Alabama, Arizona, California, Colorado, Florida, Georgia, Hawaii, Illinois, Indiana, Iowa, Kansas, Maryland, Michigan, Minnesota, Mississippi, Missouri, Montana, Nevada, New Mexico, New York, North Dakota, Oregon, South Dakota, Tennessee, Utah, Washington, Wisconsin, Wyoming and Idaho have entered into a “Wildlife Violator Compact.” This means if your hunting, fishing or trapping license is revoked by any of the member states, all the remaining states will revoke the same license or privilege for the same time period. In addition, any nonresident who does not satisfy the requirements of an Idaho citation will have his/her hunting and fishing license revoked in their home state until those requirements are satisfied. Idaho Department of Fish and Game offices are open 8 a.m. to 5 p.m. Monday through Friday except state holidays. Offices in the Panhandle and Clearwater regions are in the Pacific Time zone; all others are in the Mountain Time zone.

What’s New in 2009?Format changes: The order has changed this year, moving seasonsnearthefrontofthebook.Rulesandlicenseinformationhasbeenmovedtothebackofthebook.PleaseconsulttheTableof Contents for an overview of the order.

Moose:Theexperimentwithtwo-week-longhuntsinthePanhandleRegion has ended. Applicants may now apply for either a 78-day season from September 15-December 1, with the dates shifted so that the moose season closes concurrent with the Panhandle elkseason.Also,forbetterdrawingodds,applicantsmaychooseamongtwotwo-weekseasons:October1-14orNovember1-14.In the Clearwater Region, individual moose hunt areas were combinedtocreateunit-widehuntsinUnits16A,17,19and20.Permitlevelsinthesehunts,aswellassomehuntsinUnits10A,12, 14, 15 and 16, were reduced because of changes in hunter success and antler spread.IntheUpperSnakeRegion,thenumberofpermitsforbullandantlerlessmoosehasbeenreducedtoreflectlocaldeclinesinhunter harvest and average antler spread of harvested bulls.

Bighorn Sheep:Sheep hunt areas 20-1 and 20-2 were combined to create a single hunt.PermitlevelsintheUnit11,19,and20sheephuntswerereduced in response to poor lamb recruitment and declines in bighorn sheep numbers.The one-day overlap between the end of regular seasons for bighorn sheep hunts and the start of late hunts 17, 26 and 27 was eliminated.AnewhuntwasdesignatedinUnit28(HuntArea28-3).Unit40wasseparatedfromHunt41-1and41-2asastand-alonehunt, to focus hunting effort on the many small herds found in northernOwyheeCountywestofPoisonCreekRoad.

Mandatory Check and Report RequirementsAntlersmustbepresentedatIdahoFishandGameregionalofficesorofficialcheckpointortoaconservationofficerwithin10daysofthedateofthekill.FishandGameheadquartersofficeisnotequippedtocheckinmoose.IntheBoisearea,theseanimalscanbecheckedattheIDFGRegionalOfficeinNampa(3101S.PowerlineRd,208-465-8465)betweenthehoursof8a.m.and5p.m.orbyappointmentatthe Garden City facility, 109 W. 44th St., 208-327-7099. Successful hunters must complete a big game mortality report, available at Fish andGameregionaloffices,fromconservationofficers,taxidermists

andmeatprocessorswithin10daysofthedateofthekill.Allhunterswho have harvested either an antlered or antlerless moose must complete this report.Ahuntermayauthorizeanotherpersontocomplywiththeabovereportrequirementsifthatpersoncomplieswiththoserequirementsand possesses the necessary information to accurately complete the form.UnsuccessfulpermitteesmustpresentormailtheirunusedtagstoaFishandGameofficewithin10daysafterthecloseoftheseasonforwhich the tag was valid. Cancelled tags will be returned to the hunter uponrequest.Failuretoreportmayresultinfutureineligibilityinmoose drawings.NOTE:MoosetagsunfilledafterthefirstdrawingareavailabletoanyIdahohunterduringaseconddrawing.(Seepage8).Hunterswhohave previously harvested a bull and/or a cow moose and not eligible forthefirstdrawingmay apply for and receive one of these tags in the second drawing or as a left-over permit if tags are still available.

Mandatory Check and Report RequirementsAnyhunterkillingabighornsheeprammustpresentthehornsandcomplete a big game mortality report at an Idaho Fish and Game regionalofficewithin10daysofthedateofthekill.FishandGame’sheadquartersofficeisnotequippedtocheckinbighornsheep.IntheBoisearea,theseanimalscanbecheckedattheFishandGameregionalofficeinNampa(3101S.PowerlineRd,208-465-8465)between the hours of 8 a.m. and 5 p.m. or by appointment at the Garden City facility, 109 W. 44th St., 208-327-7099.

