2004 was a positive year for the Portof Barcelona. First of all, from astrictly economic point of view, Ishould like to point out that BarcelonaPort Authority closed the financialyear with a net profit close to 36million euros, a 33% increase over theprevious year. The higher incomederived from very dynamic portactivity, coupled with a concertedeffort to contain internal spending,allowed us to exceed the level ofgrowth in resources from operationsof recent years.

We are currently expanding ourinfrastructures and it is essential forus to put our financial resources tothe best possible use. The volume ofinvestment this year, marking a newrecord at 151 million euros, will be farexceeded over the coming years withthe culmination of the main projectsof the Master Plan.

With regard to traffic, the Port ofBarcelona closed 2004 with anincrease of almost 14% in total traffic,standing at 40.2 million tonnes. Thisrate of growth is double that of otherSpanish ports and that ofneighbouring ports in the region suchas Marseilles and Genoa.

These are positive results which,along with the consolidation of ourPort as European leader in the numberof cruise passengers and vehicletraffic, clearly show the quality of thework done by the operators,companies and professionals withinthe Port of Barcelona’s LogisticsCommunity.

The Port of Barcelona is starting tobe perceived on the international stageas a reliable, safe and customer-oriented port, where quality and thenew technologies clearly set it apartfrom the competition. We mustcontinue to work with resolve anddetermination if we wish to improvethis position, especially if we are toachieve our goal of becoming the topMediterranean port, and one of themost promising in Europe.

The current increase in trafficcoupled with forecasts for the growthof world maritime trade clearly showthe urgent need for new and modernport areas. In 2004, the prioritystrategic aims for the immediate futurewill continue to be a faster pace of theenlargement works, and animprovement in accesses andconnectivity of the port, to beachieved in co-operation with thepublic administrations.

The project to enlarge the Port ofBarcelona, due for completion in 2015,will more than double the current landarea up to 1,265 hectares, and will

treble the area set aside for logisticsoperations. We will move from ourcurrent capacity of 55 million tonnesand 2.4 million TEUs to achieve acapacity of 85 million tonnes and 4.5million TEUs. By 2008, the firstterminals in the enlargement area tothe south will be available for use.Granting the future concessions to theright operators with the capacity tobring in new traffics will be decisivein materialising the growth forecastsof the organisation.

Fostering the highest level ofintermodal connectivity through thecorrect application of the Road andRail Access Plan should be the secondmajor line of activity in the mostimmediate future. As this is not only akey factor for the projection of thePort of Barcelona, but for Catalonia’soptions in the demanding Europeanmarket, I hope that ouradministrations will pay the necessaryattention to this. The delays buildingup can be made up for, but arenonetheless worrying, since they stilldenote a trend that should becorrected. If this is not done, it wouldhave devastating effects for the Portof Barcelona.

This ambitious operation will make itpossible to improve significantly theinternal rail and road networks andtheir connections with the outsideworld. The firm decision to investheavily in the railway, whichenvisages a UIC gauge connectionwith the French border, will make itpossible to enlarge the hinterlandtowards the centre and north of thecontinent. In addition to this, theProatrans project will improve andoptimise road transport of containersoriginating and/or finishing in thePort of Barcelona.

Secondly, from the operative pointof view, the Port of Barcelona isstrengthening its capacities andleveraging its good geographicalposition to become the European gatefor the growing Asian traffic.Currently, only 24% of the volume ofmaritime traffic between Europe andthe Far East through the Suez Canal ishandled by ports of the south of thecontinent. The enlargement of thecanal will significantly boost theMediterranean route and will increaseour chances of becoming the greatEuropean port for trade with Asia. In2004, maritime trade with the PersianGulf, the Arabian Sea, the IndianOcean countries and the Far East(China and Japan) already grew byapproximately 25%.

Boosting Short Sea Shipping will be

another major priority over thecoming years.

Thirdly and finally, we have beenworking from within Barcelona PortAuthority to set up a more corporate-oriented management model and tofoster an internal working procedureto facilitate a more active involvementof the team in achieving our strategicbusiness objectives. The application ofEFQM, the European Model ofExcellence in Management, will bringabout a more satisfied workforce anda better and more efficient provisionof service for our customers andpartners.

The consolidation of telematicmanagement through the PortICplatform —which will facilitate the“paperless port“— is a model that hasbeen declared mandatory by theManagement Board, and theintroduction of other internalinitiatives will bring about asubstantial improvement in serviceamong all the operators.

In sum, the Port of Barcelona is mostcertainly immersed in a decisive phasethat will determine its future in the21st century. The positive developmentof this phase is something thatconcerns us all and will transform usfrom a national and regional player,as we now are, into a European port.However, it will also turn us into anefficient and competitive port, helpingto contribute to theinternationalisation of our companiesand, indeed, of the entire nationaleconomy. This is a major challengethat could help more quickly toachieve a more flexible legalframework allowing more efficient,productive and profitable operations.This is one element that we arestudying with special and activeinterest from the Port of Barcelona.

