Welcome to the 52nd annual Conference of the National Guard association of texas and

our 5th Joint Conference! I believe that you will find all our traditional conference activities spread

throughout the Joint Conference, and I am confident that you will find the NGAT spirit and camaraderie

is as strong as ever.

All Joint Conference activities are open to all attendees, and I encourage you to attend as many

different sessions as you can. Friday we will start with our optional events — Golf, Fun run, Dolphin

Watching Cruise, and Wine tasting. This year’s Exhibit Hall will feature close to 80 vendors, so

make sure you allocate plenty of time to visit all the booths. The NGat silent auction will be

located in the Exhibit Hall, and features many great bargains — so bid high and bid often! Bidding

closes at 2 pm on Saturday.

Join us at our opening Ceremonies to be held at the American Bank Center for welcome remarks, a presentation by the Adjutant

General of Texas and a legislative update. Our Friday night Welcome Party will be held at the Texas State Aquarium. Get a close up look

at underwater life at this 9-acre marine life aquarium. Come enjoy some good food and refreshments at our “Beach Party.” Be sure to

wear something tropical. There will be plenty of time to visit with friends, tour the aquarium and network with conference exhibitors.

Don’t miss the bird show and dolphin show that will start promptly at 7:30 pm.

Starting at 8:00 am on saturday, NGAT members and their guests are invited to attend the NGAT Breakfast/Business Session. Before

you come, browse through the conference program to read our committee and activity reports in depth. At 10:00 am there will be

Professional Development Sessions held in the convention center followed by the Spouses/Retirees lunch and lunch with the exhibitors.

At 2:30 pm NGAT will host a Junior enlisted Forum and a Junior officer Forum designed to address the professional needs of our

junior members. At the Saturday night NGat awards Dinner, we will recognize our top scholarship winners and recipients of our

NGAT Awards. Following the dinner, please take some time to visit each of the Hospitality Rooms. Unit Hospitality Rooms are located

throughout the Omni Bayfront Hotel and will be open on both Friday and Saturday evening.

We will close out our conference on Sunday morning with our annual prayer Breakfast. The Joint Conference will conduct

component breakouts starting at 9:00 am.

I would like to thank each of you for helping make NGAT the successful

organization that it is today. We have come a long way and with your help

we can continue to move forward. I hope you will leave the conference

inspired with new ideas and contacts that will assist you in your professional

development. Have a great time and a wonderful weekend.

esGr Was estaBLisheD By CoNGress in 1972 to gain and maintain the active support of all public and private employers for the men and women who serve in the National Guard and Reserves, promote uniform compliance among employers and members of the Reserve Components with federal and state laws and assist in the resolution of violations of the Uniformed Services Employment and Reemployment Act (USERRA). ESGR is the Department of Defense’s lead organization for this purpose, operating through a network of over 4,700 volunteers serving with ESGR’s 54 Field Committees in the 50 states, U. S. Territories and Europe. ESGR field committees operate under the guidance and directives of the Office of the Assistant Secretary of Defense for Reserve Affairs (OASD/RA) and Headquarters, ESGR.

ESGR’s programs and services include: briefing service members on their rights and responsibilities under USERRA; educating employers on federal and state laws applicable to employees serving in the Guard and Reserve, the vital importance of the reserve components to our national defense strategies and the values of employing service members; providing free informal mediation by Ombudsmen to assist in

resolving conflicts between employers and employees related to an employee’s military service commitment; and administering a special awards program to recognize employers for their outstanding support to service members and their families. Additionally, ESGR is working closely with state and federal agencies and private sector employers to assist unemployed service members gain meaningful employment.

In today’s volatile economic and global conflict environment employers play a critical role in our nation’s defense by sharing their employees with the Department of Defense. With over 90,000 Guard and Reservists on active duty in defense of our national interest around the globe, ESGR actively works to assist employers in managing the strain caused by the lengthy absences of valued employees called into active military service.

