299 June 12, 2008 A Regular Meeting of the Board of Education, Township of Woodbridge, was held on June 12, 2008 at approximately 7:00 p.m. in the Avenel Middle School, Woodbine Avenue, Avenel, New Jersey. The meeting opened with the Salute to the Flag and a moment of silence. The President, Brian Molnar presided. Board members present: Diane Acquisto, Thomas “Skip” Garley, Pat Hardiman, Lewis Huber, Judy Leidner, Lawrence Miloscia, Brian Small, George Yuhasz, Brian Molnar. Board personnel present: Vincent Smith, Dennis DeMarino, Jonathan Busch, Lois Rotella, Angela Korodan, Rita Miller, Anthony D’Orsi, Jonathan Triebwasser, Barbara DeRollo. Newspaper Reporters Present: Cathy Cheng, The Sentinel Business Administrator/Board Secretary, Dennis DeMarino, read the following statement regarding the Open Public Meetings Law: "The New Jersey Open Public Meetings Law was enacted to insure the right of the public to have advance notice of and to attend the meetings of public bodies at which any business affecting their interest is discussed or acted upon. In accordance with the provisions of this act, the Board of Education had caused notice of these meetings to be published by having the date, time and place, thereof, posted as follows: April 28, 2008: Faxed to Home News Tribune and Star Ledger, Hand delivered to Municipal Clerk, and Posted in Avenel Middle School and the Board of Education Administration Building." A Regular Meeting of the Board of Education, Township of Woodbridge, was held on June 12, 2008 at approximately 7:00 p.m. in the Avenel Middle School, Woodbine Avenue, Avenel, New Jersey. Mr. Smith read a short biography about, and introduced Charles Farmer, a John F. Kennedy Memorial High School student, who provided information about current activities at the school.

Mr. Smith introduced Ms. Nina Goosens and Ms. Eileen Togo of the Visiting Nurses Association who gave a review of the program and the success of the program in Woodridge Township which was introduced into the district in January 2007.

Mr. Smith introduced Cindy Lagunovich, Principal at Fords Middle School to report on the dress code implementation at Fords Middle School during the 2007-08 school year.

Ms. Lagunovich reported the goal of implementing the program was to create an atmosphere reflecting seriousness of purpose about education which can result in increased standardized test scores, to keep students focused on learning, to create a sense of pride and belonging among students, to enhance students safety, reducing violence and theft, to alleviate social pressures and discourage competition based on clothing, to minimize disruption from wearing inappropriate or gang related clothing, to reduce distraction and loss of self esteem from teasing or competition over clothing, to quickly identify intruders and to reduce cost to parents. Ms. Lagunovich stated the program has been in effect since November 2007. She stated although there has been an increase in student population, the failure rate has decreased from 7% in 2007 to 3% in 2008. She further stated referrals to the office for disciplinary reasons has decreased by 12% and all students have complied with the dress code with only 7 students losing privileges for the year as identified in the policy. Ms. Lagunovich has not yet been able to identify the program with test scores since they have not yet been received. Ms. Lagunovich stated a follow-up survey was conducted which proved positive results by both students and faculty. Ms. Lagunovich stated she sees no downfalls to the implementation of the dress code.

Ms. Hardiman thanked Ms. Lagunovich for her positive actions regarding the dress code policy. Mr. Molnar then called for Committee reports. The Superintendent of Schools presented the following recommendations:

1. That the Board of Education adopt the attached resolution commending Colonia High School students, Vanessa Pizutelli and Megha Vyas, for their presentations at the Monmouth Junior Science Symposium.

2. That the Board of Education adopt the attached resolution commending fourteen third, fourth, fifth and sixth grade students for their performance on the School and College Abilities Test from the Center for the Advancement of Academically Talented Youth of Johns Hopkins University.

3. That the Board of Education adopt the attached resolution commending ten seventh and eighth grade students for their performance on the SAT from the Center for the Advancement of Academically Talented Youth of Johns Hopkins University.

4. That the Board of Education approve the previously submitted list of Professional Development conferences for staff members, dated June 12, 2008.

5. That the Board of Education approve payment to Summit Speech School for the 2008-09 school year for monthly consulting services from the Itinerant Teacher of the Deaf at a rate of $140/month; to provide acoustical evaluation of the classroom at a flat rate of $140; and also to provide a staff in-service for the teachers of the student(s) at a flat rate of $140. (Payment will be made from the Consultant Account.)

6. That the Board of Education approve payment to N.J. Pediatric Feeding Associates for the 2008-09 school year (only when school is in session) for swallowing therapy in the amount of $125/hour x 1 hour/week. No service will be provided the weeks of Nov. 3-7, 2008; Dec.23, 2008-Jan. 2, 2009; and April 13-17, 2009. (Payment will be made from the Consultant Account.)

7. That the Board of Education approve payment to Martin Mayer, M.D., to provide Neuropsychiatric evaluations during the 2008-09 school year. Payment not to exceed $255 per evaluation with a minimum of three (3) examinations at a fee of $765. (Payment will be made from the Consultant Account.)