Last year was a turning point for thePort of Barcelona, marking asignificant change with regard toprevious years. The Port is immersedin a new infrastructure developmentprogramme and is facing a period ofexpansion with major perspectives forgrowth in port activity.

The effects of the application ofLaw 48/2003, along with the growthin activity and the development of theinfrastructures are the fundamentalfeatures that have characterised thisfinancial year. The application of thelaw substantially changed the systemof invoicing port services and hascaused a certain amount of disconcertand ill-feeling among operators, sincethey have been obliged to take on thenew criteria to the detriment of theirbusiness profitability. Furthermore,the changing of public prices intocharges has forced ports to act as tax-collectors and thus they are no longerfree to adjust prices to the needs ofthe market.

As for port activity, during thecourse of 2004, the Port of Barcelonaexperienced nearly 14% growth,taking it up to 40.2 million tonnes, anincrease of practically 16% incontainers (1,916,493 TEUs) that isalso due to the growth in transits. Inaddition, we maintained our leadingposition in the Mediterranean for cartraffic, as well as maintaining ourranking as one of the top ports ofEurope, after Zeebrugge, Bremen andAntwerp, with more than 785,000new vehicles transported.

Passenger traffic increased 5.25%,although there was a slight fall of 2.5points in cruiser traffic, owing to thewithdrawal of Festival,Suncruises/Mytravel and RoyalOlimpia, companies that had beenoperating in the port of Barcelonaand have readjusted their operations.

From the financial point of view, thegrowth in port traffics in 2004 wasthree times higher than theinterannual growth recorded duringthe period 2000-2003. These goodresults, along with the improvementin management, were reflected in thefinancial results. Income from theincreased traffic and the containmentof expenditure, to name but a fewfactors, increased operating incomeby 14%. This meant an operatingprofit of 46,900,000 euros, up 32%year on year. The Port of Barcelonaclosed the 2004 financial year with anet balance of 36 million euros, anincrease of 34%.

Among the building works projectsbegun or carried out in 2004,considerable importance should beattached to the work on the Adossat

wharf, which is being adapted toreceive cruisers, with the enlargementof one terminal and the building of anew one as well as the developmentof shared areas.

The enlargement of the portachieved its first milestone with thediversion of the river Llobregat, whichhas now been running along the newriver bed since September, and thebuilding of the South and Eastseawalls is moving forward at a verysatisfactory pace. The urbandevelopment works of phase 2 of theLogistics Activities Area is wellunderway, and some companies willbe able to set up there during 2005.

The Port of Barcelona aspires to be aport of the European area, both interms of the extension of itshinterland, and in terms of volume oftraffic. This objective necessarilyinvolves an in-depth rethink ofintermodal transport, involving notonly lorries and cars, but alsorailways. Good rail accesses to theport precinct are needed. The aim isto be able to absorb the growingvolume of traffic which the enlargedport expects to receive in the comingyears in a smooth-running way andwithout bottlenecks. This alsoinvolves internal infrastructures thatcan respond to the flow of goodsgenerated.

In order to implement the actionlines set by the Port of Barcelona’smost recent strategic plan, in 2004 allthe companies and institutionsmaking up the Logistics CommunityPort worked very hard on a numberof issues, including the implantationof IT systems for electronic datatransfer, to achieve a “paperless port”.Another aspect to which we havededicated efforts was the increase inthe competitiveness of our companies,in order to make the Port ofBarcelona a Mediterranean hub andenlarge its markets.

In 2004 we decided to stake our allon EFQM-based excellence model inmanagement and work. This model,which is already implemented in largeorganisations, will help us to conducta self-assessment exercise and canimprove our company results and ouroffer of services, and thus provide anexcellent service to passengers and inall the companies involved in themovement of goods through our port.

In sum, the Port of Barcelona, themain territorial and economicinfrastructure of Catalonia, comprisesa group of companies and people whoare involved in activities related toproviding services to passengers andgoods.

Finally, we should add the

importance of the people that are partof this ensemble, without whom itwould not be possible to perform thiscomplex mission and achieve all ofits aims.

The investment made by the PortAuthority in 2004 was approximately150 million euros, up around 29%from the 117 million spent in 2003,and is a new record in accordancewith the historic moment in thedevelopment of the Port of Barcelona.

In this connection, we should point

out that a large part of thisinvestment has gone to speeding upthe port enlargement works, whichinclude the Delta Plan, as laid down inthe Master Plan.

The most noteworthy works arethose already started in previousyears, such as the extension of theSouth and East seawalls. These workshave received a new boost which willmost probably be decisive inachieving wharves and terraces thatwill make it possible to meet thegrowing demand for space, nowpractically depleted, in order for theport to run properly.

