    A Brief Profile about SCHOOLS

    School is the fundamental and a foundational unit of an educational system. Number of schools is indicative

    of the size of a system. There are 73417 schools in the State of which 25951 are lower primary, 33604 are

    higher primary and 13862 are high schools. The ratio between lower and higher primary schools is

    1: 1.29; like-wise, the ratio between higher primary and high schools is 2.42:1.

    Schools have been classified under 5 heads as follows:

    Management Wise

    Standards of Instruction Covered (LPS / HPS / High Schools)

    Region (Rural / Urban)

    As per Medium of Instruction

    Sex Wise (Girls only / Boys only / Co-Education).

    Schools of the State are run by 17 types of Managements. Some of the prominent types are

    mentioned here.

    Notes:-

    More than 4 out of every 5 elementary schools in the State are either run by the Government or

    supported by the Government.

    Nearly 9 out of 10 lower primary schools are managed by the Government.

    It is only at the high school level that private participation is considerable. Still it is observed that

    nearly 3 out of 5 high schools are either managed or supported by the Government.

    Note: - Schools of the DoE are relatively in higher proportion in Bangalore & Mysore divisions at the LPS

    stage. This proportion is quite high in Belgaum division at HPS stage. Highest proportion of DoE high

    schools are in Gulbarga division. Proportion of private Unaided schools are 26.44, 24.78, 18.27 and 18.52

    percent respectively in Bangalore, Gulbarga, Mysore and Belgaum divisions. Lowest proportions of aided

    schools are in Gulbarga division.

    The proportions of schools in rural and urban areas out of the total number of schools of all managements

    in the State are 74.74 and 25.26 percent respectively. There is a marginal gain of 0.31 percent schools

    from rural to urban areas during the year.

    A comparison of availability of facilities for lower primary, higher primary and secondary education

    reveals that their proportion in rural areas is 88.47, 70.90 and 58.35 percent respectively. This data

    indicates that there is a greater need for secondary schools in rural areas.

    There are 18546 schools in urban areas of which 12773 and 5773 are elementary and high schools

    respectively. 38.17 percent of elementary schools in urban areas belong to the Department of Education

    while the proportion of aided schools is 12.22 percent. 47.30 percent of schools are constituted by un-aided

    and other category schools. In case of high schools, proportions of schools in urban areas that belong to

    Department of Education, Aided and Un-Aided and others categories are 12.61, 22.41 and 61.09

    respectively. It is noted that while a high proportion of elementary schools are run in urban areas by the

    department of education, a high proportion of high schools in urban areas is run by private un-aided

    managements.

    Notes:-

    It is observed that while the figure of total schools in urban areas was 18185 during 2010-11, the

    corresponding figure for 2011-12 is 18546. The increase in urban areas between the years 2010-11 and

    2011-12 is 361 schools, which works out to be 2 percent. It is noted that the increase of 230 schools, is

    accounted by 1.83 percent at the elementary level and 2.32 percent (131), at the secondary school

    level.

    There are 54871 schools in rural areas, of which 46782 are elementary schools and 8089 are high

    schools. 86.21 percent of total number of elementary schools in rural areas belongs to the Department

    of Education, while private aided and private un-aided schools constitute 2.15 and 10.51 percent

    respectively. In case of high schools 45.84 percent of such schools in rural areas belong to the

    Department of Education while the proportions for aided and unaided managements are 25.25 and

    24.63 respectively. It is to be noted that a great majority of schools in rural areas, especially the

    elementary schools, are managed by the Department of Education.

    Even though the proportion of rural schools run by the Department of Education in the State is 87.26 (All

    level schools) percent, it goes up to 92.19 percent in case of rural lower primary schools. The participation

    of private players both in regard to aided and unaided managements is quite low in rural areas. It is

    marginally visible only in case of high schools which are normally located in big villages. It is clear that

    commercial designs overweigh concerns of rural development among private players.

