    The 2006 Census of Population and Housing was held on the 8th August2006.The Place of Enumeration Profile consists of 43 tables containing key Census

    characteristics of persons, families and dwellings. Persons data in this profile

    are based on place of enumeration unless otherwise stated. Family tableshave been adjusted to best fit a usual residence basis. Dwelling tables are acount of dwelling characteristics and not the persons within. It differs fromother Community Profiles in that it provides data on where people werecounted on Census Night rather than where they usually live or their usualaddress.

    The aims of the Census are to accurately measure the number and key

    characteristics of people in Australia on Census Night and the dwellings inwhich they live: and to provide timely, high quality and relevant data for smallgeographic areas and small population groups, to complement the broadlevel data provided by ABS surveys.

    Commonwealt Commonwealth Electoral Divisions (CEDs) do not generally crossState/Territory borders but there are two exceptions. Jervis Bay Territory isincluded in the Australian Capital Territory (ACT) electorate of Fraser and theterritories of Christmas Island and Cocos (Keeling) Islands are included in theNorthern Territory (NT) electorate of Lingiari. This means that state/territorytotals (for the ACT and the NT) derived from CEDs will not equal the official

    state/territory total counts.

    The 2006 Place of Enumeration Profile will be released in two phases. FirstRelease tables (tables P01-P35) are those tables containing classifications

    which are easily processed. Second Release tables (tables P36-P43) containclassifications which require further processing or a complex derivation.

    Core Activity Need for Assistance is used to measure the number of personswith a profound or severe disability. People with a profound or severedisability are defined as those people needing help or assistance in one ormore of the three core activity areas of self-care, mobility and communicationbecause of a disability, long term health condition (lasting six months ormore), or old age.

    Each table title consists of three parts. The first part lists the classificationsincluded in the table, the second part describes the table population and thethird outlines the collection basis.

    A number of classifications have been revised for the 2006 Census. Forinformation on these classifications see the 2006 Census Dictionary (cat. no.2901.0) located on the ABS web site . There are three country of birth variables. Country of Birth of Person which

    records a person's country of birth, Country of Birth of Motherand Country ofBirth of Fatherwhich indicates whether a person's parents were born inAustralia or overseas. Data for the Australian External Territories are notincluded in the statistical counts for Australia in the country of birth tables.TheAge variable is the person's age at last birthday. In 2001Age was

    classified from 0-99 years singly and 100 years and over. This has beenupdated for 2006 to allowAge to be coded from 0-115 years singly.

    A dependent child is a person who is a natural, adopted, step, or foster childand who is either a child under 15 years of age, or a dependent student (seeDependent student below). To be regarded as a child the person can have noidentified partner or child of his/her own usually resident in the household.

    A person's ancestry, when used in conjunction with the person's country ofbirth and whether the person's parents were born in Australia or overseas,provides a good indication of the ethnic background of first and second

    generation Australians. Respondents were asked to consider and mark theancestries they most closely identified with.

    In the 2006 Census respondents had the option of selecting two ancestries.As a result the number of ancestry responses may be greater than thenumber of people who answered the ancestry question. However, if tworesponses from a respondent were categorised to the Other category in theancestry table(s), then they would only be counted as a single response.

    This refers to a natural, adopted, step, or foster child who is 1524 years ofage, who is living with his/her parent(s), who attends a secondary or tertiaryeducational institution as a full-time student and for whom there is noidentified partner or child of his/her own usually resident in the samehousehold.

    There are a number of changes toAncestryfor the 2006 Census. For detailsof these changes see the 2006 Census Dictionary (cat. no. 2901.0)

    This variable classifies dwellings into basic dwelling types. Occupied privatedwellings include residences in caravan/residential parks or camping grounds,marinas, manufactured homes estates and retirement villages (self

    contained).The average is calculated by summing the values of all observations in a setof data and then dividing by the number of observations in the set. Thus:average=sum of all the observed values divided by the number ofobservations.

    Unoccupied private dwellings in caravan/residential parks or campinggrounds, marinas, and manufactured homes estates are not included in theCensus. For the 2006 Census unoccupied private dwellings in retirement

    villages (self-contained) are included. For the 2006 Census the category ofShipping is identified separately; it was previously included in the categoryOff-shore.

    Highest Year of School Completedmeasures the highest level of primary orsecondary school completed. This variable has changed since the 2001Census when it contained the category Still at school. This category has been

    removed for 2006.

