Minutes of the 209th

Annual Convention of the Episcopal Church of the Diocese of New Hampshire

October 29, 2011

The Rev. Adrian Robbins-Cole, President of the Standing Committee, called to order the 209th Convention of the Diocese of New Hampshire at Bektash Function Hall, Concord.

He recognized the Rev. Madelyn Betz, who reported for the Credentials Committee that there were present one bishop, 55 priests and deacons, 150 delegates and three officers of convention, for a total of 209, which is a quorum.

He then recognized Brian McGuire, Church of Our Saviour, Milford, who nominated Elizabeth Rotch as Secretary of the Convention. The nomination was seconded, and with no other nominations, she was elected.

Mike Barwell, St. Andrew’s, Hopkinton, was recognized to offer the name of Robert Wells in nomination for Chancellor of the Convention. The nomination was seconded. There were no other nominations, and he was elected.

Robbins-Cole then introduced Bishop V. Gene Robinson, the president of the Convention.

The Bishop explained what delegates could expect during the meeting, and called for a vote to approve the Convention Rules of Order. He pointed out that the Rules of Order contain new language about amendments: Amendments from the floor are allowed but require affirmatively two-thirds of the vote of the

Convention in order to be considered. Amendments from the floor should be legibly written and presented

to the Moderator of Convention and to the Secretary of Convention signed by at least 2 additional

delegates from 2 separate congregations. That section had not been changed in the “Guide through the Parliamentary Woods” in the pre-convention journal or in the “Condensed Parliamentary Rules of Order” in convention folders, which stated that a simple majority would be required. The Convention Rules of Order were approved.

Bonnie Chappell, Church of the Epiphany, Newport, moved acceptance of reports in the Pre-Convention Journal as published, 2009 audit reports, and the 2012 proposed budget financial summary. The motion was seconded, the vote taken, and the reports accepted.

The Bishop announced that courtesy seats – voice but no vote – have been extended to several people, including postulants and candidates in the ordination process, and those who are not delegates but have reports to make to the Convention, and pointed out that his appointments for 2012 could be found in delegates’ convention folders.

The Bishop introduced Brian Rebholtz, newly ordained to the transitional diaconate; and Alanna Van Antwerpen and Annie Thornberg, recently ordained to the priesthood. He welcomed newly licensed clergy, Anne Webb, Priest-in-Charge at St. Francis Chapel, Marlborough, and Marjorie Anne Gerbracht-Stagnaro, Priest-in-Charge at Grace, Manchester.

In celebration of new ministry, he recognized Alice Roberts at Epiphany, Newport, and Tobias Nyatsambo at St. James, Laconia. Also serving in new ministry are Hays Junkin, Interim Rector, Our Saviour, Milford; Celeste Hemingson, Interim Priest, St. Andrew’s, New London; Caroline Hines, Interim Priest, Christ Church, Exeter; David Taylor, Rector-Elect, St. Paul’s, Lancaster; James Ransom, Priest-in-Charge, St. Mark’s, Ashland; Janet Lombardo, Interim Priest, St. John the Evangelist, Dunbarton; Grace Burson, Rector-Elect (as of Nov. 1), Holy Spirit, Plymouth.

Trinity, Hampton, and Christ Church, Portsmouth, have jointly called Kathleen Cullen as priest. Bill Gannon is completing his interim service at Trinity, and Peg Custer at Christ Church.

Transitioning to new ministry are Cricket Cooper, Chip Robinson and Susan LeSueur. Transitioning to ministry outside New Hampshire are Philip Major, who is at St. Mark’s in Casper, WY, and John Denson, at St. Paul’s, Indianapolis.

John McCausland has retired from Holy Cross, Weare, and Dan Ferry from Epiphany, Newport. Tod Hall has retired from Epiphany, Lisbon; Noel Bailey is moving from St. Paul’s, Lancaster, to Epiphany, Lisbon. Jamie Hamilton has retired from the summer chapel in Dublin.

The Bishop recognized persons in the process: candidates for ordination Richard Belshaw, T.J. Ballew, Richard Davenport and Katie Solter; postulants John Shellito, Matt Oprendek, Angie Robidoux, Winnie Skeates, Bill Cruse, Liz Tichenor, Tim Brooks and Steve Blackmer; and seeking reception, Ray Bonin.

He asked the Convention to remember those who have passed into the nearer presence of God during the year: the Rev. Jeremy Knowles, the Rev. John Jackson, Mayland “Dutch” Morse and the Rt. Rev. Philip A. Smith, seventh Bishop of New Hampshire.

He thanked the volunteers who have helped stage the Convention, especially those from St. Paul’s, Concord, and St. Stephen’s, Pittsfield, who were working on site during the day.

The Bishop announced the nominations for election: Treasurer of Convention – Chris Porter, St. Stephen’s, Pittsfield; Standing Committee (clerical order) – Kevin Nichols, St. Andrew’s, Hopkinton; Standing Committee (lay order) – George Sutherland, St. Andrew’s, New London; and Council Finance Committee – Sandra Pagel, St. John’s, Portsmouth.

He recognized Susan Garrity, St. Thomas, Dover, who moved the Secretary of Convention cast one ballot for the uncontested slate. It was seconded, and voted in the affirmative.

+ + + In his Convention address just before the Eucharist, Bishop Robinson told the delegates that it is an indescribable honor to serve as the bishop of this diocese. He thanked the Search Committee and the Election and Transition Committee for their work. He highlighted ministries that are being carried out in congregations across the diocese, some with the help of the diocesan “Come and See” and “Koinonia” programs. He noted that the Clergy Compensation task force that will look at all aspects of the way we compensate clergy, and the financial burden that places on congregations.