    Schools by Medium of Instruction:-

    Majority of students are pursuing their studies in schools which have adopted Kannada, English, Urdu,

    Marathi, Telugu, and Tamil as Medium of Instruction. Information about number of schools by the Medium

    of Instruction adopted by them is given in the following tables.

    Note : Medium wise Schools are more than the total number of schools because one school may be having multiple mediums

    Note:-

    Sum of all schools by Medium will not tally with Total Schools in the State at LPS / HPS / HS, as one school will get counted under different Medium. For instance, A school with Kannada and Marathi medium sections will get counted under two columns, one for Kannada and the other for Marathi.

    English Medium schools (sections) are increasing. The figure was 4467 in 2007-08 and 9874 in 2011-12.

    Tamil and Telugu sections / schools are decreasing. Perhaps, they have shifted to English medium. This is true of Hindi medium sections / schools also.

    Note: - The figures of total schools in this table will not tally with the figure of total schools in the

    State as given in Table 4. This is because of the possibility of a school adopting more than one

    medium of instruction.

    96.89 percent of schools in the State practice co-education. Single sex schools are hardly 3.11 percent in

    proportion of which 2.17 percent are girls only schools. This practice of co-education is popular in both rural

    and urban areas.

    ENROLMENTS IN THE STATE

    Total Enrolments, Gross Enrolment Ratios, Net Enrolment Ratios, Number and proportion of children who

    leave the school mid-way, Repetition Rate, and Enrolments by sex, Social category, School grades,

    Transition Rates, Completion Rates are the prominent indexes of Enrolments. Some of them are measured

    against school-age population. It is noted that total enrolments in 1 to 10 standards in the State,

    during 2011-12, continues to be above the 10 million mark.

    1) Categories included in other backwards castes are: OBC, Category 1. Percentages of enrolment of Scheduled Caste and Scheduled Tribe children out of a total enrolment of all children in 1 to 10 Standards during 2011-12 are 18.90 and 7.88 respectively.

    2) Except in case of Muslims, OBCs and other Minorities proportion of boys in 1 to 10 classes out of total boys in 1 to 10 classes is higher than that of girls.

    There are 100.97 lakhs children in 1st to 10th standards in the State. Of this total, 54.15 lakhs children are in

    1st to 5th standards, 20.75 lakhs children are in 6th to 7th standards and 26.07 lakhs children are in 8th, 9th and 10th standards of the high school section.

    It may be observed from Graph 8 that the heights of the individual bars in the bar graph are comparable

    from 1st to 5th standards. There is a marginal fall at 6th standard and 8th standards. The fall is clearly

    perceptible from 9th to 10th standards. Perhaps the complete success at LPS stage up-gradation of a large

    number of 1 to 7 HPS to 1 to 8 HPS has arrested the fall at 6th and 8th standards. The fall at the secondary

    stage needs better attention. Perhaps the Rashtriya Madhyamika Shiksha Abhiyan may address this

    problem.

    Table 16A reveals that in 12.72 percent of schools 18.08 percent of children are studying through the

    English Medium. As per population census, proportion of people whose mother tongue is English is far

    below this percentage. Hence it is understood that either children whose mother-tongue is not Kannada and

    at the same time facility for schooling in their mother-tongue is not available at their place of stay or others

    who do not prefer to pursue their studies in their mother tongue may opt for English as Medium of

    Instruction.

    There is an insignificant decline of children from other media of Instruction also in favour of English Medium

    Schools. English medium schools have gone up from 12.61 percent in 2010-11 to 12.72 percent in 2011-12

    At the same time, there is no notable decrease in Kannada medium schools. Proportion of kannada

    medium schools has decreased from 78.56 percent in 2010-11 to 78.37 in 2011-12. While proportion of

    children in kannada medium schools has gone up from 74.10 percent in 2010-11 to 74.67 percent in 2011-

    12.

