It is designed to test the essential functions of a police officer's work and was developed by a cross section of sworn officers (gender/age) and has been instrumental in determining not just annual fitness, but the ability to return to work post on- or off-the-job injury. The City of Columbia has a basic pre-employment obstacle course that candidates are required to complete. It has been in place for many years and I believe it to be out dated. We also have a pre-employment medical physical that is very thorough and Police Officers are required to go through this physical every two years.

We do have a pre-employment and return to work fitness assessment. We have worked with information from the Cooper Institute as well as the local clinic that does this work for us. We follow the State guidelines for establishing the physical requirements. Active police officers must pass quarterly fitness tests. Kim

See accompanying Word Doc titled: Cooper Physical Fitness Paper 4 We are working on this issue right now. I have attached a memo from the Cooper Institute that details some of the concerns involved. The biggest is that if you do physical testing of applicants on a pass/fail basis you must have physical standards for your incumbent officers. If you have out of shape current officers and then refuse to hire, for example, a female applicant because she can't run 1 1/2 miles in 16 minutes you are setting yourselves up for a lawsuit. I would recommend researching the Cooper Institute in Dallas, who are experts in physical standards for law enforcement and also searching the IACP (International Assoc of Chiefs of Police) website for information. See accompanying Excel Doc titled: SPD Physical Fitness Requirements 081016.xls Bonnie, We do require that applicants pass a physical fitness test to be eligible for consideration for employment. I have attached a copy of our fitness requirements. This is the minimum requirements for entrance to the State academy. If we are going to hire candidates, we expect them to go to the academy and pass. If they can not meet the entrance requirements to get into the academy, then we do not need to waste our time and resources on them. City of Waterloo, Indiana

The State of Iowa has a mandated physical ability test that the police officer candidate must pass before hire and has to pass again at the police academy. I have attached the rating form and a description of the required tasks. PHYSICAL FITNESS TEST 1. Sit & Reach Test The test involves stretching out to touch the toes or beyond with extended arms from a sitting position. 2. One Minute Sit-Up Test The test involves performing bent leg sit-ups for one minute. 3. One Minute Push-Up Test The test involves performing straight-leg push-ups for one minute. 4. One & One-Half Mile Run We have conducted this test both inside and outside, generally at one of the local high schools or the football domed stadium at the local university. No matter how good the conditions, a significant number of candidates cannot meet the criteria. The candidates generally know at least 6 weeks in advance about this test. Each year our current officers go through the same test. If they don't pass, they are not in trouble but get a lot of flack from the other officers. We do physical fitness exam and medical screening. All of our officers must be "certified" which is obtained through departmental training as well as state mandated training & testing; therefore, our physical fitness standards and guidelines are based primarily on standards established by the State agency responsible for issuing the certification. Good Morning, Bill Prokop asked me to get back to you on this.

NH Statue 188-F:27 requires that all Police Officers hired after 1 Jan 2001 take and pass a physical fitness test once every three years. This test consists of one repetition of a bench press based on a person’s weight, push-ups, sit-ups, and a 1.5 mile run. Standards vary by age and gender. I have attached a copy of the current Police Standards and Training Council’s standards. As a note, there are what is called “entry Standards” (Cooper 35th percentile) and “exit standards” (Coopers 50th percentile). These mean the 35th percentile is what is required to enter the NH police academy and the 50th percentile is what one must achieve to graduate from the academy.

Once certified and pursuant to the Statute cited above, an officer must only continue to meet the 35th percentile during the required every three year testing.

Our CBA also allows officers to take the physical fitness test twice a year and be compensated upon passing. Supervisors have the same wording in their contract, but only once per year.

