Welcome to the Third Joint Annual Meeting Water JAM 2007

The Virginia Section of the AWWA and the Virginia Water Environment Association are pleased to welcome you for the first time to Hampton for the Third Joint Annual Meeting (JAM) of these two organizations. Water JAMs 2002 & 2005 were a tremendous success and your positive feedback has resulted in us coming together again.

We are pleased to provide this opportunity for Virginia’s water and wastewater professionals to exchange information and ideas, and to benefit from an exceptional technical program. Thank you to the many volunteers who have worked very hard to develop this event. We invite you to join us for an informative, successful, and memorable Water JAM 2007.

Welcome to Hampton Where the Chesapeake Bay meets one of the nation’s busiest harbors is Hampton, Virginia. Centered equally between the cities of Williamsburg and Virginia Beach, the city is best known for its exceptional location and endless activity. From the first settlers who landed here in 1607- to America’s first astronauts, the Mercury Seven, who trained here at NASA Langley Research Center in 1959-the city’s rich history and vital past is clearly visible by exploring our destination. More than 100 historic and world-class attractions surround Hampton. The Virginia Air & Space Center, the visitor center for NASA Langley and Langley Air Force Base, immerses visitors in the science of flight through hands-on exhibits and 3D IMAX films. After more than three years of planning, the Virginia Air & Space Center launched the first phase of its new space gallery, Space Quest: Exploring the Moon, Mars and Beyond, on April 21, 2007. The newest addition celebrates the spirit of exploration with a number of state-of-the-art, interactive exhibit components that highlight the past, present and future of space exploration. We hope you will find time in your busy conference schedule to explore our "first from the sea, first to the stars" city. Registration Information Early registrants may pick up their name badges and program materials at the registration desk located in the Hampton Roads Convention Center at times listed in the conference schedule. All persons attending technical sessions, exhibits, and social functions are required to be registered. Admission to all events, including receptions, luncheons, and banquet will require a registration badge.

Exhibit Information

The Exhibition Hall of the Water JAM 2007 will feature over 100 Exhibit Booths displaying the latest in water and wastewater technology, equipment, and services. Factory representatives will be on hand to show you the newest products and services available and to provide the latest information to keep you up to date on new advancements in technology. Some meals will be served in the Exhibit Area in the Convention Center. Additionally, there will be a Technical Session dedicated to presenting information about equipment and services featured in the Exhibition Hall. This will be the largest water and wastewater-focused technical exhibition in the Mid-Atlantic region, so you will not want to miss this opportunity to attend. Continuing Professional Education (CPE) and Professional Development Hours (PDH)

Eight (8) CPE Credits will be awarded for attending Lab Practice and Permit Compliance workshops and Four (4) CPE Credits will be awarded for attending Collection Systems Workshop. Three (3) CPE will be awarded for attending all the presentations in a technical session designated by ** and 0.5 CPE credits will be awarded for attending individual technical presentations designated by **. Two and half (2.5) CPE will be awarded for attending all the presentations in a technical session designated by * and 0.5 CPE credits will be awarded for attending individual technical presentations designated by *. Professional Development Hours will be issued for all technical presentations and workshops. Please see the session moderator for details.

Directions to Hampton Roads Convention Center (HRCC) The HRCC is located in the geographic heart of the Hampton Roads metropolitan area. Easily traversable, I-64 and I-664 meet at the HRCC’s doorstep.

Heading West on I-64(From Norfolk): Take exit 263-B (W. Mercury Boulevard/Hampton Coliseum) and turn right at the end of the ramp. Continue straight until the first light and turn right onto Coliseum Drive. Go approximately ¼ mile. The HRCC and Hampton Coliseum are adjacent properties.

Heading East on I-64 (from Richmond): Take exit 263 (Mercury Blvd./James River Bridge). Turn left at the end of the ramp (following 258 North) onto Mercury Blvd and continue straight for approximately ¼ mile to Coliseum Drive. Turn right onto Coliseum Drive and go approximately ¼ mile. The HRCC and Hampton Coliseum are adjacent properties.

Heading East on I-664 (from Suffolk/Portsmouth): Merge left onto I-64 West. Take exit 263-B (W. Mercury Boulevard/Hampton Coliseum) and turn right at the end of the ramp. Continue straight until the first light and turn right onto Coliseum Drive. Go approximately ¼ mile. The HRCC and Hampton Coliseum are adjacent properties.