The Texas ESGR is proud of its strong alliance with the National Guard Association of Texas and a large number of our 250 plus volunteers are former Guard and NGAT members. Our volunteers donate thousands of hours annually assisting the state’s 28,000 employers of more than 59,000 selective Guard and Reservists work through the challenges of deployments.

pay for funeral expenses• prompt payment of claims within 24 hours• May be retained after leaving the Guard• Premiums are level term until age 65 • Automatic conversion to a whole life policy

without proving insurability• Must be an active member of the National Guard

to purchase this insurance• Underwritten by American Equity Life

Insurance Company a whole life policy that is available to any of our members, their children, or grandchildren: • Purchase as little as $2,500 or as much as

$100,000• No war or aviation exclusions• May be purchased at any time between the age

of 18 to age 65• Excellent policy for children who are no longer

carried under the group term policy — at age 21, a $10,000 policy is $4.18 per month

• Inexpensive coverage for children and grandchildren

• Premiums are level for the duration of the policy• Accrues a cash value over time• May be drafted monthly from a bank account• Military retirees may set up payment by

allotment thru their retired military pay• Matures at 100 years of age• Member of the texas state Guard are

FouNDeD iN 1959, the National Guard Association of Texas has served the needs and advocated the interests of Texas Guard personnel, their families, friends, and supporters of the nation’s defense from across the state. We are a combined Association with officers and enlisted sharing their time and talents. NGAT is “your voice” both on Capitol Hill in Washington DC and at the State Capitol in Austin. NGAT also promotes a group life insurance program for the welfare of the members of the Texas Military Forces.

For the past 52 years, the organization has grown from a few hundred members who met at Camp Mabry to a total membership of over 34,000. Membership in NGAT is open to any member of the Texas Military Forces and those Texans who support the aims and goals of the Association.Do you remember when . . .• A guard member was provided $10,000 of life insurance and it would only pay when you were at drill or annual training.• You could only visit the commissary 24 times a year and had to get your commissary card punched during each visit.• Your field head gear was a steel pot.• You were paid in cash at the end of Annual Training by the pay officer and you only got paid once a quarter for drill.

Our younger soldiers and airman probably don’t remember the above, but there are many who are still around that remember those days. The National Guard has come a long way in a short period of time! The changes we have seen over the years just didn’t happen. They are a result of a combined effort of NGAT, NGAUS, EANGUS, and others that promote legislative action to enhance both unit readiness and quality-of-life for our personnel and families.The National Guard Association of Texas is governed by a board of directors. The board members represent the major units of the Texas Military Forces, and include three special constituency directors representing the Texas State Guard, Retirees, and the Family Readiness Program. At least one-third of the directors will be enlisted members of the Texas Army or Air National Guard. The Board is elected by delegates of the Association membership at the Annual Conference, held in March each year.NGAT’s Executive Committee includes the president, the President-Elect, the Vice-President, and the Secretary-Treasurer. The board appoints an Executive Director to manage the day-to-day affairs of the Association under the board’s general direction. Today, NGAT employs a full-time staff of 5 and is organized into several service areas: Membership and Benefits, Insurance, and Meetings and Marketing.

Since its formation, NGAT has striven to represent all the members of the Texas Military Forces, both officer and enlisted, in the area of legislation and service, to preserve and perpetuate the history and traditions of the National Guard.

Texas national guard family support foundation

the texas NatioNaL GuarD FaMiLy support FouNDatioN is a 501(c)(3) tax-exempt

charitable organization founded in 2004 by National Guard members and former members to provide

support for the needs of members and families of the Texas Military Forces, and to sponsor activities and

programs to honor and memorialize their service and sacrifice. The Foundation works closely with the

Texas National Guard Family Programs Office to identify specific individual needs.

Since its founding in 2004, the Foundation has distributed over $100,000 in emergency relief grants to

almost 100 families, and issued interest-free loans to over 250 soldiers/airmen totaling more than $250,000. Types

of financial assistance include providing funds for rent/mortgage, utilities, car payment (to prevent repossession or to repair),

food, medical premiums and co-pays, and other quality of life necessities. Often assistance is provided to the spouse or family

of a deployed soldier or airman.

