1 How to Apply for April 2010 entry The "Career Development Program for Foreign Students in Japan” project has been implemented jointly by METI 1 and MEXT 2 since 2007. The project aims to develop highly talented human resources from overseas who play an active role in the industrial sector of the globalizing economy. To this end, the Japanese government funds scholarships to excellent foreign students in Japan who wish to seek employment in Japan upon graduation. Participating in the project in 2007, Tokyo Institute of Technology (Tokyo Tech) has provided education programs for foreign graduate students at Tokyo Tech who will seek employment in Japanese companies after graduation. The program, which has been developed in the collaboration with industry and academia, allows foreign students to gain an understanding of the Japanese business environment and obtain broad technical knowledge. Moreover, two-year scholarships funded by the Japanese government are available for highly qualified program participants who have a good command of Japanese language proficiency and want to work for either a Japanese company or a foreign company located in Japan upon graduation. Scholarship recipients should be a student who belongs to one of departments of Tokyo Tech graduate school, while participating in the Career Development Program. For those who apply from outside Japan and wish to enter Master s program, there is an option to be a CDSA research student for 6 months prior to Masters program. CDSA research students are required to take an Intensive Japanese Language Course at Tokyo Tech. In this case, the scholarship will be provided for two-and-a-half years. CDSA scholarship recipients are required to take more than 8 credits (compulsory subjects) from the courses within two years, in addition to the credits required by their departments at Tokyo Tech. Before submitting their application, applicants are requested to obtain a Letter of Recommendation from their prospective supervisor and the department of Tokyo Tech graduate school.     I. QUALIFICATIONS

    1. Japanese language proficiency: Applicant must have a good command of Japanese language, at lowest

    JLPT level 3 or equivalent.

    2. Intention of working in Japan upon graduation: Applicant must want to work for a Japanese company

    or a foreign company located in Japan upon graduation.

    3. Applicant must be recommended as a scholarship candidate by his/her prospective supervisor and

    department at Tokyo Tech.

    4. Applicant must meet the following criteria:

    1) Overseas Applications (For applicants who currently live outside Japan):

    Those who have applied to Masters Program of the International Graduate Program (C)

    (Overseas Applications) for April 2010 entry, by Friday, November 6, 2009.

    *Applicant must be admitted to the International Graduate Program as of April 1, 2010.

    or

    Those who wish to be CDSA research students as of April 2010 and wish to enroll in the

    masters degree program in October 2010.

    2) Domestic Applications (For applicants who currently live in Japan):

    Those who have been approved for enrollment in the masters degree program for April

    2010 entry, or

    Those who are to advance to the second year of a doctoral degree program in April 2010.

    Please refer to CDSA Course Flowchart below concerning the above mentioned criteria.

    5. Age: Applicant must have been born on or after April 2, 1975.

    6. Applicant who has excellent academic records.

    7. Nationality: Applicant must have the nationality of a country which has diplomatic relations with the

    Japanese government. Applicant who has Japanese nationality at the time of application will not be

    eligible.

    8. Health: Applicant must be physically and mentally healthy enough to pursue study at university.

    9. Arrival in Japan and Visa Requirement: Applicant who currently lives overseas must be able to leave

    for and arrive in Japan within the period set by Tokyo Tech, and must obtain a College Student

    (ryugaku ) visa prior to his/her arrival in Japan.

    Scholarships will not be awarded in the following cases:

    The Applicant who was a grantee of a Japanese Government Scholarship in the past will not be

    selected unless he/she has had at least three years of research or teaching experience after completion

    of the first scholarship. This exclusion will not apply to a research-student applicant, who (i) as a

    foreign student in Japan received training in the Japanese language and/or Japanese culture at a

    university and graduated from it, or who (ii) was a foreign student in Japan under the Japan-Korea

    Joint Science and Engineering Students Exchange Program.

    The Applicant, considered a future graduate and selected as such, is unable to graduate within the

    pre-set date or unable to fulfill graduation requirements.

    The Applicant whose aim of study in Japan is to obtain vocational qualifications such as medical

    doctors license, law license, or teachers license.

    The Applicant is an active member of the military or a civilian employed by the military.

    The Applicant is already the recipient of a scholarship from an organization (including a governmental

    organization in his/her country of origin) other than the Japanese government (Ministry of Education,

    Culture, Sports, Science and Technology - MEXT).

    The Applicant receives or applies for another Japanese Government Scholarship through Tokyo Tech,

    other university, or the Japanese Embassy in his/her country of origin, or receives or applies for a

    scholarship from the Japan Student Services Organization (JASSO).

    II. SCHOLARSHIP BENEFITS

    Allowance: Under the fiscal 2010 budget, each grantee will be provided monthly with approximately

    150,000 yen, either for two years, or for two-and-a-half years in the case of CDSA research students.

    *However, these amounts are subject to change depending on the annual budget of each year.

    *The scholarship will not be paid to a grantee who takes a leave of absence or is long absent from Tokyo

    Tech.

    *Tuition fees: Entrance Examination Fee, Admission Fee, and Tuition Fees will be paid by Tokyo Tech.

    III. APPLICATION DOCUMENTS

    The application form and supporting documents should be in either Japanese or English. If original

    supporting documents are in any other language, please attach a Japanese or English translation

    provided by the public institution or the university issuing the original documents.

    The application documents should be one set as a documentation package, ideally A4-size, for

    submission.

    The submitted documents will not be returned under any conditions.

    The applicant is required to submit the application documents to International Student Exchange

    Division at Tokyo Tech, either by hand or by post. Also, the following three documents should be

    submitted electrically:

    V. APPLICATION PROCEDURE

    All applicants should be recommended as a CDSA scholarship candidate by their prospective supervisor

    and department of Tokyo Tech graduate school. Moreover, the department to which applicants wish to

    belong is required to participate in CDSA. For information on participating departments, please contact

    After selection by both Tokyo Tech and the Japanese government, scholarship recipients will be

    announced around February 2010. International Student Exchange Division will then inform the recipients

    of admission procedure.

    It is expected that CDSA will start seeking applications around May 2010 for October 2010 entry.
