We are delighted that in 2009 despite many challenges, the main one being the Global Financial Crisis, our UIA Victorian campaign has yet again had outstanding results.

This achievement is a reflection of the strong, committed and generous Zionist community we live in, where Jewish family values are being continued through the generations.

We are fortunate to have the steadfast commitment of numerous volunteers across all Divisions of our campaign.

At year’s end, on behalf of UIA Victoria, I extend our sincere appreciation and thanks to all our volunteers, staff and the entire Jewish community for your ongoing support and commitment.

Wishing you and your family a chag sameach.

MESSAGE FROMTHE SHALIACH

& EXECUTIVEDIRECTOR

MEIR BUBER

Don’t get tired! We recently read that the Israeli media reported on the Israeli Navy Special Forces’ interception of a cargo vessel loaded with weaponry. It was flying an Antiguan flag, some 100 miles west off the coast of Israel. The weapons were sent from Iran to the Hezbollah organization in Lebanon and I thought about the verse from Ecclesiastes: “Generations come and generations go but the earth remains forever”. In this case the “sea remains forever.”

This news reminded me of the days and especially the nights I spent as an Israeli Naval Officer when we intercepted smuggled weapons en route to terrorist organizations in Lebanon and the Gaza Strip. This prevented the delivery of explosive devices, mortars and missiles to the terrorists which would then be directed to harm the civilian population of Israel.

It was my privilege to work very closely with former PM Ariel Sharon for a few years. There is no disputing his military talent as he is one of the greatest warriors of the IDF. He led battles that are studied in military academies all over the world. During one of the conversations we had regarding non-military issues, he asked rhetorically “Do you know why I win fights ? Because I start them at 4am. Our soldiers are tired and some of them even curse me but I know that the other side is more tired than we are. And the side that is less tired will be the victor!”

Since the establishment of the Jewish State our enemies have tried to smuggle weapons in order to harm us and we take steps to prevent these activities.

And who will win? Those who won’t stop sailing and collecting intelligence data, the side that will be less tired.

On reading this article, I also wondered how many members of the missile boat “Eilat” which intercepted the merchant vessel are new immigrants who have completed their absorption process and are now defending their old – new homeland.

We are about to celebrate the Festival of Chanukah. The Battle of the Maccabeans against the occupiers of the land of Israel was not the first and certainly not the last struggle of the Jewish people for its own homeland. However its lesson, that we can never become tired, was learnt then, and should be seen as timely and relevant even today.

Let us never be tired in our support for Israel and may we continue to win!

United Israel Appeal of Victoria in cooperation with ICJS invited me to Melbourne just before the High Holidays to lecture on the strategic outlook for Israel in context of the new U.S. Administration.

How much my listeners learned I do not know, but I am quite sure that I learned a great deal more than they learned from me. To stay focused on Jewish particularity while engaging one’s country and the wor ld has a lways been a perplex ing a n d i n s o m e w a y s u n a c h i e v a b l e g o a l f o r J e w i s h c o m m u n i t i e s i n t h e Diaspora. Melbourne’s Jews complain as convincingly as any I have met, but as an American and world traveller, it seems to me they have rather less to complain about than their peers in America and elsewhere.

With far smaller numbers than the far larger American Jewish community, Melbourne’s Jews have built a far denser Jewish life in terms of shul membership, day school attendance and Torah scholarship. There is no need to review the numbers here – the readers of this publication know them far better than I – but a few vignettes of my visit stand out.

F i r s t are the four Jewish c lass rooms I addressed at day schools across the range of Jewish currents. It always is a joy to meet Jewish children, and the children of Melbourne are a real delight: energetic, full of questions, ambitious and deeply aware of Jewish identity. The enthusiasm and dedication of their teachers was exemplary. At one class, high school students wanted to know how better to communicate through media; at another, they wanted a perspective on Jewish identity from a visiting American; and at a third, knowing my Wall Street background, they peppered me with questions on how to trade. That’s a good thing: as Kohelet observes, the wisdom of a poor man is ignored. Jews need to know how to prosper.

Another strong impression was the deep involvement in social issues before the Victorian and Australian parliaments on the part of the whole community, including

Melbourne’s Hassidim. This commitment to Derekh Eretz and the “peace of the city” springs from commitment to Torah, rather than to amorphous liberal universalism. Coming f rom a country in which the Jewish community, sadly, has attached itself to the left wing of politics and seems more interested in cutting-edge social experimentation than Jewish principles, this was a pleasure to see. The American Haredi community tends to look inward, and I was delighted to meet Hassidim who have a vigorous interest in moral issues before their legislature.