8. That the Board of Education approve payment to Dr. Julie Lewerenz to provide psychiatric evaluations for the 2008-09 school year at a rate of $500 per evaluation. (Payment will be made from the Consultant Account.)

9. That the Board of Education approve payment to Vista Rehab Services for the 2008-09 school year to provide speech/language evaluations at a rate of $400/evaluation; speech/language therapy at $100/hr session; $90/45 min.session; $80/30 min. session. (Payment will be made from the Consultant Account.)

10. That the Board of Education approve the previously submitted agreement for therapy services from Looking Upward Pediatric Therapy Group during the 2008-2009 school year for Occupational and/or Physical Therapy at the following rates: $415/day all inclusive package for either OT or PT; $268/half-day all inclusive package for either OT or PT; $95/half-hour for either OT or PT; $65/half-hour for either OT or PT. (Payment will be made from Occupational/Physical Therapy Account.)

11. That the Board of Education approve payment to EarLab for summer maintenance on all the FM Systems for our special education students for a fee of $75/hour. (Payment will be made from the Consultant Account.)

12. That the Board of Education approve payment to Andrea R. Footerman, Psy.D., for individual therapy at $160/session and/or group therapy at $65/session. (Payment will be made from the Consultant Account.)

13. That the Board of Education, as required by state law (partially reimbursable in state aid), approve the enrollment of the following disabled students in a special school program for 2007-2008, in accordance with their Individual Educational Programs (IEPs) as shown below:

b. Preferred Meal Systems, Inc. shall provide only the hot nutritious meals that meet all State and Federal Schedule A guidelines to all 16 elementary schools on a daily basis.

c. Preferred Meal Systems, Inc. will apply credit for entrée only on pizza day.

d. Meals will be distributed at each school by Woodbridge Township School District personnel.

e. Equipment shall be supplied and maintained solely by Preferred Meal Systems, Inc.

Mr. Huber moved for the adoption of the Transportation and Cafeteria recommendations, seconded by Mr. Garley. During Board discussion, Ms. Acquisto asked for an explanation on Item #2. Mr. DeMarino explained Item #2 is a way of bringing hot meals into the 16 elementary schools. He stated, as listed in the resolution, the meals will be delivered by Preferred Meal Systems to the elementary schools. He further explained the company will provide and maintain the ovens, coolers and freezers at each school at no charge to the district. Mr. DeMarino stated the meals will be purchased from Preferred Meal Systems and will be heated on site. He stated the contract is for one year only. He further stated all meals will be distributed by district personnel and this is in no way a form of privatization. Mr. DeMarino stated he met with all the elementary principals who were comfortable with this service. He explained the district will realize some revenue from this program which will help the cafeteria deficit. Ms. Acquisto asked if all elementary schools have the space to accommodate the equipment needed. Mr. DeMarino explained some schools are tight but they are all able to accommodate the equipment. Mr. DeMarino stated Bill Marquart did an excellent job, working with the principals, to meet the needs for the equipment. Ms. Acquisto stated she feels it is a great program. There were no comments or questions from the public. With all Board members voting in favor, with the exception of Ms. Hardiman and Ms. Leidner who both voted no on Item #2, the foregoing was adopted.

Mr. Miloscia moved for the adoption of the Technology recommendations, seconded by Ms. Acquisto. During Board discussion Ms. Leidner asked if Item #2 are refreshers. Ms. Rotella responded they are refreshers. She further explained the workstations being removed will go to other locations. Ms. Leidner stated she knows last year the district purchased several computers for the high schools. Ms. Rotella stated due to the workload, it is necessary to replace the workstations regularly.

Ms. Hardiman stated the public is having difficulty hearing the Board. There were no comments or questions from the public. With all Board members voting in favor, the foregoing was adopted. Board Attorney, Jonathan Busch, had nothing to bring before the Board for open session. There was no "Old Business” to bring before the Board. Under “New Business," Mr. Yuhasz asked for an update on the proposed handicapped playground at School #28. Mr. DeMarino stated through the Mayor’s office and the Municipal government, the County would like to fund a wheelchair accessible playground at School #28. Mr. DeMarino stated after investigating with Mr. Eberhardt, he discovered there is an old township park adjacent to the School #28 property. He stated the town will take a grant from the County to refurbish the property for the proposed playground which will prove beneficial to the children. Mr. DeMarino stressed the playground will not take up any PACE areas. Mr. Yuhasz commended Mr. DeMarino and the relationship with the Mayor’s office. Mr. Huber stated there will be a reenactment of the arrest of Governor William Franklin at the Proprietary House on June 22nd. Mr. Molnar commented that the belief is that the Proprietary House is haunted. Ms. Leidner asked if additional funds have been received from School Construction agency. Mr. DeMarino stated a check from the School Development Authority was received on June 5th in the amount of $1,700,000 bringing the total received to date to $16,200,000. Ms. Leidner stated the 5th annual diabetes school walk at School #21 was very successful, collecting a total of $6,137.35. Ms. Leidner further stated the students and staff of Oak Ridge Heights School #21 have collected a total of almost $20,000 for the American Diabetes Association during the Pride Walk held over the years at School #21.