As for stretches 1 and 2 of the Southseawall, these are a total of 3,700 mlong, and must be built within 69months.

Specifically, stretch I represents2,000 m of sloping seawall with amain mantle made of parallelepipedblocks of concrete of up to 60 tm.Stretch II is a vertical seawall built

with prefabricated concrete caissons.To sum up the state of advancementof the works, it is sufficient tomention that 100% of the priordredging has already been done, 56%of the rockpile, 51% of the concreteblocks, 84% of the quarry ballast and,finally, the length of the emergingseawall is already 26% of the plannedtotal.

Work on stretch III of the sameseawall has already begun, andconcerns a 1,100 m long slopingdesign. In this case, the main mantleis made of 40 tn parallelepipedconcrete blocks. To date, 100% of theprior dredging work is complete, alongwith 11% of the rockpile and 10% ofthe quarry ballast. The emergingseawall has still not gained any length

As regards the East seawall, which is2,000 m long, and is to be built over82 months, this is a sloping seawall,the main mantle of which is made of50 tn parallelepiped concrete blocks.To date, 98% of the prior dredging

work is complete, with 28% of therockpile and 61% of the quarryballast. The emerging seawall has stillnot gained any length.

To have an idea of the scale of thecosts, these two building projects havealready consumed more than 75% ofthe total annual investment.Furthermore, the current pace of workis set to continue, which is anecessary condition for meeting theestablished deadlines, which envisagethat the project will be completed by2008, when the port will have a newcontainer terminal.

This large volume of work hasinvolved a series of specificenvironmental measures. Thesemeasures guarantee that thelegislation in force will be respectedand are covered in the EnvironmentalImpact Declaration, which lists theactions that must be undertaken tocompensate for and correct theimpacts of each of the works.

One example of these actions is thecreation of a beach next to the rightbank of the new mouth of the riverLlobregat. Approximately one millioncubic metres of sand have alreadybeen placed there this year in order toform this beach.

Another strategic project that wehave begun building is the Prat wharf.The first planned phase of thisinfrastructure involves a 1,000 mberthing line, a minimum draught of16 m and will cover an area of 81 has.When commissioned, it will help tosolve the shortage of space caused bythe huge growth in container traffic.

Significant investments were alsomade to continue fostering cruise andcontainer traffic. We could pointspecifically to the completion of mostof phase two of the enlargement of

the Adossat Wharf, 325 m long and12 m deep.

As far as the actions taken to bringthe port closer to the city areconcerned, mention should be madeof the completion of the work toremodel the Bosch i Alsina wharf,which covers some 15,000 m2 ofpublic space lying between the Portalde la Pau square and that of AntonioLópez, and between the Ronda Litoralring road and the Passeig Colom.Furthermore, this work included therestructuring of a car park covering7,300 m2 under this area, and theconstruction of two smaller buildings.

A more unusual project carried outthis year, from an architectural andfunctional point of view, was theremodelling of the Montjuïclighthouse to give it over tocomplementary port activities.Another such project involvedbuilding the port control tower, atwo-part building comprising a 45 m

high tower and an annex. This centreis a decided response by the PortAuthority in the face of the newdemands caused by the growingcomplexity of interior ship trafficresulting from the increase in thenumber of stopovers, the new northentrance mouth and the enlargementworks to the south. It is also aresponse to the need for continuousimprovement in the safety andefficiency of services offered to ships.

Commercial promotion

Corporate missions conducted by thePort of Barcelona have become animportant means of promoting theservices of the Port LogisticsCommunity in the emerging andstrategic external markets.

The corporate mission to Mumbaiwas the seventh mission of the Portof Barcelona and was supported by

Spanish and Indian bodies andinstitutions such as the Generalitat,the Catalan Consortium forCommercial Promotion (Copca), theChamber of Commerce of Barcelona,Casa Asia, the Spanish embassy inNew Delhi and the Bombay Chamberof Commerce and Industry.

The delegation that travelled to Indiacomprised 74 people: 36 businessmen,including importers and exporters andcompanies from the LogisticsCommunity, specialised press, membersof the institutions and the organisation.

The opening seminar in Mumbaitook place at the Taj Mahal hotel andwas attended by 250 Indianbusinessmen. The Copca office in NewDelhi and the Bombay Chamber officeprepared the working programmes forthe participating companies, leadingto a total of 249 company contacts,which have led to export operations,correspondence agreements and theintensification of relations withcurrent partners.

Parallel to this, there were visits toimportant ship owners and freightagents such as the MediterraneanShipping Company, the ShippingCorporation of India and NatvarParikh Industries Ltd, in order tomaintain the privileged situation ofthe Port and strengthen the close linksexisting with Indian ports. 27 regularshipping lines link Barcelona to theseports and we should add thatBarcelona is the only port of call forall the lines connecting India with theWestern Mediterranean and,furthermore, enjoys the only directconnection belonging to the ShippingCorporation of India.

