Detailed Instructions: -

Applications are invited for the following post/s so as to reach the Assistant Registrar (Estt.) Panjab University, Chandigarh by 23.1.2012: - 1. Controller of Examinations -01

Pay Band: 37400-67000+Grade Pay of 10000/- plus 1000/- p.m. as S. A. and allowances admissible under the University rules.

Qualifications: A Master’s Degree with at least 55% of the marks or its equivalent grade of ‘B’ in the UGC 7 point scale.

Relaxation of 5% in minimum educational qualification prescribed for the post, will be provided to SC/ST/Physically handicapped candidates.

Experience: (i) At least 15 years’ of experience as Assistant Professor in the AGP

of 7000/- and above or with 8 years’ of service in the AGP of 8000/- and above including as Associate Professor alongwith experience in educational administration, or

(ii) Comparable Experience in research establishment and/or other institutions of higher education, or

(iii) 15 years of administrative experience, of which 8 years shall be as Deputy Registrar or an equivalent post.

2. University Director of Physical Education-01 (Directorate of Sports )

Pay Band: 37400-67000+Grade Pay of 10000/- plus allowances admissible under the University rules.

Qualifications: Essential:

(i) A Ph.D. in Physical Education. (ii) Experience of at least ten years as University Deputy or fifteen years

as University Assistant DPEs/College (selection grade). (iii) Participation in at least two national/international seminars/

conferences. (iv) Consistently good appraisal reports. (v) Evidence of organizing competitions and conducting coaching camps

of at least two weeks’ duration. (vi) Evidence of having produced good performance teams/athletes

for competitions like state/national/inter-university/combined university, etc.,

3. Training-cum-Placement Officer-01(University Institute of Applied

Management Sciences)

Pay Band: 37400-67000+Grade Pay of 9000/- plus allowances admissible under the University rules.

ESSENTIAL Ph.D. degree or a fellowship of IIMs, ICAI or ICWA with first class Master’s degree in Business Management/Administration/other relevant management related discipline with three years experience in Training & placement activities in reputed Business School. Candidates from Industry/Profession First Class Master’s degree in Business Management/Administration/ other relevant management related discipline And Professional work which is significant and can be recognized at national/international level as equivalent to Ph.D. degree and with three years experience of Training & Placement in Industry /Profession.

Pay Band: 15600-39100+Grade Pay of 6600/- plus allowances

admissible under the University rules. Essential Qualifications:-

First Class Master’s Degree in Journalism and Mass Communication from a reputed University. The condition of First Class Master’s Degree in Journalism & Mass Communication will be relaxed in case of suitable candidates with more than 10 years professional experience in journalism.

• Minimum 5 years’ experience as Public Relations professional in a reputed organization/5 years’ teaching experience in the subject of Public Relations in the Deptt. of Journalism and Mass Communication of the University.

• Proficiency in English

• Working knowledge of Hindi and Punjabi

• Computer literate with working knowledge of MS Office, Internet, publishing and design software.

Desirable: - Working knowledge of video-editing software.

Note: - 1. The duties will include liaison with the external and internal public of the

University, including the media; bringing out the University newsletter/magazine; producing documentaries on the University; coordinating other publicity exercises for the University as and when necessary to build up its brand equity.

2. The University may, if so chooses, appoint a person on deputation. 3. On the recommendations of the Selection Committee, the appointing

authority can relax any qualifications or other conditions in the case of those considered eminently suitable by it.

4. The appointment of Director Public Relations-cum-Editor, P.U. News will

be on probation for one year in the first instance. The probationary period can be extended for another year.

6. University Assistant Director/University Assistant Director (Physical Education) - 01(each) (Directorate of Sports)

(i) A Master’s Degree in Physical Education or Master’s Degree in Sports Science with at least 55% marks (or an equivalent grade in a point scale wherever grading system is followed) with a consistently good academic record.

(ii) Record of having represented the university/college at the inter- -university/intercollegiate competitions or the State and/or national championships.

(iii) Qualifying in the national level test conducted for the purpose by the UGC or any other agency approved by the UGC.

(iv) Passed the physical fitness test conducted in accordance with these Regulations.

(v) However, candidates, who are, or have been awarded Ph. D. degree in accordance with the “University Grants Commission (Minimum Standards and Procedure for Award of Ph.D. Degree), Regulations 2009, shall be exempted from the requirement of the minimum eligibility condition of NET/SLET/SET for recruitment and appointment of University Assistant Director of Physical Education/ College Director of Physical Education & Sports. PHYSICAL FITNESS TEST NORMS

(a) Subject to the provisions of these Regulations, all candidates who are required to undertake the physical fitness test shall be required to produce a medical certificate certifying that he/she is medically fit before undertaking such tests.

(b) On production of such certificate mentioned in sub-clause (a) above, the candidate would be required to undertake the physical fitness test in accordance with the following norms:

in the UIPS Qualifications & Experience: -

1. M. Sc. (Pharmacology/ Bio Technology/ Medical Technology) at least 2nd Class in the relevant subject with 3 years experience.