    Drop-out rates in the State have nose-dived to 1.19 percent at LPS stage. Drop-out rates at LPS of

    ST children is very much lower than State average while that of SCs is slightly higher. STs are

    focused social groups in terms of their location while SCs are part of general population. Highest

    drop-out rate in the system is among SC girls, which is also marginal in magnitude. This should be

    brought down to zero, in a year or two, which is possible.

    Drop-out rate at HPS stage is considerable, at 4.35 percent. Compared to previous years it is low

    and falling. Trend is positive while concern is deep. Drop-out rates only among boys in general and

    SC boys are lower than state average. In all other cases dropout rate values are higher than state

    average.

    Note: For drop-out calculation of a drop-out rates, the state following Average annual Drop-out

    method, alternatively MHRD follows simple cohort method (Primary Cycle and upper primary

    cycle). Methodology adopted in both the methods are given below:

    1. Average annual Drop-out: Drop outs are estimated / calculated across two consecutive years.

    That is for example numbers of children in 1 to 7 standards in 2010-11 minus number of children

    in 2-8 standards in 2011-12 divided by number of children in 1 to 7 standards in 2010-11. One

    hundred minus of this figure is drop-out Rate. Drop-out rates in state using this method are

    given in the table.

    2. Simple cohort method: drop-out rate at elementary stage, 1 to 8 standards, is calculated by

    dividing number of children who completed 8th in 2010-11 minus number of children who joined I

    standard in 2003-04 and divided by number of children who joined I standard in 203-04. One

    hundred minus of this figure is Drop-out rate. This method is adopted by the SES/ MHRD as a

    residue of grade completion.

    Note:

    1. When the enrolment of boys in 1st to 5th standards is compared with that of girls to examine

    Gender Parity, a ratio of 0.93 gets on surface. Likewise, this ratio, again, works out to be 0.93 for 6th

    to 8th standards. It is clear that the index of gender parity is more than 0.90. This is a welcome

    development, as compared with national level update. The Department is on the right path in

    reducing sex-wise disparities in enrolments, though there is a need for intensifying the efforts in

    future and arriving at a figure of unity after netting out sex-ratio effects in 6-14 age population.

    2. A comparison of values of gender parity in enrolments in Govt. sector schools as against private

    unaided schools at both LPS and HPS state clearly reveals the phenomenon of son-preference for

    the household investments in choice of schooling in the state. It is uniformly observed across all the

    districts of the state, both LPS and HPS, that the differentials In gender parity between enrolments

    in Govt. sector and private unaided sector varies across all the districts. Disparity is considerable in

    Yadgiri, Bidar, Raichur, Belgaum, Bijapur and Bellary Districts.

    Enrolments of SC/ST at Elementary Stage :-

    There are 54.15 lakh children who are studying in the lower primary stage of 1st to 5th standards.

    This stage included enrolments in 1st to 5th standards in 1st to 5th lower primary and 1st to 7th or 1st to

    8th higher primary schools as well as 1st to 10th high schools or 1st to 12th higher primary schools

    Like-wise, there are 20.75 lakh children in 6th & 7th standards, in the State. They may be distributed

    in HPS / HS or HSc schools.

    It may be observed from Table 21 that there are 20.64 lakh children from the SC / ST categories

    among 74.90 lakh children in 1st to 7th standards in the State. Of them, 14.53 lakh are SC while 6.11

    lakh are ST students. That is, the proportion of SC / ST children in 1st to 10th standards in the State

    is 27.56 percent.

    20.64 lakh children from SC / ST categories are in 1st to 7th standards in the system of schooling in

    the State. An analysis of location of these 20.64 lakh children in the schools of the State by

    management reveals that 72.23 percent of SCs and 74.62 percent of STs in 1st to 7th standards are

    in schools run by the Department of Public Instruction. Proportion of SC / ST students in State and

    State supported schools that are schools run by Education Dept, by Department of Social Welfare,

    Local Self Government Institutions and Private Aided Institutions is 83.53 percent.

    SC / ST proportion in un-aided schools of the State at 1st to 7th standards is quite low as they cannot

    afford to pay fees charged by such institutions. Their total proportion is just 16.56 percent.

