The Episcopal Word was read by the Secretary, Rev. Ida Hall Talley, from pages 3 and 4 of the Worship Guide. The secretary continued reading pages 15 and 16, of the Conference Agenda. Reverend Gregory Nettles made a motion to accept the conference agenda. Reverend Michael Washington seconded the motion. Motion carried.Questions:

The Conference At Study The Conference at Study began at 9:20 A.M., under the leadership of Bishop Richard Allen Chappelle, Sr. Bishop Chappelle asked the members of the conference to assemble in the first 6 rows of the sanctuary. Bishop Chappelle began by asking for questions and concerns:Rev. Angela Rogers asked about delegates for a circuit. Bishop Chappelle answered one delegate from each station, mission, and circuit. Bishop Chappelle stated the treasurer of the church will determine the number of delegates.

Brother Ray Parham asked where he can find in the Bible “you will see your love one again when we all meet it the after life”. Bishop Chappelle stated that statement is not in the Bible but it is something we say to comfort the family.

Bishop Chappelle called for someone to come and read an editorial from the Christian Recorder. Rev. Hazel Linton read the article. Bishop Chappelle asked for comments and responses to the article. Rev. W.R. Norful, Sr., stated the district does come together for worship and fellowship. Mother Chappelle pointed out in the 2004 of the Doctrine and Disciple of the African Methodist Episcopal Church page 120. It is the pastor’s responsibility to provide the monies required at the time of the Presiding Elders arrival. It is then for the Presiding Eider at that time to preach, rally members, assist in raising funds and do anything within in his power to support the pastors and church in growth. Mother Chappelle also concurred that class leaderships and presiding elders are looked upon as bill collectors.

Bishop Chappelle commented that the conference should also be a time for conference study and discussion especially of things relating to the church and the pastor that are not outlined in the discipline; ie., pulpit etiquette how to handle communion and other issues relating to the church. Conference at Study adjourned at 10:25 A.M.

Bishop Chappelle called for comments and concerns from the Greater Allen Chapel, Handbook and Report to Membership handout. No one at that time had any comments in reference to the Greater Allen Chapel, Handbook and Report to Membership.

Rev. Gregory Nettles read “The African American Denominational Leadership Health Initiative”. Bishop asked the pastors or members of a pastor who may not be present to fill out the “Church Needs Assessment” form and return it to him.

Bishop Chappelle explained his rationale for creating a Handbook and Report to Membership while he was the pastor at Greater Allen Chapel AME Church in Melbourne, Florida from 1974-1975. He discussed the choir as an example of an organization where rules and regulations were greatly needed.

Bishop Chappelle stated that some of the pastors were referred to the ministerial efficiency committee not for non-payment of their annuities. But, they were referred for not paying the minimum amount $315.00.

The committee report was read by Rev. Gregory Nettles see (exhibit 4). The required compliance of persons to the conference for admission is: Brothers Jonas Williams and Steven Tyrone Young. Rev. Gregory Nettles presented Bro. Jonas Williams to the conference having met the requirements for admission to the Annual Conference. Rev. presented Bro Steven Young as not meeting the requirements for admission to the Annual Conference.

Recommendation:Upon the recommendation of the District Conference of the Pine Bluff South District, we therefore recommend that Bro. Jonas Williams be admitted on trial. Bro. Steven Young name be deleted from the report.

Rev. Curley Roberts made a motion to accept the report of admissions. Rev. Roderick Greene seconded the motion. Motion Carried.

1st Year StudyRev. Nettles presented Sister Ruthie Mae Murphy as meeting the requirement for first year studies. Recommendation:We, therefore recommend that she be passed to Second Year Studies.

2nd Year StudiesRev. Nettles presented Sister Juanita Smith as not meeting the educational requirement for the second year studies. Rev. Nettles presented Sister Denise McDonald as having met the requirements for ordinations. Recommendation:We, there recommend that Sis. Juanita Smith remains in Second Year Studies; and Sister Denise McDonald be elected and ordained as and itinerant deacon.

86th Session of the Central Arkansas Annual ConferenceOctober 11-15, 2006

Committee of State of the ChurchBishop Philip R. Cousin., the 96th elected and consecrated bishop of the African Methodist Episcopal Church and Senior Bishop gave the State of the Church address in 2004, entitled, “The Winds Which Blows Across Our Bethel”. In his speech, he spoke about the present day problems of the 21st century facing our historical Zion. He presented in an eloquent matter of remembering our past and not losing tradition. Bishop Richard A. Chappelle, SR., the 108th elected and consecrated bishop of the AME Church, in 2005, gave the State of the Church address entitled, “The Tree of Our Zion”. In his historic speech he spoke frankly on recapturing the purpose of the General Board and its operation. Dr. Jaymye C. Williams, retired General Officer, gave the State of the Church address at the historic 50th year anniversary of the establishment of the General Board. Her speech entitled, “Help Wanted”, pointed out the 21th century needs of our Zion by doing a needs assessment in the function of our election of Bishops, fiscal accountability, higher education, and focusing on the mission of the church.These leaders could be considered the Moses generation of our connectional church. They have labored in the desert and help to lead the A.M.E. Church out of Egypt. They helped us cross the Red Sea of despair and to appreciate the doctrines and disciplines of our Zion. This generation of great leaders is looking for Joshua’s who will appreciate the traditions of the church and also be creative in seeking and saving the lost.The major question is: How do we bridge the generations existing in our local churches? In some cases, there are four generations, so we must be able to minister effectively to the whole man, as well as the whole family. Ms Shade A. Hyche, Connectional Self-Denial Essay winner wrote, “The Revolution is a Vision: How I would Revolutionize or Change the A.M.E. Church to Attract More Young People? She states: 1). The A.M.E Church must reach youth where they are-on their level; 2). The A.M.E Church must embrace unconventional methods, with Christ as the center, in order to attract more young people, and 3.) The A.M.E Church must rethink its approach in order to reach a growing generation of un-churched and irreligious youth.Our major situation in the A.M.E Church is adapting to a 21st century society and still maintaining the tradition. Is there a quick, fast resolve? Probably not! Will the church sustain during this paradigm shift? Most definitely! How will we do it? By continuing to focus on the mission of the church given by Jesus Christ and focusing on the mission of the A.M.E. Church. We must always focus on the global church and look for ways to plant churches across the world. What is the “State of the Church”? It can be summed up by saying, “To serve the present age, my calling to fulfill; O may it all my powers engage to do my Masters will. Help me to watch and pray, and on thyself rely, Assured, if my trust betray, I shall forever die.”Humbly Submitted,

Greetings in the mighty name of our Lord and Savior Jesus Christ. We, your committee on the

State of the country, submit the following report:

WHEN THE LEVEES BROKE

Most people think that it was Katrina that brought about the devastation to New Orleans, but it was a breaching of the levees that put 80 percent of the city under water. It was not the hurricane. Spike Lee was interviewed on HBO and he said "It was a very painful experience to see my fellowman, the majority of them African-Americans, in the dire situation they were in." And many people were and still are outraged with the SLOW response of the Federal Government. One European journalist said the images looked like they were from a third world country, not the almighty United States of America, and you know the U.S. government didn't respond like the almighty United States of America. Recently, there was another horrific natural disaster-an earthquake in Indonesia. The United States government was there within two days. They received quicker response than New Orleans and the people in the whole Gulf region. People in New Orleans are up in arms about progress. The residents want to move back, but authorities are still finding bodies in homes. There's nowhere for them to live. Being the mayor of New Orleans has to be the next hardest job in the country besides being the President of the United States. If you go to New Orleans today, only one-fourth of the population is there. We pray for the region, we pray that Americans respond in record numbers to continue to help the people in the Gulf Coast. If the people see, maybe they can't get politicians to move more quickly and be more efficient in helping our fellow men.