In addition to this, Barcelona is thetop port for coffee distribution in theWestern Mediterranean and the sixthin the world, and this is why themission included a trip to Bangalore,the coffee centre of India and a majorcustomer of our Port. An agreementwas reached with the Coffee Board to

make a Presentation in Barcelona topromote coffee from India in the southof Europe.

In order to maintain and foster tradebetween the two countries, theChamber of Commerce of Barcelonahas signed a cooperation agreementwith the Bombay Chamber ofCommerce and Industry to carry out areturn mission of Indian companies toBarcelona in 2005.

The Port also participated in trademissions organised by otherorganisations, which was the case ofthe visits to Morocco and Algeria. ThePort thus participated in the trademissions to Alger (22nd to 24th March)and Casablanca (21st to 23rd June)organised by FETEIA (the SpanishFederation of Freight Forwarders,International Shippers and Associatedoperators) in cooperation with theSpanish Foreign Trade Institute (ICEX).The main aims were to offer thefreight forwarders belonging to Feteiathe possibility to become much more

familiar with a potential market, meetwith local companies, establishcorrespondence between companies inboth countries and maintaininstitutional relations with theAlgerian and Moroccan Federation ofFreight Forwarders.

These activities were completed bythe Port’s presence at internationaltrade fairs, including the InternationalWeek of Transport and Logistics (SITL)held in Paris. This fair received morethan 23,000 visitors from more than56 countries seeking logistics solutionsfrom the approximately 800 exhibitorscovering all the sectors of transport,storage, logistics information systems,services and infrastructures. The Porttook part with a joint stand sharedwith Puertos del Estado and the ICEX,at which we received many visits fromfreight agents and operators, and heldinterviews with regional authoritiesand entities of the Frenchadministration. Another event not to

be missed was Global AutomotiveLogistics (GAL) held in Bremen,Germany, which focuses on the carsector.

The Port of Barcelona participates indifferent international cruiser eventsto promote its facilities and services.In this connection, in 2004 the Porttook part as an exhibitor in theInternational Miami Seatrade Cruiseand Ferry Convention and SeatradeMediterranean, which took place inGenoa. Within Medcruise, theMediterranean Ports association, thePort attended the General Meetings inAlicante and Genoa.

From the 7th to the 10th of November,Barcelona hosted the 22nd ALACATCongress and Exhibition (Federationof National Associations of FreightAgents and International LogisticsOperators of Latin America and theCaribbean). At the WTC Barcelona, theparticipants discussed the situation oftransport and reflected upon theimplications of the integration of new

The Zaragoza Maritime Terminal2004 was the fourth year of operationof the Zaragoza maritime terminal(tmZ), since the Port of Barcelonabegan this initiative on March 31st

2001. The tmZ was set up to extendand consolidate the influence of thePort of Barcelona in the market of

the north east of the Iberian peninsula(Aragon, Ebro Valley and adjacentareas). Using the tmZ, the Portof Barcelona provides the professionalusers from this area (shipping agents,freight forwarders, logisticsoperators…) and therefore importersand exporters, with an offerof logistics and transport servicestailored to their needs and provideshelp in resolving the problemsof supply and distribution of theproducts which they import or export.The aim is for the operators of thisarea to choose the Port of Barcelonato channel their external maritimetrade operations in order to achievea competitive edge.

The terminal works as a neutraloperator through which any freightagent or port professional can plan,organise and monitor any import andexport passing through the Portof Barcelona. This could includeconsulting regular land transport

services; contracting the transportof containers to tmZ that have beenunloaded in the port and thenceonwards through capillarydistribution; checking the locationof the container or the goods bothin the port and inland, exchangingthe necessary documents with otheroperators (shipping agents, hauliers…).All of this is performed understandards of service that are appliedin the port and last right up to thefinal destination.

The best indicator of tmZ’s activity ismovements from the container depot.In 2004 the terminal recorded totalmovements of 23,613 TEUs. Thismovement of TEUs is itselfrepresentative of the share that tmZhas in maritime trade between theregions of the north east of the Iberianpeninsula and the port of Barcelona,and how it contributes to efficiencyin the organisation of containertransport by road with the port, sincethe coordination provided between

entries and exits of containers reducesempty journeys, with the subsequentknock-on effect in cost reduction.

The terminal currently occupies1.6 hectares in the Mercazaragozalogistics area and plans for phase twoenvisage a total area of 4.5 hectares.The tmZ terminal will also haveits own rail terminal own, the buildingplans for which have already beendrawn up and approved by theMinistry of Public Works. This railterminal will be connected to the mainrail network and will provide the tmZlogistics platform with greateraccessibility and flexibility in theentry and exit of goods.

