Community Profile The Waynesville-St. Robert Chamber of Commerce is proud to present its 2011 Community Profile and Membership Directory. Our community is comprised of two cities, Waynesville and St. Robert, and the surround-ing rural areas. The combined population of the cities is approximately 8,500 at the end of 2009; the contiguous Fort Leonard Wood, with a population of approximately 35,000. Fort Leonard Wood is a Department of Defense installation and is the home of the Engineer, Military

Police, and Chemical, Biological, Radiological, and Nuclear schools and provides training for all branches of the Armed Services. We truly are blessed to have the best of both worlds--a rural lifestyle with the benefits of larger cities. Waynesville and St. Robert are bisected by Interstate 44, which pro-vides access to Fort Leonard Wood and the Waynesville/St. Robert Regional Airport. Commercial air travel is available with four flights daily. The airport is also expanding to provide eight hangars for private and corporate aircraft. Our community enjoys the benefit of one of the finest school systems in the state. Nestled in the picturesque rolling hills of Missouri’s Ozark region is Waynesville-St. Robert. These communities are rapidly growing, and the Chamber of Commerce is leading the way with its mission to continue the area’s prosperity and success. The landscape of winding rivers and sparkling streams, lush forests, dramaticlimestone rock formations and caves provides the backdrop that makes these communities so appealing to new residents and businesses. Outdoor adventurers are drawn to the opportunities for swimming, spelunking, backpacking, camping, and hunting. The Gasconade and Big Piney Rivers frequently host fishers, swimmers, and canoes; the Roubidoux River is home of the internationally famous Roubidoux Spring Cave as well as award-winning trout fishing. The economy of Waynesville-St. Robert is flourishing thanks to the constant arrival of new business, growth of local tourism and rapid population growth. The subsequent improvements in city infrastructure promise the continued prosperity of both communities in the future. The Waynesville - St. Robert Chamber of Commerce is at the

forefront of this effort. Established in 1833 and named for Revolutionary War hero “Mad Anthony” Wayne, Waynesville proudly displays its rich history while embracing the future. A tour of the Waynesville town square reveals a charming community where local businesses reside beside historic establishments. The Pulaski County Courthouse sits beside the Old Courthouse Museum, which dates back to the early 1900s. The original courthouse has been restored and is home to the Pulaski County Historical Society. Across the square, the Old Stagecoach Stop has been a local landmark for over a century. Since its origins in the early 1800’s, the establishment has served as a post office, stagecoach stop, Civil War hospital, hotel and private residence. Waynesville is a family oriented community and recent improvements promise to bring additional business to the growing community. Perhaps most noteworthy is the extension of Highway H, which provides convenient access to Fort Leonard Wood from Waynesville.

he extension not only alleviates traffic in St. Robert but also will promote new business

in Waynesville by affording easier access and traffic flow through Waynesville and opening new markets for real estate. One local landmark already located along Highway H is the Missouri State Veter-ans’ Cemetery. Within the cemetery is the Veterans’ Memorial dedicated by the community to honor veterans. Waynesvi l le renewed its commitment to historic preservation and economic development. In 2005, the town applied for Downtown Revitalization Grant to supplement local business contributions, which has enhanced the downtown area with beautification projects that include sidewalk replacement, landscaping, the addition of vintage lighting, and a town clock. In 2010 Waynesville was designated as a DREAM community and with that state-level distinction will come many opportunities to continue the develop-ment and growth of the city. Also increasing the attractiveness of Waynesville to new business is the Waynesville-St. Robert Regional Airport at Forney Field located within the Army installation, Fort Leonard Wood. The airfield is run by the City of Waynesville and City of St. Robert and has increased its flight traffic to offer more convenient commuter access to larger metropolitan airports. The airfield also serves Fort Leonard Wood. Waynesville’s picturesque Laughlin and Roubidoux Parks have been enhanced by the fitness / walking trail that spans both parks. The trail follows the Roubidoux creek as it flows under