The depth of the Melbourne community’s commitment to Israel also was inspiring. With secular liberal opinion turning against Israel, many Diaspora communities seem embarrassed to profess a strong Zionism. England is perhaps the worst, in which a very old but very small Jewish community keeps a very low profile with respect to Israel. America’s community is profoundly split, largely along lines of observance, with strong connection to Israel among the Torah-obedient community contrasted, sad ly , w i th a lot o f s l ippage among secularized Jews.

What made my visit a particular pleasure was encountering so much scholarship and love for Torah. One Shabbat afternoon I was privileged to be a guest at a Shiva Brochos for a local boy who married the daughter of a London rabbi. The fellowship, singing and dancing were delightful, but most remarkable to me were the d’varim offered in honor of chatan and kallah. One speech surpassed the other in learning, eloquence and haggadic flair—and if I may say so, the women outshone the men. These impromptu addresses from the whole company evinced a depth and breadth of Torah scholarship in the Melbourne community which left me in wonder: I had read about such improvisational ability in the great Jewish communities of Eastern Europe, but I never had heard this with my own ears. The anecdote came to mind of the young J.S. Bach improvising before the elderly organist Adam Reincken. The old man said, “I thought that this art had died, but I see that in you it is yet alive.”

Of course, for us Torah lives on a different plane than any secular art , however edifying. Melbourne’s Jews can look far backward, and far ahead at the same time, and it was an honor to spend time among them.

MAKING THE DESERT BLOOM

On a desolate stretch of land at the edge of Moshav Yachini near Sderot, the Ayalim organisation, which started the first student vil lage in this area 3 years ago, is motivated by ideological motives to settle the Negev and the Galilee. “The village started with a few

mobi le homes and 20 students and every year we expand to allow as many suitable students as possible to join,” says Noa Gochshtat, marketing and culture coordinator at Ayalim. “This is not just about housing accommodations dur ing s tud ies , but the set t lement idea, involvement, contributing to the community and that’s what makes the project unique.”

The establishment of the student village has brought a young, fresh spirit into Yachini. “There’s rich and diversified activity in Yachini for the residents,” notes Gochshtat. “I get the impression from residents that they are very satisfied and that makes us very happy.”

Why is this global financial crisis different from other crises?

StoneBridge Group hosted a YUIA Major Donor boardroom lunch on Thursday 3rd September with special guest speaker David Goldman, a journalist and blogger from New York City who writes on two most interesting topics for Jews today – the turmoil in world economics and the State of Israel. In discussing the global financial crisis, he claimed that it is too easy to blame the global economic crisis

on a few greedy bankers, or a few bad regulators, or on a temporary wave of public euphoria. Its causes go much deeper : the wor ld has too many old people trying to put money to work in capital markets and too few young people starting bus inesses and creat ing prof i t s . Profound cultural and demographic forces set the tragedy in motion. This was followed by an informative Q&A session.

YUIA BOARDROOM LUNCH YUIA PROJECT - AYALIMWith the ongoing support of Keren Hayesod, the Ayalim Association is bringing about a social revolution in Israel. Inspired by the unwavering commitment of the previous generations who established the State of Israel, Ayalim is reviving the pioneering spirit on which Israel was founded. Its pioneers are idealistic college students who are settling Israel’s North and South to strengthen these struggling national priority regions from within.

Over 500 students have built eleven student villages in the Negev and the Galilee. They initiate social and educational programs that help the residents, from young children to senior citizens, move out of the cycle of distress. Working together with the local populations, they rehabilitate the neighborhoods physically, educationally and socially.

“I view Ayalim as an indication that pioneering acts still take place today in the State of Israel, and that a group of ideological and motivated young people can bring about genuine change in the character of the country and Israeli society.”

ISRAEL HEALTH SYSTEM TO ABSORB 38 NEW IMMIGRANT DOCTORS

Young doctors will join the Israeli health system in about a year after completing a special course run by the Jewish Agency and the Ministry of Immigrant Absorption.

38 young doctors, recent immigrants from CIS countries, will take part in an accelerated one-year training program that includes a Hebrew ulpan and a preparatory course, at the end of which they can sit for the state medical examination and obtain a license to practice medicine in Israel.

In recent years the Immigration Absorption Ministry and the Jewish Agency have jointly developed special programs to facilitate the integration of new immigrant doctors, mainly from the CIS and Latin American countries. The aim of the programs is to help immigrant doctors to pass the state medical examinations and to facilitate their successful professional and social integration in Israel.

