1 2012 Annual Meeting Review There were approximately 30 homeowners who attended the Annual Meeting on January 31st. This constituted a quorum and there were several items voted on by the members that I would like to share. NEWSLETTER DISTRIBUTION. As you probably know, we are no longer able to put our communications into mailboxes. Mailboxes are officially only for use by the USPS. The members discussed several options and voted to 1) electronically deliver the newsletter and special flyers, and 2) present a survey in this issue of the Tale for HOA members to elect to receive a printed copy. 2012 Annual Meeting Review There were approximately 30 homeowners who attended the Annual Meeting on January 31st. This constituted a quorum and there were several items voted on by the members that I would like to share.

NEWSLETTER DISTRIBUTION.

It was voted that only members of the HOA will receive a printed directory. A PDF of the Directory will continue to be available on the website.

Winter/Holiday Social Event RecapTour of Homes 2011 – The 2011 Tour of Homes was held on Sunday evening Dec. 11th and was a big suc-cess. We had another great turn out this year thanks to five of our Fox Hills neighbors who were gracious enough to showcase their lovely homes for the event. This annual tradition is always a wonderful opportunity to celebrate the holiday season with our neighbors and provide remodeling ideas and inspiration for our own homes. The Hoppe family showcased their recently renovated sun porch and kids, big and small, were enchanted by the train garden adorned with holiday lights. The Unterwagner family home highlights included a newly renovated kitchen and finished basement. The Reed family home highlights included a recently renovated master suite as well as a renovated kitchen and finished basement. The Fitzgerald home highlights included a beautifully renovat-ed kitchen and front porch addition. The McLeod family home had been completely renovated with a recently added “man cave” in the finished basement.

This was the 2nd year we collected non-perishable food items to benefit the Atlanta Community Food Bank. And we were able to donate over 120 pounds of food. Thanks to all that contributed to this spectacular event!

Holiday decoraTions – Many thanks to Dan, Warren and Tom Lawson for putting up the Christmas trees at the entrances this year (and for taking them down)! Also thanks to Nick Cooper who helped hang garland.

every Christmas eve Fox Hills is alight with the warm glow of luminaries lining the streets. It has been said that it is one of the longest running luminary traditions in all of Cobb county.

The Lighting of the Way tradition began in 1969, which was the year that Fox Hills was first settled. At that time there was only one small section completed, including Fox Hills Drive and Fox Hills Circle. A couple of the first neighbors had the idea of doing luminaries like they had done in up north.

This tradition has been continued for 42 years and now covers all 276 homes, requiring 2,000 luminaries to "light the way". There was a great turnout of volunteers this year that made the massive job easier for everyone. A special thanks to our host families, the Fitzgeralds and Reeds, for their coordination and hospitality, to Andy Pressley who coordinated all the supplies and donated Bob's pickup even though they were with family in California. Also, many thanks to Brian Unterwagner for the great photos.

Homeowner association dues are payable on a calendar year basis and are due every January. Thank you to all who paid your 2012 on time. We really appreciate you for supporting this wonderful neighborhood in a difficult economic time.

We finished 2011 with 154 members out of 276 homes.

The Georgia Department of Community Affairs has partnered with GHFA Affordable Housing, Inc. to deliver a statewide unemployment mortgage payment assistance program to prevent foreclosures, under the name HomeSafe Georgia.

HomeSafe Georgia will help by providing "bridge" mortgage assistance to many Georgians who are unemployed or have seen a dramatic decrease in their income due to national economic conditions.

Under Mortgage Payment Assistance, the homeowner’s monthly mortgage payments are paid monthly to the lender for up to 18 months. The homeowner’s household income will be reviewed for qualifying assistance and a partial amount of the mortgage payment may be required from the homeowner, which may increase during the 18 months. The Reinstatement Assistance is a one-time payment to the lender comprised of up to 6 months of mortgage payments and lender fees in arrears.

WhO IS ELIgIBLE FOR hOmESAFE gEORgIA mORTgAgE ASSISTANCE?

First and foremost, the Georgia homeowner must have suffered a hardship due to unemployment or underemployment through no fault of their own. Other hardships, while unfortunate, do not qualify under this program. The homeowner must be able and willing to work, and be seeking new or better employment.

The homeowner must have been current on his or her mortgage before the event of the unemployment or underemployment, and cannot be more than six months behind on the mortgage at the time of application.

Other eligibility requirements apply.