Roubidoux Bridge and enters Laughlin Park. The park is also home to picnic pavilions, ball fields and a recently

added splash park that is open the public throughout the summer months. Next to Waynesville, relatively young St. Robert is also encountering rapid growth. St. Robert was formed in 1951 and is the business and economic hub for Pulaski County. To accommodate such rapid growth, St. Robert is now home to more than 300

businesses consisting of both national franchises and locally owned businesses. Additionally, the city’s growing tourism industry has resulted in approximately 1,500 hotel rooms. The sound financial condition of St. Robert has resulted in many improvements in infrastructure and in the quality of life for residents. What was once a convenience community that rose to support Fort Leonard Wood has since tripled in size and solidified its own identity with the completion of several city projects. St. Robert expanded and upgraded Missouri Avenue, which is the main road through the heart of town as well as the primary entrance to Fort Leonard Wood. The renovation increased the road width from two lanes per direction to three lanes and added two outer roads. The reconstruction also included land-scaping and the addition of improved traffic signals and has resulted in more efficient traffic flow and easier access to surrounding businesses. Also completed is the St. Robert Boulevard Extension, which provides an alternate access point to local shopping.

he city maintains a city park, complete with picnic and playground areas, a softball field

and a community center, which is used extensively by families, civic, social and private organizations, and craft and

antique shows, to name a few. The community center was recently remodeled and there are plans for additional ball fields which will provide even more recreational opportunity and community support for residents. The city also maintains a network of walking trails, which were financed through state and federal grants. The walking trail system remains a work in progress, and when complete, the city will have reached the goal of making St. Robert a truly walkable community. Future plans for St. Robert include the construction of additional commercial and residential developments as well as an aquatic center. In 2002, the city purchased a 4.5 acre site and created a green space to be used as a recreational area. The development, recommendation and implementation of policies, programs and procedures that accomplish the city’s goals and objectives to

ensure the continued economic health and vitality of the city is a priority. So dedicated is the city to what they call “smart growth,” they have established an economic development position.

St. Robert serves as the main gateway to Fort Leonard Wood and maintains a strong bond with the neighboring community. Fort Leonard Wood is an Army installation that dates back to World War II. The base is home of the Army’s Maneuver Support Center and is a state of the art training facility for the Army Engineer School, Military Police School and Chemical, Biological, Radiological, and

Nuclear School. As a tribute to members of the armed forces, two M-60 tanks, one an Army tank and the other a Marine tank, were decommissioned from active service and installed in two lighted and landscaped parks. One on St. Robert Boulevard across from the Wal-Mart Super Center and at a second site across Interstate 44 on Historic Route 66.

Boasting en-viable economic growth, abundance of economic resources, access to major road-ways and a combined population of over 35,000 residents, the communities of St. Robert, Waynesville and Fort Leonard Wood have set the foundation for future prosperity. The Waynesville-St. Robert Chamber of Commerce leads the way for future efforts in Waynesville - St. Robert with its

dedication to advancing economic and community interests of residents and businesses.

History The roots of the Waynesville - St. Robert area run deep through American history. Early explorers and pioneers migrated west; the state of Missouri was formed and divided into a number of counties. The Osage Indians originally inhabited the area; settlers soon arrived, attracted by the wooded forests and intriguing landscape of rolling hills, valleys, and caves. Pulaski County was born and recognized by the State Legislature in honor of Count Pulaski, a Polish Patriot. In 1838, the Cherokee Indians traveled the area on their “Trail of Tears” to Oklahoma. The area has witnessed the era of the stagecoach, the Civil War, the rise of the railroads, and the development of Route 66. Waynesville is the oldest town in the Pulaski County and was settled in 1833 primarily by pioneers arriving from the South. The town originated as a trading post for fur traders and trappers and eventually became an agricultural community. Most local residents were farmers; many supplemented their income by cutting railroad ties for the local railroad. As America’s boundaries shifted west, Waynesville became an important stagecoach stop for pioneers. The pre-Civil Ward Old Stagecoach Stop still stands on the east side of the courthouse square in downtown Waynesville; it is the oldest building in Pulaski County and is listed on the National Register of Historic Places. It has served as a hotel, tavern and a post office for travelers on the St. Louis to Springfield Road. Waynesville was eventually designated as the county seat, deriving its name from the famous Revolution-ary War hero “Mad Anthony” Wayne. The first sessions of court were in private homes. The first log courthouse in Pulaski County was built in 1837,

