    Ephraim Yacht Club2009 CLUB SERIES AND LOCAL REGATTA

    NOTICES OF RACE AND RACING INSTRUCTIONS

    1 APPLICABILITY; RULES

    These Notices of Race and Racing Instructions apply to all 2009 Ephraim Yacht Club racingseries, and to all EYC 2009 regattas except the Ephraim Regatta and the Flying Scot NorthAmerican Championship. The series and regattas will be governed by the rules as defined inThe Racing Rules of Sailing, by the rules of the Flying Scot, Flying Junior and Optimist classes,and by these Notices of Race and Racing Instructions.

    2 ELIGIBLE COMPETITORS

    Any boat skippered by an EYC member is eligible to compete in series races and regattas. Inaddition, non-EYC members sailing boats of the appropriate class are eligible to compete in anyregatta.

    3 NOTICES TO COMPETITORS

    Notices to competitors will be posted on the official notice board located at the EYC.4 SIGNALS MADE ASHORE

    Signals made ashore will be displayed from the flagpole located at the EYC. If a postponementis signaled ashore, the warning signal will be made not less than 30 minutes after flag AP islowered. This changes Race Signals AP.

    5 SCHEDULE. Weather and safety permitting (in the sole discretion of the race committee), if atleast two boats wish to race, races will be held as scheduled. Any races held in a day after themaximum number of races for that day have been held will not be scored but will be consideredpractice races.

    Flying Scot Saturday Series / Fyr Bal Regatta: Races will be held each Saturday beginning

    June 13 through August 8, except July 25 and August 1. The optional skippers meeting will beat 9:30 A.M. and the first warning signal will be at 10:00 A.M. except on August 8 the optionalskippers meeting will be at 1:00 P.M. and the first warning signal will be at 1:30 P.M. The FyrBal Regatta (June 20) will be scored separately as a regatta of up to four races (without throwouts). Up to three races will be held each day, except that on June 20 up to four races will beheld back-to-back.

    Flying Scot Monday Series: Races will be held each Monday beginning June 15 thoughMonday July 27. The optional skippers meeting will be at 5:30 P.M. and the first warning signalwill be at 6:00 P.M. Up to three races will be held each day.

    Flying Junior Sunday Series / Rich Hall Junior Regatta: Races will be held each Sunday

    beginning June 14 through July 19. The optional skippers meeting will be at 1:30 P.M. and thefirst warning signal will be at 2:00 P.M. The Rich Hall Junior Regatta (July 19) will be scoredseparately as a regatta of up to five races (without throw outs). Up to four races will be heldeach day, except on that on July 19 up to five races will be held back-to-back.

    Flying Junior Thursday Series: Races will be held each Thursday beginning June 18 throughJuly 30. The optional skippers meeting will be at 5:30 P.M. and the first warning signal will be at6:00 P.M. Up to four races will be held each day.

    Optimist Saturday Series / Optimist Regatta: Races will be held each Saturday beginningJune 13 through July 18. The optional skippers meeting will be at 1:30 P.M. and the first

    warning signal will be at 2:00 P.M. The Optimist Regatta (July 11) will be scored separately as aregatta of up to five races (without throw outs). Up to four races will be held each day, exceptthat on July 11 up to five races will be held back to back.

    Optimist Tuesday Series: Races will be held each Tuesday beginning June 16 through July28. The optional skippers meeting will be at 5:30 P.M. and the first warning signal will be at 6:00P.M. Up to four races will be held each day.

    Women's Regatta: The Women's Regatta will consist of up to four races (without throw outs)back to back on Wednesday, July 22. The skippers' meeting will be at 1:00 P.M. and the firstwarning signal will be at 1:30 P.M. All skippers and crew must be female.

    6 RACING AREA

    The racing area will be Eagle Harbor, Ephraim, Wisconsin, in the vicinity of the EYC. To theextent consistent with setting quality courses, the race committee will attempt to locate coursesfor best viewing from the EYC.

    7 COURSES and MARKS

    Exhibit A shows the courses, course designations, the marks in order and the rounding directionof each mark. Courses will be designated either on a white board on the race committee boat,

    or verbally by the race committee. Competitors should sail past the committee boat prior to eachrace to ask the course. All marks will be pink, orange or yellow inflatable buoys.

    8 STARTING SEQUENCE

    Flying Scots: The starting signals and timing set forth in Rule 26 shall be used. For theconvenience of competitors, that sequence is as follows:

    Signal Flag and Sound Minutes before start

    Times shall be taken from the visual signals; the absence of a sound signal shall be disregarded.

    Flying Juniors and Optimists: The three-minute sound signals-only starting sequence shall beused:

    Sound Signal Time

    At least five short [no specific time; competitors are alerted toupcoming three minute signal]

    Three long 3 minutes

    Two Long 2 minutes

    One long and three short 1 minutes

    One long 1 minute

    Three short 30 seconds

    Two short 20 seconds

    1 short 10 seconds

    1 short 5, 4, 3, 2 and 1 seconds

    One long Start

    9 STARTING AND FINISHING LINES; SIGNALS

    The starting and finishing lines will be between a staff on a Race Committee boat flying anorange flag or an "RC" flag, and a pink, orange or yellow inflatable buoy, or a pin mark with anorange flag. Individual recalls will be signaled by hail from the race committee, and no code flag"X" is required to be flown for individual recalls.

    10 TIME LIMIT

    The time limit for each race will be 45 minutes (Flying Scots) or 30 minutes (FJs and Optimists)for the first boat to sail the course in accordance with rule 28.1.

    11 PROTESTS

    Protests shall be delivered to a member of the race committee not later than one hour after therace committee boat has returned to the EYC pier after the last race that day. The race

    committee or other EYC staff, in consultation (when possible) with the Race Chair, shall serve asjudge(s) and hearings will be held as soon as possible after racing each day at the EYC.

    12 SCORING

    Flying Scots: Scoring shall be by boat number, not by skipper and not by sail number; exceptthat EYC-owned boats shall be scored by skipper. Skippers are reminded that FSSA class rulesrequire the use of sails bearing numbers matching the boat number.

    Optimists and FJs: Scoring shall be by skipper.

    Scoring method: The low point scoring method set forth in Appendix A of the Racing Rules ofsailing shall be used, with one throw out for each four completed races in the series. Pleasenote rule A9, which states that in a series longer than a regatta, a boat which came to thestarting area but which scored DNS, DNF, DSQ or retired is scored one point more than thenumber of boats that came to the starting area; but a boat which did not come to the startingarea is scored points for the finishing place one more than the number of boats entered in theseries.

    13 EQUIPMENT AND MEASUREMENT CHECKS

    A boat or equipment may be inspected for any time for compliance with class rules and sailinginstructions. Competitors are reminded that Flying Scot class rules require carrying an anchorand line, paddle, and bucket or bailer.

    14 SAFETY

    Competitors are reminded that they alone are responsible to decide whether to race or tocontinue to race. Members sailing club-owned boats are reminded of the EYC rule whichrequires PFDs to be worn at all times when on club-owned boats. The race committee, in itssole discretion, may require all competitors to wear PFDs, either by flag or verbally.
