    Drug Driving Exposure Drat

    The ACT Governments proposed road side drug testing Bill has been released orpublic comment ahead o its expected introduction in the Legislative Assembly inJuly 2010.

    The Road Transport (Drug Driving) Bill 2010 and Road Transport (Drug Driving)Regulation 2010 provides a comprehensive model or addressing drug-impaireddriving in the ACT. The Bill gives ACT police new powers to conduct randomroad side drug tests to detect the presence o illicit drugs such as cannabis,methylamphetamine and ecstasy using an oral uid screening test. It gives policethe authority to request a driver to undergo a blood test i they have reasonablegrounds to believe the driver is aected by a controlled drug that cannot bedetected by the oral uid screening test.

    Under the new laws, people involved in road accidents would also be required toprovide a blood sample or testing.

    The legislation supports existing laws that make it an oence to drive while

    impaired by a medicine.

    Car parking plans or the Chifey Health and Wellbeing Hub

    The Department o Disability, Housing and Community Services (DHCS) wouldlike to invite residents o Chiey to a public meeting to provide an update onconstruction o the Chiey Health and Wellbeing Hub.

    Representatives o DHCS will make a presentation at the ollowing session.

    Mental Health Foundation;

    Australian Breastfeeding Association;

    Asthma Foundation;

    Neurospace;

    Australian Council of State School Organisations;

    YMCA;

    Warehouse Circus Incorporated;

    Sids and Kids ACT.

    A public Community Meeting Room will also be provided.

    Internal reurbishment is scheduled to be completed by the end o June 2010, withgrounds and car park work to be completed by August 2010.

    Jerrabomberra Wetlands cycle path ready or use

    The ACT Government has completed an 880-metre o-road cycle path along the EastBasin o Lake Burley Grin through the Jerrabomberra Wetlands Nature Reserve.The cycle path connects to the existing paths on Newcastle Street and Dair y FlatRoad. The new path gives cyclists a dedicated route t hrough the nature reserve thatis separate to the pedestrian path that cyclists were using prior to this work, exceptor the shared bridge across the Jerrabomberra Pond, which was widened as part o

    the works. This work is part o t he Governments record $17.3 million investment innew cycle paths and ootpaths, and repairs to existing paths over this term, ensuringCanberra continues to have the best walking and cycling path network in Australia.

    ACT Government Inrastructure Plan

    The ACT Inrastructure Plan outlines short and medium-term inrastructure prioritiesover the next 10 years in a range o categories, including health, education, transport,housing and community services, justice and community saety, land development,and culture and the ar ts. The Plan also looks at long-term projects such as theVery Fast Train, and discusses the potential or new unding models or majorinrastructure.

    The Plan has been inormed by the views o the community and industry, through theGovernments budget consultation strategy, and also through a series o high-levelroundtables. The Plan is a living documentthat will be updated annually aroundthe time o the ACT Budget, inormed by six-monthly industry and communityroundtables.

    Expression o Interest ACT Festival Fund AssessmentCommittee

    The ACT Government is seeking expressions o interest rom suitably qualifed peopleto join the ACT Festival Fund Assessment Committee. The ACT Government, throughthe ACT Festival Fund, supports a diverse range o estivals that reect the wide range

    o community interests and activities that enrich the experience o living in Canberra.The ACT Festival Fund Assessment Committee is a voluntary committee that assessesapplications to the ACT Festival Fund and makes unding recommendations to theACT Chie Minister. The Committee may also provide specialist advice on estivals andevents to the ACT Government.

    Individuals with specifc estival and broader event industry interest, knowledge and/or experience are encouraged to submit an Expression o Interest, that should includea current curriculum vitae.

    Symptoms o Infuenza

    As the 2010 inuenza (u) season ast approaches, it is important to know thesymptoms o u, which include:

    high temperature and chills;

    cough and/or sore throat;

    runny or stuy nose;

    head and body aches; and

    vomiting and diarrhoea.

    It is important to keep a close watch on people with u like illness and seek medicalattention immediately i the symptoms are severe.

    Some people are more at risk o serious complications including those with chronicillness, pregnant women, people with weakened immune systems and the elderly.

    Remember to stay at home rom work or school i you are unwell with thesesymptoms it will help stop the spread o u and speed your recovery.

    The most eective measure in preventing inuenza is vaccination.

    Workers Compensation Insurance an obligation not an

    option

    Did you know that employers are responsible or protecting their workers, includingcontractors, against the consequences o a work-related injury by maintainingworkerscompensation insurance? Ensuring that you have the necessary workerscompensation insurance is an obligation o doing business in the Territory. Theprotection o workers is not optional.

    Changes to the ACT Workers Compensation Act 1951 come into eect on 1 July 2010and give greater clarity to the broad defnition o worker.

    I an individual on a worksite, or example in a ca, at a retail shop, or commercialcleaning company supplies labour only, then without a doubt they are a worker,regardless o whether they have an ABN. These workers must b e protected by theiremployers.

    Employers who do not meet their workers compensation obligations will be fned upto double the avoided premium.

    New animal Codes o Practice

    The Animal Welfare Code of Practice for the Welfare of Animals Used on Film Sets 2010and the Code of Practice for the Welfare of Poultry: Non-Commercial 2010 have beenreviewed by the Animal Welare Advisory Committee and the Depar tment o Territoryand Municipal Services.

    The Animal Welfare (Domestic Poultry) Determination 2002 will be revoked andreplaced by the new Code of Practice for the Welfare of Poultry: Non-Commercial 2010commencing on Monday 7 June 2010.

    Under the Legislation Act the adoption o the reviewed code is subject toDisallowance by the Legislative Assembly.

    Nominations or the Deault Insurance Fund Advisory

    Committee

    In 2006 the Deault Insurance Fund (DI Fund) was established to provide a saety netto meet the cost o workerscompensation claims made against employers who haveno insurance, and claims made against insurers who cannot m eet their liabilities.

    The DI Fund Advisory Committee is responsible or providing advice to the DIFund Manager and to the Minister or Industrial Relations on the activities o theCommittee.

    This notice seeks nominations or three representative positions and is specifcallyseeking expressions o interest rom persons with experience, knowledge or expertiseto represent worker, employee and insurer groups. Appointments are intended tocommence on 30 September 2010 and will be or a term o up to three years.

    The ACT Government has a commitment to 50/50 gender balance on boardsand committees and also encourages representatives rom the indigenous andmulticultural communities to apply.

    What is NDRP?

    The NDRP is a national program that provides Australian Government unds aimed atidentiying and addressing disaster risk priorities, through:

    disaster mitigation works, measures and related activities that contribute tosaer, sustainable communities better able to withstand the eects o disasters andemergencies, particularly those arising from the impact of climate change;

    support for volunteers, particularly to address the challenges of volunteerrecruitment, retention and training. Projects may include initiatives to increase therecruitment and retention o volunteers to emergency services and other groups thatcontribute to individual and community resilience;

    support for government, to assist them to eectively discharge their emergencymanagement responsibilities; and

    partnerships with business and community groups to improve their ability toassist communities and be integrated in response and recovery activities andarrangements. The private sector owns many o the critical ser vices that underpincommunities, and have capacity to help communities prepare or, and recover rom,

    emergencies and disasters.

    Applicants rom eligible ACT organisations are required to match t he AustralianGovernment contribution on a 1:1 basis. Applications o no less than $20,000.00 aresought.