replaced three years later by a brick building that was badly burned in the Civil War and torn down in 1870. A second brick building was built and burned in 1902;

it was replaced by the Old Courthouse, which today houses a museum featuring Pulaski County artifacts, including blacksmith and carpentry tools, quilts, school materials and Civil War Era items. The current $4.4 million, 50,000 square foot Pulaski County Courthouse opened in January of 1990. The Civil War had a dramatic affect on Waynesville. The area was predominantly Southern territory at the start of the war, but many residents avoided joining the battle. Its location on the Old Wire Road, however, placed Waynesville in the middle of the supply route on which the Union Army moved men and supplies. This brought the war to local residents’ doorsteps. Furthermore, the arrival of the Union Army and its establishment of a fort on the bluff overlooking the Roubidoux Spring forced locals to pick their allegiances. The once peaceful agricultural community soon found themselves at odds with neighbors and family members. The Union fort’s mission was to protect the Old Wire Road, which was the main supply route of the Union Army between St. Louis and Springfield. A historical marker on Fort Street is all that remains.

s the Civil War escalated in Missouri, many Waynesville residents left. Men joined either the Union Army or Confederate

militias or guerilla groups; any women and children moved to the safer territory in Illinois. Farms, homes, and businesses were looted and destroyed or burned. Livestock that wasn’t killed deserted to the surrounding forest. Many residents never returned; those that did, found their homes destroyed, farm overgrown, and livestock lost. The Old Stagecoach Stop was turned into a hospital to treat wounded soldiers. Since its construction, the structure has stood as a silent witness of the eras of Pulaski County history. It survived through the settlement, Civil War, reconstruction, the traffic on Route 66 and World War II. Always evolving with the times, it was also used at varying points in history as a hospital, dentist’s office, a room with excavation artifacts, a display of WWII memorabilia and the Museum Shop. Stagecoaches soon made way for railroads, and by 1926, automobiles have become a popular method of travel. The U.S. government commissioned a 2,400 mile road that would travel from Chicago Ill., to Santa Monica, Calif., the road would span 10 counties and 300 miles in Missouri and would travel through the heart of Waynesville. The construction of the U.S. Route 66 through Waynesville opened up an economy outside of agriculture for the area. Originally a gravel state road, Route 66 follows an ancient ridge that was trod by migrating game, and traveled by Indians in search of food. Before the Civil War, white settlers knew the route as the St. Louis to Springfield Road. It became a communication corridor during the Civil War for moving men

and materials. Eventually, business enterprises-such as motels, restaurants, a hillbilly store and Ozark basket sellers settled along the road, serving as catalysts

for the area’s growth. Modern day travelers of the route are offered a glimpse into American and Pulaski County history. A drive along the scenic road is dotted with remnants of old businesses and renovated shops, panoramic view and dramatic rock formations. The construction of Fort Leonard Wood in World War II launched the county’s last 50 years of growth and development and spurred the rise of St. Robert. Established in 1940, the post served as an infantry division training area for World War II soldiers. Fort Leonard Wood quickly took on an engineer training mission until the end of the war in 1945. It served as a training facility once again during the Korean War. The post was briefly deactivated, but the military demands of the Cold War and aggressive efforts by local community leaders led to the decision by the Army to make Fort Leonard Wood a permanent installation, resulting in a significant increase in training load, troop numbers, and building construction.

he fort recently underwent further growth in the mid-90’s when the Army moved

the Chemical Corps and Military Police Training Schools to join the Engineer Training School. Today, the fort is home to the Army’s Maneuver Support Center and members of all branches of the U.S. military, and is a state-of-the-art training facility for the armed forces. The Village of Waynesville incorporated and became the Town of Waynesville in 1901. In 1931 the City of Waynesville was in-corporated as a city of the fourth class, and in 1971 the status changed to a city of the third class. St. Robert was incorporated on Oct. 1, 1951. St. Robert was first chartered as a village with 500 residents. Today it

is a fourth class city that offers water, wastewater treatment, electric and

natural gas to its residents. In the last six years, the city has more than tripled in size. The Waynesville - St. Robert area has grown in amazing ways since its beginnings and is looking forward to a future equally as extraordinary.

