    and semifeudal system in the country that has in-flicted more suffering on the people is pushingthem to fight for their patriotic and democraticinterests and advance the revolution.

    In order to raise revolutionary warfare to ahigher the stage, we need to be more daring andpersevering in the fulfillment of the tasks thatthe Party has underscored in the face of the newchallenges and relatively newer and more compli-cated conditions.

    It is important for the entire Party and therevolutionary forces to study, grasp and unite on

    on the successes in over-coming the enemy's vi-cious campaigns of sup-pression. Of particularnote is the defeat ofOplan Bantay Laya, themost brutal and bloodiestcounterrevolutionary cam-paign unleashed by thefascist state that causedmany hardships and trials

    the bases, correctness, requi-sites and tasks in advancingpeople's war towards the stageof strategic stalemate withinthe first half of the decade.

    Most important of all is toall-sidedly strengthen the Party

    in the ideological, organization-al, political and military fields.

    This will mean further step-ping up recruitment into theParty, ensuring its expansion infactories, schools, offices, villa-ges, communities, organizationsand wherever we operate in thecountryside and cities. Thedeepest wellsprings for the re-cruitment and development of

    cadres and members of the Par-ty are the mass organizationsand mass movement, both openand underground. These organi-zations and movements must befurther expanded, invigoratedand strengthened through as-siduous and tireless propagandawork, arousing, recruiting andmobilizing the masses.

    Daringly win over and mobi-lize the various sectors of the

    people, especially the toilingmasses and the urban pettybourgeoisie in mass struggles tofight for their immediate andbasic interests. Raise the levelof their political consciousnessand militancy through vigorous

    propaganda and painstakinglyexplaining the burning issues ofthe day in accordance withMarxist-Leninist and national-democratic analyses. This can beeffectively done by addressingtheir problems and issues thatdemonstrate the rottenness ofthe prevailing system and pushthem to wage resistance. Makesure that they are promptly giv-

    en political education particularto their sector or organizationand general national-democraticcourses. We must make sure thatthose qualified to be recruitedinto the Party are provided basicParty education.

    We must ensure that the Par-ty is deeply rooted among themasses. We must rapidly and

    continuously expand, developand harvest new recruits into

    the Party. In order for the peo-ple's war to make the leap to-wards the stage of strategicstalemate, we must be able togenerate thousands more cadresand more than 200,000 addi-tional Party members. We must

    be good at deploying Partymembers and cadres where theyare most needed.

    The fields that need themost number of additional Partycadres and forces, mass activistsand good national-democraticrevolutionary elements are thepeople's army and the armedstruggle, agrarian struggles andrevolutionary base building

    These cadres, activists and ele-ments are the key to further ad-vancing people's war through-out the country. We must estab-lish various formations of theNew People's Army en masse andadvance armed struggle nation-wide. Guerrilla fronts must en-compass the more than 170 ru-ral congressional districts. Each

    municipality in most areas ofthe countryside must have anNPA platoon. Bigger revolution-ary bases must be established.

    Tens of thousands of Partyand NPA cadres and forces mustbe developed and trained. Wemust raise their ability to leadguerrilla forces at various levels,people's militia and self-defensecorps and partisan units in cit-

    ies within guerrilla fronts. Wemust raise their ability to leadhigher vertical formations andcombinations thereof from timeto time for big military actions.We need people who can leadsmall to big tactical offensivesagainst enemy military forcesand build and consolidate sec-

    Red fighters under the NPA 1st

    Pulang Bagani Command underthe Merardo Arce Command (1stPBC-MAC) seized eight firearmsin a raid on the Bahani LongRange Platoon (BLRP) patrobase. The daring raid waslaunched in Sitio Damilag, Ba-rangay Mapula, Paquibato Dis-trict.

    base without firing a singleshot. Eights elements of theCitizens Armed Force Geograph-ical Unit (CAFGU) assigned tothe base abandoned their postsand escaped when the NPA raidbegan. The base commander,Cpl. Fresilo C. Dosel and an un-derage CAFGU element had nochoice but to surrender.

    Seized were four Garands,two carbines, an M16 and a 12-gauge shotgun. The NPA alsoconfiscated a Harris radio, am-munition of various caliber,other military equipment anddocuments.