Job requirements 1. To assist in conducting B. Pharm and M. Pharm Pharmacology practical

classes. 2. Handling and maintenance of all sophisticated laboratory instruments

including analytical instruments as HPLC, UPLC and GC. 3. To assist M. Pharm & Ph. D. research fellows in pharmacological

techniques. 4. Assist in conduct of examinations. 5. Independent handling of Western Blot, ELISA Reader and computer

8. Senior Technical Assistant (G-I) -01 (Deptt. of Computer Sc. &

Applications) Pay Band 10300-34800+ Grade pay of 5000/- plus allowances

admissible under the University rules. Qualifications & Experience: -

1. M. Sc. Electronics/Instrumentation from recognized institute with 3 years experience in the operation and maintenance of A/C and other such equipment.

OR 2. B. Sc. Electronic or Instrumentation from recognized institute with

5 years experience in the operation and maintenance of A/C and other such equipment.

OR 3. Diploma (3 years) in Electrical/ Electronic/Mechanical/

Instrumentation from recognized institute with 7 years experience in the operation and maintenance of A/C and other such equipment.

Desirable: As the job requires operation & maintenance of Centralized A/C plant, Generator Set, Window & Split Air Conditioners, experience/additional qualification of incumbent in the related field would be an added advantage.

Job Requirements

1. The person must have the skill and first hand experience in the field of air-conditioning. He will have to handle day- to day routine and urgent need for repair, cleaning and preventive as well as corrective maintenance of air conditioners plant, window and split air conditioners & Generator Set.

2. Day to day maintenance of various types of electrical/electronic equipment used in the department/Centre/Labs.

3. Shift duty. 4. Various duties assigned by the Chairperson/Director from time to time.

Since the nature of work for this post in the department requires expertise in above mentioned requirements, therefore, the person having the required skill & expertise in the related field should only apply.

9. Workshop Instructor (Mechanical) -03 (*) (SGPURC, Hoshiarpur)

Pay Band: 10300-34800+Grade pay of 5000/- plus allowances admissible under the University rules

Qualifications: Essential: 3 years Diploma in Mechanical/Production/Manufacturing Engineering with 7 years work experience in the trade in the Government/public sector/Private limited companies in Industrial sector or as Workshop Instructor in AICTE approved degree level engineering institute.

Matriculations with 3 years experience in supervisory capacity. OR

10+2 with one year experience in supervisory capacity

Desirable: Diploma in Sanitary Inspector

Age: Between 18 & 37 years (5 years relaxation in case of SC/ST)

Regular employees and the daily wage workers in P.U. having at least 10 years of contractual service fulfilling the said qualifications and experience, be considered to be eligible by allowing them relaxation in the upper age limit. Duties to be performed by Multipurpose Supervisor

1 To supervise the cleanliness, head jamadars etc. 2 To ensure proper environmental sanitation in the Departments/Hostels /

Offices/Roads etc. 3 Distraction of dogs and monkeys from the Departments/Offices/Hostels

etc. 4 Any other supervisory duty which the DSW/Head would like to entrust.

13 Pharmacist-02 (Bhai Ghanayia Ji Institute of Health)

Pay Band: 5910-20200+ Grade Pay of 3000/- plus allowances admissible under the University rules.

Qualifications: Essential:

(i) Matriculations or its equivalent from a recognized University/ Board. (ii) Diploma in Pharmacy from a recognized Institute/Board. (iii) Should be Registered Pharmacist under the Pharmacy Act, 1948

Desirable:

Degree in Pharmacy from a recognized Institute/University. Experience in Dispensing and/or storage and dispensing of drugs in a reputed hospital or institution or in a drug store of a pharmaceutical concern.

14 Helper-01 (CIL/ SAIF)

Pay Scale: 4900-10680+ Grade Pay of 1300 plus allowances admissible under the University rules.

Qualifications:- Minimum Middle standard and such other additional qualifications and experience as may be required for the post, to be specified by the competent authority.

IMPORTANT INSTRUCTIONS TO CANDIDATES

1. The eligibility of every candidate will be determined on the basis of the

qualifications acquired and conveyed to this office by him/her up to the last date fixed for receipt of the applications

2. Incomplete applications/forms or those received after the last date will be rejected. The University will not be responsible for any postal/courier delays in the submission of applications of the candidates. Candidates sending their applications through post/courier should send them to the Assistant Registrar (Estt) only and not to address it to any other authority.

3. All the documents in original will have to be produced at the time of interview.

4. Separate proforma/application has to be used for each post. 5. It be understood that the candidates must possess the requisite

qualifications and experience relevant to the post in the department/office concerned and other qualifications, if any, prescribed for a post.

6. If any information supplied by the candidate in his/her application form is found incorrect/false at any stage, his/her candidature/ selection will be cancelled.