Whether you like to tour museums, fish, hit a few antique shops, take a stroll on a trail, or take in a local performance; there is something here for everyone. Right on Historic Route 66 sits The

Old Stagecoach Stop in Waynesville. Visit The Old Stagecoach Stop where much of the history in Waynesville took place. The sounds of Civil War soldiers and the builders, who constructed Fort Leonard Wood, could be found mingling among ordinary citizens of Pulaski County many decades ago. In 1980, the building was in danger of being destroyed; however, an outcry from concerned residents formed The Old Stagecoach Stop Foundation and was able to save and restore one of

Pulaski County’s many relics. To help recall historical events, students and teach-ers from the Waynesville R-VI School District went on archaeological excavations and gathered information from other sources in order to reconstruct events that took place at the old stop. Adjacent to The Old Stagecoach Stop is the Old Courthouse Museum. Inside are large table and wall display cases, replete with

artifacts from years ago. Students from the local school district re-enacted a scene from The Trial of Eliza Black. This drama was about Pulaski County’s last courtroom hanging.

ort Leonard Wood, a place with a history all its own, is the home of one of the country’s paramount

military museums. The John B. Mahaffey Museum Complex, formerly known as the U. S. Army Engineer Museum, has exhibits on the history of the fort, and detailed historical information about the Engineer, Chemical, and Military Police schools now operating here. An outdoor walking tour area of the museum allows visitors to take a peek at what life was like on the fort during the World War II era. Historical documents about General Leonard Wood are also available for study. The Pulaski County Library District, once a part of a conglomerate of other county libraries, thrives as an independent public library system. This system consists of three libraries: the Maxine Warren Memorial Library in Richland, the Norma Lea Mihalevich Memorial Library in Crocker, and the Waynesville Library in Waynesville. The largest branch in the district, the Waynesville library, has recently been upgraded and enlarged due to a complete remodel. The library now offers a children’s room. For those interestedin family lineage, there is a genealogy room that has microfilm readers and printers and microfilm for personal use. The district itself is completely computerized. There are computers available for researching online and word processing. Access to library collections in Southwest Missouri is also available from all three branches. The Pulaski Fine Arts Association stages dramatic productions throughout the year at the Theatre on the Square in downtown Waynesville. The St. Robert Community Center is the host of cultural and community events. If you like to view films on the big screen, visit the Waynesville Cinema Eight. If bowling is your sport, then Buckhorn Lanes services the Waynesville - St.

Robert area if you are interested in competitions or just plain fun. Waynesville-St. Robert provides many

opportunities for outdoor activities. Waynesville’s city parks are great places for family picnics and barbeques. Handicapped accessible docks are also available for those who love to fish. If you like the outdoors and love to exercise, you can leisurely walk or intense run on the Waynesville Walking Trail, which is on the National Historic Register of the Trail of Tears and runs along the charming Roubidoux River which is known for trophy trout fishing. You may also find additional education opportunities for the family while exploring the natural beauty of the park. Some trees are even labeled with their official species name for your information. St. Robert’s city park complex, adjacent to the Community Center, has a softball field, which is often occupied by local softball and baseball teams. There is also a playground, fishing pond, skate park, and pavilion, as well as picnic and barbeque areas. canoeing, scuba diving, or just plain exploring by foot. Youmay also enjoy horse-back riding through the Ozark woods. The largest river in Pulaski County is the Gasconade, with nearly 30 miles of prime water species to test the limits of your tackle. Float down the Big Piney with its natural limestone bluffs and cascading waters. An area of Big Piney has been designated a small-mouth bass trophy area. The two rivers wind their way through a variety of geographi-cal formations, ranging from low-lying river-bottom farms to towering bluffs cut from limestone deposited millions of years ago. There are several smaller streams, such as Little Piney and Roubidoux River, which runs through the heart of downtown Waynesville, and small lakes and ponds where catfish,

crappie, bluegill, and bass dwell in great numbers.