Ahuntermayauthorizeanotherpersontocomplywiththeabovereportrequirementsifthatpersoncomplieswiththoserequirementsand possesses the necessary information to accurately complete the form.Unsuccessfulpermitteesmustpresentormail their unused tags to a FishandGameofficewithin10daysafterthecloseoftheseasonforwhich the tag was valid. Cancelled tags will be returned to the hunter uponrequest.Failuretoreportmayresultinfutureineligibilityinbighorn sheep drawings.

Idaho Chapter Foundation for North American Wild Sheep is a 501(c) 3 nonprofit organization. Funds from the IdahoBighorn Sheep Raffle are used for the benefit and enhancement of bighorn sheep in Idaho. This form is also avail-able on Idaho Chapter’s website www.idahowildsheep.org.


All hunters must have a valid Idaho hunting license and the appropriate tags or permits in their possession while hunting.

Hunting Hours: Big game animals may be hunted only from one-half hour before sunrise to one-half hour after sunset.

Definition of Hunting: Huntingmeanschasing,driving,flushing,attracting, pursuing, worrying, following or on the trail of, shooting at, stalking,oflyinginwaitforanywildlifewhetherornotsuchwildlifeisthensubsequentlycaptured,killed,takenorwounded.

Age Limit: Only properly licensed youths 12 or older may hunt big game. A youth may buy a license when 11 to apply for a controlled hunt, but he or she must be 12 at the time of the hunt. A youth small game license for hunters aged 10 and 11, is not valid for big game.

Bag and Possession Limits: A hunter may harvest only as many of a big game animal species as he or she has legal tags for in that year. Any animal harvested in a depredation hunt before a controlled hunt in the same unit for which the hunter holds a tag must be included under the limit and tagging rules of the controlled hunt permit. No personmaytakemorethanoneanimalperyearduringacontrolledhunt season by using both a controlled hunt permit and a depredation permit.

Gifts of WildlifeNopersonmaypossessmoregameanimals,birdsorfishtakenwithinthe state than allowed by personal possession limits.

Mandatory Harvest Reporting Requirements: Moose, Bighorn Sheep and Mountain Goat Hunters: Hunters must present moose antlers or mountain goat horns at Idaho Fish and Game regionaloffices,officialcheckpointortoaconservationofficerwithin10daysofthekill.BighornsheephornsmustbepresentedtoanIdahoFishandGameregionalofficewherehornswillbepermanentlymarkedwithametalpin.

Waste of GameHuntersarerequiredtoremoveandcarefortheediblemeatofbiggame animals, except mountain lion. This includes the meat of the frontquartersasfardownastheknee,hindquartersasfardownasthehock,theneckmeat,meatalongthebackbone,andmeatcoveringtheribs. It does not include meat of the head, internal organs, or meat on the bones after close trimming.

Wounding and RetrievingNopersonshallwoundorkillanybiggameanimalwithoutmakinga reasonable effort to retrieve it and reduce it to possession. It is unlawful to enter private property that is posted, cultivated or in irrigated pasture without landowner permission to retrieve game.

Electronic CallsNo electronic calls may be used to attract big game for the purpose of harvest, except such calls may be used to attract mountain lions in Big GameUnits41and42.

It is Unlawful To:Huntortakeanywildlifewithoutavalidhuntinglicenseor•withoutrequiredtagorpermitinpossession.Partyhunt,orhelpfillanotherperson’stag.•Shoot from or across the traveled portion, shoulders, or •

embankmentsofanyroadmaintainedbyanygovernmententity.Huntbiggameorgamebirdsfromorbytheuseofanymotorized•vehicle, except for holders of a valid handicapped person’s Motor Vehicle Hunting Permit when vehicle is stopped and off publicroadways.SeeUplandGame,TurkeyandFurbearerrulesbrochure for other exceptions.Useanymotorizedvehicletomolest,stirup,rallyordriveany•game animal or game bird.Operate any vehicle in an area designated as closed for that •specificvehicletype.Operate or use as an aid to hunting a motor vehicle in violation of •area, trail, or road restrictions.Useaircrafttolocategameorfurbearinganimalsand•communicate location to persons on the ground, or to use any helicopter to transport hunters, gear or game, except at establishedlandingfields.Failtostop–withorwithoutfishorwildlife–atanyFishand•Gamecheckstationencountered,evenifyourhunting,fishingortrapping activity occurred outside the state of Idaho. Failtoproducewildlifeforinspectionuponrequestofa•conservationofficerorotherpersonauthorizedtoenforceIdahoFish and Game rules.Huntanywildlifespecieswiththeaidofartificiallight,• except raccoons.SeefurbearerrulesinUplandGameSeasonsbrochureforspecificregulationsandotherexceptions.Hunt big game with dogs, • exceptforblackbearandmountainlion. See big game rules for details.Transfer any license, tag, or permit or use another’s license, tag, •or permit.Acquiremorecontrolledhuntpermitsortagsperspeciesthanthe•bag limit for that species.Destroy or disturb traps, or remove any wildlife from traps •belonging to others.EnterIdahowithlivestockwithoutahealthcertificatefor•transport and a brand inspection slip.Intentionallyinterferewiththelawfultakingofwildlifeorlawful•predator control by another.Hunt any game animal by means of baiting with grain, salt in •anyform,liquidorsolid,oranyothersubstance–includingnonagriculturalwaterasanattractant,butnotliquidscents–toconstitute an attraction or enticement, with the exception of applicablerulesfortheblackbearbaitingpermit.(Seebiggamerules.)

