How the Scores Were Calculated:The Speaker of the House and President of the Senate choose
the committee chairpersons in their respective chambers.
Therefore, the Speaker and President are ultimately
responsible when those chairpersons block the progress ofbills by not allowing them to come up for a vote.
If a bill is identified as a Liberty Vote but is not brought up for
a vote in committee, the Committee Chairperson will receive a
negative twenty (-20) Liberty Vote points off their final score.
The Speaker of the House or the President of the Senate,
depending on where the committee is located, will also receivea negative twenty (-20) Liberty Vote points off their final
score.
Legislators are sent to Annapolis to vote, not to sit in theirseats afraid to take a position. Any legislator present for a
Liberty Vote who does not vote or has not received an
excused absence for the vote will receive a negative twenty(-20) points for not voting off their final score.
Excused absences result in each remaining vote being worth a
larger percentage depending on the actual number of votes
taken. Examples, 4 votes= 25% each, 3 votes= 33% each,2 votes= 50% each, 1 vote= 100%. Any unexcused voteremains negative twenty (-20) points off of their final score no
matter what percent (%) the other votes are worth
Some Liberty Votes may be identified during session so that
the legislators will know in advance that their vote for oragainst liberty is being counted.
Why the Liberty Scorecard was created:The Liberty Scorecard has been compiled to inform
the public as well as the legislator of the impact their
votes have on the liberty of our citizens.
Liberty Votes are chosen based on whether they either
promote or infringe upon those liberties inherent
within our Bill of Rights.
It is hoped that this Liberty Scorecard will remind our
state legislators that freedom and liberty are seldom
lost in one fell swoop; they are lost one bill or
amendment at a time.
Lifetime Scores:The Lifetime score is the average of the 2009 and
2010 totals for each individual Delegate and Senator.
Liberty Legislators:Senators and Delegates scoring 80% or above on their
Liberty Scorecards will be recognized as Liberty
Legislators for that year.

Liberty Votes Maryland State Senate1) HB 1564: Maryland Health Insurance Plan- Administration of National
high Risk Pool Program (Floor Amendment Pipkin 863126/1)This amendment would have prohibited forcing the citizens of Maryland to
purchase medical insurance. This amendment would have effectively stopped one
of the most constitutionally objectionable parts of the Obama Health Care Plan.Voting YES was a vote for liberty.
2) SB 789: Labor and Employment - The Healthy Retail Employee Act - (Floor
Amendment Mooney 513826/1)This amendment would have required that the State government be bound by the
same mandatory employment and break laws as it was about to burden Private
Sector businesses with. Voting YES was a vote for liberty
3) HB 465: Collective Negotiations by Family Child Care ProvidersThis bill was the legislative authorization of Governor O'Malley's executive orderrequiring private sector day care providers who accept purchase of care orders
(P.O.C) for providing Daycare services to participate in a vote for unionization.
Voting NO was a vote for liberty.
4) HB 905: Criminal Law- Prohibitions on Wearing, Carrying, or
Transporting Firearms - Exceptions
This bill was an effort to correct the overly restrictive legislation passed lastsession. This bill would allow those who had protective orders entered against themto transport their firearms to the police without fear of being arrested while doing
so. Voting YES was a vote for liberty.
5) HB 1299: Labor and Employment- Healthy Retail Employee ActThis bill would mandate that private sector businesses provide specified work
breaks and working conditions to their employees, while also assigning thepossibility of fines, costs and attorney fees against those employers who fail to
comply. Voting NO was a vote for liberty.

towards. Voting NO was a vote for liberty.
