This will be accomplished by standing up a Terrorism Early Warning Group (TEW) identified as the Omaha Metropolitan Area TEW. The TEW will have a regional focus to include not only the original three county UASI area, but also to include Pottawattamie county in Iowa which is only separated from the metro Omaha area by the Missouri river.

Tri-County Urban Area Homeland Security Strategy Douglas, Sarpy, Washington Counties, Nebraska

Urban Area Security Initiative (UASI) I. PURPOSE, VISION, FOCUS AND COORDINATION

A. PURPOSE

This Tri County Urban Area UASI strategy will identify a deliberate path to enhance regional capacity and capability to plan for and respond to acts of terrorism or community disasters by working in collaboration with local, regional, state and federal partners. Additionally, this revision will more closely align the Strategy to the revised National Preparedness Guidelines, National Priorities, and the Nebraska Homeland Security Strategy. This is an exceedingly complex mission that requires coordination, cooperation, and a focused effort from the entire region. Implementation of this Strategy will assist local agencies’ personnel and other stakeholders to mitigate large-scale events while responding quickly and effectively to limit the loss of life and property. This Strategy will serve as a guide for the Tri-County Urban Area to acquire, implement, and manage resources from local, regional, and private agencies. It will remain a dynamic document and continue to expand in scope and detail as we move forward with our regional partners. The Tri-County Urban Area Homeland Security Strategy identifies the goals and objectives that will enable the realization of our vision through coordinated training, exercises, equipment acquisition, and technical assistance ensuring the urban area’s capabilities and capacity to plan for, detect, prevent against, protect against, respond to, and recover from threats of terrorism, disasters, and community emergencies through an all-hazards inclusive approach. The Tri-County Urban Area Homeland Security Strategy requires coordination, cooperation, and focused efforts from the area’s citizens, local, state and federal government, as well as the private and non-profit sectors.

B. VISION

The Tri-County Urban Area will employ a broad-based, all-hazards approach to plan for, detect, prevent against, protect against, respond to, and recover from threats or incidents of terrorism, natural disasters, community emergencies and incidents of national significance. A proactive rapid response force will be utilized that integrates informed community members and organizations. The response force will be capable of executing coordinated efforts to reduce the vulnerability of people and communities in the Tri-County area.

C. FOCUS

The focus of the Tri-County Urban Area is to develop and improve capabilities to plan for, detect, prevent against, protect against, respond to, and recover from threats or incidents of terrorism, natural disasters, community emergencies, and incidents of national significance by enhancing: • Interoperability across functions and jurisdictional lines

• Use of the National Incident Management System (NIMS) • Multi-agency/multi-jurisdictional training and exercising

• Specialty response teams to include the Bomb Squad, Omaha Metropolitan

Medical Response System (OMMRS), Hazardous Materials (HAZMAT) Teams, Citizens Emergency Response Team, Medical Reserve Corp, Air Support Unit, Crime Scene Investigation Evidence Collection Team, Tactical Teams (SWAT), River Response Teams and Public Health Emergency Response Team

• Involvement with the private sector

• Continuity of operations

• Use of existing, or development of new, inter-local and mutual aid

agreements • Protection of critical infrastructures

In addition, the Tri-County Urban Area will:

• Adopt goals and objectives that are consistent with and support the State of

Nebraska’s Homeland Security Strategy and the National Priorities.

• Employ a broad-based, all-hazards approach to plan for, detect, prevent against, protect against, respond to, and recover from threats or incidents of terrorism, natural disasters community emergencies and incidents of national significance. The approach will focus on a continual progressive review and assessment of the Tri-County Urban Area’s strategies to ensure planning, organization, equipment, training and exercises support the State of Nebraska’s Homeland Security Strategy and the National Priority to strengthen Chemical, Biological, Radiological, Nuclear and Explosive (CBRNE) planning, detection, response, and decontamination capabilities.

• The Tri-County Urban Area will develop and implement a region-wide interoperable communications system.

The Tri-County Urban Area will strive to leverage all available funding and

resources from multiple sources to maximize preparedness and response levels.