Areas Closed to Big Game Hunting:Allstateparks,• exceptFarragutStateParkandFarragutWildlifeManagement Area which has a November 1 through December 1 deerarcheryseason,andBillingsleyCreekatMaladGorgeStatePark,CastleRockStatePark,andstatelandwithintheCityofRocksNationalReserveareopentoallhunting.Part of the Craters of the Moon National Monument is closed to •hunting. General Wildlife Laws


DavidThompson,andLewiston),statewildlifemanagementareas,Springfieldstatebirdpreserve,birdrefuges,andbirdsanctuaries that have been closed to hunting by legislative or commission action.All or portions of national wildlife refuges, • exceptasspecifiedinfederal regulations for individual refuges.AllSnakeRiverislandsbetweenGlennsFerrybridgeandSailor•CreekbridgeinElmoreCounty.Hagerman Fossil Beds National Monument in Twin Falls County, •except that portion within an area 50 feet above the high water leveloftheSnakeRiver.Theupslopeareaismarkedbyyellowfiberglassmarkers,andhuntingispermitteddownslopetotheriver.Mountain lions may not be hunted or pursued within one-half •mile of any active Idaho Fish and Game big game feeding site.Blackbearsmaynotbehuntedorpursuedwithin200yardsof•theperimeterofanydesignateddumpgroundorlandfill.

Trespass LawNopersonmayenterprivatelandtohunt,fish,ortraporretrievewildlife without permission if the land is either cultivated or posted with legible “No Trespassing” signs. Proper posting means either signs,100squareinchesoffluorescentorangepaint,oranentirefluorescentorangemetalfencepostevery660feetaroundthepropertyand at reasonable access points.

Landthathasbeenloosenedorbrokenupinpreparationforraisingcrops, used for raising crops or as irrigated pasture is considered cultivated.

It is unlawful for anyone to post public land that is not held under an exclusive control lease. Conviction of trespass on cultivated or posted privatepropertyforthepurposeofhunting,trappingorfishingcarriesamandatoryone-yearrevocationofhunting,fishingortrappinglicenses.

FederallawprohibitsunauthorizedtrespassonIndian-ownedreservationlandsforhunting,fishing,ortrapping.

Using Blinds on Public LandsHunting blinds placed on public lands managed by the Bureau of Land Management must meet the following criteria:

Construction materials1 . –Portablepop-upblindsareencouraged. No permanent placement of materials is allowed and all materials must be removable. Wire mesh, which may behazardoustowildlifeorlivestock,isnotallowed.Damageto natural and cultural resources by actions such as digging, trenching, or other surface disturbances are prohibited. Cuttinglivevegetationtobuild,screenorcamouflageblindsisdiscouraged.Labeling 2 . –Thehunter’sfullnameandzipcodemustbepermanently attached, etched, engraved or painted on the blind in an obvious location.Placement dates3 . –Blindsmaybeplacednoearlierthan10daysbefore the beginning of the hunting season for which the hunter has a valid tag, and must be removed within seven days of the close of that hunting season.Right of use4 . –Blindsmaybeusedbyhuntersonafirst-come,first-servedbasis.Placementofablindonpubliclanddoesnotcreateanexclusiverightofuse.Lockingblindsisnotallowed.Please be respectful of other hunters’ blinds.Wildlife or livestock developments5 . –Divertingwater,

tampering with or modifying rangeland developments, such as watering troughs, reservoirs, springs, fences, or related structures orwatersourcesisprohibited.Huntersmaynotharasslivestockor impede their access to water sources.

Placement or use of hunting blinds beyond that described above is a violation of federal regulations and may be subject to criminal penalty. Formoreinformation,pleasecontactthenearestBLMoffice.

