Recent Legislative Success

• Establishment of a solar specific “carve out” within the existing Renewable Portfolio Standard (25% renewable by 2025, with 70% of that wind and 6% of that solar*) *solar requirement starts in 2015

• Addition of a solar ramp up schedule prior to 2015

• Initial PACE financing clarifying legislation

• Homeowners Bill of Rights

• True net metering up to 40kW AC

• For 2012, the Illinois Commerce Commission approved procurement of solar energy from at least 2 solar projects on 12/15/10. These included Invenergy Illinois Solar I, and Rockford Solar Partners.

Key Initiatives for 2011

• Expanding true net metering up to 1-2MW (Add community/virtual net metering)

• Elimination of the Renewable Portfolio Standard cost cap (not likely, although new coal plant bills don’t have rate cap) and/or establishment of a procurement prioritization for solar

• Work with IPA on a DG focused procurement plan

• Re-establishment of an in-state preference for renewable procurement

• PACE Financing Guidance (On hold pending federal guidance)