The Foundation has been further involved in a number of other activities, including funding families to attend unit departure

and arrival ceremonies, donating funds to veteran’s parks, hosting youth symposiums and youth camps, providing logistic

support to Texas Military Forces community outreach events, delivering food to needy Guard families, sponsoring spouses to

attend family readiness symposiums and conferences, and hosting statewide family readiness conferences.

The Foundation is an all-volunteer organization, governed by a Board of Directors. Administrative and bookkeeping support

is donated by the National Guard Association of Texas, and numerous volunteers generously donate their time and talent to

represent the Foundation and reach out to the community at large to support the Foundation.

Funding for the Foundation programs comes from donations made by caring individuals who wish to support the Texas Military

Forces and their families, and from grants from private and public entities. The Foundation has a variety of Sponsorship

Programs designed to fit all those who may wish to donate. If you or someone you know is interested in helping the

the texas NatioNaL GuarD FaMiLy support FouNDatioN was awarded a $160,000 grant from the

Texas Veterans Commission (TVC). Funds from this grant will allow the foundation to provide financial assistance for

short-term emergency medical and dental procedures and to cover health insurance premiums for a period not to exceed

one year. Service members who receive assistance through this grant will also receive a referral for TVC employment

counseling and other TVC services. Service members who are experiencing financial hardship due to mounting medical

Welcome to our 52nd AnnuAl conference of the National Guard

Association of Texas here in beautiful Corpus Christi! Well, actually I am here in

beautiful Basrah, Iraq, with the Headquarters, 36th Infantry Division, while you

are enjoying Corpus Christi. Oh well, I can recall other Association presidents

who spent a part of their tenure deployed overseas, so it must be one of the

hazards of the job!

It’s hard to believe that my two year tenure is coming to a close; it definitely

seems like only yesterday that I was elected president during our 50th

Anniversary Conference. At that time I shared with you that my vision for the

Association was that we would be a dynamic force for progress, as well as an anchor

of stability, for our professional force. I also shared four specific goals that I would now like to review.

First, I wanted to complete a strategic planning process for the Association, resulting in a Five Year Strategic

Plan. While we have made substantial progress towards this end, we have not yet produced the Five Year

Strategic Plan. However, one of our concerns was to ensure that the product not trump the process, and I

believe we have definitely pursued a planning process that has resulted in the identification and adoption of

many changes to the way our Association does business and the things that it supports and values.

Second, I wanted to increase NGAT annual membership by 20% a year, and to increase our participation in

EANGUS and NGAUS by 25% by this year. Here we have made no progress, except in an exceptional growth

in our life memberships. I will share with you that the area of membership has drawn exceptional scrutiny

from the Board, and I believe that the incentives that will be introduced during this conference should help us

considerably in achieving far better results in the next year.

Third, I wanted to expand junior officer and enlisted

participation in the legislative arena and to grow our

percentage of members participating in our legislative

email campaigns to 15%. We have sponsored both

junior officers and junior enlisted soldiers and

airmen to EANGUS and NGAUS legislative training

conferences, as well as on our legislative task force.

Our participation in the email campaigns is difficult

to measure by individual, but we have averaged

over 7,500 messages annually to our Texas

delegation, so that certainly reflects a healthier

participation than in years past.

Fourth, I wanted to increase participation in NGAT activities, including conference attendance at state and national

conferences, and in our committees. Our hosting of the NGAUS 2010 conference provided an exceptional vehicle

for our membership to get fully engaged, and that they did! We are especially grateful to our enlisted and retired

members for the outstanding support they provided, allowing our officers to attend and enjoy the conference

activities. However, there is still much to be done in this area.

As all presidents, I regret that there was so much more that I wanted to do, but time and the operations tempo

of the Guard kept all of us fully engaged. I leave with a mixture of pride and regret, and look forward to the

opportunity to be able to continue serving this great organization.