He reported on some of the educational opportunities provided by the diocese, including the School for Vestries, the Stewardship Institute, and the new Evangelism Institute. He thanked the staff at Diocesan House for their work and ministry. He spoke of his pride at the many congregations who have ministries beyond their walls, and introduced the “buy-a-brick” plan to help rebuild the Episcopal church in the diocese of Haiti, which was so damaged in the earthquake there.

+ + + Following the Eucharist, the Convention heard a report from the Search Committee and the Election and Transition Committee.

+ + + Jason Wells introduced the Evangelism Toolkit. He offered a few facts about membership and attendance in the Episcopal Church, and pointed out that while most congregations have a plan for stewardship – and do well – most have no plan for evangelism.

Charles LaFond offered some statistics about giving, and observed that there is a shift going on right now, as giving is based more on mission than on allegiance or affiliation. Stewardship and evangelism are completely intertwined. The Diocese of New Hampshire is one of very few that have made a plan, and offers it to congregations

through the “Come and See” program to get people in the door, and “Koinonia” to help them want to stay. Delegates received copies of the Evangelism Toolkit, including both those programs, in print and on CD.

+ + + Following a lunch break, the business meeting resumed at 12:30 p.m. The Bishop introduced parliamentarian Steve Winter, St. Andrew’s, New London, and reviewed the Rules of Order and procedures for presenting resolutions.

+ + + The Bishop introduced Chris Porter, St. Stephen’s, Pittsfield, to move Resolution 1: Clergy

Compensation 2012.

BE IT RESOLVED: The annual cost of living adjustment for 2012 provides a 0% increase in minimum clergy compensation.

BE IT FURTHER RESOLVED: 1. The minimum standard of full-time total clergy compensation (TCC) be in compliance with the 2012 Clergy Compensation Guidelines and the following 2012 Clergy Compensation Tables. Total clergy compensation includes cash salary and the portions thereof designated as housing/utility allowance and self-employment tax (SET) reimbursement, housing equity allowance (if paid), and any other payments of money, goods, or services that would fit conventional definitions of compensation for rectors/vicars serving congregations in the Diocese of New Hampshire.

2. These tables represent minimum compensation levels. Accordingly, a. Vestries/bishop’s committees are encouraged to consider a clergy person’s background, experience, responsibility, capability, and the salaries in comparable fields in setting an appropriate compensation level. b. It is recommended that clergy be compensated annually an additional 1% for each additional year of service. For example, the base for a Type 1 clergy person with 6 years of service is $51,093. In this person’s seventh year, an additional 1% adds $511, for a new base of $51,604. c. For part-time clergy, these figures are to be prorated to match their percentage of service. For example, a Type 1 clergy person with 6 years of service, serving in a half-time position, is compensated at 50% of $51,093, or $25,547.

BE IT FURTHER RESOLVED: 1. The congregation shall:

a. Make payments based on such compensation to the Church Pension Fund for the benefit of such member(s) of the clergy as the fund shall determine;

b. Pay the full premium of the least expensive health insurance plan among the options offered (if any) by the diocese for the clergy and his/her family, or secure documented evidence that outside coverage is provided for and equivalent to that provided by the diocesan plan;

c. Provide appropriate reimbursement for the use of a personal automobile for church-related activities (NOTE: Commuting miles from clergy person’s home to the parish are NOT reimbursed);

d. Provide all clergy no less than four weeks’ vacation annually; e. Provide continuing education, refresher leaves, and allowances as set forth in the 2012 Clergy

Compensation Guidelines. 2. The vestry/bishop’s committee shall prepare and submit a Clergy Cost to Congregation worksheet

(included in the annual Parochial Report package) for each parochial clergy person serving on the congregation’s staff.

The motion was seconded by Gloria Gallant, St. James, Laconia. Chris Porter explained that the compensation table was identical to last year’s table, with a 0 percent increase indicated, although he noted congregations are encouraged to consider a 1 percent increase each year. He explained that an ad hoc Clergy Compensation met, and realized it must be sensitive to the struggles, needs and finances of Type I and Type II congregations. The group believed it needed to address some of those issues more holistically and in a broader sense, so has formed a Clergy Compensation task force that will meet regularly and report to next year’s Convention on all aspects of clergy compensation, not just salary. There was no further discussion, the Bishop called for a vote, and Resolution 1 passed.

+ + + The Bishop recognized Chris Porter to move Resolution 2: Proposed Diocesan Budget.

Gloria Gallant seconded the motion. BE IT RESOLVED: The Diocesan Council recommends adoption of the following AMENDMENT to the Proposed 2012 Budget for the Diocese of New Hampshire: Decrease total expense to $1,743,870, as follows:

• Increase Transition Ministry from $11,000 to $12,500 to provide support for “Fresh Start,” a two-year mentoring program for all clergy in new positions in the Diocese.

• Decrease Retired Clergy Health Insurance from $128,804 to $124,663 to reflect actual 2012 renewal rates.