Bag and Possession Limits:Moose: • No person may harvest more than one antlered and one antlerless moose in Idaho during their lifetime, except that Super Hunt tag winners and left-over permit holders may harvest moose regardless of any previous harvest of moose in Idaho.Bighorn Sheep: • NopersonmayharvestmorethanoneRockyMountain and one California bighorn sheep in Idaho during their lifetime. Lottery and Auction Tag winners are exempt from the once-in-a-lifetime provision.Mountain Goat: • No person who has harvested a mountain goat in Idaho since 1977 may apply for a mountain goat permit in Idaho.

Closed Seasons: There are no open seasons for caribou, bison (buffalo),grizzlybearorlynx.Withtheexceptionofbison,theseare threatened or endangered species and are protected by state and federal laws. Please report any suspected sightings of gray wolves or lynxtotheU.S.FishandWildlifeServiceinBoiseat208-378-5243orthenearestIdahoFishandGameoffice.

Furbearers:Bobcats,badgers,raccoonsandredfoxesareclassifiedas furbearers and may be hunted or trapped only during the furbearer season. No open seasonexistsforlynx,wolverineorfisher.Seeupland game and trapping rules.

Possession and Sale of Wildlife Parts: Lawfully harvested wildlife parts–exceptediblemeatfromgameanimals–maybepurchased,bartered or sold when accompanied by a written statement showing saidwildlifewaslawfullyharvested.Ifblackbearormountainlionparts–excludingtannedorfinishedrugsormounts–aresoldorbartered,asignedwrittenstatementshowingthetaker’sname,address,licenseandtagnumbers,dateandthelocationofkillmustbe provided to the buyer. Buyers must submit completed transaction statements to Idaho Fish and Game within 10 days of sale.

Wildlife parts legally harvested outside of Idaho may be possessed and sold in Idaho if such sale is not prohibited in Idaho or the state, province or country where harvested, or by federal law.

Itisunlawfultopossessanywildlifeorpartsthatwerekilled,takenorobtained unlawfully.

Possession and Sale of Wildlife Found Dead: Protected species of wildlife that have died of natural or accidental causes are generally considered property of the state and may not be possessed. But parts ofbiggamespecies–horns,antlers,elkteeth,bearandlionparts–may be recovered and possessed for personal use if the animal died ofnaturalcauses.Lawfullyrecoveredandpossessedparts–excepthornsfrombighornsheep–maybesold,transferred,purchasedorbartered, when accompanied by a statement on how it was obtained. It isunlawfultopossesswildlifethathasdiedfromanyhuman-inflictedcause(e.g.hitbyavehicle,poached,etc.)notconsiderednatural.Ediblemeatfromgameanimalstakenfromthewildmaynotbepurchased, bartered or sold.

Recovery, Possession and Sale of Bighorn Sheep Horns: Horns from bighorn sheep that have died of natural causes may be recovered and possessed. All bighorn sheep horns must be presented to Fish and Gameformarkingwithapermanentpinwithin30daysofrecovery.It is unlawful to sell, barter or purchase bighorn sheep horns obtained under these circumstances, or to transfer ownership of recovered bighorn sheep horns without a permit from Idaho Fish and Game.

Predatory and Unprotected Wildlife:Coyotes,skunks,weaselsandjackrabbitsareclassifiedbyIdaholawaspredatoryandunprotected.Theymaybetakeninanynumberyear-roundandatanytimebyholders of the appropriate valid Idaho hunting or trapping licenses, providedsuchtakingisnotinviolationofstate,countyorcitylaws,ordinances, rules or regulations.

Protected Nongame and Threatened or Endangered Species: No personshalltakeorpossesswildlifespeciesclassifiedasProtected

Nongame or Threatened or Endangered at any time or in any manner, exceptasprovidedinSections36-106(e)5and36-1107,IdahoCode,by Commission Regulation, or IDAPA 13.01.10.100.06b.

Livestock Health Certificate Requirement: Anyone bringing livestockorhuntingdogsintothestateshouldcalltheIdahoDepartmentofAgriculture,208-332-8540,forhealthcertificaterequirements.

Weed-Free Hay Requirement: On national forest lands or Idaho Fish andGamewildlifemanagementareas,anyoneusingpackanimalsorstrawintheircampmustonlyuseweed-freecertifiedhay,forageorstraw to prevent the spread of noxious weeds. Transportation issuesAny person who transports any wildlife for another person or receives any wildlife for cleaning, processing, as a gift, or for storage must haveawrittenproxystatementsignedbythepersonwhokilledtheanimalspecifyingthenumbersandkindsofwildlife;datetaken;hunter’s name and address; and license, tag and permit numbers. The proxy form is provided below for convenience.