    Enrolments of SC / ST at High Schools Stage :-

    There are 26.07 lakh children (Table 21) in 8th, 9th & 10th standards in the State. 4.56 lakh SCs and

    1.85 lakh STs are out of this total constituting 6.41 lakh children or 24.59 percent.

    Analysis of distribution of SCs and STs in high school stage by management reveals that 45.69

    percent of SCs and 50.53 percent of STs are in high schools belonging to the Department of

    Education.

    Nearly 4 out of every 5 students in school education in the State, at the lower and higher primary

    stages who belong to SC/ST/OBC and Minorities Categories, are in schools across all

    managements. Out of them nearly 17 percent are in un-aided schools, while rest of the 83 percent is

    in Govt. and Govt. supported schools. However this proportion is reduced at the High School stage.

    INFRASTRUCTURE FACILITIES

    The Sarva Shiksha Abhiyan accorded special significance and weightage for the provision of infrastructure

    facilities to schools. School buildings, additional classrooms, maintenance and repairs of school buildings

    are included herein. 8 facilities are recognized as Basic Facilities for schools comprising of Common

    Toilets, Girls Toilets, Electricity, Play Ground, Ramps, Library, Compound and Drinking water. A review of

    progress of schooling in the light of provision of infrastructure facilities to schools reveals that there has

    been notable improvements in enrolments of children, enrolment ratios, retention rates, student

    classroom ratios, teacher-pupil ratios, transition rates and gender parity in enrolments.

    An update on provision of infrastructure facilities in the State is provided in this section.

    School Buildings

    45200 out of a total of 59555 elementary schools in the State belong to the Department of Education.

    98.05 percent of schools of the Department possess / own the buildings. Rent need not be paid to 0.83

    percent of schools owned by the Department. Another 0.65 percent of schools are run in rented

    buildings. 0.06 percent of schools are run without any building facility. In 0.19 percent schools, the

    buildings are in dilapidated condition. Buildings are under construction in 0.05 percent cases (23

    schools) while in 0.16 percent cases the schools are running in private buildings.

    The Department of Education runs 4437 high schools. 113 (2.55%) schools in this set do not have a

    building of their own. 3742 (84.34%) of schools possess the building while 12 (0.27%) percent of high

    schools are run in rented buildings. 442 (9.96%) percent of schools do not need to pay rent for the

    buildings in which they are functioning. They are rent-free. There are 2 (0.05%) schools whose

    buildings are under construction. They are run under transitory arrangements.

    119 schools have reported that their buildings are not fit for use. There are 7 government schools which

    are run in private buildings.

    The number of buildingless schools (own building) decreased from 121 in 2010-11 to 113 during

    2011-12.

    Classrooms :-

    There are 198914 classrooms in 45200 elementary schools of the Department of Education 69.73

    percent of classrooms are in good condition. 18.86 percent of classrooms need minor repairs, while

    11.41 percent of classrooms are waiting for major repairs. It is to be noted that the position regarding to

    classrooms which are in good condition has marginally improved from 68.04 percent in 2010-11 and

    that require minor repairs has slightly decreased from 20.78 percent in 2010-11. However the

    percentage of classrooms which require major repairs has marginally increased from 11.18 percent

    during 2010-11 to 11.41 percent during 2011-12.

    There are 20892 classrooms in 4437 high schools of the Department of Education. 67.47 percent of

    classrooms are in good state. 23.48 percent of classrooms need minor repairs while 9.06 percent of

    classrooms need major repairs.

    Number of classrooms at the elementary stage of schools has increased from 198415 in 2010-11 to

    198914 during 2011-12, an increase of 499 classrooms. This is good. However, number of classrooms

    in 4437 high schools of the State has increased from 20624 classrooms during 2010-11 to 20892

    classrooms during 2010-11, an increase of 268 classrooms, 1.3 percent increase only. There were

    1904 classrooms in high schools which needed major repairs during 2010-11 while this figure

    decreased 1892 classrooms during 2011-12.

