Biomass and biofuel standards in the EU 2
Outline
• Standards development in Europe
• Biomass standards
• Biofuels standards
• Sustainability standards
• Summary and conclusions
Biomass and biofuel standards in the EU 3
Standards development in Europe (1)
Standards…
• … are documents with agreements
on products, services and systems
• ... are designed for voluntary use
• ... contribute to:
– (inter)national strength of competition
– innovation
– health, safety and environment
– image
• ... are in accordance with WTO
Overcoming barriers to trade
Biomass and biofuel standards in the EU 4
Standards development in Europe (2)
Standardization …
• … is an open process
=> all parties concerned informed and welcomed to
participate for broad support
• … is developing standards based on consensus
=> no sustained opposition
• … is transparent
=> standards are developed according to established
rules and are publicly available for comments and use

CEN community:
• 31 members and 19
affiliates (incl. Ukraine)
• 400 European
federations in liaison
• 300 active technical
committees
• about 70 000 experts
• almost 14 000 standards

Biomass and biofuel standards in the EU 7
Biomass standards (1)
CEN/TC 335 "Solid biofuels", but also CEN/TC 343
"Solid recovered fuels"
• inter alia mandates from EC for specifications relevant
characteristics and origin of fuel
• many CEN/TSs & CEN/TRs currently upgraded to EN
• (draft) standards input for international standards
development in ISO/TC 238 "Solid biofuels"
Biomass and biofuel standards in the EU 8
Biomass standards (2)
• Terminology:
– prEN 14588 Terminology, definitions and description
• Fuel specifications, classes and quality assurance:
– (pr)EN 14961 series Fuel specifications and classes
– prEN 15234 series Fuel quality assurance
• Sampling and sample reduction:
– prEN 14778 Methods for sampling
– prEN 14779 Methods for preparing sampling plans and
sampling certificates
– prEN 14780 Methods for sample preparation
Biomass and biofuel standards in the EU 9
Biomass standards (3)
• Physical, mechanical and chemical test methods:
– EN 14774 series Determination of moisture content – Oven dry
method
– EN 14775 Determination of ash content
– prEN 15149 series Determination of particle size
– prEN 15150 Methods for determination of particle density
– EN 15103 Methods for determination of bulk density
– EN 14918 Determination of caloric value
– prEN 15210 series Determination of mechanical durability of
pellets and briquettes
– … and other standards with determination methods
Biomass and biofuel standards in the EU 10
Biofuels standards (1)
CEN/TC 19 "Gaseous and liquid fuels, lubricants and
related products of petroleum, synthetic and
biological origin"
• many working groups & task forces (not all on biofuel)
• inter alia mandates from EC for (bio)fuel
specifications
• input in and co-operation with international standards
development in ISO/TC 28 "Petroleum products and
lubricants" with new SC 7 on biofuels
Biomass and biofuel standards in the EU 11
Biofuels standards (2)
• Automotive fuels with ethanol:
– (pr)EN 15376 Ethanol as a blending component for petrol -
Requirements and test methods
=> currently revised to apply as component for 10% blending
– (pr)EN 228 Unleaded petrol - Requirements and test methods
=> 5% blending with ethanol (conform EN 15376) possible,
currently revised for 10% blending
– FprCEN/TS 15293 Ethanol E85 - Requirements and test
methods
=> upgrade of CWA 15293; CEN/TS probably upgraded to EN
Biomass and biofuel standards in the EU 12
Biofuels standards (3)
• Automotive fuels with biodiesel:
– (pr)EN 14214 Fatty acid methyl esters (FAME) for diesel engines -
Requirements and test methods
– (pr)EN 590 Diesel - Requirements and test methods
=> 7% blending with FAME (conform EN 14214) possible, aiming
at 10% blending but more testing needed
– CWA 15145 Water in diesel fuel emulsions for use in internal
combustion engines – Requirements and test methods
– CWA 15490 Paraffinic diesel from synthesis or hydrotreatment –
Requirements and test methods (GTL and BTL)
– new work item on B30 (kick-off May 2010)
Biomass and biofuel standards in the EU 13
Biofuels standards (4)
• Automotive fuels with pure plant oil:
– CEN Workshop 56 Fuel quality specification - Pure plant oil
application in diesel engines (kick-off April 2010)
• Automotive fuels with biogas:
– mandate from EC expected for standard on biomethane as
automotive fuel
=> note: mandate will also include standard on biomethane for
injection in grid (CEN/TC 234/WG 9)
Biomass and biofuel standards in the EU 14
Sustainability standards (1)
CEN/TC 383 "Sustainably produced biomass for energy
applications"
• original scope sustainability criteria for biomass (solid,
liquid and gaseous) for all energy applications
• current work items related to implementation of RED
(2009/28/EC)
• input in and possible co-operation with international
standard development in ISO/PC 248 "Sustainability
criteria for bioenergy"
Biomass and biofuel standards in the EU 15
Sustainability standards (2)
• Active work items CEN/TC 383:
– terminology
– calculation of greenhouse gas balance
– biodiversity and environmental aspects => nature protection
purposes, highly biodiverse non-natural grassland, peatland
– verification & auditing => conformity assessment including
chain of custody
=> publication expected for May 2012
=> EC Communications needed for finalizing working drafts
=> other work items might be re-activated later on this year
Biomass and biofuel standards in the EU 16
Summary and conclusions
• Standards are useful (and necessary) instruments to
facilitate trade within Europe and beyond
• Many standards related to biomass and biofuels
published or currently developed or revised
• European standards also source for international
standardization
• Standards are efficient instruments to support national
and EU targets on renewables (e.g. EC mandates)