    Northern Samar, December

    14. A 12-man team from the63rd IB was wiped out in anambush by NPA guerrillas inBarangay Santa Fe, Las Navastown. Ten soldiers were killedand two other troopers were se-

    riously wounded. The NPA saidit was still investigating thecircumstances behind the deathof a teenage boy who was hit inthe crossfire during the fire-fight, and added that it waswilling to give compensation tothe victim's family.

    The ambush took place ataround 3 p.m. while the gov-

    ernment soldiers were on theway back from their militaryoperation. Five kilometers awayfrom their camp in the adjacenttown of Catubig, however, theywere hit by command-detonat-ed explosives. The Red fighterswere able to confiscate at least11 high-powered firearms.

    Capiz, December 14. TheNPA raided a mountain resort in

    Sitio Marugo, Barangay San An-tonio, Tapaz before twilightand disarmed the lone guardand a policeman from the TapazPNP who were having a drink-ing session. The Red fightersleft them unharmed.

    Aside from deploying Partycadres, activists and forces ofthe national-democratic move-ment to advance the mass

    movement and armed struggle,we must also deploy forces toadvance alliance and unitedfront work. This enables us toexpand greatly in various revo-lutionary endeavors such asarmed struggle and the massmovements. It broadens ourunity, divides the enemy andhelps accelerate and facilitatethe attainment of revolutionary

    victory in the various arenas ofstruggle.

    Especially in a situationwhere the current clique inpower is severely dominated byimperialist, comprador andlandlord interests and is thor-oughly servile to them, wemust give priority to, and per-severe in, the allout advance of

    the broadest and most vigorousanti-imperialist and antifeudalmass movement and alliance.This can contribute a lot to theadvance of the revolutionarymovement and people's strug-gles.

    These are but some of therequirements for preparing,raising the capability and ful-filling the requisites and tasks

    of raising the people's war to ahigher level.

    The Party will continue toidentify and disseminate themany other requirements whilepreparing for, and advancing,the various tasks and meetingthe requisites for accomplish-ing these. ~

    continues to recruit minors as combatants in theCAFGU.

    Rizal, December 1. Three troopers from the16th IB were confirmed killed and three otherswere wounded after an encounter with an NPAunit under the Narciso Antazo Aramil Command(NAAC) in Barangay Puray, Rodriguez, Rizal. Therewere no casuaties on the NPA side.

    NAAC spokesperson Macario Ka Karyo Liwa-nag said that the 16th IB led by a Lieutenant Lo-pez was conducting military operations at around

    2:30 p.m. when it encountered the NPA.The 16th IB has earned notoriety for its many

    violations of human rights. Its latest crimes in-volved the killing of three farmers and twowoodsmen in August and September this year.

    The victims were all residents of Barangay Puray,Rodriguez.

    Negros Occidental, November 28. The NPARoselyn Jean Pelle Command (RPC) in NorthernNegros meted punishment on PO2 Johnny Ur-

    bano, an abusive policeman from Escalante City.The punitive measure also served as a warning toother abusive elements of the Armed Forces ofthe Philippines and the Philippine National Po-lice. Seized from Urbano was a cal .45 pistol.

    RPC spokesperson Ka Esper Estrella said thatUrbano was a major figure in various underworldactivities in Northern Negros. A security escort offormer Escalante Vice Mayor Santiago Barcelona,he was tagged as the perpetrator in the killing ofa businessman and a civilian and the wounding of

    another civilian in Bacolod City in 2008.He also actively engaged in counterrevolu-

    tionary activities as a member of the police intel-ligence community. He ran a small business thatserved as cover for his illegal activities. ~

    In a report published in As-dang, the revolutionary massnewspaper in the region, 35 outof 39 military actions in FSMRfrom January to November wereinitiated by the NPA. The Redfighters were able to inflict 44casualties on the enemy con-sisting of 21 killed and 23

    wounded. Fifty high-poweredfirearms were confiscated inthese gunbattles, aside fromammunition and other militaryequipment. In the four defen-sive actions involving the NPA,its lone casualty was a guerrillawho was slightly wounded.