Enjoy your time in Corpus Christi, and take advantage of the unique opportunity this conference venue gives

you to form new friendships and renew old ones. Our soldiers here in Iraq are envious of you at this moment, so

remember us in some of your toasts!

your assoCiatioN enjoyed an exceptionally strong year financially in FY09-10, achieving its

largest net income in over ten years, and almost doubling last year’s new record. The following

comments address the Statement of Financial Position as of August 31, 2010, and the Actual vs. Budget

performance, Sep 09-Aug 10.

Net income for the year was $151,662, an increase of 61.1% over last year. The increase in income

was due almost entirely to a $192,488 Insurance Experience Refund, the largest in many years.

Insurance program receipts increased 5.2%, the same as the previous year. Our 2010 Annual

Conference produced a profit of $5,554, although we had budgeted a $6,749 loss. Dividends and

Interest income fell significantly from FY 08-09, but still yielded $349 more than budgeted. Individual membership dues

income fell $2,900 from the previous year, a budget shortfall of $1,884. Corporate membership was down 14.1% to $21,700,

but exceeded the budget by $6,700. Our sale of NGAT News Magazine advertisements was down 2.4% to $18,105, but

exceeded budgeted income by $6,105. Overall, we exceeded budgeted income by 150%.

Actual expenses exceeded budgeted expenses by over $102,264, but the excess was accounted for by insurance commissions,

staff performance bonuses, and a one-time insurance fee adjustment charge. Performance bonuses are not programmed or

guaranteed, but are granted solely at the discretion of the board. Bonuses allow us to reward staff while keeping personnel

costs predictably stable. We also increased spending for our annual conference, where we spent almost $16,600 more than

in 2009, and $22,614 more than budgeted. Our Public Affairs costs were down over 10%, and $6,300 under budget, due to

fewer pages devoted to one issue and lower production numbers. Facilities and Equipment was also up $2,519, although office

administration fell by $1,848. Association Management costs also fell $5,698, largely due to fewer travel costs.

Of particular note, we increased spending on Military Affairs 18.9%, up to $43,573, reflecting the Board’s desire to invest

more in our Guard membership through support of military activities. Spending on Legislative Affairs was down almost 15% to

$12,030, due largely to the snowstorm in Washington D.C. that curtailed much of our annual legislative trip.

We also report significant growth in two of our restricted funds accounts. Life membership receipts for the year totaled

$32,750, bringing the Life Membership Funds total to $99,062. On the balance sheet, the Life Membership Funds total

includes the Second-Miler fund (still at $20,000). Proceeds from the 2008 NGAT Conference Silent Auction totaled $6,331,

and brought the NGAT Foundation Fund total to $27,001. The foundation will be a new 501(c)3 spin-off organization being

set up to provide education, morale, and support for the Texas Military Forces.

The Association finished the year with Total Equity of $722,593, an increase of $190,742 over FY08-09. We also saw an

improvement in our current ratio from 2.26 to 2.48.

In August 2009, the Board adopted a budget for FY10-11 (see Budget, Sep 2010 - Aug 2011). We budgeted for a $48,170

deficit, although we expect that income may actually be modestly higher, and that some projected costs might not be as high

as expected. Several budget lines were adjusted to reflect better historical data, and spending was increased in many areas in

which the Board wished to invest.

The NGAT Legislative Committee had a very busy and successful year in FY09-10, and has a full slate of activities planned for FY10-11. Several key legislative goals were secured, and NGAT members were also very active in communicating with our Congressional delegation.

o r G a N i Z a t i o NThe organization of the Legislative Committee includes the NGAT office staff, the Legislative Task Force, the

Resolutions Committee, and the Email/Fax Brigade. The NGAT staff is responsible for organizing and pursuing a

year-round legislative agenda, and supporting the activities of the other three components. The Legislative Task

Force is comprised of volunteers who pay their own way to Washington, D.C., and partner with the leadership

of the Texas National Guard in presenting the TAG priorities and initiatives to the Texas congressional delegation.

