Chairwoman’s Message

The year 2006 has been an incredibly rewarding one for LVEDC and the Lehigh Valley. With

the help of our public and private sector partners, we have continued to advance the economic

growth and prosperity of the region. Our successes are abundant. It has also been a year of

great change at LVEDC. Our leader of six years, Raymond F. Suhocki, retired in June. We are

grateful for his service and guidance. Beth R. Gorin began her position as the new President and

CEO of LVEDC in August. Previously of the Bergen County Economic Development Corporation,

Beth brings with her a strong expertise in economic development, real estate and urban development/

redevelopment, which we are confident will help take LVEDC to the next level.

The achievements that LVEDC had in 2006 are a testament to the strength and talent of the staff,

the support of our partners throughout the Lehigh Valley, and the groundwork that was laid by the

founding members of this organization. We appreciate the financial investment of our corporate

membership which allows us to continue the work of our mission. In 2006, LVEDC experienced

increases across all measures for solid growth.

LVEDC is indeed a world-class organization. As our 2005 Positioning Study showed, LVEDC

has proven itself to be a market-focused and customer-driven one-stop shop with an incredibly

strong and valuable network of partners. In our efforts to continually improve on the quality of

our resources, we have expanded our financial services to include dozens of incentives and loan

packages. In 2006, we increased the loan volume to companies relocating to the Lehigh Valley by

more than 62%. And in support of our indigenous businesses (an important engine of economic

growth in the region), we saw a 136% increase in the financial incentives that we secured for

businesses that already call the Lehigh Valley home. Both of these measures translate directly

to investment in our communities. Attracting family-sustaining jobs to the region is part of

1

LVEDC’s mission. The Lehigh Valley, through the efforts of LVEDC and its partners,

saw unprecedented job creation in 2006. The Lehigh Valley was responsible for 35% of

the jobs created in the Commonwealth in the past year, more than any other region.

Our business development efforts resulted in a 23% increase in requests for real

estate information. We had many notable corporate relocations and expansions, which

are noted in the report that follows. This year, LVEDC launched a new national and

international communications strategy that included an overhaul of the Web site, new

collateral, advertising in selected media and a monthly e-newsletter.

Our commitment to growing the region is extensive. LVEDC’s application for a

Foreign Trade Zone in the Lehigh Valley, pending approval for 2007, will be a valuable

tool in our recruitment efforts and help Valley businesses more adeptly compete in the

global marketplace. Our business recruitment efforts, specifically in the clusters of

Life Sciences, High Technology, Advanced Manufacturing & Materials and Financial

Services, are in tandem with our local, regional and state partners. In order to continue

the work that has already been achieved, LVEDC will be completing an organizational

Strategic Plan to help us develop new initiatives and strengthen existing ones, ensuring

that all stakeholders and partners continue to be part of the process.

These accomplishments are just the beginning. Transportation issues in the

Valley continue to be an important concern and need to be addressed. We will continue

to work on viable redevelopment opportunities, and as always, we must focus on the

urban revitalization of our three cities.

As we begin 2007, we look forward to continuing the strong partnerships that we

have with all of you. It is not an easy road ahead, but our past achievements are evidence

that by working together we can make the Lehigh Valley a prosperous economic

center, a thriving community, and a wonderful place to live, work and do business.

Thank you for all that you have contributed to another successful year. We look

forward to continuing those efforts in the future.

Respectfully yours,

Jan S. Armfield

The Year in Review

The mission of the Lehigh Valley Economic Development Corporation is to

promote and foster economic prosperity in the Lehigh Valley. This is only possible with

the help of our many partners, including regional economic development partners,

private investors, volunteers, not-for-profit organizations and staff.

Over the past several years, we have continually expanded our products and

services to better meet the needs of those we serve. The financial programs we

access for clients include dozens of incentives and loan packages. We have also grown

to include a Regional Development function and Brownfields Initiative (LVLRI). LVEDC

is the fiscal agent and coordinator of the Southside Bethlehem Keystone Innovation

Zone (KIZ), one of the first zones in the Commonwealth. LVEDC also manages the

Keystone Opportunity Zone (KOZ) initiative. Our application for a Foreign Trade Zone in

the Lehigh Valley is pending approval and will further enhance the attractiveness of

the region and allow companies that call the Lehigh Valley home to compete globally.

We have commissioned and participated in a number of professional studies,

including the Life Sciences Study and Latino Study, and partnered in the IBM Cluster

Analysis (Identifying Opportunities for Pennsylvania to Compete in the Global Economy)

completed by the Commonwealth in 2005.

Based on the findings of these studies, we developed a new national and

international marketing strategy to help grow awareness of the Lehigh Valley.

As in 2006, we will remain committed to our mission and continue to

“help business arrive and help business thrive” in 2007 and beyond.

PenTeleData’s long-time commitment to theValley is evident not only in the high quality servicesthey provide, but in their membership in LVEDC. “Inthe early 1990s, PenTeleData’s founders recognizedthe opportunities of a strategic partnership with othercable providers and telephone companies,” saidJohn H. Williams, General Manager, PenTeleData.“Today, that partnership has allowed us to becomePennsylvania’s largest provider of Internet serviceand data connectivity. We like the fact that LVEDCworks the same way to grow the entire region. Bothof our organizations combine the vast resources ofour partners to stay ahead of the competition andpromote the common good.”