REGULATORY COMPLIANCE TRAINING Protecting Your Organization, Management and Employees

From Criminal and Civil Enforcement

Public utilities and private businesses responsible for clean and safe water have never been subject to higher stakeholder expectations. Regulatory compliance is considered a minimum standard. Beyond civil and administrative enforcement, dedicated criminal investigators at the federal and state levels evaluate non-compliance to identify and prosecute environmental crimes committed intentionally or out of negligence. In the event of misconduct by an employee, prosecutors always consider whether a case exists for criminal prosecution of the organization and management. This regulatory compliance workshop will provide tools and information needed to help keep the organization, management and employees safe from these risks as well as from risks of civil or administrative enforcement.

For the organization and management, this workshop will provide a clear presentation and written materials

consistent with federal guidelines for an adequate compliance and ethics program. A major workshop objective is to help the organization and management guard against criminal liability by (1) providing information about adequate compliance and ethics programs under federal guidelines and (2) conducting regulatory compliance training for employees consistent with the federal guidelines.

For employees, this workshop will provide a clear presentation and written materials on (1) key regulatory

requirements directly related to day-to-day operations and (2) proper data and information handling in real world situations. A major workshop objective is to help employees protect themselves from unintentionally committing acts or omissions that may be classified as criminal negligence.

In addition to the protecting people and organizations from criminal risks, this regulatory compliance

workshop is also designed to help participants understand and minimize non-compliance in general and therefore it offers similar benefits for minimizing risks of civil or administrative enforcement.

The “Fresh Ideas” Poster Session is a contest for our Young Professionals (YPs). The contest will showcase some of the latest work being accomplished by our industry’s future. The winner, as judged by an independent panel of the State’s experts, will receive a $500 cash award and travel to the 2008 AWWA Annual Conference and Expo in Atlanta, GA to compete against the other Section winners.

“Fresh Ideas” presentations will cover a variety of topics for all segments of our industry and stimulate YPs to become active within the Virginia Section of the American Water Works Association and to become part of the conference experience. VA AWWA Fourth Annual Student Water Challenge and Exhibition of VWEA Student Design Competition Winners

The Fourth Annual VA AWWA Student Water Challenge will take place on Wednesday, September 19. This competition for engineering and science majors from Virginia Universities is sponsored by the Student Activities Committee, a joint committee of the VA AWWA and the Virginia Water Environment Association (VWEA), and will focus on using a combination of engineering and science to address a real world water quality issue. Student teams from competing schools will be given a water quality/water treatment problem on the competition day and will be allowed approximately eight hours to develop a proposed solution. Beginning at 3:00 PM, the student teams will present their solutions. Each team will be given 20 minutes for a presentation followed by 10 minutes of questions and answers from our panel of distinguished judges. The winning team will receive a trophy and a $1000 first place prize. The second place team will receive $200. Winners will be announced Wednesday evening at the Annual Banquet. Prior to the presentations for the Student Water Challenge, the first and second place teams from the 2007 VWEA Student Design Competition will give their presentations on their findings from this year’s topic: Evaluation of Liquid-Side Wastewater Treatment Options for the Proposed Lawnes Point Subdivision . This will be an excellent opportunity to see these winning teams whose presentations will represent Virginia well at the national competition at WEFTEC.07 in San Diego. Come out and support the students’ considerable efforts. Spectators will no doubt be impressed at the impressive capabilities of the rising stars that will soon be looking for careers in our industry. Best VWEA and VA AWWA Student Paper Awards The Joint VWEA/VA AWWA Student Activities Committee will be judging all presentations of papers presented by students of Virginia’s universities. Two $500 awards will be given to the best water-themed and the best wastewater-themed presentations. The winner will be announced after judging of all papers is complete.

Living Museum in Newport News & Mariners Museum, Tuesday, 9:00 am – 3:30 pm At Living Virginia’s natural heritage comes alive through living exhibits that encompass all the state’s geographic regions from the mountains to the ocean. Each exhibit tells a story. There is the predator-prey relationship between the chipmunk and the corn snake, the survival adaptations of the flounder and puffer fish, the endangered status of the once plentiful sturgeon, and the geological changes that have created caves. The Virginia Living Museum is home to thousands of animals found throughout Virginia including reptiles, mammals, birds and fish. Mariners Museum, is home to one of the largest international maritime history museums filled to the crow’s nest with prized artifacts that celebrate the spirit of seafaring adventure. One can explore over 60,000 square feet of gallery space with rare figureheads, handcrafted ship models, Civil War ironclad USS Monitor artifacts, paintings, small craft from around the world, and much more. The Museum is set on a 550-acre woodland park with the five-mile Noland Trail around tranquil Lake Maury. Registration fee is $25 per person and includes admission to the Living Museum and Mariners Museum, lunch at LIGHT, and transportation. Minimum of 10 participants is required. If this minimum is not met by August 31, the event will be cancelled and fees will be refunded in full to those who paid in advance. No refunds will be issued after August 31.