The Resolutions Committee reviews resolutions submitted to the Association by the TXMF, NGAUS, EANGUS,

and industry for Association endorsement. The Email/Fax Brigade responds to NGAT legislative alerts and directly

lobbies members of Congress as constituents.

The Texas National Guard has a Legislative Affairs Office whose mission is to coordinate legislative activities, develop legislative

priorities, and to respond to Congressional and state legislative enquiries. The office is headed by COL Bill Meehan, an NGAT Life

member, and is staffed by two civilian employees, Ms. Mary Elen Williams and Ms. Yvette Gonzales. NGAT has a close working

relationship with the staff, and we have achieved an integrated and focused legislative agenda.

In addition to actively working with the Texas Military Forces, NGAT maintains a close working relationship with several key

legislative partners. These include the National Guard Association of the United States (NGAUS), the Enlisted Association of the

National Guard of the United States (EANGUS), and the National Guard Bureau Office of Legislative Liaison (NGB-LL). We closely

monitor the legislative work of other key military associations, including the Military Officers Association of America (MOAA), the

Association of the United States Army (AUSA), and the Air Force Association (AFA). Finally, NGAT works closely with national and

state veteran entities to ensure representation of Guard veterans.

L e G i s L a t i V e t a s k F o r C e a C t i V i t i e sThe Legislative Task Force visit to Washington D.C. this year

was reduced in scope compared to previous years due to the

imposition of a freeze on earmarks in appropriations legislation,

eliminating the need to present a TXNG priority funding list.

Instead, a small NGAT delegation met with key members of the

Texas delegation and pressed several personnel issues. NGAT did

host its annual Congressional Staff Appreciation reception, which

was well attended by members and staff. We are making plans to

return to Washington D.C. in late spring in conjunction with a proposed visit by Major General Nichols to meet members and

staff, and host another legislative reception for the Texas delegation.

k e y L e G i s L a t i o N p a s s e DA key legislative victory this past year was a provision in the FY 2011 National Defense Authorization Act that allows TRICARE

beneficiaries keep their dependent children insured on their own plans up to age 26. The TRICARE Management Activity office

is tasked with coordinating all the details. Although the new program will not formally take effect for several months, it is

important to note that the government will pay the bill for any eligible health care costs incurred retroactive to 1 January 2011.

Remember to keep copies of all of your bills if you plan to enroll your children in this program. You will be able to submit claims for

reimbursement when the program is finally implemented. There will definitely be an additional premium to be paid for those dependents

between the ages of 21 and 26.

TRICARE fees/deductibles were frozen again last year, and after considerable pushback from the military community, Secretary

Gates has taken this off the table for the current year’s budget. However, this is a battle that may surface in either the House or

the Senate as cost-cutting measures are considered and debated. Medicare reimbursement

rates for doctors were due to be reduced, but have been postponed once again. This is an

important issue for us, since TRICARE reimbursement rates are tied to the Medicare rate. If

reimbursement rates fall for Medicare, then fewer doctors will continue to accept TRICARE.

e M a i L / F a x B r i G a D eNGAT members have been very responsive in writing to Congress in support of specific legislation. This past year Texas ranked

third in the nation in the number of messages sent to Congress through the NGAUS website, sending 8146 messages to members

of Congress. This year we hope to generate over 12,000 messages. If only 1,000 of our members would commit to sending one

message a month, we can reach this goal and hopefully achieve some notable legislative successes. Watch for email alerts, or logon to

ngat.org to keep informed.

in-house, and depend heavily on utilizing links to other legislative partners’ websites to keep you informed (they have paid staff

to follow legislation). We considered utilizing a third-party service such as Cap Wiz to make the process of corresponding with

legislators simpler and more accessible to all, but right now that service is available through both NGAUS and EANGUS, so we urge

you to use either or both sites.