    One of the most daring tacti-

    cal offensives in the region wasthe raid on a Civilian ArmedAuxiliary detachment in Baran-gay Luz Village, Mlang, NorthCotabato on March 26, where 35high-powered firearms wereseized.

    Other notable NPA militaryactions were the punitive meas-

    ures taken against agribusinesscompanies guilty of landgrab-bing. One such action was burn-ing a boom spray owned byDole-Stanfilco on April 6 in Ba-rangay Malabuan, Makilala,North Cotabato. Another was adisarming operation on Septem-ber 15 against guards of a ba-

    nao to Barangay Cuenco, LasNavas on December 15. The sol-diers were guided by Lido, aCAFGU element, and member ofthe Hapa-hapa criminal gangfrom Matuginao.

    Another PA column beganmaneuvering on De-cember 14 in BarangaySan Isidro, Las Navas

    and Barangay Ligayan,Matuginao. They hadHapa-hapa members

    Serbin and Darwing as guides. Around 60 soldiers from

    the military camp in Las Navasare operating in the mountainsof Barangay Bago of the town.

    AFP military operations endup punching the air becauseNPA forces are able to effective-

    ly avoid them. Instead, it is theweak and vulnerable parts of thereactionary troops that are hitduring firefights. The decisivefactor in the NPA's predomi-nance is the support it enjoysfrom the broad masses of thepeople, its familiarity with theterrain and its creative use oftactics and techniques in guer-rilla warfare in various kinds of

    military situations.Because of the AFP's failure

    to crush the NPA through itscombat operations, it vents itsire on civilians. The worst hitwere villages in Tulunan andMakilala in North Cotabato; a

    number of villages in Magsay-say, Matan-ao, Kiblawan, Malitaand Don Marcelino in Davao delSur; Columbio in Sultan Kudarat;and Koronadal, Tampakan, Mala-

    patan, Alabel and Glan in Saran-gani. Troops of the 27th, 39th,73rd, 57th and 68th IB havebeen staying in these communi-ties, deploying a squad or anoversize squad in every villagesuspected of being an NPA base.They conduct psywar operationsand spread black propagandaagainst the revolutionary move-ment. They impose food block-

    ades, set up Barrio Defense Sys-tems (BDS) and intelligencenetworks. The AFP is laboringunder the illusion that it candrive away or cripple the NPAthrough such operations.

    On the whole, the AFP's goal

    of destroying the revolutionarymovement in FSMR has beenproven inutile and a failure. TheNPA is able to continue con-ducting mass work in the re-

    gion's guerrilla zones. The num-ber of organized masses grew bymore than 20% despite theAFP's intense attacks againstthe guerrilla zones. The NPAcontinues to hold the areas un-der enemy attack and has evenbeen able to expand. The num-ber of villages where the NPAoperates grew by 10% in 2009,with the Red fighters having

    reached almost all of the re-gion's strategic areas.

    The terrain is favorable andbig enough to provide the NPAample room for maneuver. Mostof all, the people ardently sup-port their army. ~

    The truth behind the Las Navas ambush

    The truth has come out. The 63rd IB troops who were wipedout in a New Peoples Army (NPA) ambush on December 14 inSta. Fe, Las Navas, Northern Samar were not on the way back

    to barracks when they were attacked but were in the middle of amilitary operation to pursue and crush the NPA in the area.

    The Efren Martires Command(EMC) of the NPA in Eastern Vi-sayas said in a statement thatthe military unit was part of amassive operation in the adja-

    cent towns of Las Navas andMatuginao, Northern Samarwhich began in the last week ofNovember and continues withinthe ceasefire period declared bythe Government of the Republicof the Philippines.

    The military operation in-volves 150-200 troops com-

    posed of elements from the 63rdand 87th IB, Scout Rangers andother units under the803rd Brigade of the8th ID, aside from

    CAFGU forces. Re-ports from the frontsay the soldiers havenot gone back to barracks.

    The disposition of the mili-tary troops is as follows:

    was found to be in an ambushposition in the area of HapiliRiver, Las Navas.

    There are also troopsbased in Barangay Poponton,Las Navas dispersed among ci-vilian houses, a clear violation

    of International HumanitarianLaw.

