Burnsville offers thebest of all worlds
One of the interesting views in the city ofBurnsville is the one afforded when looking downNicollet Avenue in the Heart of the City when onecan see the city of Minneapolis skyline in the dis-tance.
Burnsville’s location is fortunate for many rea-sons. It’s far enough from Minneapolis and St. Paulto have forged an identity of its own, but it alsobenefits from its proximity to the central citiesfrom economic and cultural perspectives.
Because of its geographic location many peoplehave referred to Burnsville as having the best ofall worlds, giving it a diverse, energetic communi-ty that has become a magnet for business, shop-ping and entertainment.
With a population of 60,306 as of the 2010Census, the city has emerged in the top 10 in sever-al categories.
It’s Minnesota’s eighth largest city and its rank-ing in retail activity also is eighth in the state.
The city is not only tops because of shoppinggiants like Burnsville Center and commercial activi-ty on County Road 42, Highway 13 and the Heart ofthe City, but it also is a manufacturing hub, placing itninth in the state for such businesses.
More than 2,500 businesses are in Burnsville –more than 240 of them in the health care industryand more than 140 in the information technologysector.
Because of that, the city has started theBurnsville STHEM Alliance, an economic develop-ment initiative to promote the expansion andgrowth of the city’s existing industry clustersbased on science, technology, health care, engi-neering and math.
The rapid growth that was a hallmark of thecity in the decades previous to 2000 has subsided asthe city added just 86 to is population from 2000 to2010.
It is a community that has a youthful spirit anddiversity that feed into its vibrancy. The medianage in Burnsville is 35.9 years and an estimated22.5 percent of the population are minorities.

Fire Department
The Burnsville Fire Department was createdin November 1981 with 23 career firefighters.Advanced Life Support ambulance serviceswere added in 1984 with the hiring of sevenparamedics.
Now, the 40-member careerdepartment is responsible forprotecting more than 60,000 resi-dents living across 27-squaremiles.
Burnsville was the first cityin the state to organize citizenvolunteers into CommunityEmergency Response, or CERT,teams, which provide basicemergency services until emer-gency personnel arrive.Participants are trained inemergency preparedness, firesafety, medical operations, lightsearch and rescue, disaster psy-chology, team organization andterrorism. Training includes a simulated exer-cise where participants practice the skills thatthey have learned during the previous seven ses-sions.
The department is based out of two stations,each staffed by one district commander (firecaptain), one fire motor operator, and three orfour firefighter/paramedics. Eleven staff mem-
bers work one of three dailyshifts, and each shift works a 24-hour schedule that averages 56hours per week.
Construction on BurnsvilleFire Station No. 1, 911 140th St.W., began last year as a part ofBurnsville’s five-year CapitalImprovement Plan. The changesinclude two new apparatus bays,a third apparatus bay resultingfrom the reconfiguration of cur-rent space, dedicated storagespace for personal protectiveequipment and medical sup-plies, functional space for repairand maintenance of equipment,and storage space for additional
equipment and supplies. The fire department will also have many
energy-efficient improvements, including a newinfrared heating system and skylights.

Police Department
Police protecting citizens, quality of life
Burnsville
The Burnsville Police Department was found-ed in 1964 with a staff of one lieutenant, onepolice chief, one sergeant, seven officers and adepartment secretary.
Now, the Burnsville PoliceDepartment is comprised of 75sworn and 19 civilian personnel,all led by Police Chief BobHawkins.
The Patrol Unit alone consistsof nine sergeants, 38 patrol offi-cers and six community serviceofficers who protect Burnsville’s27-square-miles and 230 miles ofstreets 24 hours a day. Each year,officers respond to more than61,000 calls for service, rangingfrom suspicious noises to death investigations.
The officers are responsible for delivering afull range of police services to the community.To help them provide these services, the depart-ment has two K-9 units.
The Burnsville Police K-9 Unit consists of twoteams. The animals are utilized in building
searches, open area searches, tracking, nar-cotics sniffs, and arrest situations. K-9 dogs areused in law enforcement because of their superi-
or scenting and locating abili-ties.
To give community membersan inside look into theBurnsville Police Department’soperations, a Citizens Academyis offered consisting of varioushands-on classes. The coursesare taught over a nine-weekperiod and educate participantson police work and crime pre-vention. Other topics coveredinclude the history of the policedepartment, a review of typical
service calls, and information about officer sur-vival and use of force.