WHY ARE GAS PRICES REALLY FALLING?

"It pumps up presidential popularity," said Larry Sabato, a political analysist in Virginia. While many experts believe that the recent rebound enjoyed by Bush in the polls' results of a new thrust on security, others say it is mostly about the newly correlation between Bush's rise in the polls and the decline of gas prices, and it seems clear that consumers are in a more .pleasant mood as gas prices continue to decline. While the November 7th midterm elections are foreshadowing a political "shake-up," American voters, historically, are less eager for political change if they can fill their tanks up cheaper. So, the American people can be assumed that the Republicans will continue to lower gas prices to keep American confidence high. For the average retail price of gasoline nationwide is now $2.38 per gallon, the lowest since March 2006. Meanwhile, Oil prices have fallen by more than 20% since July. Bush seems to be a major beneficiary of the lighten public mood. His approval rate, in the Los Angeles Times poll last week rose from 41% to 44%. As long as gas prices stay down, Bush's approval rate will rise. That's the trade off for Americans.

END TO TYRANNY

President Bush's words, "We seek the end of tyranny in our world." Every step toward freedom in the world makes our country safer, and so will acting boldly in freedom. More than half of the people of our world live in democratic nations, but let us not forget the other half in places like Syria, Zimbabwe, North Korea, and Iran — where there are the demands of justice and the peace of this world — require their freedom as well. Terrorist like Osama Bin Laden are serious about mass murder. The terrorist have chosen the weapon of fear which is the weapon of our adversary, the devil. We are fighting a war in the Middle East, but there is a war going on right here in the United States of American. Men, women, and children are dying in the Middle East everyday and they are dying here everyday. Our children are dying in the streets and the most recently, in our schools across the country. Recently, a total of 6 students and a high school principal have been shot to death in our public schools. We have terrorist right here in our homes and our schools. Have we forgotten that human life is a gift from our creator, and that gift should never be discarded, or put up for sale? Our society elects officials to uphold the public trust. The ethical standards of this country of Washington D.C. must be reformed. A hopeful society comes to the aid of fellow citizens in times of suffering. Charity begins at the home and then spreads abroad.

Recommendation

If Israel can withdraw its troops from Lebanon and can replace their troops’ presence, why won’t our president do the same? This committee recommends that we go to the polls and vote; a change is needed in November and in 2008. Let our voices be back home taking care of home. We must speak up and speak out at the polls. Bu above all, we must realize just what we are wrestling against. Paul says it best in Ephesians 6:12- “For we not wrestle not against flesh and blood, but against principalities, against powers, against the rulers of the darkness of this world, against spiritual wickedness in high places”. We must put on the whole armor of GOD that ye may be able to withstand in the evil day.

To Dr. Richard Allen Chappelle, Sr., the immediate past President of the General Board of the African Methodist Episcopal Church and Presiding Bishop of the Twelfth Episcopal District, Dr. Barbara Jeanne Chappelle, Episcopal Supervisor of the Women's Missionary Society, Presiding Elders, Pastors, Leadership of the Women's Missionary Society, Young People's Department, Christian Education Department and Lay Organization:

First and foremost, the Committee on Church Schools would like to acknowledge and commend the dynamic leadership of our bishop, Dr. Richard Allen Chappelle, Sr., immediate past President of the General Board and Presiding Prelate of the 12th Episcopal District, Dr. Barbara Jeanne Chappelle, Episcopal Supervisor, Rev. Larry M. Banks, Episcopal Chairperson of the Department of Christian Education, Rev. Shirley Inkton Bowers, Episcopal Director of Christian Education, Conference Directors of Christian Education, Christian Education Faculty and Staff and other leaders who helped plan and implement the 2006 Christian Education Congress. Oral Roberts University in Tulsa, Oklahoma, the site of the Congress, proved to be a desirable setting conducive to a meaningful learning and worship experience. Both youth and adults were amazed to experience the power of the Holy Spirit and how it is working through the leaders of the church. The vision and foresight of Bishop Chappelle added quality, character and style to the 2006 Christian Education Congress when he engaged the Rt. Rev, Samuel Green, Sr., the 124th elected and consecrated Bishop of the African Methodist Episcopal Church, the Presiding Prelate of the 15th Episcopal District, as the keynote speaker. Without a reasonable doubt, we can truthfully say that the 2006 Christian Education Congress had, and is continuing to have a profound impact, marked by excellence, spiritual growth and spiritual renewal on those who attended and on the church as a whole. The Committee on Church Schools is excited about the positive impact that Congress had, and is continuing to have on those who attended and on church school throughout the Central Arkansas Conference. The Committee on Church Schools feels that the 2006 Christian Education Congress improved upon the high level of success already achieved in the past, and that it is exemplary through diversity in depicting the essence of the soul of the church, and how such a model can influence the growth and development of church schools throughout the conference.

Secondly, there were several local church school superintendents, assistant superintendents, other officers, teachers, musicians, and other church school members in attendance, many of whom enrolled in the course, "Enhancing Your Church School," taught by Sister Cynthia Horton. Also, I taught the course, "Know Your Church," and it was observed that several church school officers and members were enrolled. As your Church School superintendent, the opportunity afforded me to teach this course enhanced my knowledge and perception concerning the importance of the Church School and how it relates as a component of the whole. Attendance and participation alone made the Committee aware that there are several church schools

throughout the Conference that are inspired and motivated to improve their status. Many officers, teachers and other workers left the 2006 Christian Education Congress going back to their local churches with the intent of making a positive difference.

Thirdly, based on observations, direct visits and participation in church schools, oral surveys, and telephone communications, the Committee gained firsthand knowledge and insight pertaining to how well church schools are doing throughout the conference. The Committee observed that there is a continuing trend, because of small numbers that make up the church school attendance, to combine two or more classes to form a single class. However, the larger churches are more organized to fit the structural pattern of classes as outlined or recommended, and the trend seems to be with these churches to add special activities for quality and diversity. While the lecture/discussion method is still being used in several of our church schools as the primary medium of instruction, the more progressive church schools are using innovative teaching strategies, visual aids, arts and craft techniques, puppet shows, computers and other technology. It was observed that the larger the church school, the greater the tendency to vary in teaching strategies.

Fourthly, it was encouraging to know that several of our church schools had newcomers at the 2006 Episcopal Christian Education Congress, while others continued to return from congresses attended in the past. Still, there were some church schools that had no representation at either the Episcopal Christian Education Congress or the Presiding Elder District Christian Education Congress. However, on the other hand, some church schools had larger numbers of delegates attending and participating at both levels.

Fifthly, the concern remains, however, that the attitudes of adults and the lack of participation in some of our church schools still exist. While some church schools are growing in adult attendance, many do not feel the need to support the church schools. On the other hand, the more serious-minded church school officials are implementing new member campaigns, promotions and award ceremonies, trips for fun and entertainment, church picnics, movies and games, etc., as a means of increasing attendance. I^some cases, church school activities, in addition to being held on Sunday morning, are being used as training models and are being conducted at night, during the week, or on the weekend, or on Sunday evening. Classic examples of such programs are: (1) the Twilight Church School conducted on a Sunday evening at Allen Temple A.M.E. Church, (2) Saturday evening Church School conducted by New Macedonia A.M.E. Church and (3) church schools staffed by men on special occasions, like Men's Day, or by women on Women's Day, or by youth on Youth Day.

