Greetings Bay Area racers and welcome to the YRA’s 2011 Racing Season! We’ve spent some time revamping the YRA racing program and we promise 2011 will be a great year for YRA rac-ing on the Bay. We have something for everyone, whether you sail a multihull, a classic woody or a one design boat, sail on the ocean or under PHRF in the Bay.

For 2011, the YRA Racing Season consists of three weekend regattas, a six race day series, two ocean circuits and a wooden boat series. HDA and ODCA will participate in the six race day series, and the Party Circuit series has the three weekend regattas. OYRA has its regular full season, along with a new ‘Daylight Series’, which consists of four shorter ocean races that start later and end earlier. The wood-ies have their traditional Bay races for Bears, Birds, Folkboats, IODs and Knarrs. You can fi nd out more information on the different racing series right here in this publication and on the YRA website at www.yra.org.

We encourage everyone to get a YRA membership and sign up to race. Your membership support and participation in the YRA helps us do everything we do. And we do a lot! Besides offering great racing, remember that the YRA administers the lo-cal PHRF. More than 700 boats received certifi cates in 2010 through the YRA, which makes us one of the most active sailing areas in the country. We also serve as the local liaison to the U.S. Coast Guard, handle the coordinating and processing of more than 850 marine events, main-tain racing buoys, and host the US Sailing Area G Appeals Committee, just to name a few of the things that keep us busy. In all we do, the YRA acts as an advocate for sailing on the Bay.

As always, we want to thank the YRA member Yacht Clubs and their Race Committees who are sponsoring this year’s YRA races. We couldn’t do it without you and your support. We know each YRA skipper and crew thanks you as well.

SIGN UP FOR THE 2011 RACING SEASON

Thank you for participating in the YRA! We offer a choice for racing both on the Bay and on the local ocean! SERIES INFORMATION

The YRA PC Series• The 3 marquee YRA Regattas: The Great Vallejo Race, the YRA 2nd Half Opener, and the YRA Season Closer. Each

weekend features 2 days of racing and a party at the host club Saturday night. • Each weekend is a stand-alone regatta. Division Champions will be named for each Regatta. • There are 6 Divisions available for each Regatta: PHRF, Sportboat, One-Design, Double/Singlehanded, Non-Spinnaker &

Multihull. Divisions may be split into multiple fleets to ensure tight racing.

The YRA Spring/Summer Series • In the Bay racing for boats with a current NCPHRF rating certificate (HDA) or for One-Design classes (ODCA). • The series consists of 6 races- the Spring 1, 2, & 3 and the Summer 1, 2, & 3. • HDA Divisions are determined by grouping similarly rated boats. • YRA Spring/Summer Series Racers are invited to race in the Crewed Lightship 1 race for an additional $5.00. Additional

OYRA equipment requirements must be met. See http://www.yra.org/OYRA/ocean_safety.html. • One-Design starts are available for any fleet that signs up for the ODCA season, or, gets at least 5 boats to sign up for a

single race day. If you are not sure if your One-Design fleet is a current ODCA fleet, or would like to sign your fleet up forODCA, please contact the YRA office at (415) 771-9500 or [email protected].

OYRA (Offshore Yacht Racing Association) • In 2011, there are 9 ocean races ranging from 25 to 60+ nautical miles as well as a "Daylight Series" consisting of 4 races that

start at 1030 hrs and finish by 2100 hrs. The Daylight Series races include both Lightship races, the One-Way to Half Moon Bay race & the Southern Cross.

• OYRA racers are invited to race in the Vallejo race for an additional $5.00 • Racers will race in one of the following 5 divisions, determined by their boat's rating or D/L ratio, unless choosing to race in the

Short Handed division: o PHRO 1a – NCPHRF of 0 or less o PHRO 1 - D/W ratio Less than 100 o PHRO 2 - D/W ratio 100 to 199 o PHRO 3 – D/W ratio 200 & Over o SHS – Shorthanded division, Specifically Requested, open to doublehanded or singlehanded boats only.

