The 2010 Michigan Annual Drunk Driving Audit provides detailed
information concerning traffic fatalities and injuries, as well as
arrest activities that are part of ongoing efforts to reduce drunk
driving in our state. Alcohol and/or drug related fatal crashes
remain a significant traffic safety issue, with approximately 38
percent of the total fatal crashes involving alcohol and/or drugs.
The crash data displayed for each county are 2010 traffic crash
statistics. The Michigan Department of State Police, Criminal
Justice Information Center, maintains the state’s central
repository for all crash data collected in Michigan. The crash data
is housed in the Traffic Crash Reporting System and the Drunk
Driving Audit is created using this data. A reportable crash in
Michigan is defined as: a motor vehicle that is in transport on the
roadway that results in death, injury or property damage of $1,000
or more. In addition, a crash is reported for any snowmobile or
off-road vehicle (ORV) with damage of $100 or more, whether on the
roadway or off the roadway. The Michigan Annual Drunk Driving Audit
was compiled with information and data provided by the Michigan
Department of State Police, the Michigan Department of State, and
the Michigan Department of Transportation. We appreciate the
teamwork, assistance and dedication of each of these departments in
helping to make Michigan’s roads safe. We look forward to our

AUTHORITY This report is produced by the Michigan Department of
State Police in compliance with the Michigan Vehicle Code (MCL
257.625) which requires the department to compile statistical
information on the items listed in the law under Section
625i(1)(a-j). These items are further required to be reported by
each individual county. For the purposes of meeting this
requirement, separate data pages are provided for each of
Michigan’s 83 counties, as well as a separate data page for
statewide totals (County #99). Each data page is formatted so that
required items are presented on a single page. In Section II of
this publication, the Department of State provides conviction data
outlined in Section 625i(2)(a-h). Data across the top of the County
Data page contains the following: 1. Year for which data applies 2.
County name 3. Miles of road in the county* 4. Population of the
county 5. Total vehicle miles traveled in the county* *Source:
Michigan Department of Transportation (latest available data on
file is from 2009)
TRAFFIC CRASH DATA The traffic crash data is a product of the
Michigan traffic crash reporting system. State statute requires all
law enforcement agencies in Michigan to report traffic crashes to
the Director of the Michigan Department of State Police on a
uniform report form making it possible to summarize the following:
1. Total number of personal injury crashes in the county 2. Number
of persons injured in traffic crashes in the county 3. Total
alcohol and/or drug involved personal injury crashes in the county
4. Number of persons injured in alcohol and/or drug involved
crashes in the county 5. Number of alcohol and/or drug involved
personal injury crashes that occurred per 100 miles of roadway
in
the county 6. Number of persons injured in alcohol and/or drug
involved crashes per 100 miles of roadway in the
county 7. Number of alcohol and/or drug involved personal injury
crashes that occurred in the county per 10,000
population 8. Number of persons injured in alcohol and/or drug
involved crashes per 10,000 population in the county

ARREST DATA 625f - Implied Consent Suspensions indicates cases
where a driver was arrested, refused to submit to
a chemical test and, consequently, had his/her driver license
suspended. This information is obtained from Michigan Department of
State driver records.
625(1)(a)(b)(c) - OUIL indicates the combined total of arrests
for OUIL (Operating a vehicle while Under
the Influence of Liquor), UBAC (Unlawful Bodily Alcohol
Content), and OUID (Operating a vehicle while Under the Influence
of Drugs), and high Blood Alcohol Content (BAC).
625(3) - Impaired indicates arrests for the lesser violation of
OWI (Operating While Impaired). 625(4) - OWPD or OUIL/OWI Death
indicates arrests for Operating With the Presence of Drugs
(OWPD)
or OUIL/OWI at a crash where a person was killed. 625(5) -
OUIL/OWI Injury indicates arrests for OUIL/OWI at a crash where a
person was seriously injured. 625(6) - Zero Tolerance indicates
arrests of persons under 21 years of age that had any BAC
(beginning
November 1, 1994). 625(7) - Child Endangerment indicates arrests
of persons for operating a vehicle while another person
who is less than 16 years of age is occupying the vehicle.
625(8) - OWPD indicates arrests for OWPD at a crash where a person
was killed or seriously injured. 625m - CDL Driver .04 indicates
arrests for OUIL of commercial vehicle drivers (persons with a
Commercial Driver License) who had a Bodily Alcohol Content
(BAC) of 0.04g to 0.07g (beginning January 1, 1993).
COMPARISON OF DATA TO UNIFORM CRIME REPORT (UCR) DATA
The reader is cautioned not to compare Arrest Data (Section I)
of this Annual Drunk Driving Audit with other seemingly similar
arrest data such as that reported by the Michigan Department of
State Police, Criminal Justice Information Center, in its annual
Uniform Crime Report. The sources of data are not the same. The
Drunk Driving Audit is based on Breathalyzer reports submitted by
law enforcement officers at the time of a drunk driving arrest. The
Uniform Crime Report is based on Incident Report forms submitted to
the Reporting and Analysis Division.
The Conviction Disposition Summary is assembled and reported by
the Michigan Department of State and appears as Section II of this
report.