Lastly, to God be the Glory! For the past thirty-four (34) consecutive years, I have had the honor and privilege of serving as your Conference Church School Superintendent with exuberant joy. My tenure in this capacity has allowed me to gratefully serve under five Presiding Bishops of the Twelfth Episcopal District of the African Methodist Episcopal Church, Bishop Frederick Calhoun. James, Bishop Hamel Hartford Brookins, Bishop Henry Allen Belin, Jr., Bishop Frederick Hilborn Talbot and Bishop Richard Allen Chappelle, Sr. I am truly grateful for the opportunity that these Episcopal leaders have given me to serve in the church and develop in Christ, all of whom I shall forever love and respect to the highest, giving all praises to God from whom all blessings flow. After having served for thirty-four(34) years, even though I have mixed emotions about what I am about to request. In spite of my mixed emotions, I feel that it is now time for me to step down and give someone else an opportunity to serve. To Bishop Richard Allen Chappelle, Sr., I shall always be grateful for the love that you have shown me and the divine guidance that you have given me. Therefore, I humbly request that I not be reappointed to the position of Conference Church School Superintendent.

CONCLUSIONS

The Committee on Church Schools acknowledges that the 2006 Christian Education Congress, like past congresses, under the leadership of Bishop Richard Allen Chappell, Sr., marked by excellence and spiritual renewal, appears to have been highly focused and designed to depict the essence of the soul of the church. It is the hope of this Committee, that each time a Christian Education Congress is held, there will be a profound impact on the church as a whole. Likewise, it is expected that more church schools are benefiting as the result of local church officers, teachers and members attending and participating in the Presiding Elder's Christian Education Congress as well as the Episcopal Christian Education Congress. Of course, however, there

are always those throughout the Conference who are inspired to do a job the more excellent way. The church schools that are thriving more, and are more progressive, are those that are using innovation in instruction, those that are engaged in extensive training and recruitment efforts, and those that focus on promotions and award ceremonies, trips for fun and entertainment, picnics, trips for fun, movies, games, etc.

RECOMMENDATIONS

The following recommendations have been proposed for consideration:1) That each local church school that does not have a viable recruitment program would

ADMISSIONS

We had had before us:

Brother Steven Tyrone Young. He is 28 years of age (August 1,1972), he is married. Brother Young is a member of the Mt. Olive A. M. E. at Lapeal where the Rev. Aluster Neal Hamilton is his pastor. He is a High School Graduate.

The committee has explained the education requirements to Brother Young as per the Book of Discipline for admission to the Annual Conference.

Upon the recommendation of the District Conference of the Camden-El Dorado District, we therefore recommend that he be admitted on trial.

Brother Jonas Williams, Jr. He is 57 years of age, he is married (Mary) and a father. He is a member of the St. John A. M. E. Church at Pine Bluff where the Rev. W. R. Norful, Sr., is his Pastor. Brother Williams has been a member of St. John for 2 1/2 years. He was originally licensed to preach in the African Methodist Episcopal Zion Church in 2000 before joining St. John. Having surrendered this license, he was licensed in 2005 in the quarterly conference of St. John, Pine Bluff by Presiding Elder Thomas G. Allen.

Brother Williams is a graduate of the University of Arkansas at Pine Bluff. He is the owner/operator of Jonas Williams Upholstery in the City of Pine Bluff, a business he has operated for many years. He is currently in his second year as a student at Jackson Theological Seminary at North Little Rock, Arkansas.

Upon the request of the St. John A. M. E. Church and the recommendation of the District Conference of the Pine Bluff/South District, we therefore, because of the age requirements, recommend that Brother Williams be admitted as a Local Minister. And passed on to First Year Studies.

FIRST YEAR STUDIES

Sister Ruthie M. (Mae) Murphy ,50 years of age (March 20, 1956), she is married, 28 years to Mr. E. J. Murphy, and the mother of 2 children. Sister Murphy has been a member of the Good Hope A. M. E. Church in Chidester, on the Camden/El Dorado District, for the past year and a half, where the Rev. Arlan Parham is her pastor. She has served as supply of Good Hope, Chidester for this entire conference year due to the illness of the pastor bring this church into this session of the Annual Conference. Sister Murphy has completed three years of College at Ouachita Baptist University at Arkadelphia, Arkansas. She is currently enrolled at United Theological Seminary at Monroe, Louisiana. She is employed in the Camden Fairview School District as a Computer Lab Manager.

She has met with the Board of Examiners, and demonstrates a good spirit for ministry. The Board has explained the requirements as per the Book of Discipline for candidates for Ordination in the A. M. E. Church and received her commitment to pursue the same. We, therefore recommend that she be passed on to second year studies.

Sister Ruthia M. Williams, 49 years of age, a high school graduate married and the mother of 3 children. She is a member of the Mt. Olive A.M.E. Church at Tarry, where the Rev. Lanell Franklin Ross is her pastor.

Sister Williams has attended Southeast Arkansas Technical College; She is 6 hours from completion of a Certification program at Jackson Theological Seminary at North Little Rock. The Board has explained the need to continue her education and the requirements for ordination as an Itinerant Elder per the Book of Discipline of the A.M.E Church.

We, therefore, recommend that she remain in fourth year of studies.

Sister Angela Marshal Rodgers, 42 years of age, a high school graduate, married and the mother of 2 children. She has served as the pastor of the El Dorado Circuit on the Camden-El Dorado District for the past three years. She is now enrolled at the United Theological Seminary at Monroe, Louisiana in a Bachelor of Theology Program. The Board has explained the need to continue her education and the requirements for ordination.

We, therefore, recommend that she remain in the fourth year of studies.

Brother Daryell Howell, is 36 years of age, married, and (Allison) the father of 2 children. He presently serves as pastor of the St. Andrew A. M. E. Church in Huttig, on the Camden-El Dorado District. He is the mayor of Strong, Arkansas.

He received a B. A. from the University of Louisiana at Monroe in the Area of Sociology in August 2005, a Bachelor of Theology from United Theological Seminary of Monroe, Louisiana. He is currently working on the Masters of Religious Education at United.

We, therefore recommend that he be ordained itinerant elder.

Sister Lanell F. Ross* 53 years of age, widowed, the mother of 2 daughters and has one granddaughter. She has just concluded her first year as Pastor of the Mt. Olive A. M. E. Church at Tarry on the Pine Bluff/South District.

She is a graduate of the University of Arkansas at Pine Bluff, where she is employed as an Academic Advisor. She has completed 67 hours toward a Masters of Divinity, and presently taking classes at Jackson Theological Seminary at North Little Rock, Arkansas and Payne Theological Seminary at Wilberforce, Ohio.

We, therefore, recommend that she remain in fourth year of studies.

Sis Diane C. Smith, 37 years of age (November 30, 1969), married, the mother of two children. She serves as pastor of St. Paul, El Dorado on the Camden-El Dorado District.

Sister Smith did not meet with the Board this year; therefore we recommend she remain in fourth year studies.

• February 11, 2006, held the 2nd Quarterly Meeting, St. Mark, Thornton, Arkansas.

• February 2006-Attended the 12th District Founder's Day.

• March 2006, attended Mid Year in Tulsa, Ok.

• April 2006, attended the CAC-WMS- Central Arkansas Conference Unity Worship Service at St. James AMEChurch, Camden, Arkansas.

• The CAC Lay Supported the 12th Episcopal District Economic Development Fund.

• The CAC Lay Awarded stipends to pastors who retired at last Annual Conference.

• The CAC Lay Supported the Rucker Clayton Scholarship Project and the Edward Swift PrayerBreakfast.

• The CAC Lay Paid to the Episcopal District Lay Organization our Share of the Connectional LayBudget.