D. COORDINATION

The Tri-County Urban Area has designated the Tri-County Urban Area Working Group (Working Group) as the urban area advisory committee. Donald W. Thorson, Deputy Chief of Staff to the Mayor, City of Omaha, has been designated as the Point of Contact (POC) for the UASI Program. The Working Group is responsible for the development of the Tri-County Urban Area Homeland Security Strategy and will be the decision-making authority overseeing the implementation of the homeland security strategic initiatives. The Working Group members include the Directors of first responder and homeland security discipline departments and/or agencies that represent each county (Douglas, Sarpy, Washington). The Nebraska Emergency Management Agency (NEMA) UASI Program Manager is an advisory member of the Working Group providing guidance in the development of our strategic direction.

The Tri-County homeland security disciplines are defined as:

• Law Enforcement - representing both urban and rural law enforcement • Fire - representing both urban and rural fire

• Emergency Management

• 911 Communications

• Public Works

• Public Health

• Nonprofit/Public and Business Entities

• Geospatial

• Cyber Security

• Critical Infrastructure/Key Resources (CI/KR)

The Working Group has established Tri-County discipline driven Subcommittees that have met, communicated and contributed recommendations from each discipline to develop the Tri-County Homeland Security strategic direction. The Tri-County homeland security disciplines are represented on the Working Group and are voting members. It is important to note that input has also been accepted from interested parties, and both Subcommittees and the Working Group meetings are conducted in an open format. Tri-County Homeland Security disciplines are represented by departments and/or agencies supporting the Tri-County Urban Area Homeland Security Strategy. Those agencies include: Law Enforcement, Fire, Emergency Management, Public Health (PH), Citizen Corps Councils- Citizen Volunteers, Transportation, OMMRS, Local Government, Public Works, Various Non Profit and Public Entities, Airport Authority and Public Safety Communications. These departments/agencies perform many of the functional aspects of the strategy and project management. The City of Omaha will be fiscally responsible for the federal funds and is the final approving authority for the expenditure of the grant funds. The Working Group will work with NEMA to coordinate resources to effectively enhance our capacity to plan for, prevent against, protect against, respond to, and recover from threats of terrorism, disasters, and community emergencies. The Tri-County Urban Area Strategy supports the State of Nebraska’s Homeland Security Strategy and the National Priorities. The Tri-County Urban Area Homeland Security Strategy will be submitted to NEMA for review prior to being submitted to the Department of Homeland Security (DHS).

E. EFFORT

The Working Group is a multidisciplinary working group developed to guide the strategy development process and is comprised of local Tri-County departments and agencies. Each agency/discipline represented is committed to the Tri-County Urban Area Homeland Security Strategy. The combined vision reflects the intent to enhance our capacity to plan for, detect, prevent against, protect against, respond to, and recover from threats of terrorism, disasters, and community emergencies.

F. DESCRIPTION OF JURISDICTIONS

The Tri-County Urban Area Homeland Security Strategy initiative encompasses Douglas, Sarpy, and Washington Counties and all cities, villages and

incorporated jurisdictions. This geographic area is located in Eastern Nebraska and covers 962 square miles with a total population of 664,131. • Douglas County has a population of 407,416 people, and covers 331 square

miles and seven jurisdictions.

• Sarpy County has a population of 146,756 people who live within 241 square miles and five jurisdictions.

• Washington County has a population of 19,959 people who live within 390

square miles and six jurisdictions.

G. REGIONALIZATION AND MUTUAL AID

Historically, the Tri-County Urban Area has stressed the concept of regionalization through prior State Homeland Security Grant Program (SHSGP) funding. Through Memorandums of Understanding (MOU), with each jurisdiction represented, the Tri-County Urban Area Working Group recognizes that no one jurisdiction can provide all of the necessary resources that would be needed in order to prevent, protect against, respond to and recover from major events, including a CBRNE incident, act of terrorism or a natural disaster. The Tri-County Urban Area UASI Strategy provides a regional approach to address the shortfalls within each jurisdiction; build communication, cooperation, and coordination within the emergency response community; and facilitate resource sharing among jurisdictions within the Tri-County Urban Area.