7. Candidates should attach one set of attested copies of certificate of Educational Qualifications and Experience in support of their claim for the same, failing which their applications will be rejected. Attested copy of conversion formula in case of G.P.A. be also attached. No documents will be entertained after the last date prescribed for receipt of applications.

8. Candidates should also indicate percentage of marks obtained by them in each examination in the column “Class/Division/Grade”.

9. Persons already in service must route their applications through proper channel. They may, however, send an advance copy of their application on the prescribed proforma direct to the University. However, they will be allowed to present themselves for interview only on the production of “No Objection Certificate” from their employers.

10. Canvassing in any form will disqualify the candidate 11. It is not obligatory on the part of University to call all eligible persons for

interview. 12. The University may also prepare a waiting list in order of merit. 13. The University reserves the right not to fill up the above posts. 14. The candidates, if short-listed for interview, will be sent interview letter

through post & e-mail and telephonic intimation may also be given. The candidates are advised to intimate the change of address and telephone/mobile numbers (if any) and also update their e-mail addresses to avoid any inconvenience.

15. Number of posts can be altered. 16. Selected candidates can also be posted to work anywhere (i.e. Chandigarh

or outside Chandigarh) at the Institutions maintained by the Panjab University.

17. Age: Not less than 18 years & more than 37 years as on the closing date

prescribed for receipt of applications for the posts as at Sr. No 12, 13 & 14. 18. Relaxation in upper age limit: Upper age limit is relaxable: - (a) to the extent of five years for Scheduled Caste/Scheduled Tribes (of all

India). (b) to the extent of ten years for physical handicapped person on production

of Medical Certificate from the competent authority. (c) for ex-servicemen, who did not join civil post immediately after release

from the Armed Force of the Union to the extent of his continuous service in the Armed Force of the Union rendered after the 1st day of November, 1962; provided he produced a certificate from the competent authority that he had rendered continuous service in the Armed Forces of the Union after the 1st day of November, 1962 for a period of not less than six months and was released because of demobilization or reduction not more than three years prior to the date of his application for employment under the University.

Note:-“Ex-servicemen” means a person who joined any rank whether as a combatant or as a non combatant or after the 1st day of November, 1962 in the Armed Forces of the Union excluding the Assam Rifles, Lok Sahayak Sena, Jammu & Kashmir Militia Territorial Army, Defense Security Crops and the General Reserve Engineering Force, and has been released otherwise than on grounds of misconduct or inefficiency.

(d) The relaxation in age upto maximum of 5 years or to the extent of the period for which they have rendered the service in Panjab University on temporary/Adhoc/daily wage basis be given at the entry point for all categories of non-teaching employees.

Upper age limit will not be applicable in the following cases provided the

candidate has at least 5 years service to reach the age of superannuation prescribed for the post: -

(i) In-service employees of the Panjab University holding post lower than those of Clerks/Steno typist.

(ii) Widows of university employees who die while in service. (iii) Widows of defense personnel killed/disabled in war service N.B. Defense personnel shall also include B.S.F./C.R.P.F. 19 Reservation:

The total percentage reservation of 22.5% for SC/ST/SBC (i.e. 15% for Scheduled Caste, 5% for Scheduled Tribes & 2.5% for socially backward classes) at the initial stage of the cadres. The reservation as at (i) & (ii) will be interchangeable i.e. if sufficient number of applicants is not available to fill up the vacancies reserved for Scheduled Tribes and vice-versa. The benefits of reservations are extendable to Scheduled Caste/Scheduled Tribes candidates belonging to states of Punjab, Haryana, Himachal Pradesh & Chandigarh (UT) only as per rules of the Panjab University Calendar.

3% for Physically Handicapped person. Definition of “Physically Handicapped” for the purpose of Reservation/ concession in Employment: The Orthopedically handicapped: the orthopedically handicapped are those who have a Physical defect or deformity not less than 40% which caused an interference with the normal functioning of the bones.

The candidates are required to submit a certificate from the Principal

Medical Officer/Chief Medical Officer/Civil Surgeon as the case may be of the District of place of which the applicant is a permanent residence or from 1st class Medical Officer of any Government Medical Institution/Hospital shall be competent to issue the certificate of being handicapped but otherwise fit for Civil Employment against the post applied for.

qualifications etc. can be had either from Form Sale Counter, Panjab University, Chandigarh, on payment of 375/-(General Category)/ 150/- (SC/ST Category) for Class ‘A’ posts at Sr. No. 1 to 11, 250/- (General Category)/ 100/- (SC/ST Category) for Class ‘B’ posts at Sr. No 12 & 13 and 50/-

(General Category/ 25/- (SC/ST Category) for Class ‘C’ post at Sr. No. 14 or from the Assistant Registrar (Estt.), by sending a crossed account payee bank draft payable at Chandigarh of the same amount in favour of the Registrar, Panjab University, Chandigarh, accompanied by self-addressed stamped envelope (worth 30/-) of 30 cm x 12 cm.