The Toulouse Maritime Terminal2004 marked the signing of theagreement with the new operatorof the Toulouse maritime terminal(tmT), after the APB had to cancel thecontract with the previous operator inJanuary 2003. The Port of Barcelonaset up this initiative to provide serviceto the southern France market. UsingtmT, the Port of Barcelona providesprofessional users, and thereforeimporters and exporters, witha specific offer of transport andlogistics services for imported andexported goods that stands out fromits competitors. The Port of Barcelonaaims for operators in this area tochoose it to channel their externalmaritime trade operations and achievea competitive edge.

Managed by a neutral operator, theterminal makes it easier for anyfreight agent or any professionals thatuse maritime transport to plan,organise and track imports andexports passing through the port

of Barcelona. For example, they canconsult regular land transport services,contract the transport of containersunloaded in the port to the tmT andthence onwards through capillarydistribution, check on the locationof the container or the goods both inthe port and inland, exchanging thenecessary documents with otheroperators (shipping agents, hauliers…).All of this takes place withinstandards of service that begin in theport and last right up to the finaldestination.

The best indicator of tmT’s activityis movements from the containerdepot. Movement of containers withinthe terminal contributes to efficiencyin the organisation of containertransport by road with the Port, sinceco-ordination between entries andexits of containers means a reductionin empty journeys, with thesubsequent knock-on effect in costreduction. At the same time it is

representative of the participationof tmT in the maritime trade betweenthe regions of the south of Franceand the Port of Barcelona.

The terminal has now begunactivities in Saint Jory, and will soonset up in Eurocentre.

Developmentof the Foreland

For years now the Port of Barcelonahas been pursuing an active policy ofcooperation with other ports and portadministrations of the Mediterranean,Latin America and the Far East, whichhave led to the holding of trainingactivities and the implementation ofprojects related to new technologies,quality, safety, etc.

As in previous years, we haveperformed training activities providedby upper and middle managers of thePort of Barcelona. These actionsinvolved the seminar on portmanagement for postgraduate studentsfrom the Arab Academy of Scienceand Technology (Alexandria, Egypt),from different countries in Africa, theMiddle East and South East Asia.The other activity was the seminarfor Latin American port managers,specifically from Argentina and

Colombia, and we also received thespecial assistance of a manager fromthe Port of Sines (Portugal).

In addition to this, another seminarwas held for managers from the portof Tianjin (China), with a specificprogramme on maritime and landtransport, logistics and operationaland functional safety.

Two seminars were held in theframework of a co-operationagreement with the Tunis Office of theMerchant Navy, one on Industrial andOperational Safety and another onQuality, which were attended by upperand middle managers, in which theyanalysed specific experience affectingthe dynamics of the working of theports of Rades and Tunis.

All the training seminars took placein an excellent spirit ofcommunication, in which experienceswere exchanged, professional relationsstrengthened and a deeper knowledgegained of the different activities

surrounding logistics and transport.Another project worthy of mention is

Alexportic — the e-commerce platformat the Port of Alexandria (Egypt),which is in its final implementationphase. The documentary reengineeringprocedures performed by theTelematics Forum of the Port ofAlexandria have been performeddigitally to be applied by the users ofthis platform, which will make itpossible to parameterise portprocesses, as well as the setting up of

a website (www.alexportic.net) withinformation on basic services, such asa company directory, stopovers,regular lines, automation of theprocesses of entry of hazardous goodsand request for stopovers andberthing. We predict that it will beworking efficiently in stand-alonemode in the new headquarters of thePort Authority of Alexandria by thesecond quarter of 2005.

An international cooperationagreement was signed last Decemberbetween the APB and the Governmentof Magdalena (Colombia) to carry outa series of training programmes and atthe same time study possible alliancesfor the implantation of an e-commerceplatform. We are also looking at thepossibility to analyse the applicationof modern transport and logisticssystems in order to develop the riverMagdalena area, which gives its nameto the region located in the north ofColombia.

It should be mentioned thatconsiderable financial support hasbeen provided by the Spanish Agencyfor International Co-operation (AECI),a body dependent upon the SpanishForeign Ministry, thanks to which wehave been able to undertake certain ofthese cooperation projects, specificallythose signed with the Merchant NavyOffice of Tunis and the Port Authorityof Alexandria.

In parallel, the Port maintains anactive position in the most importantworld organisations dedicated topromoting measures and projectsaimed at speeding up the exchange ofgoods through more flexibleinternational trade, and making thebest use of the new technologies.

Here we could point to thechairmanship of the Port of Barcelonain the Trade Facilitation Committee ofthe IAPH — the InternationalAssociation of Ports and Harbours —and its participation, on behalf of theIAPH, in the World Customs

Organisation. Furthermore, the Portmaintains an active presence in theUN/CEFACT (the United NationsCentre for Trade Facilitation andElectronic Business) on behalf of thePort of Barcelona and theIAPH.Internacional de Ports (IAPH).