Avid hunters have the opportunity to stalk wild game in the serene settings of the Ozark woods. Most of Pulaski County is within the

borders of the Mark Twain National Forest. Inside you will find white-tailed deer, wild turkey, squirrels, raccoons, opossums, rabbit, and fox. Although there are restrictions on some of the animal species you can hunt; most small game, including coyote, can be hunted at various times throughout the year. If you are interested in canoeing, rafting, tubing, kayaking, or jon boats; Pulaski County Outfitters Association

makes provisions for those activities. You can also find camp-grounds and resorts along the Gasconade and Big Piney rivers. Whatever your desire, Pulaski County and particularly the St. Robert, Waynesville, and Fort Leonard Wood area, has what interests you. If the community does nothave it, based on its constant populationboom and growth in in-

dustry, just wait a little while – it will be there quicker than the blink of an eye!

The Chamber of Commerce hosts many community and fundraising events throughout the year. We are always looking for new and fun ways to raise funding for our activities.

Community Leadership Awards Banquet. This excit-ing event recognizes and honors all of our community leaders. The Chamber will pay tribute to an organization and volunteer that has shown outstanding support to the Chamber. The distinguished award for the evening is the Citizen of the Year.

The area’s best and brightest are challenged to put their minds to the test at the Chamber’s Trivia Night in October.

The Veterans’ Day ceremony and parade is held every year in Waynesville or St. Robert to honor our Veterans.

The Chamber hands out free hot dogs and sodaat Community Pride Night prior to the start of the Waynesville Tigers first home football game.

Waynesville R-VI School District’s mission is to prepare students for success through their commitment to quality teaching and learning. Community of diversity, student-and-stakeholder driven quality, and continuous improvement and learning are the core values that operate as the vehicle for student success. The key goals include student preparedness, quality and high performing staff, connected learning community, and a caring, safe, and orderly learning environment. Serving the communities of Waynesville, St. Robert and Fort Leonard Wood, the Waynesville R-VI School District has been the recipient of the Governor’s Choice Award since 1998. Waynesville public schools continue to maintain its status as a model for other schools and educators in the state of Missouri. Housed in its new, state of art building, Waynesville High School has been designated an A+ high school. Graduates who earned a College Preparatory Studies Certificate have been at a high level for three consecutive years and over half of their graduates enroll in higher education. While offering an extensive curriculum that meets the needs of students with varying abilities, it can boast of their low dropout rate over a five year period. This exceeds both the state and national averages. Having a low teacher-student ratio in over half of the classrooms in the district, there is opportunity for more individualized instruction. Student attendance hasbeen high over the past five years. It

should also be noted that the school libraries have a very comprehensive media center which offers both technological and traditional research tools to support instruction.

The district also provides services to support parents and students with special needs. The nationally acclaimed Parents as Teachers program provides parents of children age birth through three the basic tools needed to become better educators. Special Education services for three and four year olds who are experiencing developmental delays are also available. Gifted and Talented children are not forgotten either. The Learning Enrichment Acceleration Program (LEAP) exists for gifted and talented students in grades K-8. Honors and advanced placement classes are also offered at the high school level. Keeping up with its ever increasing population, the Waynesville R-VI School District continues to build new structures and renovate old ones. Freedom Elementary, located in St. Robert, opened for the 2006-2007 school year. It is the home for all off-post 4th, 5th, and 6th grade students.

Middle School merged into one school that is located at the old Waynesville High School. The merger has benefitted students both academically and athletically. Construction has also been completed on the new Waynesville Career Center, the district’s vo-cational school, currently located next to Waynes-ville High School. It serves both the district and surrounding communities with a broad range of technical and skill-oriented courses. Waynesville schools have received Accreditation with Distinction in Performance by the state of Missouri.

This has put them in a favorable position as it continues to meet and

exceed the requirements of the No Child Left Behind Act. The Waynesville school district will continue to strive in providing a quality education to their students on a low tax base while maintaining a sound financial outlook.

Continuing Education Many colleges and universities make their home in the Waynesville-St. Robert and Ft. Leonard Wood area. Whether you are a new high