Preserving evidence of sex

Bighorn Sheep: Anyhuntertakingabighornsheeprammustleavethatportionoftheskullplatecontainingtheupperonehalfoftheeyesocketnaturallyattachedtobothofthehornsuntilafterthehornshavebeen pinned by Fish and Game.

Moose: The antlers of a bull moose must be carried out with the head.Theentireheadofanantlerlessmalemoose(withantlerslessthan6incheslong)killedduringanantlerless-onlyseasonmaybeleftnaturallyattachedtothewholecarcassortoafrontquarteruntilthecarcassreachesthefinalplaceofstorageorconsumption.Ifthehead is removed, the sex organs must remain naturally attached tothecarcassuntilitreachesthefinalplaceofstorageorpersonalconsumption. Plus, the antlers must accompany the carcass while in transit.

Mountain goat: Huntersmustpackouttheheadandhorns.Ifthehead is removed from the carcass, a portion of the sex organs must remainnaturallyattachedtothecarcassuntilitreachesthefinalplaceof storage or consumption.

Proper Tagging and Transportation of Animals and MeatImmediately after any moose, bighorn sheep or mountain goat has beenkilled,thehunterharvestingtheanimalmustcomplywiththefollowing regulations regarding the proper tagging, transportation and shipment of a carcass:

The appropriate big game tag must be validated and securely •attached to the animal immediately after the kill. The validated tag must remain attached to the carcass until the meat is processedandreachesthefinalplaceofstorageforpersonalconsumption.

Proper location of tagAttach to the largest portion of the carcass.•

Any license, tag or permit that is defaced or altered is invalid from the date and time of issue. It is unlawful to use or attempt to use any license that has been defaced or altered.

Hunters must completely remove two notches indicating month and day of kill.

Note: Immediatelyafterthekill,thetrianglesdenotingthemonthand day must be cleanly and completely removed. Tearing, slicing or punching the tag is not legal.


Weapon Restrictions

Rifle and ShotgunIn any hunt, including any-weapon seasons, it is unlawful to pursue or killbiggameanimals:

Byanymeansotherthanapprovedfirearms,muzzleloadersand•archery methods.With any electronic device attached to, or incorporated on, the •firearmorscope;except scopes containing battery powered or tritium lighted reticles are allowed.Withanyfirearmthat,incombinationwithascope,slingand/or•any attachments, weighs more than 16 pounds.Withanyfullyautomaticfirearm.•Withanyshotgunusingshotsmallerthan#00buck.•Withanyrimfirerifle,rimfirehandgun,ormuzzleloading•handgun, except for mountain lion.

Short Range WeaponsIn big game seasons restricted to short-range weapons, it is unlawful forhunterstouseanyweaponotherthanamuzzleloader,archeryequipment,crossbow,orashotgunusingslugsorshotofsize#00buckorlarger.

Muzzleloader Caliber RequirementsIn any hunt, including general any-weapon seasons and short-range hunts,itisunlawfultopursueorkillbiggameanimals:

Withanymuzzleloadingrifleormusketthatislessthan.45•caliber for deer, pronghorn, or mountain lion; or is less than .50 caliberforelk,moose,bighornsheep,mountaingoatorblackbear.

Muzzleloader-Only SeasonAnypersonhuntinginamuzzleloader-onlyseason,includingcontrolled hunts, must have in their possession a license with a muzzleloaderpermitvalidation.Duringamuzzleloader-onlyseason,itisillegaltopursueorkillabiggameanimalwithanyfirearm,muzzleloadinghandgun,orweaponotherthanamuzzleloadingrifleormusket.Inaddition,themuzzleloadingrifleormusketmustbe:

Capableofbeingloadedonlyfromthemuzzle.•Equippedwithonlyopenorpeepsights.Scopesandany•electronics are prohibited.Loadedonlywithlooseblackpowder,loosePyrodex,orother•loosesyntheticblackpowder.Pelletizedpowdersareprohibited.Equippedwithasingleordouble-barrel.•Loaded with a projectile that is within .010 inch of the bore •diameter. Sabots are prohibited.Loadedwithapatchedroundballorconicalnon-jacketed•projectile comprised wholly of lead or lead alloy.Equippedonlywithaflint,percussioncapormusketcap.209•primers are prohibited.Equippedwithanignitionsystem,inwhichanyportionofthe•capisexposedorvisiblewhentheweaponiscockedandreadytofire.