    Hours Workedis the number of hours worked in all jobs in the week prior toCensus Night. Data are available for individual hours worked ranging from 0-99 hours. The Hours Workedvariable is used to determine whether a personis employed on a full-time or part-time basis. Refer to Employed full/part-time,away from..

    Employed, worked full-time indicates a person worked 35 hours or more in alljobs during the week prior to Census Night. Employed, worked part-timeindicates that a person worked less than 35 hours in all jobs during the weekprior to Census Night. A household is defined as one or more persons, at least one of whom is at

    least 15 years of age, usually resident in the same private dwelling.For Census purposes people who stated they were employed but worked zerohours in the week prior to Census Night have been coded to Employed, away

    from work. Under this definition, all occupants of a dwelling form a household andcomplete one Census form.

    Data for Australian External Territories are not included in the statisticalcounts for Australia in the country of birth tables.

    This variable describes the type of household within a dwelling. HouseholdComposition indicates whether a family is present or not and whether or notother unrelated household members are present.A family is defined as two or more persons, one of whom is at least 15 years

    of age, who are related by blood, marriage (registered or de facto), adoption,step or fostering and who are usually resident in the same household. A maximum of three families can be coded to a household. Lone person

    households can contain visitors. Visitor only households can contain overseasvisitors.

    Families are classified in terms of the relationships that exist between a singlefamily reference person and each other member of that family. The FamilyComposition variable distinguishes between different types of families basedon the presence or absence of couple relationships, parent-child relationships,child dependency relationships or other family relationships, in that order ofpreference.

    The Other not classifiable category includes those households which thecollector determined were occupied on Census Night but where the collectorcould not make contact; households that contained only persons aged under15 years; or households which could not be classified elsewhere in thisclassification because there was insufficient information on the Census form.

    Family Composition is derived from people enumerated in the household whousually reside there, and who share a family relationship. Partners anddependent children usually present but temporarily absent are also includedin this derivation. Boarders and other non-family members are excluded.

    Household income is calculated by summing the individual incomes reportedby all household members aged 15 years and over. The Census collectsindividual income in ranges. Before they can be summed, a specific dollaramount needs to be allocated to each person. Median incomes for each range

    (derived using data from the Survey of Income and Housing) are used for thispurpose.Family income is calculated by summing the individual incomes reported by

    all family members aged 15 years and over. The Census collects individualincome in ranges so. Before these can be summed a specific dollar amountneeds to be allocated to each person. Median incomes for each range(derived using data from the Survey of Income and Housing) are used for thispurpose.

    Household income is not calculated where a household member aged 15years and over did not state their income, or was temporarily absent. Thesehouseholds are coded to the Partial income stated category.

    Family income is not calculated where a family member aged 15 years andover did not state their income, or was temporarily absent. These families arecoded to the Partial income stated category.

    This variable measures the monthly amount (in ranges) spent on housing loanrepayments. It is applicable to occupied private dwellings being purchased,including dwellings being purchased under a rent/buy scheme.

    Family variables are based on place of enumeration but are only derived forpeople counted at their usual residence. Temporarily absent persons are usedto classify types of relationships and families existing in a household, but theyare not used in the derivation of any other Census characteristics or in other

    This variable indicates the gross weekly income that is received and includespensions and allowances. People are not asked to state their exact income,only to indicate the range into which their income falls. Applicable only to

    persons aged 15 years and over. This variable records the number of children ever born to women aged 15years and over. It counts live births. The question on Number of Children EverBorn is asked in alternate Censuses and was previously asked in 1996.Industry of Employmentis coded using the 2006 Australian and New Zealand

    Standard Industrial Classification (ANZSIC). Industry of Employmentisclassified based on the industry of the person's employer. It relates to themain job held by the person in the week prior to Census Night.

    This variable records the number of motor vehicles (including companyowned vehicles) that are garaged or parked at or near private dwellings onCensus Night. Motorbikes, motor scooters and tractors are excluded.Labour Force Status indicates whether a person was Employed, Unemployed

    or Not in the labour force in the week prior to Census Night. Applicable only topersons aged 15 years and over.

    Occupation is coded using the Australian and New Zealand StandardClassification of Occupations (ANZSCO) released in 2006. The Occupationcode is based on the responses given as to the main job held in the weekprior to Census Night.

