Administration for Children & Families Program Instruction Utilization of SACWIS by Private Providers that deliver Child Welfare Case Management Services under Contract to a title IVB/IVE Agency The purpose of this Program Instruction (PI) is to provide information on Federal requirements for the use of Statewide Automated Child Welfare Information Systems (SACWIS) by private providers. It discusses the parameters governing private provider use of SACWIS, enumerates SACWIS implementation options for States and private providers, and outlines funding considerations related to private providers and SACWIS. If a State elects to build a SACWIS and contracts with private case management providers, these providers must use SACWIS to document, track and manage all case management activities. A SACWIS, by operating "uniformly as a single system..." that is used by the private providers specified above, must provide features promoting the "efficient, economical, and effective administration of the programs..." including: Reducing duplicate data entry and ensuring immediate access to complete, timely, and accurate data. Reducing data standardization and synchronization costs. Improving data quality to produce reliable reports to support effective program monitoring and performance. Ensuring that critical historical information is always obtainable. ACF PI Page 2

Simplifying data sharing with other systems.  Increasing accountability.  Reducing information system development and maintenance costs.  Reducing disaster recovery/business continuity costs and complexity.  Reducing the cost of complying with Federal requirements.  Reducing the costs of client confidentiality and data security. 

 Children, Adults and Families (CAF) business partners will determine what providers fall within the scope of the PI, a plan and timeline to notify providers, which implementation option to select, when to implement the PI, provider access to information, and other decisions that will inform the OR‐Kids project. One driver for the project is the Advanced Planning Document (APD) due in May, which will reference Oregon’s PI implementation plan for ACF.  Business Analyst, Season Lopes is analyzing OR‐Kids functionality and access against requirements outlined in the PI to remain proactive and informed. Project Manager, Debra Herrli will meet with the Operational Leadership Council (OLC) April 2 as a governance body for project direction.

Foster Care Rate Redesign

Project Manager, Jason Walling held a conference call March 27 with office managers, special rate/personal care coordinators and others representing every district statewide. The plan includes a maximum of seven SSS1 positions managed by central office to perform the CANS assessments. Branch office staff who will be conducting the CANS assessments need to be identified by April 24. Dr. John Lyons will conduct training the week of April 27 in Portland, District 8 and Bend. Three trainings will also be offered later for other staff which may include computer based training. The pilot will launch July 1 with the entire system switched over by October 1, 2009. Walling said “Two or more fail-safes are built in to the plan to make sure that happens.”

Governor Kulongoski Signs Executive Order Creating the Oregon Commission on Autism March 25, 2009 Mary Lee Faye, Administrator of Developmental Disabilities, Seniors and People with Disabilities The Governor's executive order establishing the Commission on Autism creates a great format to review, create and act on many issues that will be helpful in supporting individuals with autism spectrum disorder (ASD). This will be especially true for children as the commission looks at issues such as improved screening, early intervention, family support and transition from school. I believe the joint collaboration between the Department of Human Services and the Department of Education will be especially strengthened through this commission. This should improve classroom and in home training and supports, and will impact all families, including foster families, who have a child with ASD living with them in the home.
