores from students with varying starting RIT levels would have mixed apples with

    oranges and mak es the resulting indicator unduly sensitive to the group composition of

    students in terms of their baseline performance. (For details, consult the 2012 RIT Scale

    School Norm Study: Technical Report.)

    5. Norms for school growth in terms the raw gain metric is further contextualized in that users

    may also take into account when students test within their instructional year, and the length

    of the interval between baseline and follow-up tests.

    Results & Illustrative Use-cases

    We have found that how schools perform, as represented by their students collectively, can be quite

    different from how students perform individually. For almost every test subject and grade level, variances

    in school mean performance (for either status or growth) can be considerably smaller than for individual

    students when the students schools are not considered in the analysis . This is consistent with the extant

    literature on school effects where variation between students within schools tends to be greater than the

    variation we find between schools. In controlling for one or more contextual factors, the proceduresemployed in the study result in a comprehensive, and large, set of tables showing status and growth

    norms. The set of tables appear in this report in Appendix A for school-level status norms. They are the

    subset of results for tests occurring at instructional weeks 4 (fall) and 30 (spring) of the focal grade level.

    An overview of how instructional weeks are defined appears in Figure 1.

    In Appendix B tables for school-level gain norms are provided. These results are for fall baseline tests

    taken at instructional week 4 of the focal grade level and spring baseline testing at the 36 th week of

    instruction of the prior grade level. These tables also reflect fall-to-fall gains evaluated at 36 intervening

    weeks of instruction, fall-to-spring at 26 weeks, and spring-to-spring at 34 weeks. Within each appendix,

    school-level status and growth norms tables are presented in content groups reading, language usage,

    and mathematics. Within each content group, status norms tables appear in one cluster ordered by

    grade, and gains norms tables appear in a second cluster, also ordered by grade. Within each grade, the

    types of gains (term-to-term comparisons) appear in a set order fall-to-fall, fall-to-spring, and spring-to-

    spring. Table 1 provides a guide to the locations of the norms tables.

    School Status Norms

    Table 2 displays some selected school status norm percentile look-ups. In the case of a school with an

    observed mean of 200 RITs for its 4 th graders who took MAP reading at about the 4 th instructional week of

    the focal grade, the predicted school average status is 199.0. Additionally, the predicted standard

    deviation is 5.5. The status percentile for the school is 57. This result may be located in Table A-1 in

    Appendix A. Table 2 also displays selected results for other subjects, grade levels, and testing terms. The

    specific tables in Appendix A from which the results are drawn are also included.

    Figure 2 below provides an annotated sample table to orient the reader to the tables containing status

    norms; in this case fall reading. All school status norms for all grade levels for a single testing term and

    content area are contained in a single table. Further, for each term, grade-level norms in the forms of

    means, standard deviations, standard error of the estimate, and percentile ranks for RIT scores that span

    the achievement range are provided. Once the relevant table is identified, two simple steps are all that

    are required to determine the percentile rank corresponding to a schools average RIT for a particular

    grade level:

    1. Locate the grade level across the top of the table.

    2. Locate your schools Mean RIT level in the leftmost column of the table.

    From Figure 2, we can see that a school with an average RIT of 200 in Reading for its 4 th graders has

    performed at the 54th

    percentile. Note that when a schools specific RIT level is itself not in the table,simple interpolation is required. For example, lets say the average RIT had been 195 in reading for 4 th

    graders. Since 195 is half way between 194 and 196, interpolation would calculate half the difference

    between the percentile rank for 196 (27) and the percentile rank for 194 (16) and add that difference to

    16. That is, (27-16)*0.5 = 5.5 (rounded to 6); 16 + 6 22 nd percentile rank. A more precise value can be

    obtained with the NORMDIST function in Microsoft Excel; in this case, the NORMDIST function would be

    entered as =NORMDIST(RIT value of interest, Mean, SD , cumulative)

    =NORMDIST(195,199.41,5.46,1) = 21.

    School Growth Norms

    School growth norms are useful for gauging how much students at a school learned from one term to

    another considered as a group and compared with similar students served by other schools in the US.

    Table 3 displays the school growth norm results for selected schools serving different subjects, grade

    levels, and terms. For instance, a school with an observed average gain in mathematics of 9 RITs for its5 th graders, whose baseline average score is 212 RITs during instructional week 4 (fall of focal grade),

    grew as an aggregate at the 72 nd percentile from fall-to-fall. The result may be obtained from Table B-73

    in Appendix B. Similarly, a school with an average gain of 8 RITs in reading for its 4 th graders grew at the

    67 th percentile from spring-to-spring (see Table B-14).

    Figure 3 illustrates the norms for fall-to-fall gains for grade 4 reading across a 36 week fall-to-fall time

    interval with fall testing occurring during the 4th week. Each of these tables presents norms for each of

    thirteen fall starting RIT scores. Again, only two steps are required to identify the result.

    1. Locate the average fall starting RIT for your school across the top of the table.

    2. Locate your schools average gain on the leftmost column of the table.

    From Figure 3, we see that a school with an average starting RIT of 199 in Reading for its 4 th graders and

    an average gain of 8.4 RITs has performed at the 64 th percentile. Note that in this case the schoolsspecific average gain is not reproduced in the table. Interpolating between the values of 55 and 76

    suggests a result close to the 64 th percentile. That is, (76-55)*0.4 = 8.4); 55+ 8 63rd percentile rank.

    Results of the procedure are provided in Table 4. It is tempting to want to summarize these results across

    the grades for the school. In this case, with only eight grades, users might calculate medians. However,

    in this case as well as most others, summarizing performances across grade levels is likely to mask

    useful information. We believe that it is more interesting to ask questions about what may have given rise

    to the pattern of grade-level results instead. For example,

    4. Why do the results for grade 1 look so different from the other grades?

    5. School gains for grade 3 are noticeably below other grades even though the status

    percentile for grade 3 is fairly consistent with other grades. What is happening in grade 3?

    6. Grade 6 ranks high in status (80 th percentile). Its percentile in terms of gains looks

    reasonable.

    Summary

    This users guide provides school- level status and growth norms for NWEAs MAP assessments.Compared with our previous study in 2009, we have made several methodological changes in our

    procedure. First, our sample was balanced in a manner to better represent statistically schools in the US.

    Second, we provide school-level status norms that take into account the variation of when students tested

    within testing terms. Third, the new school level growth norms offer evaluations that simultaneously

    control for differences in how students in a school performed on their baseline test and in the amount of

    instructional time they have had when they tested. Taken together, these methodological adjustments

    offer users a firmer basis for understanding the academic progress of students as a group.

    Lastly, as we have cautioned in our previous report, the norms we have provided for MAP assessments,

    whether at the student or school levels, should not be employed uncritically as targets or , worse yet, as

    standards of performance or growth. What these results represent is our best estimate of where

    students might be today, given the available information and given the appropriate statistical treatment.

    As such, norms represent empirical findings that school professionals, educators or administrators, may

    consider when setting performance and growth targets, or standards, for their schools or students.
