    2012

  • Defenders of Wildlife Action Fund educates the public about conservation issues and generates grassroots efforts to ensure that members of Congress and the president hear from constituents on pending legislation and regulations.

    Defenders of Wildlife Action Fund advocates in Washington, D.C., for legislation to safeguard wildlife and habitat and fights efforts to under-mine conservation laws, such as the landmark Endangered Species Act. The Action Fund also publishes the Conservation Report Card to help citizens hold their legislators accountable by providing information on how lawmakers voted on important conservation issues. An online version of the Conservation Report Card, which contains detailed and updated information about key votes, is available on the Defenders of Wildlife Action Fund website:www.defendersactionfund.org

  • Defenders of Wildlife Action Fund’s 2012 Conservation Report Card measures the commitment of U.S. senators and representatives to wildlife and habitat conservation during the 112th Congress. It tells you at a glance how well your elected representatives are safeguarding our natural heritage for our children and grandchildren.

    The report card reviews three 2012 Senate votes, two that blocked attempts to open sensitive areas important to wildlife to oil and gas development and one that approved an amendment to restore conservation compliance to the farm bill programs that help protect wildlife habitat on private lands. It also summarizes the dozen votes by the House of Representatives that clinched its reputation as the most anti-environmental House in the history of Congress with a 2012 legislative agenda that continued to pander to special interests at the expense of America’s wildlife and wild lands. To provide an overview of both sessions of the 112th Congress, each legislator’s score for 2011 is included along with how they voted on each issue in 2012, their score for 2012 and their overall average based on 2011 and 2012.

    SENATEkey issues & votes

    1 Giving Away America’s Coastlines to Big Oil The Senate rejected an amendment that would have sacrificed thousands of acres off our Pacific, Atlantic and Arctic coastlines as well as protected areas of the Gulf of Mexico to oil development. It would also have allowed developers to ignore the lessons learned from the Deepwater Horizon disaster in the Gulf and bypass important environmental reviews. (March 8, 2012, Roll Call No. 28)

    2 Allowing Drilling in the Arctic Refuge and Elsewhere The Senate rejected an amendment that would have required oil and gas leasing in the pristine Arctic National Wildlife Refuge and across the Atlantic and Pacific oceans. It would also have forced approval of the environmentally damaging Keystone XL pipeline. (March 13, 2012, Roll Call No. 38)

    3 Restoring Critical Farm Conservation Measures The Senate passed an amendment that would restore conservation compliance to farm bill insurance subsidy programs, ensuring that vital environmental protections are maintained throughout the nation. (June 20, 2012, Roll Call No.155)

    1 Accelerating Damaging Energy Production The House passed a bill that would allow the oil industry to develop areas including the Arctic National Wildlife Refuge, the Atlantic and Pacific Coasts and protected parts of the eastern Gulf of Mexico. (February 16, 2012, Roll Call No. 71)

    2 Overturning Protections for the San Francisco Bay-Delta and San Joaquin River The House passed a bill that would overturn a bipartisan settlement agreement to restore the San Joaquin River, preempt the state of California from managing its water resources and fisheries under state law, and repeal and eliminate federal protections for salmon and the Bay-Delta estuary. (February 20, 2012, Roll Call No. 91)

    3 Stripping Presidential Protection for Threatened National Treasures The House passed an amendment that would remove the power of the president to act quickly to protect national treasures by designating them National Monuments. (April 17, 2012, Roll Call No. 162)

    4 Carving Out Special-Interest Exceptions on National Wildlife Refuges and Other Federal Lands The House passed a bill that would override federal land laws and long-standing management direction by creating special-interest exceptions and giving undue priority to hunting and commercial trapping on national wildlife refuges and other lands. It would also remove National Environmental Policy Act (NEPA) protections on these lands. (April 17, 2012, Roll Call No. 164)

    5 Allowing Sea Turtles to Drown The House passed an amendment that would block a proposed National Marine Fisheries Service regulation on turtle excluder devices. The proposed rule is necessary to stop the high levels of sea turtle mortality seen in the Southeast in 2011. (May 9, 2012, Roll Call No. 236)

    6 Defunding Protection of Vital Borderland Habitat The House passed an amendment that would eliminate funding for environmental mitigation along the Southwest border. (June 6, 2012, Roll Call No. 353)

    7 Upholding Public Lands and Wildlife Protections The House rejected an amendment that would have stricken provisions exempting the Department of Homeland Security (DHS) from complying with 16 environmental and natural resource protection laws on federal public lands within

    100 miles of U.S. borders and allowing DHS to engage in a variety of destructive activities on federal public lands anywhere in the nation. (June 19, 2012, Roll Call No. 385)

    8 Overriding Dozens of Federal Land and Wildlife Protections The House passed a bill that would undermine decades of land protection measures, waive dozens of laws within 100 miles of our borders, allow the clear-cutting of old-growth forests, damage the Wild and Scenic Rivers Act, harm endangered species, and undermine the National Environmental Policy Act. (June 19, 2012, Roll Call No. 387)

    9 Mandating Drilling Off the Coast of Virginia The House passed an amendment that would mandate a sale of leases for oil and gas development off the coast of Virginia. (June 21, 2012, Roll Call No. 402)

    10 Developing an Energy Package That Puts Big Oil Above All The House passed a bill that would establish sweetheart deals for the oil industry and put wildlife and wild places at risk from oil spills and development. (June 21, 2012, Roll Call No. 410)

    11 Rolling Back Migratory Bird Protections The House passed an amendment that would undermine certain protections for cliff swallows and barn swallows under the Migratory Bird Treaty Act of 1918. (June 29, 2012, Roll Call No. 447)

    12 Expanding Dirty Oil Drilling in America’s Coastal Waters The House passed an amendment that would mandate a pro-oil industry five-year offshore leasing plan, threatening America’s coastal waters in the Arctic and elsewhere. (July 25, 2012, Roll Call No. 511)

  • About the DeFeNDerS oF WilDliFe ACtioN FuND

    The Defenders of Wildlife Action Fund was founded in 2001 after it became clear that the most effective enemy of responsible environmental protection had become the elected leadership in Washington. The environmental movement needed to focus more on persuading elected officials to be good stewards of our land, air, water and wildlife. And it needed more political muscle to help defeat those who refused to do so. The Defenders of Wildlife Action Fund was formed to help provide that muscle.

    but the Action Fund’s work goes well beyond the ballot box. in addition to keeping voters informed of their legislators’ records on issues that affect wildlife and habitat via this report card, the Action Fund works on Capitol hill to block anti-conservation legislation, such as efforts to open the Arctic National Wildlife refuge and our coastal waters to drilling. in the coming years and election cycles, the Action Fund will continue to provide conservation with a voice in the political process in pursuit of its mission to conserve our nation’s wildlife and natural heritage for future generations.