• As President, I have served as Annual Lay Day, Founders Day and WMS Speakers for variouschurches.

• The CAC Lay Officers and members have attended all Episcopal District Meetings.

• The CAC Lay continue to Support Hurricane Victims who are still in our area.

• As President I have maintained A Good Community Public Relations, participated in the Voter RegistrationCampaign, and provided food baskets to needy families for Thanksgiving and sponsored a Toys forTots Christmas Projects for Low Income families.

• The CAC Lay Meetings include Study courses and Bible Study.

• We have a total of 37 Churches within our Conference that have a Local Lay Organization. There are 12Churches that do not have an organized Lay Organization and several Churches who do notsupport the Lay financially.

• It is our Pray that each Church in the Conference will organize a Lay Organization. The financial Report for this Conference can be found on the last page of this document.

Not to us, O Lord, but to you goes all the glory for your unfailing love and faithfulness. Psalm 115:1

To God be the Glory for the great things he has done. It is with praise and thanksgiving to Almighty God that this report is made. The Missionaries of the Central Arkansas Conference continue to be enthusiastic ambassadors for Christ endeavoring to make a difference in the world. I count it a privilege make this report of our stewardship.

October, November 2005 - The conference branch president and other members of the CAC supported our missionary sisters hi the other conferences by attending the following Annual Night in White programs:

• South AR Conference - Pilgrims Rest AMEC, Monticello, AR• West AR Conference - St. Phillips AMEC, Magnolia, AR• AR Conference - Bethel AMEC, Little Rock, AR

December 2005 - The CAC WMS was well represented at the 12 th Episcopal District WMS Planning Meeting held at Bethel AMEC, West Memphis, AR. Through the visionary leadership of Mother Chappelle and President Martin we reviewed our accomplishments as an Episcopal Society in 04-05 and made plans for even greater success in missions in 05-06. The CACWMS participated in the Annual Christmas tree decorating contest.

The CACWMS planning meeting was held on December 17, 2005 at 10:00 a.m. at St. John AMEC, Fordyce, AR followed by the CACYPD planning meeting at 2:00 p.m. at St. Mark, Thornton, AR. The presence of Mother Chappelle was an additional blessing to this day of organization and fellowship.

January 2006 - The Central Arkansas Conference WMS was represented at the 2006 Connectional Executive Board meeting in Cincinnati, OH by President Denton, Mrs. Miranda Johnson, Mrs. Barbara Boyce, and Mrs. Lula Gray. Mrs Sharon Fletcher was the recipient of a Boundless Missionary Award presented by the Connectional Society. Episcopal representation in the area of Creative Arts was in the form of word search puzzles created by President Denton.

February 2006 - Your president attended the CACYPD Sweetheart Banquet on Feb. 11 in Pine Bluff and the Episcopal District Annual Founder's Day Celebration held at St. John, Pine Bluff on Feb. 19.

March 2006- Missionaries of the CAC journeyed to Tulsa, OK for the 12th Episcopal District Mid-Year Meeting. We participated in the reporting sessions, Bishop Chappelle's Birthday Celebration, the Annual WMS Scholarship Breakfast and Silent Auction and all other instances of the More Excellent Way found in the 12th Episcopal District. We thank everyone in the CAC who supported the Scholarship Breakfast by, purchasing tickets.

April 2006 - On April 30, 2006 at 4:00 p.m. the Central Arkansas Conference Unity Worship Service was held at St. James AMEC, Camden, AR,- This well attended, inspirational worship service was organized by the CACWMS. Presiding Elders Allen and Roberts as well as conference leaders of the YPD, Sons of Allen, Women in Ministry and the Lay Organization participated. Missionaries, ministers and other members of the laity from all over the conference attended. We were delighted to have Dr. Anna Burnett Graham, my mentor & Rev. & Mrs. T. W. Scott from the West AR conference in attendance. The preaching of the word by Rev. W. R. Norful, Sr. and the singing of songs of Zion by the CAC Clergy and the Central Arkansas Conference Choir took us on a mountain top experience. All four areas made initial reports for the pre-offerings which provided financial support for Mrs. Aline Allen and Mrs. Jacquelyn Roberts in the 12th Episcopal District WMS Calendar Tea.

May 2006 - The first Saturday in May found us at Shorter College decorating tables and making financial reports for the 12th Episcopal District WMS Calendar Tea after being inspired by the Shorter College Graduation. Mrs. Sharon Fletcher won 3rd place in the table decoration contest. Mrs. Aline Allen reported $3,308.00 and Mrs. Jacquelyn Roberts reported $2,000.02.

We served in various capacities during the benefit banquet for Shorter College held at the Embassy Suites, Little Rock on May 19. Ms, Joyce Vaughn of me CAC was one of the emcees for this beautiful black-tie affair. Bishop Vinton R. Anderson inspired us all as the speaker for this auspicious occasion.

June 2006 - On the 25th we journeyed by plane, van and car to Charleston, South Carolina in support of our illustrious Bishop, the Right Reverend Richard Allen Chappelle, Sr. as he ended his two year tenure as President of the General Board of the A. M. E. Church. We were blessed to share in the General Board 50th Anniversary Celebration orchestrated by Bishop Chappelle. We wanted the connectional church to know how proud we are of our Episcopal leaders, Bishop and Mother Chappelle.

July 2006-July 10-13 we traveled to Oral Roberts University, Tulsa, OK where the 12th District Christian Leadership Congress was held. The WMS sessions included a Jeopardy game prepared by Mother Chappelle and President Denton using Constitution & Bylaws, WMS trivia, 12th District end the AME Trivia as the topics. Copies of the GET are being distributed to all of the conferences. The CD can be changed for use with any type of information.

The CACWMS was proud to present Mrs. Theo Carter of Bethel, Chidester and Mrs. Freddie M. Sims of Mt. Pleasant, Pine Bluff for induction into the 12th Episcopal District Hall of Fame. The surprise birthday celebration prepared in honor of Mother Chappelle was a beautiful event which included a short serenade by our Bishop,

August 2006 - The CACWMS presented its Annual Pew Rally & Songfest on August 6 at Allen Temple, Pine Bluff. Once again it was a wonderful event enjoyed by all who attended.

Other than the planning meeting held in December 2005 at St. John, Fordyce, three other conference meetings were held. We were welcomed to the facilities and surrounded by the hospitality extended by the pastor and members of St. John, Fordyce; Macedonia, Bearden; Mt. Pleasant, Pine Bluff and Curry Chapel, Strong.

SPECIFICALLY THIS CONFERENCE YEAR WE HAVE:

• Honored our legacy through acts of love bestowed upon the Life Members and Hall of Fame members of the CAC at the area level and conference level

• •; Adopted individual senior members of our communities and nursing homest• Held Health Fairs and Back to School Fairs

• Provided enough school supplies to teach 80 children in Africa(School- in- a -Box)

• Provided an animal for an impoverished community through Heifer International• Reported $ 11,000.00 to me Episcopal District WMS as our budget assessment• Reported $300.00 to the Central Arkansas Annual Conference 05• Reported $400.00 to the 12th District WMS / Annual Night in White 05• Awarded a $2000.00 scholarship to an active member of the YPD.• Awarded $150.00 stipends to two pastors of the conference.

I thank all who have made this report possible, the officers, area chairpersons and members of the CACWMS, the members of local societies and local churches, the YPD'ers, the Presiding Elders and ministers of the Central Arkansas Annual Conference. This is your report and I thank God and you for the opportunity to give the report. A special tribute to Bishop and Mother Chappelle and President Gharolett Martin for their support and leadership.