Archery EquipmentIn any hunt, including general any-weapon seasons and short-range hunts,itisunlawfultopursueorkillbiggameanimals:

With arrows or bolts having broadheads measuring less than 7/8 •inch in width and having a primary cutting edge less than 0.015 inchthick.Withanybowhavingapeakdrawweightoflessthan40pounds•up to or at a draw of 28 inches.With an arrow or bolt• wherein the broadhead does not precede shaftandnock.With any chemicals or explosives attached to the arrow or bolt.•With arrows or bolts having expanding broadheads.•With arrows or bolts having barbed broadheads, which is a •broadhead with any portion of which forms an angle less than 90 degrees with the shaft or ferrule.With any electronic or tritium-powered device attached to an •arrow, bolt or bow.With any bow capable of shooting more than one arrow at a time.•With any compound bow set at more than 85 percent let-off.•With an arrow or bolt, and broadhead with a combined total •weight of less than 300 grains.Withanarrowlessthan24inchesfrombroadheadtonock•inclusive. Withabolt(crossbow)lessthan12inchesfrombroadheadto•nockinclusive.

Archery-Only SeasonAny person hunting in an archery-only season, including controlled hunts, must have their license with archery permit validation. During an archery-only season, it is illegal for hunters to use any firearm,crossbow,orimplementotherthanalongbow,compoundboworrecurvebowincompliancewithgeneralarcheryequipmentrequirements,or:

Anybowequippedwithmagnifyingsights.•Any device that holds a bow at partial or full draw. • Except handicapped hunters possessing a permit may use a device that holdsabowatpartialorfulldraw.(Applicationsfortheuseofdevices holding a bow at partial or full draw by handicapped huntersareavailableatFishandGameoffices).Except• handicapped hunters possessing a permit may use a crossbow.(ApplicationsfortheuseofcrossbowsbyhandicappedhuntersareavailableatFishandGameoffices).


Controlled hunt is a term used to describe a hunt with a limited numberofpermits,unlikeageneralseason,whichallowsunlimitednumbers of hunters. Controlled hunts are often desirable because of location and timing, and success rates are usually higher than general season hunts. Controlled hunt permits are allocated by a random drawing.

Permits: No person may hunt in any controlled hunt without a valid controlled hunt permit and tag in their possession. In the event a permit and tag is issued based on erroneous information the permit will be invalidated by Idaho Fish and Game and may not be used. Fish and Game will notify the permittee of the invalidation of the permit. The person will remain on the drawn list, and if there is a waiting periodinasucceedingyear,thepersonwillberequiredtowaitthespecifiedtimeperiod.

Nonresident Limitations: In controlled hunts with 10 or fewer permits, not more than one nonresident permit will be issued. Nonresident hunters are limited to no more than 10 percent of the totalnumberofcontrolledhuntpermitsforeachspecies.(InIdaho,special bighorn sheep permits available by auction and lottery are not includedinthe10percentlimitation.)

In controlled hunts with more than 10 permits, not more than 10 percent of the permits will be issued to nonresidents.

Requirements: Only one application per person or group will be accepted for the same species. Additional applications for the same person or group for the same species will result in all applicants being declared ineligible.

Roads, Trails, Motor Vehicles and WildlifeWhat You Need to KnowMotorvehicles,frompickupsandSUVstomotorcyclesandATVs,have changed hunting and some of those changes have created challenges for hunters, land managers and wildlife. Consider the following:

Roads that are open to motor vehicles increase access into big •game habitat, and, as a result, the number of hunters increases. Generally, the number of hunters in an area is directly related to the number of roads.The combination of more hunters and their increased mobility •inroadedareasincreasesthevulnerabilityofdeerandelktoharvest.Deerandelkinaheavilyroadedareaaremorelikelytobekilledduringthehuntingseason,andforthatreasontheseareashavefeweroldbullsorbucks.Italsomeansthathuntingseasons have to be shorter to prevent over harvest.Research shows that slow moving vehicles on primitive roads •andtrailsaremoredisturbingtoelkthanfastmovingvehiclesonhighways. Slow moving vehicles traveling cross-country have thesameeffect.Deerandelkoftenfleefromthesoundofmotorvehicles and may leave the area.ThenumberofATVsinIdahohasincreasedfivefoldsince1994;•in 2005 more than 90,000 off-highway vehicles were registered in the state. Most people who own ATVs use them for hunting.ConflictsoccurwhereATVshaveincreasedaccessintoareasthat•

werelightlyusedinthepast.Conflictsalsooccurbecausesomepeople select areas closed to motor vehicles for hunting and are upset when these rules are violated by others.Cross-countrytravelwithmotorvehiclescancreateanetwork•of new travel ways that cause erosion, spread noxious weeds, anddamagefishandwildlifehabitats.Muchofthiscross-country travel occurs during the hunting season. To reduce theseimpacts,Idaho’slandandwildlifemanagersaskallhuntersusingmotorizedvehiclestostayonroadsandtrailsanduse designated routes where they are established. Do not travel cross-country with a motor vehicle.