II. GOALS, OBJECTIVES AND IMPLEMENTATION STEPS

III. EVALUATION PLAN FOR THE HOMELAND SECURITY STRATEGTY

The Tri-County Urban Area Homeland Security Strategy identifies a number of goals and implementation steps to meet objectives concerning planning, organizing, equipping, training and exercising, and serves as an ongoing plan for the Tri-County Urban Area inclusive of all political sub-divisions. This strategy incorporates the Nebraska State Homeland Security Strategy (NSHSS) and the National Priorities to prepare the Tri-County Urban Area with a collaborative identified strategic direction to plan for, detect, prevent against, protect against, respond to, and recover from threats or incidents of terrorism, natural disasters community emergencies and incidents of national significance. The Working Group seeks to develop and implement the enterprise wide strategic homeland security objectives. Working in coordination with NEMA, the Working Group will develop a holistic comprehensive evaluation plan to assess the following components: A. POLICIES, PLANS AND PROCEDURES

Historically, the Tri-County Urban Area has recognized the importance of cooperating with independent jurisdictions within its geographic boundaries, and has demonstrated commitment to this policy by enacting MOUs, Inter-local Agreements, and informal partnerships between and among these jurisdictions. The Working Group has been established to provide comprehensive planning and oversight, as well as consistency and continuity for all aspects of Homeland Security.

• The Working Group meets bi-monthly and reviews strategic goals,

objectives, implementation steps, funding plans, training, exercise assessments and addresses emerging Homeland Security issues.

• Subcommittees have been established from each discipline and jurisdiction. • The Working Group provides ongoing evaluation and oversight of the

defined goals and implementation steps to meet the project-oriented objectives as established by set timelines. The Working Group has set priorities for each goal as it relates to realistic and threat-based scenarios.

• The Working Group has the responsibility to incorporate revisions as

needed for the goals and objectives in order to meet the Tri-County Urban Area Homeland Security Strategy vision. The Working Group will present a status review to NEMA, on a biannual basis.

• The Working Group will identify revised goals and objectives through the

standardized reporting format designated by the ODP objectives which have

• The Working Group has appointed a chair for each subcommittee who will

report the decisions of the subcommittee back to the Working Group. • The Working Group will be the decision-making authority overseeing the

• The Working Group will receive reports from the subcommittees on a

quarterly basis or as needed. These reports will serve as the source documents in determining the progress made towards meeting the goals outlined in the Strategic Plan.

• The Working Group will review AARs to assess strengths and weaknesses

of the Tri-County Urban Area to prevent, respond and recover from all-hazards incidents. Based on the review of the AAR’s, newly identified goals, objectives and implementations steps will be incorporated into the Tri-County Urban Area Homeland Security Strategy and reported to ODP in the biannual progress report.

While historically, the Tri-County Urban Area has recognized the importance of cooperating with independent jurisdictions within its geographic boundaries, and has demonstrated commitment to this policy, there is a need for coordinated oversight to provide comprehensive planning and resource assessment. The Working Group has been established for this purpose, as well as to provide consistency and continuity for all aspects of Homeland Security. Assessment is a component of each of the goals identified in the Tri-County Urban Area Strategic Plan. The Working Group is responsible for review and revision of the plan as needed when indicated by the assessments.

D. IMPROVING THE ABILITY TO RESPOND TO ANY HAZARD INCLUDING A

CBRNE INCIDENT

Realizing that a Homeland Security threat or incident would impact more than a single independent jurisdiction, and that a coordinated response would be necessary, the Tri-County Urban Area Working Group will: • Avoid duplication of training, resources, equipment, specialized personnel; • Leverage funding by utilizing Community Oriented Policing Services (COPS)

Justice Assistance Grant and other public/private sources of funding;

• Establish area-wide data bases for personnel and equipment;

• Emphasize interoperability of communications;

• Provide more cost-effective utilization and standardization of resources and training for the prevention, response and recovery to a terrorist act, through an all-hazards inclusive approach; and

• Provide consistent approach to homeland security issues.