WBRA (Wooden Boat Racing Association • The WBRA participates in the US Sailing Golden Anchor program which makes WBRA racers eligible for a discounted US

Sailing Membership. US Sailing memberships through the WBRA Golden Anchor program must be purchased online here: http://www1.ussailing.org/membership/MPP/Default.aspx?ycid=112274N

• Bay racing for one of the following 4 fleets: o Bird Boats o Bear Boats o Folkboats o IODs o Knarrs

GENERAL INFORMATION • YRA Sailing Instructions are available on the YRA website at www.yra.org. Sailing instructions are normally posted

approximate ly 2 weeks prior to each race. If you do not have access to the internet and need to have your race instructions mailed to you, please contact the YRA office at (415) 771-9500 or [email protected]

• Entries for a series, or individual regatta, must be received by 5 pm the Monday before the race or a $35 late fee will be applied. No entries wi ll be accepted after 5 pm the Wednesday before a race.

• A YRA sailing membership and a membership in a YRA member yacht club is required to register a boat for any YRA series. A YRA membership is required to race in any individual YRA Race, but one time racers do not need to belong to a member club.

• The YRA Offers a discount on all race fees to US Sailing Members. YRA Racers are eligible for a discount on US Sailing Memberships through the Golden Anchor Program. US Sailing Memberships can be purchased online at http://www1.ussailing.org/membership/MPP/Default.aspx?ycid=101132Z.

• Sailors entering the OYRA Season, or any individual OYRA Race, must submit a signed OYRA Boat/Crew Information and Statement of Compliance Sheet before each ocean Race. See http://www.yra.org/OYRA/ocean_safety.html for more information. Please note that to race in an OYRA Race a 406 EPIRB or 406 PLB is required.

Boats must comply with the ISAF Offshore Special Regulations, including OYRA Prescrip-tions (OYRA MEL) to participate in YRA Ocean Races. Sailors entering the OYRA Season, or any individual OYRA Race, must submit a Boat/Crew Information and Statement of Compliance Sheet by 5:00 p.m. the Thursday before each ocean race. Latitude 38’s Basic Racing Guidelines

It’s not written in any rule book, but, since sailboat racing is a recreational sport, we think the number one rule should be to have fun. Beyond that, some basic guidelines help pre-vent collisions and ensure that racing is both fun and fair. Below is an outline of the ten basic rules which cover most racing situations. For completeness and total accuracy, refer to Rac-ing Rules of Sailing 2009-2012, published by US Sailing. See www.ussailing.org/rules for details.

1. If boats are on the same tack, and overlapped, the windward boat must keep clear of the boat to leeward.

2. Port tack keep clear of starboard tack.3. If boats are on the same tack, a boat clear astern

must keep clear of a boat clear ahead.4. When tacking or jibing, keep clear of boats on a tack.5. Avoid collisions. If you have the right of way and hit

the other boat, causing serious damage, you both will be penalized.

6. Don’t obstruct. Don’t make it hard for the ‘keep clear’ boat to do so. (No hunting allowed.)

7. Sail the course prescribed. You have to round the marks in the directions specified in the sailing in struc -tions and can’t touch a mark.

8. Proper Course (same tack, within two hull lengths).If the leeward boat came from astern, leeward boat shall not sail above its own proper course during the overlap. (Remember that windward boat still has to keep clear, even if windward is forced above what it believes is windward’s proper course.)

9. Give room at marks and obstructions to yachts over lapped on the inside, except:a. When the overlap did not exist before the lead boat reaches the three-boatlength zone.b. To ‘bargers’ at the start except to avoid collision (then protest).

10. Acknowledge your fouls and protest those who don’t.

MINIMUM EQUIPMENT LIST

The following equipment shall be required for all yachts racing in YRA events.

1. USCG-approved life jackets for each member of the crew. If the ‘Y’ fl ag is displayed, USCG-approved life jackets shall be worn while racing.

2. One horseshoe life ring or 18-inch diameter USCG-approved ring buoy.

3. USCG-approved (or equivalent) fi re extinguisher as required by USCG rules, readily accessible.

4. One manually-operated bilge pump.

5. One suitable anchor and cable.

6. Fog horn.

7. Marine compass.

8. Suitable charts for piloting.

Please be aware that boats must comply with the ISAF Offshore Special Regulations, including OYRA Prescriptions, for Category 2 Monohulls (the OYRA MEL) to participate in YRA Ocean Races. Sailors en-tering the OYRA Season, or any individual OYRA Race, must submit a Boat/Crew Information and Statement of Compliance Sheet by 5:00 p.m. the Thursday before each ocean race. You can download the Boat/Crew In-formation and Statement of Compliance Sheet from the YRA website at www.yra.org/OYRA/ocean_safety.html.

