Medicaid Update John McCarthy, Medicaid Director,

Ohio Department of Job and Family Services, Office of Ohio Health Plans

This session will cover: why health care transformation, identify current and new initiatives, and opportunities with the Affordable Care Act (ACA).

John McCarthy joined the Ohio Department of Job and Family Services, Office of Health Plans as the Medicaid Director in January 2011. The Ohio Medicaid program covers over 2.1 million Ohioans with a total Medicaid budget of approximately $18 billion. Ohio has an innovative Medicaid Program, with eight home and community-based waiver programs serving thousands of Ohioans, and an energized MFP program. Recently, the Medicaid program has taken a collaborative approach across agencies to create a robust approach to Unified Long Term Care Budgeting through its ULTCB workgroups. Across agencies and across stakeholder groups of all kinds, Ohio has focused on making sure that people who need long-term care services receive the services they need in the setting that best serves them and is the setting they prefer.

Monica E. Oss, M.S., Chief Executive Officer and Senior Associate, is the founder of OPEN MINDS. For the past two decades, Ms. Oss has led the OPEN MINDS team and its research on health and human service market trends and its national consulting practice. Ms. Oss is well known for her numerous books and articles focused on the strategic and marketing implications of the evolving health and human service field. She has unique expertise in payer financing models, provider rate setting, and service pricing. She has led numerous engagements with state Medicaid plans, county governments, private insurers, managed care programs, service provider organizations, technology vendors, neurotechnology and pharmaceutical organizations, and investment banking firms – with a focus on the implications of financing changes on delivery system design.

Learning from our Partners: State Policy Priorities for ODRC, ORSC, ODJFS, and ODH Kevin Miller, Director, Ohio Rehabilitation Services Commission; Gary Mohr, Director, Ohio Department of Rehabilitation & Correction; Will McHugh, Chief Administrative Officer, Ohio Department of Health; and a

representative from the Ohio Department of Job & Family Services (invited)

Families and individuals affected by substance use disorders and mental illness move throughout multiple systems. To help the people in their care successfully recover, providers must navigate the policies and resources in criminal justice, rehabilitation services, child welfare, jobs and family services, and public health. In this session, Ohio’s leadership will provide an update on the policy priorities emerging within their departments that will affect people with behavioral health needs and the providers who deliver their care.

Kevin Miller has been the executive director of the Ohio Rehabilitation Services Commission (RSC) since January 2011. Director Miller helped launch Recovery-2-Work, an innovative partnership with the Ohio Department of Alcohol and Drug Addiction Services and the Ohio Association of County Behavioral Health Authorities, adding employment counseling services to the state’s battle against opiate addiction. He brings 17 years of state government leadership experience to his position at RSC.

Gary C. Mohr is director of the Ohio Department of Rehabilitation and Correction (DRC). Appointed by Governor John Kasich in January 2011, he is a 37-year corrections professional with a national reputation for innovative and efficient prison management. Throughout his career, Director Mohr has served in a number of corrections leadership positions in both public and private sectors. In 2002, Director Mohr served as deputy director and superintendent of the Ohio Department of Youth Services.

All healthcare providers will feel the impact of healthcare reform. Beginning to prepare now is essential. Understanding the basics of reform and its potential impact on your organization is imperative to future success. Managing key areas of the revenue cycle that have the most direct impact on your organization’s financial success will be essential. Utilizing available information, developing a comprehensive plan and implementing it throughout your organization will help ease the burden of reform. Healthcare reform presents significant challenges in the following areas, all of which have ties and an impact on the revenue cycle:

• Reimbursement reductions • Technological efficiencies • Compliance program effectiveness • Quality of care • New and expanded payment methodologies • Insurance expansion and availability

The presentation will focus on each of these key areas and present ideas and methodologies to effectively prepare and manage these functions.