PHYSICAL FITNESS EVALUATION 9.1 Consistent with the implementation of the Peace Officer Professional Standards and Certification Act, all applicants for the position of police officer shall be required to pass a battery of physical fitness tests. Applicants will be required to complete a battery of tests, consisting of a 1.5 mile run, 300 meter run, maximum push up, one repetition maximum bench press, and one-minute sit-up. Each test has a minimum for successful completion of the test. If an applicant fails any of the individual tests, then that applicant has not met the physical training standards. All applicants will be required to have a medical examination to determine if they can safely participate in the physical agility testing. All applicants must have an Ashland Police Department Medical Release Form signed by a physician or physician's assistant prior to taking the physical fitness test. The physical fitness tests and standards have been established by the KLEC and the DOCJT. The tests selected have been validated by Dr. Thomas A. Collingwood of Fitness Intervention Technology in Dallas, Texas, and determined to be most indicative of the areas of physical fitness necessary to perform the function of a peace officer in the Commonwealth of Kentucky. These tests and standards shall be used for each applicant for the position of peace officer without regard to age or gender. The evaluation is for the purpose of demonstrating physical skills necessary to perform essential job functions and to determine as accurately as possible the ability of the applicant to cope with the extreme physical stress of a police officer. The evaluation shall be conducted and supervised by the Ashland Police Department Physical Fitness Director or his designee. The Physical Fitness Director shall express a written opinion to the Chief of Police as to each applicant's ability to perform physical tasks relative to real tasks performed on the job. Each applicant shall receive a copy of the evaluation format a reasonable amount of time prior to the evaluation. 9.2 PHYSICAL FITNESS Physical fitness means having the physical readiness to perform the strenuous and critical tasks of the job. The physical fitness areas that have been determined to be the underlying factors for an officer's capability to do the job consist of five specific and different areas.

1. Aerobic power or cardiovascular endurance. This is having an efficient heart and cardiovascular system so that an officer can perform physical tasks over a sustained period of time. It is an important area for performing job tasks such as making foot pursuits and long term use of force situations. 2. Anaerobic power. This is having the ability to make short intense bursts of effort. This is an important area for performing job tasks such as short sprint pursuit situations. 3. Upper body absolute strength. This is having the upper body strength to make maximal efforts against a resistance. This is important for performing physical tasks that require lifting, carrying and pushing. 4. Upper body muscular endurance. This is having the capability to make repeated muscular contractions with the upper body without getting fatigued. This is important for much use of force job tasks. 5. Trunk or abdominal muscular endurance. This is having the capability to make repeated muscular contractions with the abdominal area without getting fatigued. The abdomen is the fulcrum of the body and is important in many tasks involving lifting, pulling and dragging. 9.3 MEASUREMENT Physical fitness will be measured during the performance of five physical fitness tests that will be given in one day. 1. 1.5 mile run. This measures aerobic power or cardiovascular endurance (the ability to have stamina over time). This test consists of running/walking, as fast as possible, the distance of 1.5 miles. 2. 300 Meter Run. This measures aerobic power or the ability to make an intense burst of effort for a short time period or distance. This test consists of sprinting 300 meters as fast as possible. 3. One Repetition Maximum (RM) Bench-Press. This measures the absolute strength of the upper body. The candidate lies on a bench and pushes up as much weight as possible one time. 4. Maximum Push up Test. This measures the muscular endurance of the upper body. The candidate executes as many push-ups as possible from the front, lean and rest position with no time limit. 5. One Minute Sit up Test. This measures the abdominal or trunk muscular endurance. While lying on the ground, the candidate executes in one minute as many bent leg sit ups as possible. Each test is scored separately and each applicant must meet the standard on each and every test. If an applicant fails any of the individual tests, then that applicant has not met the physical training standards. The procedure and order for testing will be as follows: 1. Test in the One Repetition Maximum Bench Press, and then rest for 5 minutes. 2. Test in the One-Minute Sit Up, and then rest for 15 minutes. 3. Test in the 300-Meter Run, then rest for 15 minutes. 4. Test in the Maximum Push Up, and then rest for 30 minutes. 5. Warm up for 2 minutes, then test in the 1.5 Mile Run and cool down for 5 minutes. Rating Point Value: A total of twenty-five (25) points possible: one (1) point for each exercise scored in the average category; three (3) points for each exercise scored in the above average category; or five (5) points for each exercise scored in the exceeds category. 9.4 PHYSICAL FITNESS TRAINING REQUIREMENT Any applicant hired after December 31, 1980, shall be required to participate in the City's physical fitness/wellness program and may be granted up to three (3) hours per week duty time for physical fitness training. Every sworn officer of the Ashland Police Department hired prior to December 31, 1980, who chooses to participate in the Department's health maintenance program, may also be granted up to three (3) hours per week duty time for physical fitness training. This is a health maintenance program and no officer who volunteers to participate shall be subject to any disciplinary action for a below average evaluation.