If you're not behind on your mortgage payments but have been unable to get traditional refinancing because the value of your home has declined, you may be eligible to refinance through MHA's Home Affordable Refinance Program (HARP). HARP is designed to help you get a new, more affordable, more stable mortgage.

WhO IS ELIgIBLE FOR ThE hOmE AFFORDABLE REFINANCE pROgRAm?

you may be eligible for HARP if you meet all of the following criteria:

• The mortgage must be owned or guaranteed by Freddie Mac or Fannie Mae.

• The mortgage must have been sold to Fannie Mae or Freddie Mac on or before May 31, 2009.

• The mortgage cannot have been refinanced under HARP previously unless it is a Fannie Mae loan that was refinanced under HARP from March-May, 2009.

• The current loan-to-value (LTV) ratio must be greater than 80%.

• The borrower must be current on the mortgage at the time of the refinance, with a good pay-ment history in the past 12 months.

Ask your mortgage servicer (the company to which you make your mortgage payments) if they participate in HARP. Not all mortgage servicers do. Contact Fannie Mae or Freddie Mac for help in determining if you may be eligible for HARP.

Cobb County’s Team Raptor took the trip of a lifetime when they traveled to kuala Lumpur to compete in the Formula 1 (F1) in Schools World Championship in September. The all-girl team, Team Raptor, consisting of Fox Hills' kelly Fitzgerald, Anna Awald, Claire McCoy and Sabine Saldanha, took second place at the National Formula 1 in Schools engineering event in Michigan this past May. This catapulted them to the World Championship where they partnered with the second place team from Hamburg, Germany. The new collaboration was renamed the HAWkS.

“It was not easy because the collaboration was difficult but worth it in the end.” kelly Fitzgerald said referring to the language barrier and not meeting her team’s German counterpart until arriving in kuala Lumpur.

The Hawks designed and manufactured a miniature “car” out of balsa wood. The team presented their work to a judging panel with a verbal and written presentation supporting their model car. The cars are timed from the moment they are launched to when they pass the finish line by a computer. The track is especially designed for this prestigious event. It is 20 meters (65.6 feet) in length and the average car covers this distance in just over 1 second, traveling over 60kmp (37.28 mph).

Led by Fox Hills' Liz Fitzgerald, team advisor, and Fred Stillwell, former eCMS STeM teacher and F1 coordinator, the team was proud to place 18th in the World! The girls were able to attend the competition by raising over $18,000 through sponsorships from Porsche Cars North America, the Women in Technology Foundation, and other private businesses and foundations.

F1 in School’s aim is to introduce younger people (ages 9-19) to engineering in a more fun environment through the model of Formula 1 racing. Currently in 34 countries with over 12 million students involved, F1 in Schools is quickly realizing their global potential of reaching students who are

interested in science and engineering and further developing that passion. The students were able to enjoy some sight-seeing while there as well. “Going to an authentic market in downtown kuala Lumpur and seeing the Malaysian culture first-hand was an amazing experience,” kelly Fitzgerald reminisces. They also visited the famous Petronas Towers which served as the backdrop to the competition.

Anna, kelly, and Claire attend Wheeler High School’s Math and Science Magnet Program and Sabine attends Campbell High School’s International Baccalaureate program. With the new knowledge and experience they gained from the World Championship, they said are looking forward to next year’s National Competition to win first place.

Kudos

kudos to John scheve and andy Pressley who spent an afternoon last fall helping out neighbor Jean Robbins. Andy and John picked up debris and pruned the rose bush in front of Jean's mailbox at 3790 Fox Hills Drive. Next door neighhbor Greg Martin keeps the leaves blown off the street in front of her house and has blown off the driveway several times. This kind of neighborly care and concern is one of the things that makes living in Fox Hills so great.