• Decrease Health Insurance for staff from $112,753 to $110,405 to reflect actual 2012 renewal rates. Decrease total revenue to $1,743,870 by:

Cathy Menard, diocesan finance officer, explained that the budget was balanced by using cash reserves of 2 percent. The amount drawn from reserves was less than anticipated, in part because insurance costs were less than expected, and the “fair share” to the Episcopal Church is 19 percent, less than in prior years. Retiree benefits will increase less than expected. Salaries of the Bishop and diocesan staff have been maintained at 2011 levels, in accordance with the recommendations of Resolution 1. While lean, Menard said, the budget provides a solid basis to manage the mission of the diocese in 2012. Benge Ambrogi asked Menard to comment on the Fair Share and any adjustment to the allowance for shortfall that might have been made. She said the work of the Fair Share task force has resulted in a renewal of participation in the Fair Share by congregations, reflected in a budgeted shortfall of 6.5 percent, which includes Fair Share adjustments made by Mission Resources. The Bishop pointed out that represents a dramatic change from several years ago, when the anticipated shortfall was 12-13 percent. The Bishop called for a vote on Resolution 2; he declared it passed.

+ + + The Bishop recognized Benge Ambrogi, chair of Mission Resources. His committee has made Fair Share adjustments for four congregations, a total of $30,682. The procedure introduced a year ago is not perfect, but it has been more transparent and has been effective this year. Mission Resources has made grants totaling $67,000 to congregations for expansion of their ministries. There is $65,000 in next year’s budget to support operational expenses for new ministries that will expand mission by churches in New Hampshire.

+ + + The Bishop recognized Madelyn Betz to move Resolution 3: Denominational Health Plan.

BE IT RESOLVED:

• In accordance with General Convention Resolution A177 of the 76th General Convention and its associated Canon, in July, 2009, the 209th Convention of the Diocese of New Hampshire adopt and implement the Denominational Health Plan of The Episcopal Church (DHP) effective January 1, 2013.

BE IT FURTHER RESOLVED:

• Beginning January 1, 2013, employees who receive healthcare benefits, whether clergy or lay, will be required to contribute a percentage of the cost of the benefit received, such cost-sharing percentage to be determined annually by resolution of Diocesan Convention, such percentage to be effective on January 1 of the second year following the date of convention. For example, voted at Convention 2011, effective for the year beginning January 1, 2013.

• All clergy employed in the diocese will be eligible for the same healthcare benefit, whether employed in a full-time or part-time capacity, such benefit to be established by resolution of Diocesan Convention and set forth in the Clergy Compensation and Benefits Guidelines. As applies to this benefit, the clergy will be responsible for 100% of the cost of any benefits for children 26 years of age or older, although under the Episcopal Church Medical Trust those children will be eligible to receive benefits until age 30.

• As required by Resolution A177, lay employees regularly scheduled to work 30 hours or more per week (1500 hours per year) will receive the same healthcare benefit as clergy. As applies to this benefit, lay employees will be responsible for 100% of the cost of any benefits for children 26 years of age or older, although under the Episcopal Church Medical Trust those children will be eligible to receive benefits until age 30.

• Lay employees regularly scheduled to work 20 to 29 hours per week will be eligible to receive a healthcare benefit equal to a percentage of the cost of single coverage, such cost-sharing percentage to be determined annually by resolution of Diocesan Convention. Lay employees receiving this benefit may also purchase benefits for their eligible dependents at 100% of the cost of the additional coverage. Under the Episcopal Church Medical Trust, children are eligible until age 30.

• Employees with coverage from an approved source may waive (“opt out of”) coverage under the DHP.

• Spouses and dependents of eligible employees, both clergy and lay, who are employed and where insurance is provided (offered and paid for) by the employer will not be covered at the church’s expense.

• Domestic partners will be eligible to participate in the healthcare plan.

• Local parish schools and organizations will not be required to participate in the healthcare plan, but may participate voluntarily.

Andre Garcia seconded the motion. The Bishop recognized Randy Dales, All Saints, Wolfeboro, who outlined the plan as developed by the Denominational Health Plan Task Force for this diocese. The goal is to achieve parity for clergy and lay employees. This resolution does not quite achieve that, he said, but it moves toward such parity. With no further questions, the Bishop called for a vote, and declared Resolution 3 passed.

+ + + The bishop again recognized Madelyn Betz to move Resolution 4: Denominational Health Plan – 2013

Employee Cost-Sharing Percentage. The motion was seconded by Andre Garcia. BE IT RESOLVED:

• Beginning January 1, 2013, employees who receive healthcare benefits, whether clergy or lay, will be required to contribute FIVE PERCENT (5%) of the cost of the benefit received, such cost-sharing percentage to remain unchanged until changed by resolution of Diocesan Convention. After a brief explanation by Randy Dales, the bishop called for a vote. With one vote in opposition, Resolution 4 passed.

BE IT RESOLVED:

• In accordance with General Convention Resolution A138 of the 76th General Convention and its associated Canon in July, 2009, the 209th Convention of the Diocese of New Hampshire will adopt and implement the Lay Employee Pension System of The Episcopal Church (LPS).

BE IT FURTHER RESOLVED:

• If a Church employer does not have a lay employee pension plan but does have eligible lay employees, that employer will offer one of Church Pension Fund’s plans.

• If a Church employer has a non-Church Pension Fund lay employee pension plan: If a defined benefit plan, the employer shall be permitted to continue the plan as long as the plan design delivers pension benefits not less than the pension benefits required by Resolution A138, as determined by the Church Pension Fund. Annual certification will be required. If a defined contribution plan, the employer shall be required to begin participation in a Church Pension Fund lay employee pension plan no later than December 31, 2012.

• If a Church employer does not have a lay employee pension and does not have eligible lay employees, nothing needs to be done until and unless the employer has an eligible employee.