Special thanks to my pastor Rev. Reginald Cleaver, Sr. and the Mt Pleasant AMEC family for theirsupport. I cannot say thank you enough to my husband Lon Denton, my mother, my children and my eightsiblings for then- prayers and help. God loves each of you and so do I.

Let us all pray for a deeper commitment to our children, to the poor, to the elderly, to the imprisoned, to the sick, to all who are in need.

1 stand here as humble as I know how as I submit the following report to you for the 2005-2006Conference Year on behalf of the Young People's and Children's Division of the Women'sMissionary Society. We have had some disappointments, some misunderstandings; some lack ofsupport but through it all we still can say God has truly been good to us.

The Fruits of Our Labor:

December 2005:We began the 2005-2006 Conference Year by attending the Episcopal District Planning Meeting at Greater Bethel A.M.E. Church in West Memphis, AR. We received 1st place for the "Souper Bowl" of Caring and 3rd place for our Annual Youth Night, for which we are still giving God all the honor, glory and praise. I was also presented a Certificate of Appreciation for visiting and supporting the other six conferences during their Annual Conferences.On December 17th, we held our Conference Planning Meeting at Greater St. Mark A.M.E. Church. The devil was busy trying to divide and destroy and we being determined not to let him take control, invited Mother Chappelle to come and meet with us in order that we would get back on track and we could be about God's business the right way, decently and in order. After our Conference President, LaQuilla Boyce, gave a report from the District Planning Meeting, we began setting our agenda of works to be done for the year hi order that we would fulfill our obligations on the Connectional, Episcopal and Conference levels. We would like to thank Mother Chappelle not only for sacrificing that Saturday, but also for her unselfish love and concern and for sharing her wisdom. Many persons talk the talk but fail to walk the walk. Many of our local churches participated in various mission projects during the Christmas Season by taking fruit baskets, food boxes and personal care products to the sick and shut-in in their churches, persons in the nursing homes and in the communities at large.On December 30-31, the Conference President, First Vice President and I traveled to Fort Smith, AR to attend the Episcopal District YPD Executive Board Bonding Retreat. The young people were very

enthusiastic and had a great time while planning their program for Mid-Year. This also gave the directors a time to reflect and regroup.January 2006:In order to show the areas I am truly available and concerned, I feel it is important to be present for at least one of their meetings during the conference year. On January 14th, I stopped briefly in Thornton for Area II' s meeting and then continued on to Camden for Area Fs meeting. I was welcomed in both meetings and in Area I, it gave us an opportunity to clarify some concerns for persons that do not usually attend the conference meetings. At the close of that meeting, I then traveled on to Little Rock to represent the conference at Shorter College's Homecoming, where our Episcopal YPD First Vice President, Miss Latoya "Pumpkin" Browning, was crowned Miss Shorter College. A special thanks to my husband for accompanying me.On January 24-28, I attended the Connectional WMS Executive Board Meeting in Cincinnati, OH. I thank God that I was able to go and be a part of the District delegation. One very special event that took place at the close of the Missionary meeting was the "Souper Bowl of Caring" weekend blitz, an outreach ministry, planned by the Third District YPD and the South Ohio Conference. Prior to the Executive Board Meeting, Reggie, our Episcopal YPD President; the other Episcopal Presidents and Directors; other young people present mainly from the Third District; Mrs. Barbara Boyce; and I loaded up on school buses and went down to Christ Our Redeemer A.M.E. Church which is in an impoverished community. There, we prepared and served food to the needy and gave persons socks, which the districts provided, along with other clothing. Many of the young people took advantage of the opportunity to interact with the youth in the community by playing games and talking with them. There was one Episcopal Director going through the community and praying with the people. After the other adults and some youth observed the positive response she was getting such as people seemingly coming "out of the woodworks," others began to minister to the people. I was amazed that even though some of those people were staggering in a drunken state, they realized the fact that there is a God and that they needed prayer. The people were very appreciative and inquisitive about the organization and to see the gratitude on their faces is something to be remembered.

February 2006:In February, many of the churches participated in the "Souper Bowl" of Caring. This year we began collecting funds and can goods (non-perishables) on January 15th and climaxed the mission outreach on Sunday, February 5th. We raised $1,457.97, which exceeded our total for the 2004-2005 Conference Year. Even though we did not have as many churches to participate this year, the young people are to be commended for their efforts for which I am very pleased. The money was given to various charities, organizations and families and the non-perishable food was donated to churches with food pantries and persons in their respective areas. On Saturday, February 11th, the young people hosted their first Valentine's Sweetheart Banquet, which was their fundraiser for the District Pageant. It was truly an evening to remember. They were responsible for serving the guests as well as planning the entertainment for the banquet and they did an exceptional job. The young people especially enjoyed seeing the Reverends Allen, Boyce, Frost, Gray, Nettles and Michael Washington serenade their wives. A special thanks to Mrs. Jovan Smith and the other ladies of Curry Chapel who catered the delicious meal. We did not reach our goal mainly due to a lack of support by the conference but those of us that were present had an enjoyable evening.

March 2006:On March 11th, the young people held their second conference meeting again at Greater St. Mark which is a midway point for us. The young people once again were about taking care of the business at hand. We were making preparations for Mid-Year as well as still trying to gain the support of the conference to go forward with a fundraiser the young people had been trying to do since our planning meeting in December.

On March 24th, during the Episcopal District Mid-Year, the YPD held their quadrennial fundraiser, which was a pageant. After much hard work, we proudly returned to the Central ARConference with the reigning Mr. & Miss 12 th Episcopal District YPD, Mr. Pierce McDonald and Miss Chamire Campbell. We thank all of those persons who made contributions as we endeavored to raise our funds for the pageant.

April:On April 7-9, the President, LaQuilla Boyce, 1st Vice President, Candiss Caldwell, Mrs. Barbara Boyce and I attended the Connectional YPD Leadership Training Session and Executive Board Meeting in New Orleans, LA. Our District President, Mr. Reginald Cleaver, Jr., was there to greet us upon our arrival. As always, we were very proud of our young people representing the 12* District: Reggie in the Executive Board Meeting and Miss Nakita Rodgers from the Oklahoma Conference in the Connectional YPD Talent Show. We had the opportunity to ride through the 9th

Ward as we were leaving New Orleans in order to see just a small glimpse of the devastation of Hurricane Katrina. We always say give a person their roses while they are still able to smell them. Today, I hand a rose to our Episcopal Leader, Mother Chappelle, Mrs. Barbara Boyce, LaQuilla, Candiss, all of the 12th delegation that was assembled at the closing service and the connection at large. I had an unforeseen incident to occur during the closing, but the love I was shown, most of which I had no remembrance but was told about, will never be forgotten and for it I will be eternally grateful.On April 30th, the CAC kicked-off our canned food drive for Self-Denial. Members, from each local church, were asked to make donations.

May:On May 14th, we ended our food drive. During the month, the non-perishable food was donated to Neighbor to Neighbor, other non-profit organizations and it was again a time to help replenish churches with food pantries.

June:In June, the young people participated in both Presiding Elder District Congresses. The young people were responsible for the closing programs on Friday night in each district. On June 24 th, the young people met at Greater Ward Chapel in Pine Bluff. Some of the areas reported that they had completed the service project in which they were to check the smoke alarms in the homes of elderly persons in their church and community with adult supervision and take pictures. The other areas vowed to complete this project by Annual Conference. Due to the fact that we still had not gotten the commitments to do our proposed fundraiser, the young people chose to do a Krispy-Kreme doughnut sale with a goal of 1,000 doughnuts. We did accomplish one of our goals at this meeting that we had set forth last year which was to have persons present to work with our Mother Sunbeams and Allen Stars during the meetings. We had 26 young people present in that age group. The young people also set the date for the Mr. and Miss CAC YPD Pageant which will be December 2 at St. John A.M.E. Church in Pine Bluff.On June 25-29, 1 was blessed with my first opportunity to attend the General Board & Council of Bishops in Charleston, SC where our Bishop eloquently presided over the 50 th Anniversary session and at the end of the session passed the gavel to Bishop McKinley Young.