    Language Spoken at Home records the main language that is spoken withinthe home. Language is coded using the Australian Standard Classification ofLanguages (ASCL) Second Edition, released in 2005. Only one language iscoded for each person. Overseas visitors are those people who indicate on their Census form they will

    be usually resident in Australia for less than one year.Registered Marital Status is used to identify a person's formal registeredmarital status. Social Marital Status identifies persons whose marital status isbased on their current living arrangements and includes the category of defacto marriage. Same-sex couples are included in the de facto marriage

    category.

    The Place of Enumeration count is a count of people based on where theywere located on Census Night. In many cases people are located away from

    where they usually live. Census counts byplace of enumeration includeoverseas visitors for the variablesAge,Sexand Registered Marital Status butexclude overseas visitors for all other person variables.The median is the value that divides a set of data exactly in half. It is the

    middle value when the values in a set of data are arranged in order. If there isno middle value (i.e. there is an even number of values) then the median iscalculated by determining the mean of two middle values. Thus themedian=the middle value of a set of data.

    Place of Usual Residence refers to the place where a person lived or intendedto live for a total of six months or more in 2006. Counts on this basis are usedto minimise the effects of seasonal fluctuations in holiday/resort areas. The2006 Census asked three questions on usual residence; where the personlived on Census Night, where the person usually lived one year ago, andwhere the person usually lived five years ago.

    This variable indicates the method of travel to work that was used on the dayof the Census. Data collected are used in conjunction with place of work datato assist in the planning of public transport systems. Respondents were able

    to select up to three methods of travel to work.

    Place of Usual Residence One Year Ago is only applicable to persons aged one

    year and over, while Place of Usual Residence Five Years Ago is onlyapplicable to persons aged five years and over.

    Where a person did not state their place of usual residence on the Censusform, it is imputed at Collection District level. This process is new for the 2006Census.

    Not further defined. For more information, see the 2006 Census Dictionary(cat. no. 2901.0) located on the ABS web site . Postal Areas are ABS approximations of Australia Post postcodes, created by

    allocating whole Collection Districts (CDs) on a 'best fit' basis to postcodes.

    Non-School Qualification: Field of Studydescribes the field of study of a

    person's highest completed non-school qualification. Non-SchoolQualification: Level of Education describes the level of a person's highestcompleted non-school qualification. Non-school qualifications were codedusing the Australian Standard Classification of Education (ASCED).

    Census Postal Areas exclude non-mappable Australia Post postcodes e.g. post

    office box postcodes. This means that there are more Australia Postpostcodes than Census Postal Areas.

    Every CD is allocated one valid Australia Post postcode as the Postal Area forthat CD. When a person is enumerated in that CD, the Postal Area is allocatedto the person as their Postal Area of Enumeration.

    This variable records people who, in the two weeks prior to Census Night,spent time providing unpaid care, help or assistance to family members orothers because of a disability, a long term illness or problems relating to old

    age. This includes people who are in receipt of a Carer Allowance or CarerPayment. It does not include work done through a voluntary organisation orgroup.

    When a person's address is coded to their CD of Usual Residence, the PostalArea of the CD is allocated to the person as their Postal Area of UsualResidence.

    This variable records people who, in the two weeks prior to Census Night,spent time caring for a child/children (aged under 15 years) without pay. It isapplicable to persons aged 15 years and over.

    For each person who speaks a language other than English at home, theirproficiency in spoken English is identified. Persons who did not state theirlanguage spoken at home and/or proficiency in English have been coded tothe Not stated category.

    Spoken

    This variable records people who spent time doing unpaid domestic work ineither their own home or in other places for themselves or their family and

    other people in their household, in the week prior to Census Night. It isapplicable to persons aged 15 years and over.

    The Family/Household Reference Person Indicatoridentifies the person who is

    used as the basis for determining the relationships within a household. It isusually the person who has identified himself/herself as Person One on theCensus Household Form. The reference person must be someone who isusually resident in the household and aged 15 years or over. Family and Dwelling variables describe usual residence characteristics. For

    example, the Family Composition variable describes the relationship betweenthe family reference person and each other member of that family (e.g.Couples with children, Couples without children, Lone parents etc). Thevariable takes into consideration persons temporarily absent from thehousehold on Census Night, linking their relationships back to the referenceperson. If a spouse, for example, is temporarily absent from the family onCensus Night, the coding ofFamily Composition maintains the couple

    relationship (rather than Lone Parent/Person) even though there is only one ofthe couple at home on Census Night. The variable is therefore providing usualresidence information as it is the characteristic of the people usually in thefamily that determines the family type.