If you know of a neighbor that needs some help with their yard or house please follow the lead of these great neighbors and lend a helping hand.

kudos to ann and Bruce d'agostino's 7 year old granddaughter, Sadie, who resided with them for awhile, has taken two gold medals in Regional snow-boarding competition in Maine. Our neighbor profile this issue is Carr McCuiston who is the owner of Signature Contemporary Craft in Buckhead (thesignatureshop.com). Carr and her family have lived in Fox Hills for 5 years. Carr and her husband Chip have 2 sons, Callan and Jake, who attend Sope Creek elementary, and a dog named Penny. Carr was recently honored by being named as one of Atlanta's 12 Style Makers by The American Craft Council. The ACC explained the program as follows. I would like to share with you a recent happening that we have had at our home on Pheasant Drive here in Fox Hills. Upon arriving back into town on a Sunday evening in September, we were surprised to find that our outdoor lights were ‘poltergeist’ bright – looking a little too bright. As we entered, we found the indoor lights to be dim and refrigerators had obvious been off for some period of greater than 24 hours. Fortunately, we were able to check the power to see that many outlets were pulling around 180 v. (normal is 120v), others were pulling around 74v. He immediately turned all power off to the house. Upon notifying Georgia Power the following morning, we were told that our service entrance feeder failed and caused floating line to neutral voltage. This in turned caused voltage fluctuations throughout our home. Georgia Power immediately came out and placed a temporary fix on the side of our house.

Once our electricity was turned back on and safe to use again, we realized that not only did we have food spoilage, but our oven, microwave, TV’s, DVD, VCR’s, space heaters, computers, speakers, alarm clocks and many other items were “fried”. The majority of these items were indeed plugged into surge protectors, all of which were also “fried.” In fact, a few of the surge protectors actually had smut on them. Apparently, we were lucky our house did not burn down. This is NOT like a lightning strike or power surge. What we had was an ongoing high, fluctuating or floating voltage. Power surge protectors work when there is a surge of roughly 400v, like with lightning. They are not made to consistently downgrade higher than normal voltage (this is confusing, but electrical engineer hubby has somewhat explained).

After about three weeks, Georgia Power sent a crew of three line men out to locate the problem and

permanently repair it. After about 30 minutes, the problem was located. It existed in the utility company right of way, about 6 feet off of the street. The line men dug the area and found that the Georgia Power neutral line had indeed failed at a splice that had been previously done. The line men felt that indeed this would be deemed as a GP issue since it was their line, their splice, in their right of way. No water or roots or other issues were observed. Within a few minutes, the GP claims adjuster arrived. After looking over the site, he informed me that this was “an act of God and not GP fault or responsibility.” I was shocked. He had a bit more to say as well…” lucky the house didn’t burn down with the kids in it…”–“electricity is dangerous”–“GP can’t be held responsible for every splice they make in the line, it would bankrupt them” – the list goes on. However, the most important thing he shared with me is this:

(I am paraphrasing): “There are hundreds, if not thousands, of splices here in this neighborhood and all these other big neighborhoods. GP has 1.2 million customers and cannot keep up with all of these splices. Splices are made to just about every house, and sometimes there are lots of splices made to each house. When splices are made, GP uses the approved method at that time to make the splice. GP cannot be expected to go back and update all of these splices to the newest methods. In fact, GP does not even have a list of where the splices are even made. Splices go bad. It is to be expected. In fact, we expect that a splice lasts anywhere from about 8 or 10 years to maybe 15 or 20 if you are lucky. Splices all over this neighborhood could go bad, your house could burn down, it is not GP’s fault. There is no negligence on our part” – In fact, GP has indeed classified this as “unanticipated equipment failure”.

yes, this is SCARy. Not only that, it has proven to be expensive and time consuming for us. We do have a claim on our homeowner’s insurance – nothing like paying a deductible right here before the holidays! To me, it seems GP would provide options for having splices replaced/reviewed every 10 years, however they do not. HOWeVeR, after some discussions with the claims and damage dept at GP, it seems that if you feel you have lights that are a little dimmer or brighter, or a flicker, or you are possibly suspecting that your splice falls in this age range, you should contact GP to have them come and check your line to see if they are getting any free flowing voltage through it and it is therefore unsafe. They basically turn off your electricity, hook up something to send electricity through the line, then walk the path of the line with something that looks like a walker. GP does not charge to come out to insure that your line is safe. This could indeed save you thousands of dollars and a huge headache, not to mention a potential house fire.

Dear Neighbor to Sope Creek Elementary,

We recognize that we live in one of the greatest communities in the nation! We are fortunate to have top-notch educational institutions all around us which attract many people to settle in our school district.