July:Our number of youth attending the District Christian Education Congress is growing every year. The youth participated in the Hip-Hop Bible Study during Morning Devotion, the choir and YPD program. We had one (1) graduate to be presented on youth night at Oral Roberts University in Tulsa, OK. Miss

Byrhonda Lyons received the $2,000.00 Sarah Allen Youth Scholarship and is presently attending Southern University in Baton Rouge, LA.On Friday, July 28th, we delivered the 450 boxes of Krispy-Kreme doughnuts that were sold. On Saturday, July 29th, the Executive Board met to start preparing for Annual Conference.

August-September:The young people met twice at Curry Chapel in Strong to continue planning for Annual Conference as well as the areas held their own rehearsal meetings. I began to visit the series of Annual Conferences.

As the year has come to a close, we must say "Thank You" to all those persons that helped to make the year what it was. First, giving praise to God for seeing us through this year and allowing us to travel and be present once again to witness another Conference Year. We have attempted much, yet, there is so much left to be done.

To our Episcopal Leaders, Bishop Richard Allen Chappelle, Sr.; Supervisor, Dr. Barbara Jeanne Chappelle; Episcopal President, Mrs. Charolett B. Martin; Episcopal YPD Director, Mrs. Sherrell Giles and Episcopal President, Mr. Reginald Cleaver, Jr. we thank you for your words of encouragement, support and guidance.

To our Conference Branch President, Mrs. Thelma Denton, we thank you for all you do and even for standing with us when we are confronted with obstacles.

To the Missionary Society at large, we are grateful for what you do but some of you do not realize it is easier to put a log on a fire that is already burning than to waste the time waiting for it to go out. Our young people are truly on "Fire for God." I have witnessed a spirit in them this year that puts a burning on your heart. When we, as adults are not willing to get behind them and support their program, all we are doing is putting out their flame. And we fail to realize, they are not like some of us. They are not going to rekindle the fire and keep it burning. They will go somewhere else where they are allowed to glow.

To the Conference Officers, I say to you a job well done! I love you and my prayer is that God will continue to shower His blessings upon you.

To the Area and Local Directors, I say thank you for your unselfish help. You have truly gone that extra mile this year. You all are very special to me and even more so to the success of the Central Arkansas Conference YPD. We, as a Conference, are only as strong as our weakest link.

To the Presiding Elders, Pastors and the Conference body, we appreciate all that you've done for us this conference year, and we are prayerful that you will continue your support during the upcoming conference year.

Last but not least, I say a very special thank you to my family. You have made many sacrifices for me, both financially and socially. I will never take for granted how blessed I am to have such a supportive and loving family.

CHRISTIAN EDUCATION DEPARTMENT REPORT

To: Bishop Richard Allen Chappelle, Sr., Presiding Bishop Dr. Barbara J. Chappelle, Episcopal Supervisor Presiding Elders Allen and Roberts Pastors, Clergy, Delegates, Members and Guests

We greet you on this day in the name of our Lord and Savior Jesus Christ. The Committee on Christian Education humbly submits the following report.

Are We Truly Fulfilling Our Duties as The Department of Christian Education?

Our first task as the Christian Education Department was to evaluate ourselves and make sure we are truly aware of our responsibilities as detailed in The Doctrine and Discipline of the African Methodist Episcopal Church.

1) Are we developing a comprehensive and unified program of Christian Education whichshall lead to the knowledge of the Holy Scriptures, the Christian Religion, and the Christian Church, and an implementation of those values in daily living?

2) Are we providing resource materials for all the educational work of the church?3) Are we supervising the Allen Christian Fellowship in the local churches and making sure they

arepromoting intelligent and vital Christian living among young people and training them in propermethods of Christian work and service.

Yes, some of these duties are being fulfilled. We realize it is not enough to get the work done but to get it done properly and effectively.

We smile upon the growth of our Christian Education Department. Our District leaders, Presiding Elder and Mrs. Allen (Pine Bluff South District) and Presiding Elder and Mrs. Roberts (Camden/El Dorado District) are open to ways of ensuring that all churches are exposed to much needed knowledge.

The majority of our churches report to have active and viable Church School Departments utilizing many resources to maintain and equip our members with knowledge of the Gospel by which we promote spiritual growth. We vow to work hard during the next conference year to not just have adequate Church Schools but working in conjunction with other entities of the church to have better Church Schools.

Both presiding elder districts held Christian Education Congresses, utilizing topics designed to addressthe social and spiritual issues, which tend to hinder progress in our society. The Christian EducationDirectors of the Presiding Elder Districts, Dr. Carolyn Jones and

Dr. Levenis Penix, are to be commended for a job well done. Both congresses were well planned andexecuted.

The Pine Bluff South District Congress was held at Ward Chapel, Pine Bluff. Our own beloved Bishop preached the opening sermon. The young people were in attendance to close out on Friday night showcasing their talent. The attendance was low due to the fact the young people were still in school. We pray that a more conscious effort will be made to ensure that our young people are inclusive of the whole planning process.The Camden/El Dorado District Congress was held at Lee Chapel, El Dorado. The congress was well attended. Dr. Jones invited presenters for the young people in which they could be enriched both spiritually and socially. Bishop Chappelle blessed the young people and all hi attendance with a message on Friday. The young people closed out on Friday night allowing God to use them as they expressed in their own way.

After many long hours of intense work, all roads led to Oral Roberts University in Tulsa, Oklahoma, which was the site for our Episcopal District Christian Education Congress, held on July 10-13. The Central Arkansas Conference had a total of sixty-seven (67) registered delegates. This was a slight increase from the previous year.

The Christian Education Congress continued with superb classes and instructors educating us through classes such as: Duties of Stewards, Trustees, Enhancing Your Church School, Arts and Crafts, Rapping on Teen Issues, How to Be a Witness... etc. The roster of instructors and the entire staff of the CEC led on by Rev. Larry Banks, Episcopal Chairman and Rev. Shirley Inkton Bowers, Episcopal Director, really outdid themselves.

We met the goal of increased participation at our Episcopal Leadership Congress, but we are certainly not at the level we would like. We are challenging every church to start early setting aside funds to help sponsor our young people enabling them to attend the Christian Education Congress. We must commit ourselves to grow and glow.

We, as a committee have set forth the following goals for the 2006-2007 Conference Year:1) To have at least two (2) Christian Education training sessions1) To do an in-depth evaluation of our churches in order to be knowledgeable of the

depths ofspiritual training being done in our local churches

2) To make an effort to have adequate representation on all levels in the Christian EducationDepartment beginning at the local level

2) To increase our attendance at the Christian Education Congress3) To provide precise statistics in order that we may show our levels of growth in our Presiding

ElderDistrict Congresses and our District Congress

We know that these goals are obtainable; For We Know With God AH Things are Possible.

The committee would be remiss if we did not acknowledge the guidance and support we have received from our Episcopal leaders, Bishop and Mother Chappelle during this conference year. For surely, you have shown us a more excellent way and for that we say thank you. As committee chairperson, I personally must say thanks for the blessing God bestowed upon me through the hands of Bishop Chappelle.