The SAC is a department dependingupon the Port of Barcelona’sDepartment for Business Developmentsince its creation more than 10 yearsago. The main aims of the SAC are toidentify and transmit market needs tothe Port of Barcelona’s LogisticsCommunity, offer as much

information as possible on availableservices and infrastructures, andpromote their use.

Below are a series of tools areavailable to our users and customers.

Information PointThe SAC provides information oninfrastructures, facilities, services,operators, administrations,documentary circuits and physicalprocesses in import / exportoperations, and the workings oflogistics in goods and passengertransport. ([email protected]).

Working along these lines, the SAChas drawn up a Guide to RegularMaritime Groupage Services especiallyaimed at customers exporting and

importing their goods through the Portof Barcelona.

The guide includes cargoconsolidating companies: freightforwarders and NVOCC (Non-VesselOperating Common Carriers), withinformation on representatives in thecountries of origin and destination,quality certifications, insurance,services, periodicity and transit timesor information systems and otheradditional services. It also containsinformation on the facilities of thelogistics operator, its offer of addedvalue services and the contact persons.

In the first quarter of 2005, we willincorporate contents for describingitems concerning infrastructures, costs,quality, insurance, risk management,e-commerce, finance, customs andoperators. This guide can be consultedon the Port of Barcelona’s website:www.apb.es.

In order to reach out to ourcustomers and provide them withmore information, the Port of

Barcelona’s Department for BusinessDevelopment is currently overhaulingthe Port’s website.

Processes of improvementThe service manages requests,suggestions and complaintsconcerning passengers and goodstravelling through the port.

In 2004 there were a total of 146incidences and 93 queries. The SACoffers 2 levels of processing ofinformation: immediate action(analysis of each case, minimisation ofdamage and immediate solutionsproposed) and long-term action: jointanalysis of the services received bythe users and, if necessary, the resultsof the analyses are sent to thecorresponding forums (TelematicsForum, Steering Council of theStrategic Plan of the Port ofBarcelona, Operating ProcessesImprovement Group).

received, manages the applicationof the guarantees programme of theQuality Plan, and if necessaryprocesses the payment of anyappropriate financial compensation.This year, thirty-five payments weremade.

PromotionThe SAC organises and participatesin different activities aimed atpublicising and promoting the Port -commercial visits to the customer’spremises and receiving visitors at thePort of Barcelona. This year we werevisited by Montesa Honda, DIA,Haribó and Barcelonesa de Drogas, toname but a few. In addition, seminarswere held with the Chambers ofCommerce of Manresa and Sabadellto put our message across.

The SAC provided technical backingto the organisation of the corporatemission to India last April, which wasorganised by the Economic Promotionand Development Department.

We also increased our participationin fairs and congresses such as the SIL(Barcelona), SITL (Paris), GlobalAutomotive Logistics, ALACAT,Internationalisation Week (COPCA)where a workshop was organised inwhich the Port of Barcelona’s LogisticsCommunity presented its services toexporting companies.

TrainingAs the department in charge ofcarrying out the Training andDissemination Plan of the Port ofBarcelona, the SAC continued with itsinformation and training activities forshippers, receiving both companiesand operators. This year, 16 courseswere held involving 713 people from524 companies. A new element in2004 was the GLOSS (Global LogisticsOperations for Short Sea Shipping)course, set up to publicise this type ofshipping as a complementary activityto road transport effective in terms of

cost, time and safety. The course isaimed at any professionals andhauliers that may be interested in thistype of service and takes place onboard a regular SSS line. The coursewas organised by Barcelona PortAuthority with the co-operation ofGrimaldi Group, Porti di Roma e delLazio and the Spanish and ItalianAssociations for the Promotion ofShort Sea Shipping.

Circle of Freight AgentsThe SAC offers a tailor-made servicefor senders and receivers of goods,which aims to bring about greatertransparency and optimise commercialoperations performed through thePort of Barcelona, as well as actingas a catalyst to the interests of ourcustomers.

We offer a wide range of servicessuch as personal advice, cargotracking (documentary circuit andphysical process), intervention reportsof Port quality services, guarantee

management, partnerships betweencustomers, companies and institutions,competitiveness and maritime costsobservatory, personalised analysis,exchange of know-how between usersand the SAC, information and up-to-date information on port and customsoperations, and participation in usersatisfaction surveys.

CCLINK NewsletterNow in its second year, CCLINK, thefirst European newsletter of maritimelogistics published by a port anddevised for receivers and shippers ofgoods, focused on the followingsubjects — the trade mission to India,the south of France as a strategicenclave for the Port of Barcelona andShort Sea Shipping, opportunities andfinally, an article on maritimegroupage.

This year we sent our information to4,397 e-mail accounts, increasedthanks to the possibility to subscribe

In 2004 the Quality SystemsDepartment pursued three strategiclines of action in order to comply withthe strategic objectives of the APB andthe Port of Barcelona:

– Managing the Port of Barcelona’sQuality System.– Coordinating a new managementmodel in the APB.– Cooperating in the field of quality.