The Burnsville area is home to several attrac-tions that make it a destination to people in thesouth metro, the region and beyond.
One of the busiest venuesaround is the BurnsvillePerforming Arts Center, whichopened near the Heart of theCity in January 2009.
Presentations at theBurnsville PAC range from clas-sical music to comedy, from jazzto Christian rock, from countryto rock and roll. There are dra-mas, comedies, local arts organi-zations and national touringartists.
The arts center has both a1,000-seat Proscenium stage and an intimate 150-seat Black Box theatre. Its two-story lobby alsohouses a 2,000-square-foot art gallery whereapproximately eight exhibits are on displayevery calendar year.
For conventions or other events, a VIP loungeis available on the north side of the second floor
lobby, and the upper floor can accommodate ban-quet-style events for more than 300 people.
An 1,800-square-foot rehearsal room, severalmeeting rooms, and a GreenRoom are also available for use.
The BPAC has been usedextensively by communityorganizations. The ChameleonTheatre Circle is the residentcompany of the Black BoxTheatre, and the center’s mainstage is home to Dakota ValleySymphony. Also, the Twin CitiesBallet of Minnesota holds allproductions at the BPAC.

Heart of the City/Nicollet Commons Park— The 54-acre Heart of the City is a smartgrowth-based, mixed-use, pedestrian friendlydowntown area for Burnsville. It features a hostof retail shops, business and office space, a com-munity arts center, a community park anddiverse housing opportunities.
Nicollet Commons Park is one of the first“town square”-style parks to be developed in themetro area suburbs and serves as the focal pointin the Heart of the City south of the intersectionof Highway 13 and Nicollet Avenue. The parkfeatures spaces for patrons to sit and read a bookor have lunch along with an open green area and250-seat performance amphitheater for concertsand events. A water feature in the park isenjoyed by many children. A summer musicseries runs both on Thursday afternoons andSunday evenings at the park. There also is aFriday evening movie series. THE GARAGE — THE GARAGE is a youthcommunity center/music venue operated by thecity of Burnsville. Located in Burnsville’s CivicCenter Park, THE GARAGE focuses on enrich-ing teenagers’ lives by expanding their skillsand encouraging them to share their talents,give service, and be creative. Alimagnet Dog Park — The Alimagnet off-leash dog park is in Alimagnet Park, located twoblocks north of County Road 42 on County Road
11. It features a seven-acre fenced area, a double-gated entry, a pond, an open grass area, a wood-mulch, half-mile walking path, a wooded area,picnic tables, benches, waste bags and trash con-tainers. Minnesota Zoo – The zoo is home to morethan 2,700 animals such as Grizzly bears, coy-otes, lemurs, leopards, Komodo dragons and var-ious birds species. Featured on display at the museum are over25,000 objects, including many historical pic-tures.
Permanent exhibits include “Old Town,”which includes a general store, boarding house,kitchen and jail in addition to many other roomsfilled with artifacts and information aboutDakota County’s past.
The museum also houses the world’s largestmap of Dakota County, featuring historic siteslike Gopher Ordnance Works, Sibley House andthe Miesville Baseball Park.

Elko Speedway – A NASCAR-sanctionedracetrack, with a steeply banked paved 3/8-mileoval that allows two and three- wide racing.

