The Presidential Preference Primary is scheduled for Tuesday, March 06, 2012. The

hearing for this matter and a decision is needed on or before the Presidential Preference

Primary date.

The Petitioner has not informed the Secretary of State of any conflicts. Petitioner has not

indicated whether he will be represented by counsel in this matter.

This challenge has been initiated by a private citizen and not by the Secretary of State.

Unless the Administrative Law Judge wishes for counsel for the Secretary of State to be

Dear Secretary Kemp ,

M y name is David Farrar. I live at 2059 Cavespring Road, Cedartown, G eorgia30125 . The aforementioned add ress is my p ersonal residence, and I am a registered voter

and elector at that address in Po lk Cou nty, Georgia.

Pursuant to O .C.G.A. § 21-2-5, I h ereby challenge the qu alifications of B arackHussein O bama H to be placed on the De mocratic Presidential Preference Primary B allot

of M arch 6, 2012, and/or on the Novem ber 6, 2012 general election ballot for said office.This challenge is proper and ripe under O .C.G.A. § 21-2-5, as Barack O bama is acandidate for federal office w ho has been certified by the state executive comm ittee of theDem ocratic Party of G eorgia in their letter of Novem ber 1, 2011, and as the deadline fornotifying the S ecretary of State of candidacy for the Preside ntial Primary ballot is onNov em ber 1, 2011, as set in O.C.G.A. § 21-2-193.

On inform ation and belief, and in support of this challenge to M r. Obam a'squalifications, I respectfully show as follows:

(I)he o fficial state certified birth certificate proffered by B arackObam a contains a factual inconsistency and other anom alies that calls into question the

veracity of the rest of the information contained within said docume nt.

(2 ) 'Barack O bama has not adequately proven that he w as born a naturalborn citizen of the United S tates.

(3 ) Barack Obam a's father, Barack Obama Sr., was never a citizen of

the Un ited States and, at the time of his son's birth, was no t a permane nt resident of theUnited States. Consequently, Barack Obama w as born to only one parent who w as a U.S.

citizen or U .S. permanent resident.

(4 ) By his ow n adm ission, and unde r the British Nationality Act of

1948, Barack Obama w as born a citizen of the United Kingdom and Colonies, and from

1963 un til at least 1984 was also a citizen of the R epublic of Kenya.

(5 ) Due to his dual citizenship with the United Kingdom and withKen ya, Barack Obama w as born with dual allegiances to foreign nations other than the

United States of Am erica.

(6 ) Such additional evidence as may be show n at the hearing of this

case.

It therefore appears that Barack Obama d oes not m eet the C onstitutionalrequirements for seeking and holding the office of President of the U nited States because:

(a)r. Obam a is not a natural born citizen, as required by A rticle II,Section 1 of the U nited States Constitution.

Accordingly, I challenge M r. Obama's qualifications to seek and hold the office

of President of the U nited States on these grounds. I respectfully request that you notifyM r. Obama of this challenge and that you are reque sting a hearing before a judge of the

Office of State A dm inistrative H earings.