We also thank our pastors, Christian Education Directors, and churches for embracing the work of educating and training our congregations. It is our prayer that God will continue to bless us with the strength and wisdom needed as we endeavor to do His will.

Women in Ministry Report

Greetings in the mighty name of our Lord and Savior Jesus Christ. To God be the glory for the great things he has done. I am proud to be standing here to make my first report as the coordinator of WIM for the Central Arkansas Conference. It has been a busy year and it has been a good year and I thank the WIM for their Support. It was once said that a smart man surrounds himself with good leaders. We the Women in Ministry are striving to be an example of the Women in the Bible who were great leaders but yet reflected both strengths and gentleness. We the CAC WIM want to become the fragrant in the flower for our district.

Our goals are to meet and further the following objectives:

1. To continue to recognize and support women m ministry as anintegral part of the Central Arkansas Conference.

2. To identify and explore opportunities for women in ministry in theCAC.

3. To support each other as we grown* the ministry.

4. To encourage other WIM to enter specialized Ministry.

5. To continue to encourage academic trahung for tite nunistry.

6. To offer a trahung session at each meeting.

7. To encourage our brothers to become supporter of WIM.

The mission of the Central Arkansas Conference, Women in Ministry is to define, enhance, support and expand the presence of women m mnristrym the African Methodist Episcopal Church.

The first meeting for the CAC-WIM was held m January, 20O6 at Ouve Light, in Smackover, Arkansas, where the goals and objectives for the year were identified and approved.

On March 4,2OO6 at 7&Opm, we had a WJLM. Fellowship nigh at Free Union, AM£. Church, where the Rev Angela Rogers is Pastor. The Rev. Cindy Robinson, from the South Arkansas Conference, delivered an inspirational and powerful message that night

In August, 2OO6 at Curry Chapel, A.M.E. Church located in Strong, Arkansas, we had our regular meeting and Rev. Ida Tattey taught on "Self-Renewal''. She addressed issues of clergy burn out. She also stated that we should steal away like Jesus to regenerate. After the meeting at Curry Chapel, we had a W.I.M luncheon at noon.

We will continue to incorporate our teaching and purposes at all meeting and address the problems that women face in the church. We must educate women on the policy of AME Church, parliamentary procedures and money management.

We have given benevolence of$25.OO to Rev. LaShawn Green, Rev. Jo. Ford and Rev. Ida Talley for loss of love ones. We also, sent cards out to minister that were sick and shut in across the district. For our outreach, we gave toiletries to the Christopher Home in Strong, Arkansas. Today we are presenting to Bishop Richard Atten ChappeUe, Sr. $25.00 for the lost of his love one.

Several of the Women in Ministry from the CAC attended the Bishop's Council in Charleston, South Carolina to be with our Bishop when he released his gavel as president of the General Board. Rev Diane Smith, Rev. LaNell Ross, Rev, Ida Talley and Rev. Allison Howell were in attendance. Rev. Howett also served as one of the hostess at his reception.

Rev. LaNell Ross was privileged to travel with Bishop and his party on his last tour of Africa.

We also attended the Women in Ministry retreat which was held June 2-3, 2OO6 at Egan Camp - Tahlequah, Oklahoma. Special thanks go out to WM Episcopal District president, our own Rev. HazelJ. Linton.

At our last meeting, at St. Luke AME Church, Pine Bluff, where the Rev. Ida Tatty is pastor, the Rev. Angela Rogers, Rev. LaNettRoss and Rev. Attison Howett received the Scholarship for books from the Women in Ministry. In order to receive the scholarship, you had to be in good standing and enrolled in Seminary.

Rev. Angela Rogers, Sis. Denise McDonald, Sis Rutha Williams, Sis, RuthaMurphy, Rev. LaNell Ross and Rev A. A Howell is currently enrolled m Seminary.

(Congratulations to Rev. Ida Talley who graduated with a Master of Arts in Religion from Memphis Theology Seminary.

On last week we traveled to the East North East Conference to support Rev. Angela Rogers as she stood four square and expounded on "Sweep around your own front door".

We would like to commend our new Pastors, Rev. LaNettRoss and Rev. Dianne Smith.

At our last meeting, the CAC-WIM voted to give Rev. W. R. Norful, Sr. $100.00 on his Campaign for Bishop.

We have made only a smatt milestone in our journey this year and plan to do more next year. The CAC-WIM wants to be a rainbow of light to women m ministry everywhere.

Temperance Committee Report

TO: Bishop Richard A. Chappelle, Sr.Dr. Barbara J. Chappelle, Episcopal Supervisor Ministers, Delegates and Laity

Living well was addressed last year hi regards to temperance. We will focus on serving well this year. One may ask the question, what effects does temperance have on our service? Biblical faith sees human beings not as autonomous but are responsible to and directed by the will of God. For example, the Apostle Paul compared himself with an athlete who exercised restraint in all things for the Gospel, I Corinthians 9:25. For Paul, self-control was not really a human achievement but was linked with joy and peace as the fruit of the spirit, Galatians 5:22-23.

Temperance was one the five cardinal virtues held to be vital to society in Hellenic culture. It is one the four cardinal virtues considered to control Christian behavior by the Catholic Church and is an important tenet of the moral codes of other world religions. For example, it is one of the five precepts of Buddhism.

As Pastors, Ministers and Laity we must learn temperance through restraint, humility and moderation of our actions in learning to serve well by using temperance.

The committee on Church Growth and Development make the following report:

Church Growth and Development is a vital part of the administration and purpose of the church. The great commission in Matt. 28:19-20 suggest that at the very core of the Christian church is about growth and development. Looking back on the events of Calvary and the open door of the church and the vial of the temple being rent exposing the Holies of Holies, Christ died that we may have a right to the tree of life. The question remains how focused and committed are we in the area of church growth and development.

There are different areas of growth and development in our church. Worship, training, services and outreach ministries can all be considered areas where the church may experience growth. We should examine the time we spend in church and the amount of time we spend being the church. More time being and less time in church may serve to spark church growth. The quality and versatility of our worship service and programs can draw a more diverse group of worshippers. We cannot be all things to all people but we can try to minister to all people. The worship experience can be varied from traditional to non-traditional activities and have a broader appeal.

Pastors and church leaders can look at ways to expand the operations and activities of the local church giving more members an opportunity to discover what roll they are called to play in the church. People that have an active role in the operation of their church tend to stay active and remain positive about programs of the church. These members also seek to engage others in those same activities. It is imperative that we get our congregation active in the church because they should not be treated as spectators looking to be entertained.

Finding ways to touch the community at large no matter how modest it may be will effect the growth and development of our church. Clothes closets, food pantries, and housing programs can be outreach arms from the church into our communities and serve to draw people to Christ. These activities along with scout troops, after school programs, singles and parenting ministries add proof and definition to our church. When people touch people in significant ways they are remembered. This is church growth and development.

The committee on incorporation of church properties' function is to survey the presiding elders about the incorporation status of each church in the Central Arkansas Conference. This information is usually obtained from presiding elders during their quarterly conferences and they are the best source for this information. This is required per the A.M.E. Discipline.

The result of this survey does not reveal any new information from the previous annual conference. Most churches are likely in compliance with the mandate of the church to become incorporated but some churches have not completed the process. It is felt that churches who are not in compliance are working to resolve this matter. No list with "yes or no" replies has been compiled for 2005-2006.

The following individuals were referred to the Ministerial Efficiency Committee:Rev. Selma Moore; Rev Felton Walker; Rev. Leon Brice; Rev. Linda Profit; Rev. M.C. Juniel;Rev. Ceola Warner; Rev. Darrell Howell; Rev. Allison Howell; Rev. Diane Smith; P.E. Thomas G. Allen;and P.E. Curley Roberts.

