From the Secretary, APPSC, Hyderabad Letter.No.1484/RR/2009, Dated: 29-01-2010. @@@ ORDER:- In the G.O. 1 st read above, the Andhra Pradesh Medical Education Service Rules were issued. Subsequently, these rules were amended in the G.O 2 nd read above. 2. In the reference 3 rd read above, the Medical Council of India has issued regulations amending the “Minimum Qualifications for Teachers in Medical Institutions Regulations, 1998”. 3. In the reference 4 th read above the DME has requested the Government to amend the Andhra Pradesh Medical Education Service Rules issued in G.O.Ms.No.748, HM&FW (A.2) Dept., Dt.30.8.2006 in accordance with the amendment issued by the Medical Council of India. 4. Government after careful examination of the matter have decided to amend the Andhra Pradesh Medical Education Service Rules suitably. 5. Accordingly, the following notification will be published in the Andhra Pradesh Gazette; NOTIFICATION In exercise of powers conferred by the provisio to Article 309 of the Constitution of India, the Governor of Andhra Pradesh here by makes the following amendments to the Special Rules for the Andhra Pradesh Medical Education Service Rules issued in G.O.Ms.No.154, HM&FW (A.2) Department, Dt.4.5.2002 as subsequently amended. AMENDMENTS In Annexure-I of the said rules, (1) For Sl.No.4 (a), (b) and (c) and the entries relating thereto in Column (2), the following shall be substituted, namely:- Category of Post Method Appointment 1 2 4 (a) Professor (Clinical) By promotion of Category 7 (a) Associate Professor (Clinical ) (i) who have put in a minimum three years of teaching experience in the concerned specialty, based on their seniority in the category of Associate Professor in the concerned specialty. (ii) Minimum of four research publications in Indexed / national journals 4 (b) Professor (Non – Clinical) By Promotion of Category 7 (b) Associate Professor ( Non – Clinical ) (i) who have put in a minimum three years of teaching experience in the concerned specialty, based on their seniority in the category of Associate Professors in the concerned specialty. (ii) Minimum of four research publications in indexed / national journals 4 (c) Professor (Super Specialties) By Promotion of Category 7 (c) Associate Professor (Super Specialty) (i) who have put in a minimum three years of teaching experience in the concerned specialty, based on their seniority in the category of Associate Professor in the concerned specialty.     In the G.O. 1st read above, the Andhra Pradesh Medical Education Service Rules were issued. Subsequently, these rules were amended in the G.O 2nd read above.

    2. In the reference 3rd read above, the Medical Council of India has issued regulations amending the Minimum Qualifications for Teachers in Medical Institutions Regulations, 1998.

    3. In the reference 4th read above the DME has requested the Government to amend the Andhra Pradesh Medical Education Service Rules issued in G.O.Ms.No.748, HM&FW (A.2) Dept., Dt.30.8.2006 in accordance with the amendment issued by the Medical Council of India.

    5. Accordingly, the following notification will be published in the Andhra Pradesh Gazette;

    4 (b) Professor (Non Clinical)

    By Promotion of Category 7 (b) Associate Professor ( Non Clinical ) (i) who have put in a minimum three years of teaching

    experience in the concerned specialty, based on their seniority in the category of Associate Professors in the concerned specialty.

    (ii) Minimum of four research publications in indexed / national journals

    4 (c) Professor (Super Specialties)

    By Promotion of Category 7 (c) Associate Professor (Super Specialty) (i) who have put in a minimum three years of teaching

    experience in the concerned specialty, based on their seniority in the category of Associate Professor in the concerned specialty.

    (ii) Minimum of four research publications in indexed / national journals

    (2) For Sl.No.7 (a), (b) and (c), the entries relating thereto in column (2), the following shall be substituted, namely:-

    (ii) Minimum of two research publications in indexed / national journals

    7 (b) Associate Professor ( Non Clinical)

    (i) who have put in a minimum four years of teaching experience in the concerned specialty, based on their seniority in the category of Assistant Professor in the concerned specialty, which shall be reckoned from the date of appointment of an individual to that category.

    (ii) Minimum of two research publications in indexed / national journals.

    7 (c ) Associate Professor (Super Specialty)

    By Promotion of Category 9 (c) Assistant Professor (Super Specialty)

    (i) who have put in a Minimum two years of teaching experience in the concerned specialty, based on their seniority in the category of Assistant Professor in the concerned specialty, which shall be reckoned from the date of appointment of an individual to that category.

    (ii) Minimum of two research publications in indexed / national journals

    (3) After Note 5, the following shall be inserted, namely-

    Note 6: For promotion to the post of Professor (Clinical, Non-clinical and Super Speciality) and Associate Professor (Clinical, Non-clinical and Super Speciality), research publications in indexed/national journals shall be a mandatory pre-requisite qualification from the panel year 2011-12 onwards. The individuals promoted during the panel years 2009-10 and 2010-11 shall acquire the qualification of research publication in indexed / national journals within two years from the date of promotion for regular appointment to the promoted post concerned.