After a second by Gloria Gallant, St. James, Laconia, Randy Dales explained that a resolution by the 2009 General Convention requires dioceses to establish a lay employee pension fund under the Church Pension Fund (or approved by the Church Pension Fund) for those scheduled to work 20 hours a week. A congregation would be required to pay no more than 9 percent. He said the Church Pension Fund has a user-friendly website with a pension contribution calculator, and the Bishop reminded delegates that Becky Forbes and Cathy Menard are available to assist congregations. Without further discussion, the vote was in favor a passage of Resolution 5.

+ + + The chair recognized the Rev. Marjean Bailey, the founding vicar of the mission church of St. Peter’s, Londonderry. She recalled the day when Bishop Douglas Theuner said, “If you find the place, I’ll find the money,” and told how Gail James went into “high gear” and found the place, adding that without her, this day would never have happened.

Marjean Bailey was to have made – and Marthe Dyner was to have seconded – a motion that Convention take up Resolution 6 out of order, but at 1 p.m. the Convention had indeed reached that point in its business.

The Bishop recognized the Rev. Sarah Rockwell, vicar and soon-to-be rector of St. Peter’s. She thanked Marjean Bailey for a remarkable ministry in helping to establish St. Peter’s in Londonderry, and in founding a community. She thanked the people of St. Peter’s who have loved her into her ministry as their second full-time priest.

Sarah Rockwell moved Resolution 6: Re-Admission of St. Peter’s Church, Londonderry, into Union with the Convention of the Diocese of New Hampshire. Dan Bragg, St. Peter’s, seconded the motion.

BE IT RESOLVED that St. Peter’s, Londonderry, a Mission congregation in union with the Convention of the Diocese of New Hampshire, having met the requirements of Canon 2, Sect. 1, 2, 3, and 4 of the Diocese of New Hampshire, be re-admitted into Union with the same Convention, and

BE IT FURTHER RESOLVED that, as specified in Canon 2, Sect. 5, in conformity and consistent with the provisions of the Canons of the Episcopal Church, all real and personal property held by or for the benefit of any Parish, Mission, Chapel, or Congregation located in the Diocese of New Hampshire, is held in trust for the Episcopal Church and the Diocese of New Hampshire. The existence of this trust, however, shall in no way limit the power and authority of the Parish, Mission, Chapel or Congregation otherwise existing over such property so long as the particular Parish, Mission, Chapel or Congregation remains a part of, and subject to, the Episcopal Church, its Constitution and Canons and to the Diocese of New Hampshire. A Parish, Mission, Chapel or Congregation in Union with this Convention shall be deemed to have irrevocably consented to this trust as to all property of whatever description, and whether held in the name of the said Parish or in any other manner. Bob Pierce shared some of the history, the growth, the spirit and the ministry of St. Peter’s over the years. Just before the vote, Marthe Dyner pointed out a typographical error in the resolution, at the end of the first section, the printed copy reads “… be re-admitted into Union with the same Parish, and”. It should have been “… be re-admitted into Union with the same Convention, and”. Without any objections, the chair agreed to substitute that word before the vote. The Bishop called for a vote; Resolution 6 passed. The Convention joined the Bishop in singing the Doxology and welcoming a large group of parishioners from St. Peter’s, who processed through the hall.

+ + + The Bishop called upon Judith Esmay, St. Thomas, Hanover, and Celeste Hemingson, St. Andrew’s, New London, for a report from the New Hampshire deputation to the General Convention on New Hampshire’s response to the Anglican Covenant. Judith Esmay gave some background of events leading up to the drafting of the Covenant, noting that the Anglican Communion comprises 38 churches worldwide, bound by history, bonds of affection, and a common commitment to the sufficiency of Scripture for salvation, to the historic creeds, to the sacraments of Baptism and Eucharist, and to the historic episcopate. She said the pressure for a larger statement that would hold us all together increased with the issuing of the Windsor Report, which came after the consent by the General Convention to the election of Gene Robinson as Bishop of New Hampshire, the approval of a liturgy for blessing of same-sex unions in the Diocese of New Westminster in Canada, and the practice of certain bishops to cross diocesan lines without the permission of the ordinary.

The Windsor Report was never adopted. In 2009 the General Convention asked all dioceses to study the draft covenant and prepare a response. Celeste Hemingson said the Covenant begins with some easy-to-agree-upon theological principles, but includes procedures for voting a church “off the island.” In our tradition, praying shapes believing, similarity of liturgy draws us together; as Anglicans we believe that discernment is best done in community. A covenant that provides a means for voting others “off the island” negates the Anglican-ness of our Communion; staying on the island is what makes us Anglican. Judith Esmay reported that the Executive Council of the Episcopal Church had appointed a task force to study the issue, and has issued a report, with four conclusions: We seek unity in diversity; the Covenant would cut too deeply into what we treasure in our Communion with others; the Covenant ignores the importance of the role of the laity; the Constitution and Canons of the Episcopal Church would foreclose adoption of the Covenant because it would so erode our autonomy as a province. The Standing Committee on Constitution and Canons has said that the Episcopal Church could not even consider adoption of the Covenant until it had changed its Constitution and Canons (a process that could not be completed until the 2018 General Convention).

In conclusion, Judith Esmay read a resolution that has been adopted this week by the Executive Council that the Episcopal Church is unable to adopt the Anglican Covenant in its present form.

+ + + The Bishop recognized Jeff Thornberg, St. John’s, Portsmouth, to move Resolution 7: Rules of Order for an Electing Convention. It was seconded by Paul Higginson, All Saints, Littleton. BE IT RESOLVED that:

1. The members of the Convention shall be the Bishop, all members of the clergy canonically resident in the Diocese except any who have been inhibited or suspended, and lay delegates duly elected in congregations in union with Convention that have maintained weekly services throughout the previous year.