Festivals offer variety and cultureBurnsville offers plenty of community events
for residents and visitors alike. From indoor con-certs to international dance per-formances, variety is key forBurnsville festivals.
I Love Burnsville Week is achance to celebrate the city ofBurnsville with friends, familyand neighbors. The week-longseries of events takes place inJune and includes a community-wide garage sale; sporting com-petitions; evening movie; and afamily music and book festival.
Burnsville’s annualInternational Festival cele-brates diversity through music,entertainment and cuisine. The2013 event is slated in June atNicollet Commons Park.
Burnsville keeps things interesting through-out the week as well. Wednesdays in the Park isa concert series that runs from mid-June throughAugust and includes performances by artistsinclude orchestral, rock ’n’ roll, children’s musicand much more. Each concert starts at 7 p.m. at
Civic Center Park, on Civic Center Parkway, eastof Nicollet Avenue between 130th and 134th

The annual Art and All ThatJazz festival, slated in August,went from two to one day lastyear. It features art vendors,national music acts and a vari-ety of food vendors.
The annual Burnsville FireMuster is a five-day event fea-turing live entertainment, wineand beer tasting, fireworks, car-nival rides, children’s activities,emergency personnel demon-strations, food and beverages
from local restaurants, and parades. Fire equip-ment ranging from horse-drawn pumps to themost modern firefighting gear will be on displayin the parade. The Fire Muster, which is held onWednesday through Sunday immediately follow-ing Labor Day, celebrated its 30 anniversary in2009.

“Perhaps no place in any community is sototally democratic as the town library,” LadyBird Johnson once said. “Theonly entrance requirement isinterest.”
Burnsville is home to theBurnhaven Library, 1101 W.County Road 42. The library ispart of the Dakota CountyLibrary system, which includesnine branch libraries, includingGalaxie and shares borrowingprivileges with the City of SouthSt. Paul Public Library. TheBurnhaven Library has benefit-ted from a recently-completedmulti-million renovation proj-ect, which saw improvements tothe facility and the addition of alicense center.
In addition, the DakotaCounty Library system is amember of MELSA (theMetropolitan Library ServiceAssociation), a consortium ofeight Minnesota library sys-
tems. The administrative headquarters is locat-ed in Eagan.
The library collection housesnearly one million volumes andthe library circulates nearly 4million items per year. The col-lection also includes thousandsof videos and audio materials.
Any resident of DakotaCounty can apply for a librarycard in person at any of thenine Dakota County Librarybranches or South St. PaulLibrary. Acceptable identifica-tion, such as a driver’s license,state non-drivers ID or check-book, is needed. There is no feeto obtain a library card.

History
Burnsville is the sixth largest suburb in theTwin Cities metro area and is located 15 milessouth of downtown Minneapolis. Before itbecame the large metropolitan suburb it istoday, Burnsville was a quiet community on thesouth bank of the Minnesota River.
The Mdewakanton Dakota were drawn to theBurnsville areas because of the abundance ofwaterfowl and game animals. Chief Black Dogestablished a settlement in 1750 with 250 resi-dents between the Minnesota River and what isnow called Black Dog Lake. The former settle-ment area is currently the site of the Black DogPower Plant.
Nearly 100 years later, Scottish and Irish set-tlers made the area their home, including onelandowner named William Byrne, from whomthe name “Burnsville” is derived. Byrne settledat the present day junction of County Road 34and Judicial Road. He donated land for a church,school, and cemetery, and served as town chair-man.
In 1858, it was decided that the ByrnsvilleTownship would be bordered by the MinnesotaRiver in the north, Eagan and Apple Valley inthe east, Lakeville in the south and Scott County
in the west. The spelling was later changed to“Burnsville” at the 1960s city incorporation.
Business in Burnsville began booming in the1860s when railroad access from downtownMinneapolis turned the quiet suburb into avacation and resort town.
By 1920, the Lyndale Avenue Drawbridge con-nected Minneapolis to the rural southern com-munities, eventually being replaced by theMinnesota River Bridge.
Despite the increased traffic and business,Burnsville remained a relatively quiet town-ship with a population of approximately 580residents. But with the postwar housing boomof World War II and the construction ofInterstate 35W in 1960, both population andbusiness grew rapidly in the Burnsville area.
To keep up with demands, the BurnsvilleCenter opened in 1977 and drew businesses andtraffic to County Road 42.
Now, more than 250 years after the firstrecorded residents arrived in Burnsville, thecity is a booming metropolis, focusing on rede-velopment, quality housing, and abundant serv-ices to residents.