Contestants are reminded that conditions on San Fran cisco Bay are quite unpredictable, and winds in excess of 30 knots are not uncommon. The US Sailing rules state: “It shall be the sole re spon si bil i ty of each yacht to decide whether or not to start or con tin ue the race.”

We would further remind all sailors that, as provided in US Sailing rules: “Every yacht shall render all pos-sible as sis tance to any vessel or person in peril, when in a position to do so.” We will trust that all contestants will do everything in their power to make our sport of yacht racing as safe as it has been in the past.

Of all the safety equipment on your boat, your VHF radio is probably the most effective and essential. Because VHF uses common frequencies, it’s important to remember a few rules of marine radio etiquette:

• Radio checks, which should be per-formed at least every time you leave your slip, should always be conducted on channel 9, never on channel 16.

• Before hailing another station on chan-nel 16, listen for at least one minute before keying your mic, so as not to “step” on radio traffi c that’s already underway.

• Speak slowly and pause for at least a minute between hailing attempts.

• Always start on the “low” power setting.

• Don’t use the radio if you have non-emergency traffi c that can be accomplished with a mobile phone.

2011 YRA PARTY CIRCUIT

Three great race weekends with a division for EVERYONE!

It’s the fi fth year of the Party Circuit Series, and we’ve seen it grow every year. We expect 2011 to be the best year yet, especially with the tweaks we’ve made to improve the racing.

Starting this year, the three weekend races in the Party Circuit Series are stand-aloneRegattas, with Division Champions awarded for each regatta, rather than an overall Series Champion. This change allows us to adjust the fl eet breakdowns for each regatta, so that we can maximize the competition. For Vallejo especially, this means that we will no longer have to split up similar boats into different fl eets because one boat signed up for the series and another boat didn’t. There will be six divisions for each regatta: PHRF, Sportboat, One Design, Multi-hull, Shorthanded and Non-Spinnaker. We’ll then divide up each division into as many fl eets as are needed to create good racing.

The racing format is staying the same, since we believe we shouldn’t fi x what isn’t broken. Saturday’s race will always feature a long dis-tance race. There will be a party at the hosting Yacht Club Saturday night, and Sunday will feature a shorter race that gets everyone home in time for dinner.

You still get all three Regattas for only $150, plus you can race in the Summer Sailstice re-gatta for only $5 more, a total savings of more than $100. It’s the best racing value on the Bay. You can also sign up for the YRA Spring/Summer Series (HDA and ODCA) and add the PC Se-ries for a grand total of only $180 – that gives you 12 race days at $15 a race. We’re pretty sure that’s hard to beat!

• May 1 – The Great Vallejo Race 2.

• June 18 – The YRA Spring 3/Summer Sailstice (bonus regatta, small additional feerequired).

• July 24 – The YRA 2nd Half Opener, Escape to/from Alcatraz Race.

• September 24 – The YRA Season Closer, Party Saturday night at the Corinthian Yacht Club.

1. RULES

1.1. The PC Series of regattas will be governed by the Racing Rules of Sailing, 2009-2012 (RRS).

2. ELIGIBILITY

2.1. All yachts that meet PHRF minimum requirements and/or one design class requirements are invited to com-pete in the YRA PC Series of regattas to be held on San Francisco Bay.

2.2. All competitors must:

3. REGISTRATION

4. FEES

4.1. Competitors may enter the entire three-regatta series as a discounted package or may enter any of the three regattas individually.

4.2. Entry fees and deadlines are outlined on the YRA entry form described in Paragraph 3.1.

5. MANAGEMENT

5.1. Each Regatta is a stand-alone event and shall be under the management of the race committee of the spon-soring yacht club for that Regatta. The Yacht Club and Race Committee Chairman for each race is listed in the Sailing Instructions for that race.