    Relationship in Householddescribes the relationship of each person residingwithin the same household. A child is a person of any age who is a natural,adopted, step or foster child of a couple or lone parent who has no partner orchild of their own usually resident in the household. All persons under 15years of age are considered to be dependent children. A non-dependent child

    is a child aged 15 years and over and who is not a full-time student aged 15-24 years. Refer to Dependent child and Dependent student.

    This variable identifies a person's religious affiliation and is coded using theAustralian Standard Classification of Religious Groups (ASCRG) Second Edition(2005). Answering this Census question is optional. Census users should be aware that family variables are only derived if at least

    one family member is resident in the household on Census Night in order tocomplete temporarily absent information. If the whole family is absent fromthe household on Census Night, no family records are created for them.Rent (weekly) records the weekly rent paid for a dwelling. It is applicable to

    occupied private dwellings being rented (including rent-free accommodation).

    Table population is a description of what the table is counting. For example,tables containing marital status usually have a table population of personsaged 15 years and over. The population appears under the table title.

    Family tables in the Time Series Profile do not include the HouseholdComposition categories 'Visitors only' and 'Other not classifiable'. Thesehousehold types are not applicable for family variables. A householdcontaining only a visiting family (e.g. a family in a holiday house) is coded to ahousehold type of 'Visitors only'. A household where all persons present areunder 15 years, or where information for all persons has been imputed, is notclassifiable to a family.

    Tenure Type describes whether a dwelling is Owned, Being purchased, orRented. Dwellings occupied under a life tenure scheme can be considered asbeing owned. Tenure Type is only applicable to occupied private dwellings.

    Voluntary This variable records people who spent time doing unpaid voluntary workthrough an organisation or group, in the twelve months prior to Census Night.It excludes work done in a family business or as part of paid employment. It

    also excludes people whose main reason for undertaking voluntary work wasto qualify for government benefits.

    This variable identifies the type of educational institution that a personattends. It is only applicable to persons attending an educational institution

    for study purposes.

    The Type of Internet Connection variable records whether an occupied privatedwelling has Internet access, regardless of whether or not it is paid for by the

    Individual Census records are confidential. Before Census data are released,small random adjustments are made to allow the maximum amount ofdetailed Census data possible to be released without breaching

    confidentiality. Consequently, care should be taken when interpreting cellswith small numbers, since randomisation, as well as possible respondent andprocessing errors, have a greater impact on small cells than on larger cells.

    The ABS aims to produce high quality data from the Census. To achieve this,extensive effort is put into Census form design, collection procedures, and

    processing procedures.

    There are four principal sources of error in Census data: respondent error,processing error, partial response and undercount. Quality management ofthe Census program aims to reduce error as much as possible, and to providea measure of the remaining error to data users, to allow them to use of thedata in an informed way.

    More detailed information on data quality is available in the 2006 CensusDictionary (cat. no. 2901.0), in the section titled Managing Census Quality.

    The Census form may be completed by one household member on behalf ofothers. Incorrect answers can be introduced to the Census form if the

    respondent does not understand the question or does not know the correctinformation about other household members. Many of these errors remain inthe final data.

    In addition further data quality information will be provided progressively inCensus Update (cat. no. 2902.0), Census Fact Sheets (cat. no. 2906) and

    Census quality reports and reference papers.

    The processing of information from Census forms is now mostly automated,using scanning, Intelligent Character Recognition and other automaticprocesses. Quality assurance procedures are used during Census processingto ensure processing errors are kept at an acceptable level. Sample checkingis undertaken during coding operations, and corrections are made wherenecessary.

    When completing their Census form, some people do not answer all thequestions which apply to them. While questions of a sensitive nature aregenerally excluded from the Census, all topics have a level of non-response.However, this level can be measured and is generally low. In those instanceswhere a householder fails to answer a question, a 'not stated' code isallocated during processing, with the exception of non-response to age, sex,marital status and place of usual residence. These variables are needed forpopulation estimates, so they are imputed using other information on theCensus form, as well as information from the previous Census.

    The goal of the Census is to obtain a complete measure of the number andcharacteristics of people in Australia on Census Night and their dwellings, butit is inevitable that a small number of people will be missed and some will becounted more than once. In Australia more people are missed from theCensus than are counted more than once. The net effect when both factorsare taken into account is an undercount.