THE UIA PROGRESSIVE TRUSTThe 2009 UIA Progressive Trust campaign

demonstrated the overwhelming and

continuing commitment of Progressive

Jews to ensuring that Israel remains

strong – and healthy. “The record

level of financial support given to

the UIA Progressive Trust during the

2009 campaign, despite the financial

downturn, underlined the concern that

each refugee and migrant arriving in

Israel receives all possible help to be

integrated smoothly into Israeli society”

said Appeal Chairman, Ian Samuel. “It

also freed funds within the World Union

for Progressive Judaism and the Israel

Movement for Progressive Judaism to

undertake major campaigns to ensure

that Israel remains a democratic and

pluralistic society”.

“This result provides an immense boost

for the forthcoming 2010 campaign”

said incoming Appeal Chairman,

Philip Bliss “ and we firmly believe that

our Guest Speaker, Naomi Chazan

who will be visiting Melbourne and

Sydney in February 2010, wil l offer

an exciting and informative insight

into the current and future situation

in Israel.”

EXPRESS ALIYAH FOR NEW RUSSIAN IMMIGRANTS

Natan Sharansky, newly elected Jewish Agency Chairman, speaks very passionately when he speaks of Aliyah, and when he is standing in front of an auditorium of new immigrants from the FSU, his passion is even more apparent. Hardly surprising for a former Russian “Refusenik” who spent nearly 10 years in a Soviet prison because of his fight for human rights and his links to Jewish and Refusenik movements.

Sharansky addressed a crowd of 1,200 new immigrants, guests and VIPs at a special ceremony held in the amphitheatre at the Hebrew University’s Mount Scopus Campus to welcome nearly 600 immigrants to Israel. “I get very excited each time I see immigrants, especially from the FSU (Former Soviet Union),” he said. “I remember how we struggled for the freedom to make Aliyah and now I see each one of you has made the choice as you wished. We, Israel and the Jewish Agency, are happy to be able to assist you with your Aliyah and give you absorption money and help you with your integration into Israel.

“Each one of you closes a circle of more than 2,000 years of prayers, dreams and struggles of all Jews in the Diaspora, and now that circle is complete and you have come home – to the only home of the Jewish people,” he said.

“Here in Israel, you can do anything! And you can see this by the number of officials that came to welcome you in Russian.”

Over 40 people attended a Yachad Boardroom Lunch hosted by Shaw Stockbroking on Wednesday 30th September with guest speaker Josh Frydenberg, Director Global Banking Deutche Bank AG and the Liberal Party’s Candidate for Kooyong. Josh talked about some of the major foreign policy issues facing Australia, including our bilateral relationships with key partner countries India, China, Japan and Indonesia as well as the security threats posed by international terrorism and nuclear proliferation.

REACHING OUT TO THE BOYS AT BEN YAKIR

In October, Ben Yakir’s students faced an unthinkable reality: their prized therapeutic animal corner was burglarized and all 53 goats were stolen. Beyond the physical damage caused by the break-in, and the significant cost of repairs, plus replacement of the goats, the students, teachers, and administration were all in a state of shock.

Within hours, Jewish Agency layleaders, volunteers, and professional colleagues bought the goats to replace those that were stolen. It is these kinds of displays of dedication and commitment that are helping Ben Yakir rebuild what has been lost, ensuring that the boys continue to reap the benefits of animal therapy and that they receive the best treatment and care possible.

For so many of the boys, caring for the goats and tending to their needs served as a critical part of their scholastic and personal development. By caring for the animals, Ben Yakir’s students transitioned from disadvantage to opportunity, from adversity to advancement.

SPONSOR A CHILD

The Yachad group recently launched a new pilot program called “Sponsor a Child” in partnership with Mount Scopus and King David schools. The aim of the program is for each class to sponsor an individual student at the Ben Yakir Youth Village – a project supported by all Yachad’s fundraising activities.

This program provides the children with a meaningful Tzedaka experience that goes beyond merely putting money into a black hole. The students wil l regularly receive information about Ben Yakir and the particular student they are supporting. They will send “their” student greetings and information from Melbourne and receive updates at Pesach and Rosh Hashanah.

With this level of interaction we hope to make the UIA donation experience very personal for the students, creating a lasting positive association with Israel and the UIA.

Yachad hopes to roll the program out to more schools and more classes in 2010.

They had a wonderful time conducting a variety of leadership programs for young Israelis. They also benefited from the experience of living in a Moshav, where they were exposed to a different form of Israeli communal living.