Sope Creek Elementary has a fantastic opportunity in front of us to improve our school and add value to the greater Sope Creek Community. The addition of 12 new classrooms will leave an annex of the school with room for a STEM lab area. STEM stands for Science Technology Engineering and Math. Transit Solutions Are On Track(From CobbLine Weekly, week of Feb 20, 2012)

Connect Cobb is also known as the Northwest Transit Corridor Alternatives Analysis, a study aimed at pro-ducing a locally preferred alternative that identifies a high capacity transit system best suited to the busy Northwest (Interstate 75/U.S. 41) Corridor. Initiated in August 2011 by Cobb County DOT and partners, the study is on a fast track and preliminary results are expected this spring. With almost 690,000 residents, 40 percent of whom work in the county and start or finish their trips along I-75 and U.S. 41, Cobb County is eager to find a solution to the burgeoning traffic delays that confront commuters and other trav-elers along the busy Northwest Corridor.

“CCT is the second largest transit provider in the state of Georgia," Faye DiMassimo, Cobb DOT director, said. As Cobb maintains its role as a regional leader, both economically and in quality of life, we must pro-vide coordinated, multimodal solutions. ”

According to Atlanta Regional Commission projec-tions, Cobb is expected to add approximately 60,000 residents over the next 10 years (9.1 percent). Much of the projected population growth is expected along the I-75 corridor. In addition, Cobb’s employment base is projected to expand 17 percent over the next 10 years to just more than 360,000 employees. Much of this growth is projected to occur along the I-75/US-41 corridors. Cobb Community Transit’s route 10 along US 41 is consistently the busiest route in the system.

Gathering insight and contributions from as many stakeholders as possible is a key element in moving the study forward to completion. The project team has taken innovative steps to ensure widespread input, such as launching a telephone survey of more than 700 Cobb voters, and online surveys to university populations along the corridor, including kennesaw State University, Southern Poly, Georgia Tech, Georgia State University and Life University. The project team is also hosting a series of roundtable meetings to assemble ideas from community members, business leaders, agency staff and others in the development of the alternatives and how those will be evaluated. These audiences meet to discuss issues related to trans-portation and air quality, land use, economic develop-ment/redevelopment, environment and finance.

Cobb officials pushing for congestion relief on I-75/575(Marietta, Ga. – January 24, 2012)

Cobb Commission Chairman Tim Lee and kennesaw Mayor Mark Mathews, along with State Senators Chip Rogers, Lindsey Tippins, and State Representative earl earhart are seeking to alter the Metro Atlanta Regional Transportation Referendum project list by significantly reducing funding for transit services and putting funding toward the managed reversible lanes on the county’s North/South interstate (also known as the Northwest Corridor I-75/575 P3 initiative).

Project TIA-CO-035 calls for enhanced transit services from North Cobb County to the MARTA Arts Center Station and is the single most expensive project on Cobb’s list at $689 million. It was originally the leading project in Cobb’s effort to combat growing traffic congestion along Interstate 75 and Interstate 575.

“When Cobb County went out into the community to determine which projects were the most important for our future, the I-75/575 P3 project was a done deal,” Lee said. “We would never have focused on the transit piece if we had known that the I-75/575 project was in jeopardy. The suspension of the I-75/575 project by the state is a substantial and material change caused by the state after the project list process ended. The state should afford us the opportunity to fix that in this list.”

In October, Cobb’s list of 15 projects was finalized by the regional roundta-ble. Then in December the state Department of Transportation's board determined that the concessionaire approach was not in the state’s best inter-est so they withdrew funding for the P3 which would have added capacity along I-75/575 through Cobb and into Cherokee County. Originally slated to build two reversible toll lanes alongside I-75 from I-285 to I-575, one reversible toll lane each along I-75 up to Hickory Grove Road and along I-575 up to Sixes Road, the project funding was pulled.

“The I-75/575 corridor is the single greatest priority for getting traffic mov-ing on the Northside,” said Mathews. “Had it been known at the time that the P3 was doomed, we would have made this corridor the top priority for Cobb County.”

Lee and Mathews have been working closely with members of Cobb’s legisla-tive delegation and have gained support in their effort to fund the new lanes on I-75/575 while reducing funding for enhanced transit service which remains on the county’s project list.

“By combining the scope of the P3 and TIA initiatives we have the rare opportunity to relatively quickly alleviate our current massive traffic conges-tion on the 75/575 corridor in Cobb, Cherokee and Bartow counties and simultaneously expand future capacity on these major arteries to encourage economic growth while providing cost efficient lane access for express com-muter bus service from Acworth to Atlanta,” explained Tippins. “Functionality, flexibility and cost efficiency should always be our goal. This change would accomplish all three.”

Funding the Transportation Investment Act project list is scheduled to be voted on by the public in July.