    8 Basic Facilities (as per MHRD specifications) :-

    Even though increasing attention is being given over the years to provision of basic facilities in schools,

    database on availability of basic facilities leaves much to be desired. The DISE data of 2011-12 informs

    us that there is no separate toilet for girls in 1.19 percent of elementary schools while 6.99 percent

    elementary schools do not have drinking water facility. Provision of Ramps in High Schools needs

    serious attention as the current provision is hardly in 38.18 percent of schools.

    Pancha Soulabhya :-

    The government of Karnataka identified 5 facilities, on top priorities as most essential for schools. Some of

    them are common to the 8 basic facilities identified by the MHRD. The five facilities are 1) Drinking Water 2)

    Common Toilets 3) Play Grounds and 4) Compound wall. The fifth one is school buildings. An update

    across all these facilities follows.

    Provision of Infrastructure facilities was given increased attention during 2011-12 both at the Elementary

    and High School stages. The overall provision went up from 79.69 percent in 2010-11 to 86.53 percent

    during 2011-12 at the Elementary stage while it went up from 63.26 percent during 2010-11 to 78.96

    percent at the High School stage. There was a gain of 6.84 and 15.70 percentage points respectively at the

    Elementary and High School stages, at the State level while 9 districts got hike of over 10 percent and

    beyond at the Elementary stage, 13 districts got a hike of over 10 percent at the High School stage (see

    It is observed that SCR at the Lower Primary stage in elementary schools of the DOE are quite lower than

    that in other management schools. At Upper primary stage SCR is 24.51, which is also lower than the RTE

    norms. Aided Schools need attention in respect of RTE norm of 1:30 SCR. SCR in secondary schools is

    quite high in Government schools.

    There are 198914 classrooms in 45200 schools of the DoE, More than 03 out of 10 classrooms in the schools of the DoE are not in 'good' condition. Bangalore city district fares well comparatively. That is, only 12.79 classrooms need minor / major repairs.

    Districts which have at least 3 out of 4 classrooms in good condition are Bagalkot, Bellary, Bidar, Bijapur, Gulbarga, Koppal and Raichur.

    Not even 03 out of 05 classrooms are in good condition in Hassan and udupi districts.

    No. of classrooms which need major repairs are 22690, 11.40 percent of total.

    Method of Calculation and Interpretation of Indexes of Basic Facilities in Schools of the State in Tables 33 and 34

    8 Basic Facilities (as identified by the MHRD ) that need to be located in Elementary and High

    Schools are : Common Toilets, Girls Toilets, Electricity, Playground, Drinking Water, Ramps,

    Library and Compound Wall. One score is earmarked for each one of these facilities. A school

    having all the eight facilities shall get 8 scores. Otherwise, the school shall get as many scores as

    the number of facilities located in it.

    In this way, total scores obtained by each one of the schools of a district are summated and

    divided by the total number of schools in that district. The product of the division is the index of

    current availability of 8 basic facilities of the district.

    Assuming that all schools of the District have all the 8 Basic Facilities, the number of schools is

    multiplied by the digit 8. The product is an index of total availability.

    Index of current availability is divided by the (assumed) index of total availability and multiplied by

    100. The product is an index of percentage of availability of 8 basic facilities.

    Tables 33 and 34 provide indicative information about the provision of 8 Basic Facilities across the

    schools of the state in the various districts. They are enabling in identification of districts which are

    lagging behind in availability of infrastructure facilities. This type of information would be quite useful

    in prioritization of resource allocations across districts under plan schemes as well as projects in

    cases of provision of infrastructure facilities. However, one has to go beyond statistics in taking

    district specific decisions in regard to the provision of specific types of infrastructure facilities and

    prioritize them within the districts.

    Performance of the State in regard to provision of 8 basic facilities at elementary and high school

    levels is recorded as 86.53 and 78.96 percent respectively.