2. The President of the Convention shall be the Bishop or, in the Bishop's absence, the President of the Standing Committee. The President may from time to time appoint another person to serve as Chair pro

tempore.

3. The Secretary of Convention shall record the proceedings of the Electing Convention, promptly notify the Presiding Bishop of the outcome of the election, sign a Certificate of Election, and certify the Testimonial of Election.

4. The President shall designate voting stations and appoint a special Committee of Tellers to supervise the balloting for Bishop Coadjutor. The committee shall be comprised of at least one lay delegate and one clerical member for each voting station, and a Chief Teller, who shall oversee the work of the tellers and report the results of each ballot to the President.

5. The President shall appoint a Sergeant at Arms, who shall preserve the good order of the Convention.

6. The President shall appoint a Parliamentarian, who shall advise the President on the interpretation and application of rules of procedure.

7. The President shall call upon the Standing Committee to report the actions taken to provide for the election of a Bishop Coadjutor.

8. The Search and Nomination Committee duly appointed by the Standing Committee shall place in nomination the persons chosen by the Standing Committee to stand for election. The Search and Nomination Committee shall then be discharged.

9. Requirements for nominations by petition. After the Search and Nominations Committee announces the slate of official nominees for Bishop Coadjutor of New Hampshire, it will be possible to add additional names to the slate through the following petition process: Requirements:

• Petitions may be submitted from March 15, 2012, through March 29, 2012.

• Petitions must be accompanied by all of the information that is required of other candidates by the search committee.

• Petitions may be submitted electronically, but “hard copies” including signatures of endorsers must be received by April 2, 2012.

• Each petition must be endorsed by two clergy persons from each of the six different convocations.

• Each petition must be endorsed by four lay persons who are convention delegates or vestry/bishop’s committee members from each of the six different convocations.

• The Standing Committee will conduct the same background checks and behavioral screening questionnaire for petitioned candidates as are required of other candidates by the Search Committee.

No nomination of petition candidates will be accepted unless in compliance with the requirements above.

10. Nominations from the floor of the Electing Convention will not be in order and will not be allowed.

11. The President shall declare the nominations closed and shall read the names of those who have been nominated in the order provided by the Standing Committee. A nomination duly made may be withdrawn only by the nominee.

12. Members of the Standing Committee, the Search and Nomination Committee, and the Election and Transition Committee who are not members of the Convention shall withdraw to a separate seating area designated by the President.

13. Members of the Convention will be provided with paper ballots on which are printed the names of the nominees in the order of nomination. Ballots will distinguish by color the votes of the lay order and the votes of the clerical order. Ballots will be taken to the voting stations designated by the President and deposited in the proper ballot box. A teller shall register the name of each voter on the list of Convention members as his or her vote is cast.

14. When the tellers have counted the ballots cast, the Chief Teller shall report in writing to the President, for each order, the total number of votes cast, the number necessary for a simple majority, and the number of votes cast for each nominee.

15. The President shall announce the report of the tellers to the Convention. If any nominee shall have received a majority of those present and voting in both the clerical and lay orders on the same ballot, the President shall declare the nominee elected.

16. If no nominee is elected on the first ballot, the Convention shall proceed to a second and, if necessary, succeeding ballots until the President declares that an election has occurred. A nominee who wishes to withdraw shall so inform the President, who will then inform the Convention of the withdrawal.

17. The Convention may, on motion duly made and adopted, recess to a day of the week following the Convention.

18. When the President declares that an election has taken place, he or she shall appoint persons to assist the President in giving official notification of the results of the election to all nominees. The President shall entertain a motion of the Convention instructing the Standing Committee to prepare and, as soon as the consent to election has been received from the person elected, send to the Presiding Bishop and to the Secretary of the General Convention and the Secretary of the House of Deputies the certificates and testimonials required by Canon 111.22. The President shall invite all members of the Convention to sign the canonical Testimonial certifying to the election of a Bishop Coadjutor before they leave the Convention.

19. Once the Convention is called to order, every member shall remain seated unless rising to address the President. When a member desires to speak on any question or deliver any matter to the Convention, the member shall move to a microphone and address the President.

20. The President shall speak to points of order in preference to other members and shall decide questions of order subject to an appeal to the Convention by any member.

21. In votes other than ballots for the election of a Bishop Coadjutor, the President may vote to break a tie vote or to cause a tie vote.

22. Every member present when a question is put shall vote yea or nay unless allowed for special reason to abstain, in which case the names of those abstaining may be recorded if requested.

23. No cell phone, computer, camera, or recording device, except those specifically designated by the President of the Standing Committee, shall be used in the nave of St. Paul's Church during the time that the Electing Convention is in session.

24. Robert's Rules of Order, as interpreted by the President, shall be the guide in matters of parliamentary procedure except as the Convention itself may rule otherwise.

Dave Young, St. Andrew’s, Hopkinton, Chair of the Election and Transition Committee, explained the resolution, which sets forth the rules governing a convention called to elect a bishop: to define procedures and protocols to be used in the election, to outline authority and responsibility of the Convention officers, and to spell out what is expected of those who will attend the electing convention on May 19, 2012. There was no discussion. The vote was taken; Resolution 7 passed.