Look for Designated Routes on Public LandsTheU.S.ForestServiceandBureauofLandManagementhave•already established designated routes in several areas of Idaho. Please pay attention to the travel system in the areas you hunt.

Motorized Vehicle Restriction RuleThe Fish and Game Commission has adopted motor vehicle use restrictions while hunting big game and upland game to resolve many hunters’ concerns about off-road travel. The restricted units are 29, 30, 30A,32,32A,36A,37,37A,39(muzzleloader),45,47,48,49,50,51,52,52A(muzzleloader),53,56,57,58,59,59A,66,69,70,72(lateseason),73,75,77,and78.

Motorized Vehicle Use RestrictionsTheuseofmotorizedvehiclesbyhuntersasanaidtohuntingbiggame and upland game animals is restricted in certain areas. This use restriction is in addition to all federal, state and local laws, rules, regulations, ordinances and orders; including, but not limited to, any motorizedvehiclelicensing,registration,andpermittingrequirementsandtrafficlaws.Huntersmustcomplywithallmotorizedvehiclelimits or prohibitions instituted by the landowner or land manager. Also, this use restriction rule is not an exception from, and is in addition to, the statutory prohibition against hunting from or by the useofanymotorizedvehiclesetforthinIdahoCodeSection36-1101(b)(1).

Use Restriction. In designated areas and hunts, hunters may use motorizedvehiclesonlyonestablishedroadwaysthatareopentomotorizedtrafficandcapableofbeingtraveledbyfull-sizedautomobiles. Any other use by hunters is prohibited. All off-road use by hunters is prohibited.

Exceptions . This use restriction rule shall not apply to the following permissiblemotorizedvehicleuses:

Holders of a valid Handicapped Person’s Motor Vehicle Hunting a. Permitmayuseamotorizedvehicleasallowedbythelandowneror manager.Huntersmayuseamotorizedvehicletoretrievedownedgameifb. such travel is allowed by the land owner or manager.Huntersmayuseamotorizedvehicletopackcampingequipmentc. in or out if such travel is allowed by the land owner or manager, buthuntersmaynothuntwhilepackingcampingequipment.Privatelandowners,theirauthorizedagentsandpersonswithd. writtenlandownerpermission,mayuseamotorizedvehicleontheir private land, but they may not hunt from or by the use of anymotorizedvehicle.

Restricted Areas and Hunts . Thismotorizedvehicleuserestrictionappliestoidentifiedareasandhuntsinallbiggamemanagementunits.Huntsandareaswithamotorizedvehicleuserestrictionareidentifiedin each big game seasons.Defined Terms

Afull-sizedautomobileisanymotorizedvehiclewithagrossa. weight in excess of 1,500 pounds. An established roadway is as any road built, maintained, b. approved or designated by any government entity or private landownerforthepurposeoftravelbyfull-sizedautomobiles.An established roadway shows evidence of repeated use by full-sizedautomobiles,andmayincludeatraveledwayofnaturalearthwithdepressedwheeltracksandlittleornovegetationinthetracks.Ahunterisapersonengagedintheactivityofhuntingasdefinedc. inIdahoCodeSection36-202(j).

Highway rights-of-way: The entire width between the boundary lines of every highway publicly maintained when any part is open to the use of the public for vehicular travel, with jurisdiction extending totheadjacentpropertyline,includingsidewalks,shoulders,bermsandrights-of-waynotintendedformotorizedtraffic.Nopersonshallshootfromapublichighwayordischargeanyfirearmfromoracrossapublic highway.

Special Vehicle RestrictionsState and federal agencies and private landowners have established roadclosuresinkeybiggameareastoprotectdeerandelkpopulations.PleasecheckwithregionalFishandGame,U.S.ForestService,orBureauofLandManagementofficesforinformationregarding vehicle restrictions on roads, trails, and unroaded areas.

Whenbuyinglicensesbytelephone,thebuyer,onrequest,willbeassigned a validation number that may be used in lieu of the actual license for 14 days from the date of issue. When this number is used, thepersonmustcarrytheirdriver’slicenseoridentificationcard.Avalidation number may not be used in lieu of a tag. Purchasers must wait until tags or permits arrive.

Any license, tag or permit that is defaced or altered is invalid from the date and time of issue. It is unlawful to use or attempt to use any license that has been defaced or altered.

Sale Dates: Most licenses and tags go on sale December 1 of each year,butresidentdeer,elkandpronghorntagsarenotavailableuntilafter the controlled hunt drawings are done. All licenses are valid only for the calendar year for which they are issued.