5.2. The YRA Board of Directors contact information is listed on the YRA website.




6. SCHEDULE AND RACING AREAS

6.1. Dates, venues, and sponsoring yacht clubs are as follows:

7. ENTERTAINMENT

7.1. There will be a party, hosted by the Sponsoring Yacht Club, on the Saturday night of each weekend event. Food and drink tickets may need to be purchased for each participant and will be available at the event.

7.2. All participants are encouraged to overnight at the sponsoring club for each event. Docking, anchoring and/or rafting space will be available.

8. SAILING INSTRUCTIONS

8.1. Sailing Instructions will be posted on the YRA website approximately two weeks prior to each regatta.

8.2. Notices to competitors and changes to the Sailing Instructions will be posted on the YRA website.

8.3. Entrants may request that Sailing Instructions be sent by U.S. Mail. This request may accompany their entry or thereafter, but must be in writing and include name, boat name, sail number, and address.

9. COURSES

9.1. Courses will be defi ned in the Sailing Instructions for each race day.

9.2. Saturday Courses are considered “destination” courses, with distances 20+ miles long.

9.3. Sunday courses are shorter courses, generally 8 to 15 miles long, designed to get racers home by late after-noon.

9.4. PC courses use predominately permanent marks.

10. DIVISIONS

11. SCORING

11.1. The Low Point Scoring System RRS A4.1 will be used to score fi nishing boats. RRS 4.2 is modifi ed to state: penalty points will be added to the number of boats that came to the starting area plus one for OCS, DNF, DNS or RAF (prior to protest hearing), plus two for DNC, and plus three for DSQ. A DSQ for Safety Violation is considered as a (DNE) in addition to RRS 89.3(b). Ties will be broken in accordance with RRS A7 or A8 as appropriate. RRS A9 is deleted.

11.2. The Handicap fl eets will be using the Time-on-Time (TOT) system of scoring.

12. CHAMPIONSHIPS

12.1. Division Champions will be named for each regatta. There will not be an overall series champion.

13. COMMUNICATIONS

13.1. RRS 25 is changed to allow for on-the-water radio communication between the Race Committee and racing boats on the VHF channel specifi ed in the Sailing Instructions for that day. The RC may hail OCS and may advise the fl eet starting order by loud hailer and/or VHF radio.

13.2. Participating boats must notify the Race Committee if they are dropping out of the race or will be unable to fi n-ish the race within the stated time limit found in the Sailing Instructions.

14. MINIMUM EQUIPMENT LIST

14.1. Comply with the United States Coast Guard’s equipment requirements for recreational vessels.

14.2. USCG-approved life jackets for each member of the crew.

14.3. One horseshoe life ring or USCG-approved ring buoy.

14.4. A USCG-approved fi re extinguisher, readily accessible.

14.5. A manually operated bilge pump.

14.6. Suitable anchor and cable.

6.2. Two races will be scheduled for each race day, except for the Spring 3 and the Summer 3 which will only have one race scheduled. All fl eets have the option of racing either one or two races for the YRA Spring/Summer Races except for the Spring 3 and Summer 3. Fleet Captains for each fl eet must notify the YRA offi ce at least three weeks before each race date whether they wish to race one or two races.

1. RULES

1.1. These races will be governed by the Racing Rules of Sailing, 2009-2012 (RRS), the Prescriptions of US Sailing, this Notice of Race, and any Rules modifi ed by the Sailing Instructions for OYRA races.

1.1.1. Between the hours of sunset and sunrise, as recorded in any standard tide & current book for San Fran-cisco Bay, the Steering and Sailing Rules from IRPCAS (International Rules for Prevention of Collisions at Sea, effective 1977) and UIR (the Unifi ed Inland Rules, effective 1981) shall replace Part 2 of the RRS. Preamble to RRS Part 2 still applies. Competitors are advised that non-competing boats are not governed by RRS and that IRPCAS or UIR govern meetings with non-competing boats.

1.1.2. The 2011–2012 ISAF Offshore Special Regulations Governing Offshore Racing for Monohulls & Multi-hulls, prescriptions for Category 2 Racing, as modifi ed by the “OYRA Minimum Equipment List” shall apply.

1.1.3. 406 EPIRBs are required to compete in all OYRA Races.

1.1.4. RRS 40 is deleted and replaced with “all competitors shall wear life jackets or adequate personal buoy-ancy while on deck.” Note that Flag Y will not be displayed.