+ + + The Bishop called on Bill Exner, St. Matthew’s, Goffstown, to move Resolution 8: Rule of Law for

Terrorists. Susan Langle, Trinity, Claremont, seconded the motion. BE IT RESOLVED, that this Convention of the Episcopal Diocese of New Hampshire urges the General Convention to call on the President of the United States to use law enforcement protocols, national resources, and international cooperation to apprehend and bring to justice individuals and organizations who, having adopted terrorist tactics or strategies, commit vicious crimes against humanity. BE IT RESOLVED, that this Convention of the Episcopal Diocese of New Hampshire urges the General Convention to direct the Mission Office (or Office of Government Relations), in collaboration with the Bishop Suffragan for Federal Ministries, Episcopal Peace Fellowship, and other interested groups, to articulate Christian standards for just responses to the crime of terrorism, standards that are grounded in the worth and dignity of every human being and that build on existing international law enforcement protocols. BE IT RESOLVED, that this Convention of the Episcopal Diocese of New Hampshire urges the General Convention to call on all Episcopalians to respond to terrorism through study, prayer, moral leadership that advocates dealing with terrorists as the vicious criminals they are, and a courageous passion for justice rather than fearfully demonizing and dehumanizing terrorists.

Bill Exner spoke in favor of the resolution, which urges a law enforcement model for dealing with terrorists, not a war-fighting model, and would encourage Christian standards for addressing to the crime of terrorism in such a way to uphold our baptismal covenant to respecting human dignity, while holding people responsible for their criminal acts, and calls on all of us to respond to terrorism through a prayerful, informed and moral stance, emphasizing justice rather than dehumanizing those committing such criminal acts.

He referred to the Rev. George Clifford, co-author of the resolution, who has pointed out that if we suspend the rule of law dealing with terrorists, we place our soldiers and population at greater danger, and we elevate criminal terrorists to the honorable role of soldiers, which they are not.

Opinions from the floor diverse.

Gordon Lane, Trinity, Hampton, thought it was unfair to bring forth such a resolution as we are in the episcopal search process. He said the military is doing the right job in prosecution of terrorists; his grandson had recently been diagnosed with a service-related illness.

Susan Langle, Trinity, Claremont, saw the resolution as asking the country to focus on dealing with criminal behavior, and not to perpetuate making more warriors against the rest of the world.

Rosalind Dickey, St. Paul’s, Concord, said it is not our place to tell the U.S. military or the commander-in-chief how to wage war against terrorists. Peter Cross, All Saints, Peterborough, a former Navy officer and a pilot, supported the resolution, saying there should be recognized guidelines and procedures, to fight responsibly. John Shellito, St. Thomas, Hanover, was grateful to all those who serve in the armed services. He wondered if the resolution could more clearly state that it urged greater use of criminal, rather than military, procedures. Jill Desrochers, St. Matthew’s, Goffstown, argued that under the Bill of Rights, it is our place to tell our government what we can and cannot do to other human beings. Connie Morton-Eubank, Transfiguration, Derry, said the U.S. Constitution set up a military controlled by civilian government, and that this resolution is asking our government, not the military, to adopt a different way of dealing with terrorists. Teresa Gocha, Messiah, North Woodstock, favored the resolution, pointing out that it supports the military. In “one nation, under God,” Episcopalians have a right to speak. Randy Dales, All Saints, Wolfeboro, who has been in the diocese for 43 years, pointed out, in response to the first speaker, that Convention almost always has had resolutions addressing issues of concern that some would consider political or unpopular, and he hopes the candidates for bishop will understand it is who we are. His 27-year-old son is in his fifth deployment, his fourth in Afghanistan, where in the last six weeks, four of his unit members have been killed. Ken Hermon, St. James, Keene, retired from U.S. Air Force and a colonel in Civil Air Patrol, supports the resolution, saying we must stand up and say we can’t continue to dehumanize others; the only way to treat this kind of behavior is through the rule of law. Richard Davenport, Colebrook, was in the service and trained to do “terrible things.” A commitment to a rule of law is important, and he supports the resolution, The Bishop called for the vote. With five dissenting votes, Resolution 8 passed.

+ + + The chair recognized Marthe Dyner, Union – St. Luke’s, who moved Resolution 9: Revision of Canons of

the Diocese of New Hampshire. The motion was seconded by Celeste Hemingson, St. Andrew’s, New London.

Marthe Dyner reminded delegates that the Committee on Constitution and Canons has looked at the guiding documents in the diocese, including the Constitution, which was revised a couple of years ago. Last year the Convention accepted what had been Canon 22 (the disciplinary canon) and is Canon 6 in the version being presented for a vote. The committee also had prepared Model Bylaws for use by congregations. This year, it has completed a revision of the Canons of the Diocese of New Hampshire, in an ongoing attempt to assure that the documents are up to date, consistent with current practice, and accessible, so people can find what they need in the documents. The Bishop called for a vote by orders. Resolution 9 passed without opposition in both the clergy and lay orders.

+ + + Susan Buchanan, Christ Church, North Conway, asked the Convention to suspend its Rules of Order to consider an additional resolution, proposed in response to Bishop Robinson’s sermon. A two-thirds vote in the affirmative is required to suspend the rules and allow an additional motion. It was so voted. Susan Buchanan said the intent of the resolution is to urge the people of this diocese to prayerfully consider our response to the Occupy Wall Street movement, recognizing that there exists a diversity of positions, feelings and possible policies. She moved and read Resolution 10: Our Response to the Occupy Wall

Street Movement. BE IT RESOLVED, that this Diocese and its parishes shall dedicate ourselves this Advent to prayer and discernment that we might, in our local communities, hear our individual and communal call as Christians and children of God, heed God’s prophets and healers, Jesus’ teaching and example, and fearlessly follow the Holy Spirit’s guiding movement in our broken world. BE IT RESOLVED that this Diocese and its parishes and people listen and discover with the oppressed and the powerless a vision of transformation, and give voice to the voiceless, seeking to find God in our support and work with the Occupy Wall Street movement. Fran Gardner, St. Barnabas, Berlin, seconded the motion. Susan Buchanan spoke to the resolution, thanking the Bishop for his sermon, for calling us to hear, reminding us that this diocese has been called to fearlessness in the past and will be in the future. Resolution 10 passed, with two votes in opposition.