While NGAT will pursue initiatives designed to enhance or expand benefits for current, former, or retired members of the Guard, it is important for our members to realize that the current Congress is not only unfriendly to increasing government expenditures, it is looking to reduce costs wherever possible. Your Association finds itself as much engaged in trying to retain existing benefits as in trying to expand benefits. We believe the next few years will be critical in securing existing benefits from radical cuts.

Our legislative priorities for 2011-2012 are much the same as for the last few years, illustrating how difficult it is to secure expanded benefits, and how important it is to recognize and defend against attacks on existing benefits.

In addition to supporting the federal and state initiatives of the Adjutant General, NGAT is pursuing the following priorities for our members:

Mike Dietz, MAJ Justin Perryman, and Maj Lyndy Doyle. Members of the TXARNG and TXANG

are consulted as needed for their expertise on specific issues and subject matter.

The Resolutions Committee has reviewed over seventy five resolutions to date. We anticipate

a number of resolutions still to come before the summer NGAUS and EANGUS conferences.

The committee recommends that the Resolutions Committee continue to review all resolutions

and forward recommended action on each resolution to the Executive Committee, and that the

Executive Committee be empowered to approve or disapprove all resolutions. H

oVer the past tWo years, the NGAT Board of Directors has channeled a significant investment of money

into support of military affairs activities. Military Affairs includes such areas as Unit Distributions, Command Support

Functions, Family Support, TXMF Museum Support, and Professional Development for the TXMF, including individual

sponsorships to the NGAT Conference, EANGUS Conference, and the NGAUS Conferences. In sum, NGAT spent well

over $75,000 in support of Military Affairs activities last year.

Last year NGAT spent almost $7,300 in support of various unit activities, including departure and homecoming

ceremonies for several units. Over $2,700 was spent on command support functions, including school graduations and

support for the TAGPEC program.

The NGAT Board of Directors has especially focused on developing a professional development program for the TXMF.

NGAT spent almost $7,000 to fund software and hardware for the Texas State Guard to implement a distance learning

component to its professional education program. That has now come online and should soon produce measureable

results and benefits to the State Guard. We also sponsored professional development breakfasts and breakouts for our

junior officers and junior enlisted at our annual conference.

A key part of professional development is ensuring that young soldiers and airmen have the opportunity to attend

professional conferences. Last year we sponsored ten soldiers and airmen to our NGAT conference in Austin. NGAT

also spent almost $20,000 in sponsoring eight soldiers and airmen along with NGAT directors and staff to the annual

EANGUS conference in St. Louis, MO. There were actually two NGAUS conferences that occurred in FY 2009 — the

2009 conference in Nashville and the 2010 conference in Austin. We sponsored several soldiers and airmen to Nashville,

including key committee chairmen for the Austin conference, spending $16,500. The amount of support we afforded for

Austin is difficult to calculate, since we gave free registration to NGAT members who were also NGAUS members, and

underwrote much of the Texas hospitality events as well as a TAG reception hosted by MG Mayorga.

Our family support activities also increased substantially last year. NGAT provides the office support for the Texas

National Guard Family Support Foundation, including individual grants and loan tracking and servicing, grant reporting,

and general administrative and bookkeeping functions.

The amount of in-kind support afforded the Foundation

exceeds $15,000 annually.

This year we hope to expand our professional

development activities to include regional and unit

events in the coming year. This will be an important

topic at our business meeting.

oN JaN. 2, 2011, the 36th Infantry “Arrowhead” Division

headquarters assumed command and control of U.S. Division-South in

Basrah, Iraq, marking a significant milestone in the history of the Texas

National Guard. It is only the third time that an ARNG headquarters

has commanded active-duty forces in Iraq, and the first in which a

Guard unit will transition its role to a new U.S. consulate. It’s an honor

we take seriously, and one that would not have been possible without

the hard work and support of NGAT and the leadership of the Texas

Military Forces.

The 700 Texas Guardmembers serving in Iraq and Kuwait are proud

to be here. They come from all corners of Texas and all walks of life:

teachers, policemen, doctors, lawyers, engineers, civil servants, and

college students. Many of them previously served in Iraq, Afghanistan,

or the Balkans and were eager to be a part of this historic deployment.