The Ministerial Efficiency committee has attempted to or met with the above mentioned individual and or attempted to communicate with them via phone and have the following recommendations:

1 . Rev. Selma Moore for not answering the roll and possibly leaving the A.M.E. Church:The Committee was not able to meet with Rev. Moore. After conversing with her pastor, Rev. Talley and her Presiding Elder Rev. Allen, it was found that Rev. Moore was retired and not required to answer the rolj|. It was found that she yet lives. Recommend no further actions.

2. Rev Felton Walker had transferred to Georgia and has been reported to have returned toArkansas:The Committee was not able to meet with Rev. Walker. After communicating with Presiding Elder Curley Roberts and Presiding Elder Thomas G. Allen it was determined that they had no knowledge of him returning to Arkansas. The Committee recommends that continued efforts be made to locate Rev. Felton and that his status remains as reported, Transferred.

3. Rev. Leon Brice did not answer the roli and was reported as having left the A.M.E. Church:The Committee was not able to meet with Rev. Brice. The Committee communicated with P.E. Roberts who informed the Committee that Rev. Brice had retired and yet lives and that he has joined another church. The Committee recommends that his name be dropped from the rol4-

4. Rev. Linda Profit for not paying her correct budget requirements:The Committee met with Rev. Profit. Rev. Profit stated that St. John, Fordyce was submitting a partial report paying the General Church Budget in the amount of $2, 1 2 1 .00 and she was asking permission of the Conference to pay the balance owed, not later than Mid- Year. The Committee recommends that Rev. Profit be reprimanded for her first offence.

5. Rev. M.C. Juniel was referred for not paying his correct Annuity:The Committee was not able to meet with Rev. Juniel. The Committee recommends that Rev. Juniel

be rimanded for his first offence.

6. Rev. Ceola Warner was referred for not paying her correct Annuity:

The Committee was not able to meet with Rev. Warner. The Committee recommends that Rev. Warner be reprimanded for his first offence.

7. Rev. Darrell Howell was referred for not paying his correct Annuity and Budget:The Committee met with Rev. Howell. Rev. Howell indicated that St. James Urbana was paid in full and that St Andrew , Hattig was short and unable to pay more due to their rebuilding efforts since their church burned this year. On the matter of his annuity, he stated that he and his church were under the impression that because he was an Ordained Deacon, a payment on the annuity was not required. After it was explained that he was a serving pastor he indicated to the committee that he would try to communicate with his church to seek payment. The Committee recommends that Rev. Howell be reprimanded for his first offense.

8. Rev. Allison Howell was referred for not paying her correct Annuity:The committee met with Rev. Allison Howell who stated that she had made a supplemental report to her Presiding Elder and was now paid up. Presiding Elder Allen reported that he had received her funds and that she was no longer short on her Annuity. The Committee recommends.that no action be taken.

9. Rev. Diane Smith was referred for not paying her correct Annuity and Budget:The Committee was not able to meet with Rev. Smith. The Committee recommends that she be reprimanded for her first offence.

1 1 . Rev. Aluster Hamilton was referred for not paying his Annuity:The committee met with Rev. Hamilton who stated that he had been paying faithfully into the fund for 20 years and that his last statement from them only reflected his last payment of $732.00 for the entire period. He stated that he was not refusing to pay, but that he was waiting to get the matter cleared up with the connection at which time he would release the funds. The Committee recommends that Rev. Hamilton be reprimanded for his first offence.

12. P.E. Thomas G. Allen was referred for the budget shortage of the Pine Bluff South District:The Committee met with P.E. Allen who stated that he agreed with his pastor's plan to pay the balance of her budget by Mid-Year. The committee recommends that he be reprimanded for his first offence.

1 $ P.E. Curley Roberts was referred for not paying his Annuity and for Budget shortage of the Camden El Dorado District:The Committee met with P.E. Roberts who stated that the $182.00 shortage would be made up during the conference and that he would make up his Annuity at the Episcopal Planning Meeting. The committee recommends that P.E. Roberts be reprimanded for his first offence.

There were no other ministers referred before the Ministerial Efficiency Committee.

The Ministerial Efficiency Committee has not received any charges against the religious and moral character of other pastors or ministers in the Central Arkansas Conference. Therefore the Ministerial Efficiency Committee recommends that their characters be passed. Humbly submitted

Employment Security Committee Report

To: Bishop Richard Allen Chappelle, Sr., Dr. Barbara Jean Chappelle, Episcopal Officers, Presiding Elders, Conference Officers, Pastors, Ministers, Delegates and all assembled:

We greet you in the matchless and magnificent name of Jesus Christ. The Employment Security Committee wishes to share the following pertinent information with this Annual Conference.

Incomplete enrollment and/or updated information has been requested by the Retirement Board of trie A.M.E. Church for the following individuals in the Central Arkansas Annual Conference: The Reverends Milas Juniel, Donna Neal, Ceola Warriner, C. B. Warriner, Felton Walker and Aluster Hamilton.

There has been no significant change in procedures and guidelines of the Retirement Board where employment security is housed. However, during the initiation of a Noncontributing Retirement Fund for pastors and presiding elders, it was discovered that the agency did not have sufficient information for each pastor and presiding elder to be properly enrolled.

The following information is needed from each pastor and presiding elder in the Central Arkansas Annual Conference to ensure enrollment into this program: (l)Be an ordained deacon who has received an appointment from the hand of a bishop; and, (2) Fill out the enrollment form (A copy of your ordination certificate must accompany this form).

According to General Board member, the Reverend James Thomas, the enrollment form was published in The Christian Recorder during the summer months of 2006 and was due hi on or before August 31,2006. If you missed this deadline, there is a possibility that you will not receive an allocation this year. However, you will be eligible for future allocations.

As the Commissioner for the Central Arkansas Conference Debutantes & Masters Commission, I am blessed, excited and honored to make this report today.

This summer, I participated in an internship at the University of Arkansas in Fayetteville. Because of that, I was unable to attend the Christian Education Congress held in Tulsa, OK. Although I was not present, through correspondence with my mother, Mrs. Miranda Johnson, and the Area YPD Directors, I was able to have participants for the CEC. Unfortunately, I received word that there would not be a DMC Ceremony.

Correspondence was sent to each of the Area Directors of the YPD in the Central Arkansas Conference requesting that each Area have AT LEAST one participant of each gender hi each level of the DMC for this year's ceremony. Although I didn't reach my goal, I have a pretty good number for my first year.

During Conference YPD meetings, I have done some minor training as to what the DMC is all about, proper attire and stressing the importance of learning the pledges and songs. My future plans are to have mini workshops that would help to teach the DMC participants on things such as know your church and the purpose of the DMC.

This year's ceremony promises to be an elegant display of our youth's dedication and hard work towards God and their future in the A.M.E. church. The ceremony will be held tonight at 6:00 P.M.

In closing, I would like to say thanks to all the participants, parents, pastors, and churches who have helped to support the DMC. I would also like to give a special thanks to the CAC Area YPD Directors; Mrs. Kathy Fletcher, Mrs. Debra Scott, Ms. Janelle Beets, Mrs. Barbara Boyce & Mrs. Beverly Hawkins for all of your support as well. A very special thanks to LaQuilla Boyce, who, without hesitation, stepped in to represent me during the Christian Education Congress, and of course, my mother, Mrs. Miranda Johnson, who has always supported everything I've done. Thank you all, and I look forward to another successful and more prosperous year as the Central Arkansas Conference Debutante-Masters Commissioner.