DOUGLAS AND SUE THEUNER continue to enliven the Diocese of New Hampshire as faithful witnesses to Christ’s mission of love, compassion, and justice; and WHEREAS, Bishop Theuner has been unflagging in his support of Bishop Robinson, representing the Ninth Bishop of New Hampshire as needed in public and private settings; and WHEREAS, he and Sue have taken part with us as participants in parish life and ministry, and Bishop Doug has lent his powerful voice to a parish choir; and WHEREAS, in all of this, Bishop Doug and Sue have maintained their gracious hospitality, and persistent and occasionally outrageous sense of humor; THEREFORE BE IT RESOLVED that the 209th session of Convention of the Diocese of New Hampshire welcome Bishop and Sue Theuner safe home from Russia, and wrap them in the affection and appreciation of the members of the entire diocese. the Bishop Search and Nomination Committee WHEREAS, THE BISHOP SEARCH AND NOMINATION COMMITTEE, has worked diligently to prepare for and issue a call for the names of those who will be presented as nominees for Bishop of New Hampshire; and WHEREAS, the committee has faithfully engaged all members of the diocese in the work of describing our diocese and defining the characteristics we seek in our tenth bishop; and WHEREAS, the committee has published a widely acclaimed profile and DVD describing the Diocese of New Hampshire and its congregations; and WHEREAS, the Bishop Search and Nomination Committee is now preparing to complete its work with prayerful interviewing of candidates, and selection of nominees;

THEREFORE BE IT RESOLVED, that the 209th session of the Convention of the Diocese of New Hampshire expresses its profound appreciation for the dedication, energy and faithfulness of the Bishop Search and Nomination Committee in the work accomplished; and BE IT FURTHER RESOLVED, that Convention prays God’s blessings and the power of the Holy Spirit upon the committee as it completes its work. The resolution was approved.

+ + + Finally, the Bishop asked delegates to fill out their evaluation forms and to leave their nametags and voting cards on the tables. He announced that the Convention would meet Saturday, May 19, 2012, at St. Paul’s Church, Concord, to elect the tenth Bishop of the Diocese of New Hampshire. Next year’s annual Convention will be Saturday, Oct. 27, 2012, at the Bektash Hall, Concord. The business being concluded, the Bishop declared the 209th Convention adjourned.

Bishop’s Convention Address Concord, NH October 29, 2011

Good morning! I promise that this Convention Address has no second part and nothing shocking, like last year! I come to you, mindful that it was one year ago that I announced to you my intention to resign as of the end of 2012. And I must say, it’s been an odd year, in that I go though my day, loving what I’m doing, and thinking, “OMG! I’m really going to miss this!” Mercifully, I don’t feel like a lame duck, because you are not treating me like a lame duck-unless you are doing so behind my back! In every way, we are continuing to move forward in the direction God is calling us, full steam ahead. I often tell congregations that life does not have to stop just because you are in a calling process. In fact, I tell them, the really good candidates will be more interested in you if they see you carrying on the work of ministry, even in a time of transition. That is also true of a diocese. The more we continue with our care of one another and outreach to the world, the more attractive we will be to those who might aspire to being our next Bishop. Speaking of the episcopal search process, let me thank our two committees who are hard at work on behalf of all of us. The Search and Nominating Committee, chaired by Margaret Porter and Kevin Nichols, and the Election and Transition Committee, chaired by Dave Young and Heidi Frantz-Dale, are doing fantastic work. If you’ve never served on such a committee, you cannot imagine the work and time involved in doing such a process and doing it right. To some, the long lead time before my retirement is precisely to allow for the kind of time it takes to do this well, and these two committees are taking advantage of that time. Go to our website, remind yourselves of who is on these two committees, and say “thank you” when you see them. Their work is largely behind closed doors, but we should never take for granted the work they are doing for all of us. I am proud of the diocese I will be passing along to my successor. Our congregations, clergy and people, are vibrant and committed to following God’s mission for us in this part of God’s vineyard. Unlike most of the dioceses in The Episcopal Church and unlike all the rest of the dioceses in New England, the Diocese of New Hampshire is growing. Through the Come and See process, pioneered by Canon Charles LaFond, and the Koinonia process, authored by Jason Wells (which you will hear about later this morning), we are reaching out to the unchurched and the formerly churched in new and exciting ways. Our evangelism efforts not only seek to get newcomers to our doors, but also offer blueprint for keeping them there once they show up. As you know, I’m an evangelical at heart, and nothing pleases me more than these efforts to tell our story and preach the Good News to the world.