    Even before the December14 ambush, the troops involvedin the operation had been sow-ing terror in different parts ofLas Navas:

    November 28. An MG-520attack helicopter strafed thefarms between Barangay Cuen-co and Barangay Capootan.

    First week of December.One hundred sixty-four (164)soldiers began occupying Ba-rangay Poponton and minglingwith civilians.

    December 4. Elements ofthe Bravo Coy of the 87th IBkilled Torib de la Cruz, a men-tally-handicapped civilian. Thesoldiers engaged the victim in

    a drinking spree before the kill-ing. His body which bore threestab wounds to the chest and agunshot wound was foundfloating in the river the follow-ing day.

    December 8. Soldiers fromthe 87th IB Bravo Coy fired at18-year old peasant Aido Yanaywhile he was working in hisfarm in Barangay Paco. Yanay

    managed to escape but the sol-diers razed his produce of 40kilos of abaca worth`1,600.00.

    December. Soldiers illegallyarrested a certain Inggo ofBarangay Osmea and torturedhim in their camp. The victim ismentally handicapped. ~

    NPA warns against AFPceasefire violations

    The New People's Army (NPA) in Rizal, Southern Mindanaoand Mountain Province warned units of the Armed Forces of

    the Philippines (AFP) against actual or impending violationsof the ceasefire beween the National Democratic Front of thePhilippines (NDFP) and the Government of the Republic of thePhilippines (GRP). The ceasefire began 12:01 a.m. of December16 and will end midnight of January 3, 2011.

    In Rizal, the NPA NarcisoAntazo Aramil Command(NAAC) roundly condemnedtroops of the 16th and 56th IBand SAF-PNP elements forscouring Sitio Ricafort, Baran-

    gay Tungkong Mangga, SanJose del Monte City and Baran-gay Macabud, Rodriguez, Rizaland terrorizing the residents inthese areas. Two platoons ofAFP troops clandestinely en-tered the border area betweenRizal and Bulacan provinces onthe eve of the ceasefire periodto conduct offensive military

    operations.In a statement, NAACspokesperson Macario Ka Kar-yo Liwanagcalled on thesoldiers to re-turn to theirbarracks. Hesaid that theNPA in Rizal hasbeen making an

    effort to upholdthe ceasefire,but is ready todefend itselfonce AFP troopsforcibly enterthe former's ter-ritories. TheNPA in Rizal re-

    minded the military troops ofthe unfortunate incident onDecember 1 when they pene-trated NPA territory and suf-fered six casualtiesthreekilled and three wounded (see

    related article).In Southern Mindanao Re-

    gion (SMR), the NPA RegionaPolitical Department likewisewarned the public against clan-destine maneuvers of 10th IDtroops. The NPA said the1003rd Brigade under the 10thID has been moving men andmateriel for days in Paquibato

    District, Davao City.As early as December 10,enemy troops arrived aboard

    massacre and other violationsof human rights.

    In Tagbilaran City, Bohol,some 1,000 people took to thestreets. BAYAN-Bohol called theAquino regime a syndicategovernment for tagging as

    rebels people who were mere-ly airing their grievances.

    In Davao City, thousandsmarched and rallied to the calFoil terrorism, fight for human

    rights! Three activists werekilled in the region in thefirst five months of theAquino regime. The peas-ants who took part in the

    rally also demanded a stopto the harassment of theirranks. They particularly

    demanded the with-drawal of RSOT op-

    e r a t i o n sthat havelong beenr a v a g i n gthe townsof Maco,

    Mawab andNabunturanin Com-p o s t e l aValley.

    FASCIST STAGE ON A RAMPAGEtwo six-by-six trucks in the in-terior barangay of Mapula. OnDecember 14, three truckloadsof soldiers arrived in BarangayPandaitan. On December 15,three attack helicopters lentsupport from noon to 3 p.m. to

    reinforcement troops in SitioRanso, Barangay Pandaitan;Sitio Manipis, Barangay Paqui-bato Proper; Purok 6, BarangaySalapawan; and Sitio Nursery,Barangay Malabog. These areasare all interior barrios of Paqui-bato.

    SMR Regional Political De-partment spokesperson Ka Si-mon Santiago warned against

    the military's armed provoca-tions. He urgently called on theAFP to stop its offensive ma-neuvers because they onlyheighten the risk of an armedencounter taking place.

