climbing. And why shouldn’t they? A great program is in store for school leaders, including two outstanding general sessions and special Best Prac-tices break-outs featuring some of the state’s best performing school districts

by state accountability standards. The Tuesday, February 28 Opening General Session will headline Attorney / Author Michael Thurmond. The 8:30 a.m. Wednesday, February 29 Second General Session will feature Author / Education Consultant Mike Kuczala, director of Instruction for the Regional Training Center — an educational consulting firm based in Randolph, New Jersey. Kuczala also is president of Kuczala Consulting and coauthor of the Corwin best-seller “The Kinesthetic Classroom: Teaching and Learning through Movement.” Examine the evidence that supports the notion that healthy students are more academically competitive. At MSBA’s request, Governor Phil Bryant has declared February 19-25 as School Board Member Recognition Week (SBMRW) in Mississippi. MSBA initiated efforts for a statewide recognition week in 1996, uniting schools and communities in recognizing the dedicated efforts of school board members. District and community resources for planning the week are on the MSBA website, along with the theme art (above), sample ads and a copy of Gov. Bryant’s proclamation. MSBA also has mailed school districts a letter-size copy of the governor’s proclamation along with enough appreciation certificates for individual school board members. The certificates are signed by MSBA Executive Director Michael W. Waldrop and include a signature line for the local school district superintendent.

Must a municipality pay wages during the time that an employee is on active service with the National Guard during summer camp?Pursuant to Section 33-1-21, a municipality is required to pay wages to a city em-ployee on active duty with the National Guard during summer camp or any other military activity for up to fifteen (15) days each calendar year.  (Attorney General’s Opinion to Keenum dated November 4, 2011) GBRID

A January 4 memorandum to school district superintendents, board members and board attorneys from the office of Secretary of State Delbert Hosemann was a reminder of an advisory opinion issued by the Mississippi Ethics Com-mission last September. The summary questions and answers are below: May a school board president vote on a 16th Section lease held by his or her relative and subsequently sign the lease?No, the school board president may not vote on a 16th Section lease held by his or her relative, pursuant to Section 25-4-105(1), Miss. Code of 1972, but the school board president may sign the lease as required by statute.

May a member of the school board of trustees hold a 16th Section lease when the periodic rent adjustment occurs during his or her term of office or within one year thereafter?No, the periodic rent adjustment is an authorization of the existing lease for

purposes of Section 109, Miss. Const. of 1890, and Section 25-4-105(2), Miss. Code of 1972, and must not occur dur-ing the board member’s term or within one year thereafter.

May a member of the board of super-visors hold a 16th Section lease when the rental amounts must be approved by the board of supervisors during his or her term of office or within one year thereafter?No, the approval of rental payments by the board of supervisors is an authoriza-tion of the lease for purposes of Section 109, Miss. Const. of 1890, and Section 25-4-105(2), Miss. Code of 1972, and must not occur during the supervisors’ term or within one year thereafter.

governance skills above and beyond state-mandated training during the 2010-11 school year. State law requires all board members to earn at least six continuing edu-cation credits annually, once they have completed the 12-hour Basic Course. Board members will be recognized in the MSBA Center for Board Development Honors Program using the criteria listed. Walthall County Schools’ Administrative Assistant Essie Brum-field (center) was applauded by the Mississippi School Boards As-sociation on Thursday, January 26 for seven years of service to the MSBA Association of Administrative Assistants and Board Clerks (AABC) as a member and officer of the group’s Board of Direc-tors. Brumfield, 2010-11 AABC president, was at MSBA’s office in Clinton to help plan the AABC’s May conference. The group’s board showered Brumfield with flowers, a plaque, and a gift. MSBA Executive Director Michael W. Waldrop (far right), and Walthall County Board President Eldridge Boyd joined in salut-ing Brumfield’s dedication. Because Brumfield is retiring from her local school district, she automatically relinquishes her position on the AABC board.