The Port of Barcelona’s Quality System

This comprises all the Quality Plansdesigned and implanted in the Port ofBarcelona which are then assessed andimproved. The scope of the systemcovers the Terminal de Contenidors deBarcelona SL, Terminal Catalunya SA,Estibadora de Ponent SA, and theBorder Inspection Point (BIP).Process Control covers the collection

and continual assessiment andimprovement of data on processes. Themost important results of these are:

The data from Process Controlprovide the Quality Indices, which arean “adimensional value” from 0 to 10,with the aim of evaluating thetendency of the main aims of thequality of service in the Port ofBarcelona.

Index A reflects the degree of speedof the goods through the Port ofBarcelona, taking into accountphysical and documentary processes.Index S measures the degree ofintegrity and safety of the goods asthey pass through the Port. Guarantees ProgrammeAs part of the Quality System, the Portof Barcelona has a guaranteesprogramme that covers thecommitments of the Port LogisticsCommunity with regard to the speedof customs clearance, safety andintegrity in handling goods,coordination in physical checks andcost optimisation. The programmeprovides financial compensation to the

end customer of up to 400 , perinternal incidence reported.

The programme includes thefollowing commitments in theterminals that are part of the QualitySystem:

– Guarantee of the total safety of thegoods. The APB guarantees that noincidences will occur (damage orfaults affecting the goods, and non-identification of such incidenceswhen a container is opened) whilstbeing handled and kept at the port.– Immediate transit. The APBguarantees that documentaryclearance of containerised goods in

transit will occur the same day assubmission of the transit document,whenever this document is submittedwithin customs hours and all therequirements are met for validationand clearance.– FCL import clearance. The APBguarantees that documentaryclearance of the goods imported inFCL containers will take place on thesame day as submission of thecustoms declaration or the nextworking day after this.– Guarantee of Coordinated PhysicalInspection. The APB guarantees thatphysical inspection of FCL and LCLgoods will take place on the planneddate. Thus, goods left in theinspection area must be ready forphysical inspection, and theinspection must have been requestedfrom any of the competentinspection bodies.

Here are the results of applying thisprogramme:

Annual Audit PlanFour company audits have beencarried out in the Port LogisticsCommunity, three of which took placein the terminals covered by the Port ofBarcelona’s Quality System, whichinvolve a periodical revision of theSystem implemented in each one. Thefourth was made by the Quality Team(QT), a service provided by the UTESGS Española de Control and SGSTecnos. This is a supplier audit inwhich work and contract proceduresare assessed.

The result of all the audits waspositive, and the only aspects to beimproved concerned the serviceprovided to the customer/user of thePort of Barcelona.

ISO certificationA follow-up audit was conducted onthe 18th and 19th of November toassess the efficiency of the ISO Quality9001:2000 Management System which

the department maintains under thescope of Quality System Managementof the Port of Barcelona.

The result of the audit was absenceof non-conformities, and room forimprovement was indicated in thefollowing areas: assessment ofcustomers’ needs, implantation of newservices, review and improvement ofestablished quality plans and theextension of the Quality System.

New projects underway– Llevant Terminal Quality PlanWith the commissioning of this

terminal on the Adossat wharf, thegeneral documents of the QualityPlan were approved and signed inNovember 2004. By signing thesedeeds, the terminal committed itselfto the Port of Barcelona’s Qualityaims, which will bring it under theQuality System during the course of2005.– Service Reference for new car trafficThis year, the Quality Committee setup for car traffic approved thespecific Service Reference of the Portof Barcelona. This document wassent to the Follow-up Committeemade up of Puertos del Estado andANFAC (Spanish Car and LorryManufacturers’ Association), fordefinitive approval. – Barcelona - Santa Cruz de TenerifeQuality PlanOn October 5th, the presidents of bothport authorities signed a cooperationagreement to carry out a series ofactions allowing the establishment of

joint quality indicators andobjectives, and a common securityseal. The agreement will also make itpossible to develop an equipmentmanagement model (availability ofloads), and a more direct flow ofinformation between both portcommunities.

Prior to this, the Port of Barcelona’sLogistics Community had alreadyapproved the detailed plan of actionsof this Joint Quality Plan.

The coordination of the EFQMmodel in the managementof the APB

A number of different actions havebeen undertaken within the strategy toachieve excellence in managementbegun by the APB, among which wecould point to an awareness-raisingand training seminar aimed at theAPB management team, and the

carrying out of the strategic path ofthe APB, including: a SWOT analysis(Strengths, Weaknesses, Opportunities,Threats), definition and rolling out ofstrategic objectives, operative aimsand initiatives to be undertaken.

This process obeys the methodologyof the EFQM (European Foundationfor Quality Management).