1.1.5. RRS 41(d) is modifi ed to include the use of cell phones to obtain NOAA weather and buoy information.

1.1.6. RRS 44.2 is not in effect. Penalties shall apply under RRS 44.3 using a penalty of 20% of the number of boats that came to the starting area, but not less than one, nor worse than DNF. This changes RRS 44.3(c).

1.1.7. RRS 52 is modifi ed to allow boats the use of powered winches, powered hydraulics, or powered furling devices as long as those boats have declared this information on their PHRF application. Only those boats that have declared this equipment and have been rated accordingly can sail in this confi guration.

1.1.8. RRS 77 is deleted and replaced with “All mainsails and head sails larger than 125% must carry sail numbers identifying the vessel. The number on the mainsail and all headsails must be the same as on the entry form. Spinnakers need not carry sail numbers.

1.1.9. RRS 89.2 (a) is deleted and replaced with “Sailing Instructions, Notice of Race, Minimum Equipment Requirements, Boat/Crew Information and Statement of Compliance Forms, Entry Forms and other related material may be downloaded from the YRA website.”

2. ELIGIBILITY

2.1. All Monohulls with a valid NCPHRF Certifi cate and Multihulls with a valid BAMA Certifi cate, which are equipped for offshore sailing, including having a 406 EPIRB, are invited to compete in the OYRA Series of races to be held on the ocean waters surrounding San Francisco Bay.

2.1.1. Monohull boats must have an enclosed cabin, a minimum overall length of twenty feet and a displace-ment of 2,000 lbs. empty. Multihull boats shall have weather-tight enclosed accommodations for the crew and shall have the ability to fl oat in an inverted position indefi nitely.

2.1.2. All boats must meet the Minimum Equipment Requirements and all standards set forth by the OYRA. Minimum Equipment Requirements can be found on the YRA website.

3.2. Prior to each and every OYRA Race, a competitor must submit a Boat/Crew Information sheet. This sheet will include a statement that the vessel has complied with all requirements of the OYRA Minimum Equipment List. Failure to submit a Boat/Crew Information Sheet will result in a boat being scored DNS.

5.1. The Following fi ve divisions shall make up the OYRA Fleet:

5.1.1. PHRO1A – Boats with a PHRF of 0 (zero) or less.

5.1.2. PHRO 1 – Boats with a D/W Ratio of less than 100.

5.1.3. PHRO 2 – Boats with a D/W Ratio of 100 to 199 or more.

5.1.4. PHRO 3 – Boats with a D/W Ratio of 200 or more.

5.1.5. SHS – Short Handed Sailing, open to any boat single or doublehanding. Must be specifi cally requested at time of entry.

6. MANAGEMENT

7.2. The series shall consist of the nine ocean races described above. The number of races allows a boat to experi-ence diverse weather conditions, night sailing, overnight anchoring and close encounters with marine life.

7.3. A boat’s worst score shall be excluded from the full series.

7.4. To qualify for awards a boat must start 50% of the series races.

7.5. *The Lightship 1, One Way to Half Moon Bay, Southern Cross and Lightship 2 races are part of the OYRA Day-light Series. This series in intended as an introduction to ocean racing.

7.5.1. The OYRA Daylight Series will have a later start time than the rest of the OYRA Ocean Series.

7.5.2. The OYRA Daylight Series will have an earlier fi nish time than the rest of the OYRA Ocean Series.

7.5.3. Participants in the OYRA Daylight Series must still meet all the requirements for the OYRA Ocean Se-ries.

7.5.4. Racers who sign up for the entire OYRA Ocean Series are automatically entered into the Daylight Se-ries. Additional entry is not required.

7.5.5. The OYRA Daylight Series will be a four-race series with no throw-out race.

1.0 RULES

1.1 Races will be governed by the rules as defi ned in The Racing Rules of Sailing for 2009-2012. The Sailing Instruc-tions replace the YRA Standing Sailing Instructions.

1.2 RRS 40 is changed as follows: All competitors are required to wear life jacket or other adequate personal fl ota-tion device while racing.