    In Mountain Province, theNPA Leonardo Pacsi Command(LPC) called on the people tobe vigilant of the AFP's cease-

    fire violations. The LPC saidthat the AFP's RSOT and combattroops are on war footing inthe entire province, ready toconduct psywar, intelligenceand strike operations. The LPCalso called to mind the case offive NPA guerrillas who weretreacherously attacked andkilled by AFP troops in SitioKumyaas, Dao-angan, Balbalan,

    Kalinga despite a declaredceasefire in New Year of 1997.The AFP also usually conductsmassive combat operations inthe last week of December todisrupt celebrations of theCommunist Party of the Philip-pines anniversary despite exist-ing ceasefires. ~

    No change underthe Aquino regime

    Thousands of activists in different parts of the Philippinesobserved International Human Rights Day on December 10Initial reports say major gatherings were held in the cities

    of Manila, Davao and Tagbilaran.

    The people took the occa-sion to highlight particular hu-man rights issues confrontingtheir sectors.

    Members of ALNAPEDKU,the alliance of kuliglig driverswho were violently dispersed

    for asserting their right to earna living joined the rally in Ma-nila. Scientists also marchedwith them to demand justicefor slain botanist Leo-nardo Coand his compan-ions.

    Oplan Bayanihan bound to failCPP

    The Communist Party of the Philippines belittled Oplan Ba-yanihan, the new counterinsurgency program of the US-

    Aquino regime. Benigno Aquino III is set to formally an-nounce the new oplan on the anniversary of the Armed Forcesof the Philippines on December 21.

    The Aquino regime claims that Oplan Bayanihan, whichwill run from 2011 to 2016 will respect human rights andadopt the so-called whole nation approach. It says the newoplan will differ from the previous Oplan Bantay Laya (OBL)

    which took on a negative image because of accusations of hu-man rights violations against the AFP.

    The CPP assailed the AFP for its disregard of its thousandsof human rights violations and its view that the only thingplaguing OBL is an image problem. The CPP said that as longas the AFP refuses to admit and even intensifies such viola-tions, its new slogans will only be good for sound bytes.

    The CPP further said that Oplan Bayanihan is no differentfrom previous oplans as it still conforms to the brutal and mil-itarist doctrine and prescriptions of all the old US-designedcounterinsurgency plans. It is bound to fail in defeating thepeoples revolutionary armed resistance. Instead, it will fur-ther engender revolution until the entire reactionary system isoverthrown and replaced with a revolutionary and progressivesystem. ~

    The new regime says it willemploy a new strategy to coun-ter insurgency which will con-sider human rights. However,false charges are still being filedagainst leaders and members ofprogressive organizations tojustify their arrest and raids on

    their offices. Harassment of, andsurveillance on, human rightsadvocates continue.

    At least 25 persons fell vic-tim to political killings in thefirst five months of Aquinosterm, an average of one victimevery week. This is worse than18 victims of extrajudicial kill-ing or an average of one victim

    every 10 days in the last sixmonths of the Arroyo regime.Several civilians were alsoclaimed to have been killed inthe crossfire in encounters be-tween the NPA and the AFP but

    5 civilians illegally arrested in Sarangani

    Five civilians were illegally arrested by ele-ments of the 73rd IB in Barangay Upper Su-

    yan, Malapatan, Sarangani on December 14.

In Barangay Lias,Barlig town, soldiers attemptedto rape two high school stu-dents. In the middle of Novem-

    ber, military troops also occu-pied the barangay halls of Ba-nao, Tonglayan, Pudo, Alonu-gan, Buta, Saliok and Maduca-yan in Natonin.

    The soldiers intend to usethe civilians as shields againstNew Peoples Army attacks. Theyhave set up fortifications rightin the middle of densely popu-

    lated areas. The AFP digstrenches right inside the villa-ges, one in front of the publichigh school in Sacasacan, Sa-danga, Mountain Province. Theyalso have trenches in Tonglayan,Butac and Alunugan in Natonin.