Because of their diverse backgrounds and experience, they are

uniquely qualified at working closely with their counterparts in the

Iraqi Security Forces and U.S. State Department, and in managing the

immense logistical challenges posed by the drawdown and reposturing

of U.S. Forces in Iraq.

More importantly, just as their previous missions in support of civil

authorities in Texas are benefiting our work in Iraq, so too will the

experience gained here — working side by side with the ISF and

provincial governments, as well as civilians from the Provincial

Reconstruction Teams — benefit the Texas National Guard in future

missions across our great state.

With the support of NGAT and the good people of Texas, the men and

women of the 36th Division know there is nothing they can’t achieve.

The eyes of Texas are upon us, and we will not fail.

the NGat iNsuraNCe proGraM had an uneven year in 2009-10. Income was down 1.0% from 2008-09, before

accounting for a very large experience refund.

Income from our term life insurance fell to $364,022 from $362,576, a decrease of 0.4%. Income from allotments,

reflecting income from active Guard members, rose 8.7% from $211,543 to $230,037. There was a substantial increase

in policies issued last year, but also a larger number of expiring policies than the year before. Income from direct billing,

reflecting premiums collected from retired or former Guard members and including those expiring policies, declined from

$152,479 to $132,539, about 13.1%. One reason for this decrease is that the people who dropped their insurance (moved

with no forwarding address, multiple unpaid premiums, reaching age 65, etc.) outnumbered the people who converted

from payroll deduction to direct billing after they left the Guard. A large number of these we were simply unable to contact

due to bad addresses. Income from insurance conversions, reflecting income from converting existing policies to other

policies and the sales of new whole life policies, decreased slightly from $69,244 to $66,172 a reduction of 4.4%. This

primarily reflects the sale of whole life policies for those turning 60 or 65, and policies for children and grandchildren.

SRP sales again constituted 100% of new sales. There were no unit visits conducted during the fiscal year. SRP dates

increased this year as another brigade deployed and the division headquarters also prepares to deploy. Policy sales have

slowed, but are still keeping pace with last year’s sales. As of the end of February 2011, overall cumulative income lags last

year’s record total by about 5%.

We continue to offer cancer and dental insurance from AFLAC. AFLAC is a top-tier insurance company, and we are

very pleased with the product and believe that you will be also. Our total income for last year was $3,083. Sales for the year

were sparse, perhaps reflecting the anemic economic climate. Please take time to review their offerings while at

the conference.

Last year we received an experience refund of $192,488, the second largest refund we have ever had. Since experience

refunds are based on the performance of the insurance pool in which we participate, they cannot be budgeted. This means

that the experience refund is essentially a welcomed gift at

the end of the insurance year!

NGAT enjoys a very supportive command climate, and

we feel that we have an excellent product for our Guard

members. We appreciate your help in spreading the word

to the entire Guard community.

the NGat MeMBership CoMMittee is composed of all members of the Board of Directors,

since Directors are individually responsible for their unit or regional enrollment.

Annual membership has continued to drop over the past quarter. At the end of February 2010,

we had 342 active annual members, 163 retired/former Guard annual members, and 127 TXSG

annual members, for a total of 632 annual members. This year, as of the end of February, we have

239 active annual members, 130 retired/former Guard annual

members, and 101 TXSG annual members, for a total of 470

annual members. We do get a considerable number of people

who renew their dues during the annual conference, so current

numbers may be slightly higher.

Our life membership has had an exceptionally strong year.

Currently, our life membership stands at 30,320 (not including

702 associate life members) compared to 30,318 last year.

The slight increase is due to the number of new life members

exceeding the number of deceased members. Last year we had

281 new life members. So far this fiscal year we have gained 72

new life members.

Our membership in national organizations remains overall poor. In

NGAUS, our membership percentage remains the worst in the nation. Last

year we had only 177 active members and 162 retired life members. In

EANGUS, our membership has also fallen considerably. This year, we have

230 annual members and 129 life members.