Mr. Yuhasz stated he attended the awards ceremony at Colonia High School. Mr. Yuhasz thanked Mr. McLaughlin, Ms. Fitzgerald, Mr. Short and Ms. McGrath, chairperson of the event. Mr. Yuhasz stated he was happy to partake in this ceremony honoring our students. Ms. Hardiman read a message to Mr. Smith regarding his resignation from Brian Hardiman, an alumni of Kennedy High School. In addition, she stated Christie Hardiman congratulates Mr. Smith and stresses he will be missed for his genuine concern for the students in this district. Mr. Smith stated the district was notified by New Jersey School Boards Association that we are the recipient of the 2008 Special Services award in conjunction with the We Tip program. Mr. Smith thanked Nancy Alberici who works closely with the We Tip organization and the local Police Department when the district receives the anonymous calls. He further stated Ms. Alberici has been an advocate of the program and has provided training at various schools. Mr. Smith stated the Board attorney, Wilentz, Goldman & Spitzer, is providing training for all staff members regarding legal responsibilities of teachers. Mr. Smith said the program was well received and produced positive feedback. Mr. Smith advised Active Shooter training continues with the police department in the schools. He further advised gang awareness training will be provided in October 2008, noting all administrators in the state of New Jersey are required, by law, to partake in this training. Mr. Molnar asked Ms. Leidner to give an update on the Superintendent’s search. Ms. Leidner stated the Committee met on several occasions advising minutes from the meetings have been posted on the web-site. Ms. Leidner stated the ad was posted in the Sunday Star Ledger, noting that the first printing was incorrectly printed resulting in a refund from the Star Ledger of approximately 25% of the ad cost. Ms. Leidner stated the advertisement was also faxed to Rutgers, the College of New Jersey and Princeton, however Princeton’s policies do not allow outside job postings. Ms. Leidner stated the Committee and the Board thank all who participated in the survey. She stated the results have been complied and will be available for public review as early as tomorrow. She further stated at their meeting on June 10th, a representative of New Jersey School Boards offered guidance in specific areas such as the interview process, contract negotiations, reference checking and the need for strict confidentiality of the applications received. Ms. Leidner advised 21 applications have been received and the full Board will meet on June 23rd to review the applications. Ms. Leidner stated if a member of the public would like to submit a question for the Board to ask the candidates during the first round of interviews, they should be submitted through the Superintendent’s office. The Board President opened the meeting to the public. During this portion, K. Cozzola, Colonia, thanked Ms. Leidner for the Superintendent’s search update. Ms. Cozzola asked for a clarification of how the public will be able to pose questions to the candidates. Ms. Leidner stated questions should be sent to the Superintendent’s Search Committee care of the Superintendent’s office. R. Sullivan, Woodbridge, stated she appreciates the detailed update on the Superintendent’s search. Ms. Sullivan listed several concerns with the survey. Ms. Leidner addressed the security code issue stating it was included to assure that one person is not completing more than one survey. Ms. Sullivan expressed concern over whether the security system was implemented properly. Mr. Yuhasz asked how many survey responses were received via e-mail. Ms. Leidner responded there were approximately 300 survey responses received by e-mail. Ms. Sullivan stated there was no name field on the paper survey and asked if although the surveys were not signed, will they still be counted. Ms. Leidner stated they were counted. Ms. Sullivan clarified the purpose of the survey questions. Ms. Leidner stated the responses will be instrumental in developing the criteria when conducting interviews. Ms. Sullivan stated she subscribes to an alerting service from the State of New Jersey, Department of Education, and recently received an alert regarding the Commissioner requiring Superintendents to review district contracts. Ms. Sullivan asked how that will impact the search. Ms. Leidner stated the Board is currently working on that issue with the Board attorney and County Superintendent. Mr. Busch, Board Attorney, stated the requirements under the law with respect to accountability, requires that any time a new contract is entered into between a public Board of Education and a superintendent it shall be provided to the Executive County Superintendent to monitor with strict guidelines provided by the Department of Education. Mr. Molnar thanked the public for coming before the Board with their questions and concerns.

Mr. Small then presented to the Board for its consideration, a resolution for a Closed Session to discuss personnel, negotiations and/or legal matters, which include: resignation, extensions of sympathy; retirements; leaves of absences; certified and non-certified staff: returning from leaves, transfers, and appointments; extended school year appointments; changes for program, and professional development activities, clubs, extra-curricular activities. Appointments of coaches, summer curriculum committee, summer Child Study Team, employment of Retirement Consultant, home instructors, and substitutes which include secretaries, custodians/custodial aides, school aides, bus attendant, paraprofessionals, and summer typists; approval of salary adjustments. There will also be discussion of a request for salary adjustment from a non-affiliated employee, and discussion on a grievance. Any information regarding the Closed Session will be released to the public when the reasons for discussing these matters in Closed Session no longer exist. On motion by Mr. Small, seconded by Ms. Hardiman and carried, the Board retired into Closed Session at approximately 8:20 p.m. The Board returned from Closed Session at approximately 9:30 p.m. and a roll call found all members present as were previously recorded.