    When the position in regard to provision of 8 basic facilities in the elementary schools is compared

    with that in the high schools, it is observed that districts which are quite good or quite low in

    provision of facilities at the elementary level need not also figure as such at the high school stage.

    There are exceptions of districts to the foregoing generalization. Exceptional districts are identified

    here.

    When the top 10 districts in provision of 8 basic facilities in the State at the elementary stage are

    juxtaposed with top 10 districts on the same counts at the high school stage, it is observed that only

    04 districts appear in both the lists. These districts are Belgaum, Davanagere, Kodagu and

    Uttarakannada.

    District which are common in the lists of bottom ten districts in provision of infrastructure facilities at

    the elementary and high school stages are Chikkaballapura, Koppal, Raichur and Yadgiri.

    There are 04 districts in top 10 lists of elementary and high school stages as well as 4 districts in

    bottom 10 districts of similar lists in regard to provision of infrastructure facilities. The 4 districts

    which appear in bottom 10 tally of both the lists need immediate special attention.

    TEACHERS IN THE SYSTEM

    Total number of teacher post sanctioned in Department of Education the state is 246541. Out of which,

    Sanctioned at the lower primary, higher primary and high school stages in the schools of the Department of

    Education are 51669, 151110 and 43762 respectively.

    Number of teachers who are working at the lower primary, higher primary and high school stages in the

    schools of the Department of Education are 46948, 137557 and 36905 respectively. In sum 221410

    teachers are working in the Department of Education.

    Note: 52.23 percent of teachers working in the State therein including all levels of schooling belong to the

    Department of Education. If a tally is taken of only Elementary School level teachers this percentage

    goes up to 78.67. If a tally of proportion of teachers whose salary is paid by the government, that is

    Department of Education plus schools run by the Department of Social Welfare and Local Bodies

    along with private schools getting grant in aid are considered then, the proportion of teachers

    maintained by it is nearly 72 percent at the elementary level, and 57 percent at the High School

    level.

    Teacher Pupil ratios for working teacher are in a satisfactory state in Government schools. This ratio

    is 23.09 at the elementary schools. Still variations in this ratio are observed across districts of the

    state, blocks within districts and schools within blocks. For instance, this ratio is 1: 35.96 in Yadgir

    district while it is 1 : 14.40 in Chikmagalur district. A process of rational deployment of teachers is in

    progress so as to set right such imbalances in teacher pupil ratios.

    There being one teacher for every 23 students in the Department of Education, these ratios are observed to

    be 41 and 27 in private aided and unaided schools.

    District wise details of number of teachers and teacher- pupil ratios in elementary schools of the

    State for 2011- 12 are provided in annexure number 7 A-D and 8 A-B.

    (I) TPR for Sanctioned Teachers

    Lower primary schools (1 to 5)

    The average TPR for state being 14.53, a total of 16 districts record an average higher than the

    State average

    Highest TPR is observed in Yadgiri district (25.30)

    Lowest TPR is observed in Chikamagalur district (9.09)

    Higher Primary schools(1 to 7/ 8)

    The average TPR for the State at higher primary level being 23.87, a total of 15 districts record an

    The State average TPR is 15.99. 15 districts record an average higher than the state average. Highest TPR is recorded in Yadgiri district (29.27) Lowest TPR is recorded in Uttarakannada district (9.99)

    Higher Primary schools(1 to 7/8)

    The State average TPR is 26.22. 15 districts recorded an average higher than the State average. District with the Highest TPR is Yadgiri district (38.25) District with the Lowest TPR is Chikmagalur district (16.12)

    Scenario when LPS and HPS are clubbed together The State average TPR being is 23.62, 16 districts record an average TPR higher than the State

    average.

    Highest TPR is recorded by Yadgiri district (35.96) Lowest TPR is recorded by Chikmagalur district (14.40)

    Following 8 districts appear in both (LPS & HPS) the lists in a tally of TPR of top 10 districts (high