2.0 ELIGIBILITY AND ENTRY

2.1 Members in good standing of the following classes are invited to participate: BIRD, FOLKBOAT, IOD, KNARR, and BEAR.

2.2 Eligible boats may request that entry forms be sent from the YRA offi ce. They are also available on the YRA website, and in the Northern California Sailing Calendar and YRA Master Schedule (see pages 7-8).

2.3 In order to avoid a late fee, entry forms and fee must be received at the YRA offi ce by 5:00 p.m., Monday, April 25, 2011, to enter the full season; and thereafter by 5:00 p.m. the Monday preceding any race, to enter the re-mainder of the season.

2.4 If an entry form and fee is received after 5:00 p.m. on the Monday preceding the full season, or after 5:00 p.m. on the Monday preceding any race for the purpose of entering the remainder of the season, such entry form and fee must be received by 5:00 p.m. the following Wednesday and include an additional late fee of $35.

2.5 The normal WBRA entry fee is $195, which includes a required YRA membership. WBRA Members are also eligible for a discounted US Sailing Membership through the Member Partner Program. Member Partner US Sail-ing Memberships must be purchased online. A link to the customized WBRA US Sailing Membership page can be found on the YRA website and in the confi rmation email you will receive from the YRA after completing your entry into the WBRA. An entrant who has previously paid YRA membership dues for the current year is eligible for a $45 adjustment.

3.0 MANAGEMENT

3.1 Each race shall be under the management of a race committee of the sponsoring yacht club.

3.2 Sponsoring Yacht Clubs, Class Offi cers, and WBRA Offi cers, are listed in Appendix A (see page 74).

4.0 SCHEDULE AND RACING AREAS

4.1 Dates, fi rst warning signal, and venues are as follows:

5.0 MINIMUM EQUIPMENT LIST

5.1 Boats must comply with the United States Coast Guard’s requirements for recreational vessels, and minimum additional equipment as follows: (1) USCG-approved life jackets for each member of the crew; (2) one horseshoe life ring or USCG-approved ring buoy; (3) a USCG-approved (or equivalent) fi re extinguisher, readily accessible; (4) a manually operated bilge pump; (5) suitable anchor and cable; (6) fog horn; (7) marine compass; and (8) suit-able charts for piloting.

6.0 SCORING

6.1 The Low Point Scoring System RRS A4.1 will be used to score fi nishing boats.

6.2 RRS A9 will apply. RRS A4.2 is deleted.

6.3 For the purposes of qualifying the fl eet for the season, a race that is abandoned shall be listed as a valid race for any boat that came to the starting area.

7.0 SAILING INSTRUCTIONS

7.1 Sailing Instructions, notices to competitors, and changes to the Sailing Instructions will be posted on the YRA website, www.yra.org, to be downloaded by the entrant.

7.2 Entrants may request that Sailing Instructions, notices to competitors, and changes to the Sailing Instructions be sent by U.S. Mail. This request may accompany their entry or thereafter, but must be in writing and include name, boat name, sail number, and address.

8.0 COMMUNICATIONS

8.1 RRS 25 is changed to allow for on-the-water radio communication between the Race Committee and racing boats on the VHF channel specifi ed for that day in the WBRA Sailing Instructions. In addition to the normally dis-played signal for boats OCS, the RC may hail OCS boats by loud hailer or VHF radio. Additionally, for the second race, the RC may advise the fl eet starting order by loud hailer and/or VHF radio.

These current charts show direction and speed of the tidal current for each hour of current at the San Fran-cisco Bay entrance. The charts depict the fl ow of tidal currents under normal weath er conditions. Strong winds and freshets, however, bring about non-tidal currents which may modify considerably the speeds and directions shown in the charts.

USE OF CHARTSThe chart to be used for any spe cifi c time is determined by ob tain ing the difference between the de sired time and the time of the near est Max- i mum Flood or Max i mum Ebb for the Golden Gate. The chart with the title that agrees most nearly with this difference is the one to be used.The numbers before or after the ar-rows indicate the 'tropic speed' of the current in knots. To de ter mine the actual speed of the cur rent for a particular day and hour, this tropic speed is mul ti plied by the factor given in the table to the right,'Factors for Cor rect ing Speeds'. To fi nd the correct 'predicted speed' as listed in the table, see 'Week end Currents' on pages 98 (Jan u ary-June) and 104 (July-De cem ber).