The City of Norman does conduct a physical ability test as a part of the employment process for Police Officer. I have attached our "Testing and Hiring Procedure" which is published on the Human Resources website. The procedure includes a section detailing the physical ability test and requirements for satisfactory completion of all four tasks. The physical ability test and written examination are two of the initial elements of the selection process. Prior to participating in these tests, applicants are required to review our disqualifiers and indicate in writing on the disqualifier document any that apply. Should any disqualifiers apply, an interview with the applicant is conducted by a Major from the Police Department and myself. At that time, a determination of the applicant's status is made; whether or not the applicant will remain in the process and participate in the written and physical ability testing. (we do a conditional job offer when we want to move them forward in the hiring process - background investigation, polygraph, medical and psychological exam. Oregon 

Good Afternoon Bonnie, Some law enforcement agencies in Oregon used the required Oregon Department of Safety Standards & Training fitness requirements, as part of the employment process (http://www.oregon.gov/DPSST/AT/ORPAT.shtml). When using it as part of the employment process, the physical skills assessment (vs. a "fitness test") may be incorporated into the day they taken a written exam, the day they interview, or scheduled as a separate day. Candidates are usually sent a link to the DPSST website, so they can prepare for the assessment. Candidates sign a waiver, prior to performing the assessment. Please note: Medical exams/fitness exams are not part of the physical skills assessment--no medical information is obtained as part of the assessment. We only hire officers who are MCOLES (Michigan Council on Law Enforcement Standards) certified or certifiable. A component of that certification is passing physical fitness and agility tests. The following is the description of our fitness testing requirements, taken from our website at georgiastatepatrol.com:

Physical Fitness Standards: The Physical Fitness Program is an evaluation based on the recommendation of the Cooper's Institute in terms of absolute standards (same job = same standard). These standards are reflective of the minimum fitness level an individual must possess to perform their job regardless of their age or gender. The following events will comprise the assessment:

Event  Minimum Standard 

300 Meter Sprint         90 seconds or faster 

Bench Press           (1 repetition) 67% of body 

weight 

Push Ups              (#) 21 

Sit Ups                  (#) 30 in one minute 

 

Please note that these are the minimum standards for consideration for employment. The Trooper School cadets will be required to be at a much higher level of fitness which includes long distance running for cardiovascular endurance. It is highly suggested that applicants implement physical training programs that will prepare them to well exceed the minimum requirements listed above.

Evanston, Illinois  

Bonnie – We have a POWER test that all candidates must take. (Peace Officer Wellness Evaluation Report). This is governed by the Illinois Law Enforcement Training and Standards Board. They also have a POWER test if hired when they enter the Police Academy. The POWER test consists of the following:

1. Sit and Reach Test 2. One Minute Sit-Up Test 3. Maximum Bench Press 4. 1.5 Mile Run

We do the POWER test as part of our pre-employment process for police officers. I would like to move to a more job specific test (we had a very good, validated program at my previous employer in Colorado) but in Illinois, the POWER test is widely accepted. I would very much like a copy of your results if you are willing to share them. Have a great afternoon.

I have attached information that may be helpful to you. The medical exam or physical is the closest to fitness for duty. The Police department representative reviews all the pre-employment information and either accepts or rejects the applicant based on the results. Our employment offers are based on successfully passing the exams. The offer is a contingent offer.