New models for ministry are being developed in the diocese. Trinity, Hampton and Christ Church, Portsmouth, have launched a new partnership in mission, joining forces and calling a full time priest to serve them in two locations. It is especially pleasing to me that they have called Kathleen Cullen to be their priest, someone raised up and formed right here in New Hampshire. I spent last weekend with Union Church, West Claremont, and St. Luke’s, Charlestown, on the Connecticut River, where these two congregations have decided to be one church, worshipping in two places. I am so excited about this wonderful effort to work more collaboratively, and I think they will have much wisdom to share with the rest of us as they move forward in this new chapter of their lives. We continue to examine and reflect upon our common life together. A new Task Force on Clergy Compensation has begun to meet under the able leadership of Chris Porter and Kristin Dunklee. Made up of representatives of every kind of congregation in the diocese, this committee will look at all aspects of the way we compensate our clergy. We will check to see that we are competitive with other parts of the country, so that we maintain our attractiveness to clergy from all over The Episcopal Church. We will be looking at the financial burden on congregations to afford the salary, housing and benefits paid to our clergy. The rising cost of health care insurance is something plaguing not only our churches, but every American, and later today, we will take up a resolution to have the clergy begin to share in the costs of their health care coverage. I believe that this task force, like the Fair Share Task Force before it, will reap great rewards for us, both in increased understanding about the facts of clergy compensation and in making sure we offer adequate compensation to our clergy and fiscal responsibility to our congregations. We continue to educate and equip our vestries for their ministries in the church and in the world through our School for Vestries, begun this year under the exciting leadership of Canon Judith Esmay. In its inaugural program, this School for Vestries served 159 participants (131 lay leaders, and 28 clergy, from 38 congregations) led by 16 group leaders from 14 congregations. The evaluations were “through the roof” with praise for the educational program and spirit of shared leadership. Go home and get your vestry to mark April 21, 2012, on their calendars now for the second installment of this educational, and yes, fun, event, led by an astounding group of lay leaders from all across the diocese recruited for this purpose. The commitment and enthusiasm exhibited by these lay leaders and teachers has been inspiring to see – not to mention giving us a cadre of able facilitators to all kinds of work here in the diocese. I am deeply grateful to them for their commitment of time and energy in equipping the saints for ministry. In addition to the School for Vestries, other opportunities for education are on-going: the series of Advent retreats, the Stewardship Institute, and the new Evangelism Institute scheduled for September 22, 2012, are all opportunities for us to deepen our knowledge and grow our skills for ministry.

I would be remiss if I did not say a very public “thank you” to the devoted staff at Diocesan House. Canon Tim Rich has absorbed the deployment processes in our various congregations into his already full job description – and has facilitated the bringing of remarkable clergy to our common life. Canon Charles LaFond has fully added evangelism to his stewardship work, with obvious and exciting results. Becky Forbes and Cathy Menard continue to make sense of our finances. Cate McMahon edits what I consider to be one of the finest diocesan newspapers in the church. Mary Brundrett fields some of the most bizarre requests from our archives; Anne Hall and Alyce Ferguson answer the phones for us in a way that welcomes callers to Diocesan House from far and wide. And finally, I want to say an especially heartfelt “thank you” to Tammy Trahan and Paula Bibber, without whose work and ministry in our midst, little would get done. They have each gone above and beyond the call of duty with professionalism, friendly responsiveness and cheer. If there is a better Assistant to the Bishop in all the Church better than Paula Bibber, I don’t know of them. I have often joked that if anything happened to Paula, I’d just slit both wrists and be done with it. That is only a slight exaggeration. Would you join me in thanking our amazing staff for their work and ministries on our behalf? Finally, I want to say how proud I am of so many of you who have vital and important ministries beyond your congregations. After all, our calling is not merely to one another, but to the whole world for whom Jesus lived, died and rose again. You have been present for the “Love your Neighbor” rally at the State House, in the wake of hateful graffiti scribbled on the homes of refugees in the Concord area, an interfaith effort led by our own Jason Wells. Bill Exner and various clergy of many denominations have maintained a vigil at the State House as legislators have worked to craft a budget that all too often asked the most vulnerable for a pound of flesh. Rob Bowers and other environmentalists among us have literally energized many of our congregations by offering energy audits and suggesting ways to green our congregations. Johanna Young continues her ministry, especially to refugees and immigrants, through the work of Episcopal Relief and Development. And now, in the next few weeks, we will have the opportunity to help The Episcopal Church’s Diocese of Haiti rebuild in the wake of their devastating earthquake. During the four weeks of Advent, I have asked your clergy to invite your participation in a diocesan effort to support the rebuilding of the Diocese of Haiti, the largest and poorest diocese in The Episcopal Church. You will have the opportunity to purchase a brick for $10 each for the rebuilding of the Cathedral in Port au Prince, the center of the nation’s religious, cultural and artistic heritage. Maybe this would be the perfect gift for those on your Christmas list who, honestly, don’t need another thing – but would be honored to have a few bricks sent to Haiti in their name. I will be traveling to Haiti with the Bishops of New England in early December. We will be teaching in their seminary, leading clergy discussions and then traveling to rural parishes in the diocese to preach and celebrate. You will be able to follow that journey via a daily blog I will write from Haiti. We have so much to be thankful for in this nation and this state of ours, and it is a

wonderful opportunity to join Episcopalians from all around the U.S. in this effort to reach out to our most needy fellow diocese. So please, buy a brick, buy lots of bricks, and let’s do our share of this national effort. Finally, let me say again: It is an indescribable honor to serve you as your Bishop. I am inspired by you and your ministries every day. Already I am grieving over leaving you. But it will be my joy to share this beloved community with the new bishop when she or he comes among us. I will, without hesitation, be able to say that there is no finer community of people on the planet. My life, and that of my husband, Mark, have been enriched and inspired by you, your commitment to Our Lord Jesus Christ, and your ministries in His Name. Thank you from the bottom of my heart for all that you meant to me, for all that you have given me, and for humbling opportunity to serve you. Let’s make this last year together a humdinger!