We encourage all NGAT members to assist us in

expanding membership to the next generation of

Guard soldiers and airmen.

LeGisLatioNOne of the first lessons you learn in Washington is the importance of good “timing.” The NGAUS legislative staff knows when the “time

is right” on the important issues. We know when legislation should be introduced, when committees are meeting, when critical votes

will take place, and when a key input will make the most impact. When that time is right, we post “Legislative Alerts” on our web site

with all of the information you need to make an input using our Write to Congress feature. Visit the NGAUS Web site often and take

action. Below are some of the issues we are currently working on:

• Broaden the definition of “veteran.”

• reduce the age National Guardsmen become eligible for

retirement pay.

• increase the number of nondual status technicians.

• remove fee determination from DoD to the Congress.

• Continue to block any proposed health care fee increases,

enrollment fees, or increased co-payments or deductibles.

• prevent any erosion of existing benefits (pharmacy, quality

of care).

• provide triCare prime coverage to all drilling Guard

members. Block any reduction in triCare/Medicare

reimbursement rates for physicians.

the 176th eNGiNeer BriGaDe (TF Hammer) is now past the halfway point on our deployment to Afghanistan. The over 4,000 Soldiers, Sailor, and Airmen of TF Hammer have been working diligently to support the efforts of the Government of the Islamic Republic of Afghanistan (GIRoA) in the northeastern half of Afghanistan. Our Route Clearance Patrols (RCPs) maintain freedom of movement on key routes by denying the enemy the ability to attack coalition, ANA, and civilian traffic with IEDs. Construction units provide the necessary infrastructure to support coalition and ANA forces and to provide the essential force protection to these forces. In addition, TF Hammer has partnered with ANA units to increase their capabilities, and has assisted the civilian population through the construction of an orphanage and the conduct of job skills training for local citizens. The civilian acquired skills of our Soldiers have proven extremely valuable in our mission, highlighting one of the key advantages of the National Guard in our contribution to National Defense. We have been able to overcome numerous challenges in construction material acquisition, enemy attack, and equipment maintenance to name a few. The hard work in preparation for deployment is paying off, and the dedication of our Soldiers is exemplary. We greatly appreciate all the support and letters we have received from the NGAT staff and the homefront. We look forward to our return to Texas this summer. the NatioNaL GuarD assoCiatioN oF texas eDuCatioNaL

FouNDatioN provides financial support of educational activities for Guard members and

dependents. Since its inception, the Foundation has awarded $340,000 in scholarships to

deserving men, women, and dependents of the Texas Military Forces.

The Foundation is governed by a seven-member Board of Directors. Current officers

and directors are: Richard Harrison (President), Dale Pyeatt (Vice-President), Mike Smith

(Secretary), Ray Lindner (Treasurer), Mike Boyd, Ed Komandosky, and Clyde Worrell.

Financially, FY 09-10 was a good year. At the close of the fiscal year, the Foundation reported total equity of $256,338

(see Statement of Financial Position as of 30 June 2010). We received 15,581 in contributions to the Foundation,

including $5,300 from last year’s NGAT Sports Events.

Last year we continued our sponsorship of a memorial project for the 30th Infantry Division, “Old Hickory,” which has

included a filming of veterans of the division returning to Europe to commemorate the division’s role in the liberation

of towns in France, Belgium, and the Netherlands. Several prominent Texans were members of that division, and

we were honored to assist in the project. We received $142,000 in grants from foundations last year that we used to

cover all expenses.

Based on the financial performance of FY 09-10, this year the Board authorized twelve academic scholarships totaling

$21,500 to be awarded. The NGAT Scholarship Committee, headed by COL (Ret) Richard Harrison, met in early

March 2011 and reviewed 24 candidate packets.

The Board is truly honored to do the work that it does, and appreciates

greatly those of you who continue to support our efforts to serve the Texas

Military Forces.