Nearly 1,800 acres of parkspace are spread throughout thecity, approximately two-thirds ofwhich is preserved as naturalareas.
• Park HoursPark hours are 5 a.m. to 10 p.m.• Motorized VehiclesMotorized vehicles (including all-terrain
vehicles, mini-bikes, motorcycles, mopeds, etc.)are not allowed anywhere in the parks except on
roadways or parking lots.Furthermore, parking of motor-ized vehicles is not allowed ongrassy areas.
• Alcohol RestrictionsAlcohol is prohibited in the
following areas in theBurnsville Park System:
-All of Black Dog Park.-All of Crystal Lake West
Park (except boat launch).-Within 30 feet of youth fields
and activities.-On or within 30 feet of park-
ing lots and access roads.-Inside or on adult fields for
all adult leagues.-All recreation buildings and
warming houses (except by spe-cial permit).
-All beaches and beach view-ing areas.
In addition, if alcohol is consumed in permit-ted areas, no glass containers are allowed.

People who need a helping hand can findassistance through organizations in Burnsville.
More than 2,000 volunteerswork with 360 Communitiesevery year in Dakota and Scottcounties. The nonprofit humanservices agency was foundedapproximately 40 years ago andoffers more than 50 services tothose in need.
360 Communities is based inBurnsville and provides servic-es such as a food pantry, clothescloset, furniture bank, financialhelp, sexual assault services,domestic abuse safe houses andsupport groups, child careresources and referral, and violence preventioncommunity education. The organization alsopartners with programs such as Armful of Love,which provides Christmas gifts to children inneed, and Kids ‘n Kinship, which offers mentor-ing services to youth in need of a role model.
In addition to 360 Communities, approximate-ly 60 active members make up the BurnsvilleRotary, which focuses on community and inter-
national service projects. Founded in 1976, theorganization has contributed more than $37,000
on the community level to localorganizations such as 360Communities, Kids ‘N Kinship,Meals on Wheels and theMinnesota Valley YMCA.
Many blooming gardens andopen spaces in Burnsville are theresult of the BurnsvilleCommunity Foundation, anorganization that was foundedapproximately 10 years ago tobeautify the community, bothvisually and culturally. TheCommunity Beautification Funddazzles downtown streets with
winter lighting projects, and the CommunityBetterment Fund has produced multi-culturalevents and education for residents.
The Burnsville Foundation raised money forThe Centrifuge sculpture and fountain inNicollet Commons Park, funded architecturalmemorial park benches and trash receptacles inthe Heart of the City and other spots, and raisedmoney for defibrillators in City Hall.

The Burnsville Chamber of Commerce repre-sents nearly 600 local businesspeople, providingnetworking and referral outlets,offering leadership and volun-teer opportunities, and servingas the voice of local business inthe broader community.
The chamber was founded in1965 to maintain and improvethe economic climate of the com-munity.
The chamber regularly hostsevents to promote business, suchas the annual BITE ofBurnsville, a fundraiser for theorganization. The event show-cases the cuisine of many of thearea’s restaurants, along with beverages, enter-tainment and live and silent auctions. The 2012
Bite was held March 15 at the BurnsvillePerforming Arts Center.
It also has a presence at well-known Burnsville events suchas Art and All That Jazz, hostedAugust, and the Burnsville FireMuster, hosted in September.