General Sessions

Moving Forward: Preparing for New Opportunities in SUD and MH Services Becky Vaughn, CEO, State Associations of Addiction Services

Parity implementation and commercial insurance reforms are bringing unprecedented change to the field of addiction and mental health services creating exciting opportunities as well as challenges for service providers. Providers must be prepared to look at governance, business practices, workforce needs, marketing and much more. This session will look at some of the steps for transformation using a guide developed by SAAS in collaboration with NIATx: Implementing Healthcare Reform: First Steps to Transforming Your Organization, A Practical Guide for Leaders. The presentation will also include results from the SAAS Readiness and Capabilities Assessment (RCA) identifying needs for training and technical assistance in business operations and highlights from their recent report for providers, communities, and States: Maximizing Systems of Change: Informing the Design of Statewide Substance Use Disorders Service Systems for Optimal Performance in the Era of Healthcare Reforms.

Becky Vaughn has been working in the addictions field for over 25 years. She was a member of the founding board of The Georgia Association for the Prevention and Treatment of Substance Abuse in 1992 and become their first Executive Director in 1994. Her responsibilities included training and advocacy at the local, state, and national level. In July of 2000 GAPTSA merged with an Atlanta coalition creating The Georgia Council on Substance Abuse (GCSA) where she served as President and CEO until 2007. Her work continued there as an advocate at the Legislature and catalyst in the community on issues related to prevention, treatment, recovery, homelessness, and drug courts with the goal of reducing the impact of substance abuse on GA communities. Her work included passage of many bills addressing substance use disorder solutions as well as securing budget resources. Beginning in 2008 she took over the helm of the State Associations for Addiction Services (SAAS) as their CEO after serving on its Board since 2000. She has served on numerous state and federal committees and panels and speaks on the issue in a variety of settings. Becky received her degrees from the University of GA and GA State University. She grew up in Atlanta, but is enjoying being part of the DC community. As a former teacher and the mother of four, she is passionate about preventing and finding solutions to the far-reaching problems caused by untreated addiction.

Discussion with Tracy Plouck, Director, Ohio Department of Mental Health

Director Plouck will provide an update on the consolidation of ODADAS and ODMH, and other key policy initiatives.

Fundamentals of Contracting with County Boards and Managed Care Organizations Ross Bridgman, Partner; Vorys, Sater, Seymour & Pease, LLP

Mr. Bridgman will discuss the fundamentals of contracting with county boards and managed care organizations as provider organizations move towards an integrated health care environment. Mr. Bridgman is a partner in the Vorys Columbus office and leader of the health care group. The focus of Mr. Bridgman’s health care practice is on Medicaid policy, reimbursement, and compliance. He represents providers in the health care industry who derive a large portion of their revenues from the Medicaid program, trade associations and collaborations comprised of children’s hospitals formed for the purpose of reducing serious safety events in children’s hospitals, as well as behavioral health care providers and providers of services to the mentally and developmentally disabled. He also handles matters concerning certification and licensure and administrative proceedings involving the Ohio Department of Job and Family Services, the Ohio Department of Developmental Disabilities, the Ohio Department of Mental Health and the Ohio Department of Alcohol and Drug Addiction Services.

Integrated Care: A Risk Management Perspective Brian Block, Director of Risk Management, Brown and Brown Insurance of Lehigh Valley

Have you taken the time to examine how the perils, hazards and exposures of doing business have changed in the last 3-5 years? In an era of integrated care it may be a best practices approach to complete a comprehensive risk assessment and once again ask the difficult questions examining whether or not you are adequately protected through organizational policy and practice. This workshop will combine didactic and discussion approaches in order to help participants develop action plans for handling the exposures related to integrated care.

Ohio Council member organizations will share their strategies and lessons learned in establishing partnerships and collaborations that support the movement towards integrated health care. Providers will address the operational “how-to” of what they are doing locally to build relationships with health care providers in their community. Attendees will have an opportunity to participate in a roundtable discussion on building relationships and partnerships locally.