Hunter and Bowhunter EducationTo buy a hunting license, all hunters must show proof that they •have completed a hunter education course if they were born on or after January 1, 1975, unless they have held a hunting license from Idaho or another state.To buy an archery permit, all bowhunters must possess a valid •hunting license and show proof they have completed an approved bowhunter education course or show evidence of having been licensed for an archery-only hunt in Idaho or another state, or completeanaffidavittothateffect.The Hunter Education Course includes 15-17 class hours plus •atwo-tofour-hourrangeandlive-fireexercise.Thecurriculumincludestraininginfirearmssafety,basicarcherysafety,huntingethics, wildlife management, conservation, survival, regulations andafinalwrittenexam.The Bowhunter Education Course averages 12 class hours •plusafieldexercise.Subjectsincludebowhuntingequipment,techniques,safety,shotplacement,ethics,treestandsafety,outdoorpreparednessandthestatefinalexam.IndependentstudycoursesincludeaWorkbookOptionandan•Internet-based course for hunter education and internet-based course for bowhunter education as alternatives to the traditional classroom courses for students 10 years or older. There is a small additional cost for the Internet courses that is paid directly tothecourseprovider.Allindependentstudycoursesrequirethe successful completion of an additional six- to seven-hour scheduledfieldday.Courseandregistrationinformationcanbe found on the Hunter Education Program page of the Idaho FishandGamewebsiteathttp://fishandgame.idaho.gov/cms/education/hunter_ed/orobtainedfromaregionalFishandGameoffice.Individualsplanningtoparticipateinfallhuntsareurgedto register for a course early in the year and before June 30. The number of classes and independent study course field days available becomes limited because of a decrease in instructor availability close to and during the hunting season . Your Social Security Number is Safe: The 1998 Idaho Legislature requiredthatallapplicantsforlicensesissuedbythestate,includinghuntingorfishinglicenses,tagsandpermits,mustgivetheirSocialSecurity number for a license or permit to be issued. The Idaho Privacy Law protects your Social Security number. It is considered confidential,will not be printed on your license and will not be given toanyprivatepersonororganization.

Residency RequirementsResidents and Nonresidents: TobuyhuntingandfishinglicenseswithaVISAorMasterCard,call1-800-55HUNT5,1-800-824-3729or go to the Fish and Game Website at http://fishandgame.idaho.gov, 24 hours a day. Residents must have an Idaho driver’s license to verify residency. The information must be read exactly as it appears on the license. Most licenses will be valid for use immediately. Some tags and permits are also available from these sources. The charge for processing phone-in applications is 3 percent of the transaction plus$5.50;thechargeforInternetapplicationsis3percentofthetransactionplus$3.50.Call208-334-3700formoreinformation.

Resident:Proofofresidencyisrequiredtobuyanyresidentlicense.Aresidentisanyonewhohasbeendomiciledinthisstatewithabonafideintenttomakethishisplaceofpermanentabode,foraperiodofnotlessthansix(6)monthsimmediatelyprecedingthedateofapplicationforanylicense, tag or permit. A senior resident is anyone over 65 who has livedinthestateatleastfiveyearsimmediatelyprecedingthedateofapplication for a senior license or tag.

A driver must prove residency with a valid Idaho driver’s license. Nondrivers may use other suitable proof of residency, such as an IdahoIdentificationCardissuedbytheDepartmentofTransportation,or two documents bearing his or her name and address, not issued by himself or herself, such as rent receipts or mortgage statements for the previous six months, home utility bills for the previous six months, anotarizedstatementfromanemployeronbusinessletterhead,orproof of voter registration dated six months prior, or in the case of a childunder18,identificationfromaparent.Apreviousyear’shunting,fishingortrappinglicenseisnotproofofresidency.

AmemberofthemilitaryoftheUnitedStatesorofaforeigncountry,or a member of the Idaho National or Air National Guard, together with spouse and children under 18 residing in his or her household, on active duty and permanently stationed in Idaho for 30 days preceding application shall be eligible to buy a resident license, as long as such assignment continues.

Idahoresidents,whoareintheU.S.militaryandmaintainIdahoastheirofficialstateofresidence,togetherwithspouseandchildrenunder 18 residing in his or her household, shall be eligible to buy a resident license. The service person himself or herself is eligible to buy a furlough license from any vendor while on leave. Other permits andvalidationsmustbeattachedasrequired.

Nonresident:You are considered a nonresident if you:

File income taxes as a resident in another state.•File a homeowner’s exemption in another state.•Have a driver’s license in another state.•Register to vote in another state.•

Owning real property or paying property taxes within the state of Idaho is notaqualificationforresidency.NoonecanclaimIdahoresident privileges while claiming resident privileges in another state, except military personnel.

These licenses are valid for the lifetime of the license holder and are available to all residents of Idaho.