    WORKERS of Honda Cars Philippines, Inc. in Laguna success-fully reached a new Collective Bargaining Agreement (CBA)with management on November 22. Led by the Lakas Mangga-

    gawang Nagkakaisa sa Honda-Olalia-KMU-(LMNH-OLALIA-KMU), the workers achieved their demand for higher wages,benefits and respect for their rights in the workplace.

    Negotiations began on August 1, 2010. The workers pre-pared and diligently gathered the necessary data and other re-quirements including a realistic study of the companys finan-cial standing. The union also prepared its members by educat-ing them on the rights of workers.

    The union said that the wages and benefits stipulated bytheir old CBA no longer sufficed in the face of rising prices ofgoods and services. Although they earned more than workers

    in other companies, they could no longer meet their dailyneeds.

    The workers espousal of the genuine, militant and patriot-ic unionism embodied by the OLALIA-KMU and PAMANTIK-KMU federations was a decisive factor in forging theirstrength. The leadership of the Alyansa ng Manggagawa saEngklabo which upholds the rights of workers at Laguna Tech-nopark also played an important role in their success. ~

    Some 500 peasants and their supporters setup camp around the Bukidnon provincialcapitol in Malaybalay City from December 5-

    9 to fight for land, wages and benefits againstexploitative merchants and cartels.

    The mass action was led by the Kahugpungansa mga Mag-uuma-Bukidnon (KASAMA-Bukid-non), Organisasyon sa mga Yanong ObrerongNagkahiusa (OGYON) and Kilusang Magbubukid

    ng Pilipinas-Northern Mindanao Region.The peasant leaders said nearly 80% of peas-

    ants in Bukidnon suffer systematic feudal andsemifeudal exploitation in the form of high landrent, usury and low prices of agricultural pro-duce. They are also victims of intensifying mili-tarization in the countryside. They said thatland in Bukidnon is controlled by a few individ-ualswealthy and powerful landlords oppress-

    ing and exploiting small farmers and farmwork-ers.

    Landlords do not comply with the minimumwage law, including the rates set by the Region-al Tripartite Wage and Productivity Board. Farm-workers in plantations usually earn between `80and `120 daily. Sugar plantation workers arepaid only `120 daily or `100 per ton (`0.10-0.12 per kilo) of sugar cane cut and hauled.

    OGYON and KASAMA-Bukidnon are now cam-paigning for a 20% share of the harvest from thepresent 15%, a `252 daily minimum wage, thepayment of Social Amelioration Bonus to all sug-ar plantation workers, `1.50 per kilo increase inthe farmgate price of bananas, `1 per kilo in-crease in the farmgrate price of abaca and thecessation of military operations in the country-side. ~

    Among the AFPs psywarploys is the mass surrender ofsupposed NPA fighters to make

    the people believe that the rev-olutionary forces in the regionare crumbling.

    Many of the supposed sur-renderees are former NPA guer-rillas who have long left the rev-olutionary movement. Some ofthem have been made to surren-der two or three times. ~

    The most notorious are the39th IB in Davao del Sur andthe 73rd IB in Sarangani. Thesetwo battalions had beaten atleast 20 individuals in villagesin Matan-ao, Malita, Alabel andMalapatan towns in Davao del

    Sur from January to August2010. They raped four women inBarangay Little Baguio, Malita.

    Meanwhile, a platoon of the73rd IB used a farmer they hadcaptured in the forest as abridge on a muddy path be-tween Barangay Little Baguio inMalita and Barangay Pag-asa inAlabel last June.

    The 27th, 68th and 57th IBare using thesoft approachin areas cov-ered by theirRSOT such asColumbio, Sultan Ku-darat and Tulunan,Makilala and Tam-pakan in South Cotaba-to.

    5 comrades illegally arrested in Agusan del Sur

    Five members of the revolutionary movement in the North-eastern Mindanao Region were arrested in Barangay Pili,

    Bayugan, Agusan del Sur on December 17. Pedro Codaste andfour of his companions were apprehended at a checkpoint.

    Trumped-up charges of murder and attempted murder werefiled against Codaste. NDF-Mindanao spokesman Jorge KaOris Madlos strongly condemned Codaste's arrest, saying it isa brazen violation of the NDF-GRP ceasefire agreement andshows the governments fascist character.