Hampton Museum and Tour of the quaint town of Smithfield, Wednesday, 9:00 am – 3:30 pm On Wednesday you will begin the day with a tour of the new Hampton History Museum. Here you will find exhibits and galleries that describe four centuries of history of the Chesapeake Bay area and the life of the oldest permanent English speaking settlement in America. There are nine unique galleries filled with history and Virginia culture from the colonial period to today. Following the museum tour you will be transported to the lovely and quaint town of Smithfield, Virginia, which is just across the James River. You will enjoy a comfortable lunch at the famous Smithfield Inn, which dates back to 1752. George Washington even slept here! After lunch you are invited to wander through the many quaint shops and galleries you will find along Main Street. Smithfield has captured the flavor of a by-gone era and remains true to the small town image of America. A minimum of 15 participants is required for this event. If this minimum is not met by August 31st, the event will be cancelled and all fees will be refunded to any who have paid in advance. The cost of this event will be $25.

Operator Day Events - Wednesday, September 19 VA AWWA Rapid Tappin’, 9:30 am – 10:30 am This operation competition demonstration is wet and wild as the demonstration team’s race against the clock in this simulation of the installation of a ¾” water service. The team consists of a coach and three members with different responsibilities. Two members of the team drill and tap a 6-inch ductile iron pipe under pressure and install a ¾-inch corporation in the pipe while the other team member cuts and flares two pieces of ¾-inch copper tubing. The copper tubing is attached to the corporation and to a meter yoke with a curb stop located midway between the main and the meter. This is a timed event with penalties assessed for leaks, safety violations, and quality of the service installation. Come and see two or three of the state’s finest teams demonstrate this exciting event. VWEA Operations Challenge Events: 9:30 am – 10:30 am Pump Maintenance Event This event will test a team's maintenance skills, dexterity and knowledge concerning a pumping system in responding to a lift station pumping outage. Teams will properly isolate all energy sources prior to beginning work on the system. They will prepare a trailer mounted pump to be put into service if a pump fails at a well station. They will perform numerous preventative maintenance functions including removal, installation and rebuilding of various components of the pump. Once the preventative maintenance is done they will move the pump to the well station and will install the hoses and automatic control systems. They will then test automatic control systems and remove appropriate locks and tags. Collections Systems Event Teams will remove (cut) a section out of an 8-inch diameter gravity PVC (SDR35 - green) sewer pipe with water circulating (running through it). They will hand drill and install a 4-inch service saddle in the replacement section. Then they will cut and install the replacement section (with the service saddle on it) into the sewer pipe, with "flexible" repair couplings. They will program and install on the in-service pipe a portable clamp-on flow meter. Following completion of the sewer service replacement section activities, the water tightness of the installation will be evaluated by placing a predetermined amount of water pressure on the system. VA AWWA TOP OPS Championship Challenge, 3:00 pm – 3:30 pm The Top Ops Challenge is a fast paced question and answer “JEOPARDY” styled competition initiated in the VA AWWA seven years ago. The championship challenge will be held at Water JAM 2007 with the top three teams from the preliminary Top Op challenge rounds held earlier in May at the Plant Operations Committee conference. The teams will compete by answering technical questions taken from the Opflow; state regulations; and manuals from other states. VA AWWA NON OPS Challenge, 3:30 pm – 4:00 pm The NON OPS Challenge is a spin off of the popular TOP OPS Competition. As opposed to TOP OPS, NON OPS is open to anyone but water operators. The format for the competition, a very closely guarded secret not to be revealed until just before the competition, is guaranteed to have a level playing field for all participants whether they be engineers, plant managers, vendors, etc. Each team will consist of three members. We only have time for a competition comprised of three teams. With the submission of an entry form, the first 3 teams will be accepted. See the registration form on the following page.

Water JAM 2007 Clay Shoot at Old Forge Sporting Clays On Monday, September 17, the Water JAM 2007 Clay Shoot will be held at Old Forge Sporting Clays in Providence Forge, just west of Williamsburg off Highway 60. This is the premier sporting clays facility in Virginia and we can promise a great time for everyone.