The Tri-County Urban Area Working Group Sub-Committees will review the annual progress of each discipline. This will consist of a review of current capabilities and the updating of their assessments to determine the impact of grant monies on their capability and capacity to plan for, detect, prevent against, protect against, respond to, and recover from threats or incidents of terrorism, natural disasters, community emergencies, and incidents of national significance in the five solution areas: planning, organization, equipment, training, and exercise. The Tri-County Urban Area will determine all-hazard incidents/CBRNE preparedness by utilizing the objectives as identified in the Tri-County Urban Area Homeland Security Strategy. The objectives will be used to provide a numerical value to each participating agency to quantitatively determine the overall preparedness of each agency to plan for, detect, prevent against, protect against, respond to, and recover from threats or incidents of terrorism, natural disasters, community emergencies and incidents of national significance.

As the Strategy progresses, the need for additional objectives could surface and revisions may be needed. Any changes or revisions to the strategy will be reported to and agreed upon by the Area Working Group and submitted to NEMA for approval. Once approved, the changes will then be incorporated into the strategy.

E IMPROVE EMERGENCY RESPONSE AGENCIES’ PERFORMANCE

Semi-annual programmatic progress reports will be completed by Donald W. Thorson, POC, of the Tri- County Urban Area Working Group and submitted to NEMA and the Working Group members. In the event that objectives are not being met on a timely basis, the Working Group will be responsible to review the plan, assess responsibility, implement change, and ensure that agencies’ performance meets the measurement criteria identified for specific goals/objectives. Progress Reports (local-level) will be submitted biannually, within 30 days of the end of the reporting period (July & January). The Tri-County Urban Area Working Group will provide technical assistance to jurisdictions and/or agencies to assess, process, resolve issues and improve performance. The Final Administrative Report is required within 90 days of end of the grant period. Format will be in accordance with the Notification of Award.

IV. STRATEGY UPDATE SUMMARY

While the Goals, Objectives and Implementation Steps in this Strategy represent a wide range of capabilities in the Target Capabilities List (TCL), the Tri-County Urban has identified three areas that will expend the most resources, and broaden the ability of the Tri-County Urban Area to plan for, detect, protect against, respond to, and recover from threats of terrorism, disasters and community emergencies. These areas include: Interoperable Communications, CBRNE Detection and Critical Infrastructure Protection. A. INTEROPERABLE COMMUNICATIONS

The Tri-County Urban Area has leveraged funding to purchase, install and train users for a Regional Interconnectivity System to enhance the ability to share real time information, aid in strategic tactical planning, and to provide mutual 911 communications support during localized outages. Currently, the Request for Proposal (RFP) is in the development stage. Following its completion, the Tri-County Urban will begin receiving bids for the new system. This process is expected to take several years to complete, however, once fully operational, this system will greatly enhance the regional communication abilities of the Tri-County Urban Area.

B. CBRNE DETECTION

The Tri-County Urban Area will continue to enhance its CBRNE detection abilities, through on-going training programs, regional exercises and equipment purchases for specialized teams. In addition, MOUs have been established and it is anticipated that more regional training and exercises will follow. This will allow the Tri-County Urban Area to continue to build relationships that will contribute to a regional approach to CBRNE detection and response.

C. CRITICAL INFRASTRUCTURE PROTECTION

Guidelines have been developed to reduce the vulnerabilities of CI/KR; however, the Tri-County Urban Area considers this objective to be ongoing. A CI/KR plan has been developed that includes eight counties, and a sub committee has been formed to address CI/KR vulnerabilities. It is the intent of the Tri-County Urban Area to include CI/KR representatives in regional exercises and training opportunities. A Geographical Risk Assessment has been conducted for the Tri County Urban Area.. Based upon the outcome of the Risk Assessment, it was determined that 5 assets in the Omaha Urban area fall in the high risk category, 196 assets fall in the medium risk category, and 101 assets fall in the low risk category (see table below).

o Very High 0 The CI/KR subcommittee will continue to analyze the results of the Risk Assessment and specific mitigating measures will be developed for each asset, as deemed appropriate. According to Goal 8.0 of this Strategy some mitigating goals to be considered include: • Developing guidelines to reduce vulnerabilities of CI/KR.

The preceding steps will be evaluated on a continuous basis. Should any piece of this goal require updating, the CI/KR Subcommittee will review current data prior to making changes.
