Message to the Community

Wow, what an amazing year it has been! Last November the Outer Banks Commu-

nity Foundation celebrated its 30th anniversary! Since our founding in 1982, we have given out more than

$3.6 million in grants and $1.2 million in scholarships (pages 4–7), and those numbers grow each month.

What better way to celebrate philanthropy than by giving away more grants! Congratulations to Room in the

Inn, Chicamacomico Lifesaving Station, and Food for Thought for winning new grant money through our

30th anniversary video contest, and to the three lucky winners (back page) who were drawn at random to

receive $9,000 each for new charitable endowments. Congratulations also to Barbara Bingham, our former

Executive Director, who retired in 2012 after 14 years of service. Barbara and former Office Manager Alyson

Belvin deservedly won our 2012 Champion Award (page 7), and we thank them heartily for their service. We

also welcomed two wonderful new staff members, Lorelei Costa and Denise Wells, in 2012.

A month after our anniversary gala, we hit an even bigger milestone: On December 31, 2012, we reached $10

million in charitable assets. $10 million from a population of 36,000. Who could’ve imagined that, 30 years

ago? This milestone is certainly thanks to sound oversight by our board and outstanding stewardship by our

investment managers... not to mention a robust year in the stock market! But more significantly, we have to

thank all of you, our donors, for your generous contributions (pages 8–11). You are helping to change lives

and make the Outer Banks an even better place to live, work, and play. We are honored to partner with you.

More important than the size of our assets is the size of our impact. It’s the Community Foundation’s mission

to help meet local needs, and to address the most urgent challenges and promising opportunities on the Outer

Banks. We need your help to succeed in that goal, and we invite you to call our office anytime to share your

ideas. Thank you for your heart for philanthropy. We are so excited to see what the next 30 years brings.

The Stewart Couch Scholarship Fund, established by the

Outer Banks Association of Realtors in memory of the late

Stewart Couch, awards a $1,000 scholarship annually to a

graduating senior of Cape Hatteras Secondary School.

About the Community Foundation

The Outer Banks Community Foundation was organized in 1982

as a public charity to help meet local needs across Dare County

and all Outer Banks communities, from Corolla to Ocracoke

Island. The Community Foundation manages charitable funds for

individuals and agencies, targets grants toward the community’s

most pressing needs and promising opportunities, and administers

over 40 scholarship funds to help local students achieve their

educational goals.

The Outer Banks Community Foundation manages a collection of

charitable funds and organizational endowments, created by

different donors at different times for various purposes, including

designated and undesignated funds, donor-advised funds, field of

interest funds, and scholarship funds. A donor may create an

endowment during his or her lifetime, or by bequest, for general

charitable purposes or for a particular specified purpose. The

Community Foundation provides tailored services to help

individuals and families pursue their charitable interests easily,

effectively, and with maximum tax benefit.

The Community Foundation is the venture capitalist of the local

charitable sector. Through our quarterly, competitive grants

program, the Community Foundation is the only funding source

that can reach all local charitable causes, including arts and

culture, children and youth, education, the environment, disaster

relief and prevention, health, historic interpretation and

preservation, and other human services. The Community

Foundation is a catalyst, helping the nonprofit sector evolve to

take on new challenges and opportunities as they arise. The

Community Foundation’s permanent endowments are a resource

for future generations to meet the challenges of their times.

Through the Outer Banks Community Foundation, people who

love and appreciate the Outer Banks are able to give back to the

community to help meet the pressing needs of today, while

building a source of support for the future.

With a $4,000 grant from the Community Foundation, the Dare County Arts

Council presented “The Parchment Hour” to First Flight High School in April

2012. The play commemorated the 50th anniversary of the historic Freedom Riders.

In 2012 the Community Foundation granted

Ocracoke Alive with $10,000 to restore the

magnificent, 68-foot Skipjack Wilma Lee.

This sailing vessel will be used for historical

and ecological educational programs.

In 2012 the Community Foundation awarded a $15,300 grant

to the Corolla Education Foundation for classroom technology

for the new Water’s Edge Village School. This non-profit

charter school is housed in the historic Corolla Schoolhouse

and opened for its first year in 2012.

Community Foundation Champion Award

What is a champion? According to Merriam-

Webster, a champion is an advocate, a defendant, a

fighter, a person who actively supports or favors a

cause. In February 2013 the Board of the Outer

Banks Community Foundation recognized out-going

staff members Barbara Bingham and Alyson Belvin

with the prestigious Champion Award, honoring

their 14 and 7 years of service, respectively. Thanks

to their leadership, the Community Foundation grew

five-fold in grant-making and charitable assets since

Barbara began her tenure in 1999. We appreciate

both Barbara and Alyson for their many years of

hard work and championship!

When Hurricane Sandy struck the Outer Banks, the Beach Food Pantry in

Kitty Hawk was hard hit—its building was flooded, and all of its

refrigerators and freezers were lost. The Community Foundation

responded with a $2,500 emergency grant from the Disaster Relief Fund,

and now the pantry has a new home on high ground—out of the flood zone.

2012 Members, continued David Stick Legacy Society

The David Stick Legacy Society recognizes those individuals

and families who have named the Outer Banks Community

Foundation in a will, trust, or other type of deferred or planned

gift (e.g., insurance policy, retirement account, annuity). These

generous folk are truly leaving a legacy for all future generations

on the Outer Banks. The Community Foundation gratefully

Edward Greene participates in a symbolic sand

ceremony at the Community Foundation’s 30th

anniversary party on November 16, 2012. Just

as a grain of sand in an oyster shell slowly

becomes a pearl, planned gifts to the Community

Foundation become precious gems in time.

To celebrate its 30th anniversary, the Community Foundation awarded

$30,000 in special grants in 2012. Three lucky attendees of the

anniversary party (left to right: Penny Leary-Smith & George Ramsey,

Cathi Ostrander, and Chris Ellison) were selected at random to receive

$9,000 each to create or add to a charitable fund. The Community

Foundation also awarded $3,000 in grants in a nonprofit video contest.