Cooperation in quality

Co-operation with the Merchant Navyand Ports Office (OMMP) of Tunisia.The APB’s Quality SystemsDepartment and the OMMP of Tunisiahave worked together in the field ofquality, as part of a cooperationagreement financed by the SpanishAgency for International Co-operation(AECI) and coordinated by theAPB’s Department of InternationalCo-operation.

The work consisted of:– A conference aimed at managers ofthe OMMP, based on the experienceand methodology followed by thePort of Barcelona in Quality Systemmanagement.– Assessing the needs for awareness-raising in the field of quality, aimedmainly at the ports of La Gouletteand Radès.– Preparing and putting into practicea technical assistance project toforecast the planning, preparation,

development and assessment ofactions for the raising awarenessabout quality.

Co-operation with the public Puertosdel Estado body (EPPE)In order to increase quality in theprovision of services, the Departmenthas worked alongside the EPPE indrawing up Generic Quality of ServiceGuidelines for Containerised GoodsTraffic and Tourist Cruisers. Thesespecify the quality commitments ofport services, which will serve as thebasis of a type-approval (certificationand continual improvement), afterwhich an external entity will checkcompliance.

The Information Systems Departmentis responsible for implementing voiceand data communications systems,and computer, control and securitysystems. It also takes care of all the ITdevelopments, managementapplications of the Port Authority andmanagement of the Port of Barcelona’s

e-Commerce platform. It represents thePort Authority in all the forums inwhich exchanges and documentarycircuits among companies involved inthe Port of Barcelona are defined, andplays an active role in improvingprocesses and implementing quality inthe APB and the Port LogisticsCommunity.

Documentary exchangesAs regards Electronic Data Interchange(EDI), the Port Authority has beenprepared to send and receivedocuments via EDI since 1995, but itwas in 2004 when the foundationswere laid for generalising this practice,reducing transmission cost andextending them right across theorganisation.

Once the benefits of this system hadbeen clearly shown, the PortAuthority’s Management Board,meeting in on the 14th of October,decided that the new terminals or the

container parks leased underconcession and the new shippingagents to be authorised should all usethe procedures defined in the so-calledTelematics Forum, the group thatworks to simplify documentaryprocesses, and involves most of thegroups operating in the port. It alsoapproved a study to considerextending this system to all thecompanies working in the port ambit.This measure will no doubt be verypositive as a move towardsuniversalising the electronic exchangeof documents.

In addition to this, and following thesame model applied by the InlandRevenue department for sendingcustoms declarations and otherdocuments, the Internet was chosen asthe means for sending all electronicdocuments. The documents are sentelectronically signed with digitalsignatures recognised by the InlandRevenue.

Initially, the value-added networks

that were used to send summarydeclarations and cargo manifests toCustoms were replaced by Internettransmission. These arecommunications with otheradministrations. The first result of thischange was a considerable reductionin the time taken to send documents,increased reliability, due to the smallernumber of parties involved in theprocess, and a considerable reductionin communications costs.

In light of the benefits achieved,developments were made at the end of

the year to export this model todocumentary exchanges with shippingagents and cargo terminals.

DevelopmentsMany Port Authority managementapplications have had to be adapted tothe entry into force of the new portslaw at the start of the year. In thisconnection, changes were made to theapplications used for concessions,invoicing and berthings and new dataalso had to be included in thesummary declarations and manifests.

New information services have beendefined in the PortIC platform, whichhas been offering information anddocumentary exchange services tocompanies making up the Port LogisticsCommunity since 1999. A series ofservices have been created by whichthe user can ask to be informed whencertain events occur. Thus, for example,s/he can ask for an e-mail to be sentto a customer when a container he isexpecting leaves the port.

SystemsHere, let us mention the start of theunified user management project in2004, which is aimed at simplifyingthe administration of the differentsystems used by the Port Authority, aswell as efforts to integrate the datafrom the different management tools.

The fitting out of all the meetingrooms with the latest technology andvideoconference systems providesgreater support both for presentationsand for teamwork.

whose customers are in the ZAL or areworking in the foreign trade sectorand look to the ZAL for suppliers oflogistics services. In addition to this,the Service Center has also receivedmany services companies thatgenerate synergies and co-operationbetween each other.

The Service Center currently offers awide variety of services. There arethree restaurants: one specialised ingrilled meats and daily menus calledBoviscum, one specialised inMediterranean diet and daily menus(Julians), and one specialised ingourmet cooking (Boix de laCerdanya).There is a bank – the Bancde Sabadell, a Manpower tempagency; the Viajes Cosmos travelagency, and a copy-print shop calledCopygold, as well as Servired and 4Bcash dispensers and a kiosk thatdispenses magazines and newspapers.October 2004 also marked the openingof the Simphonie childcare centre,which receives children from four

months to three years of age. Thisentire offer of services aims to makelife easier for the companies andpeople established in the ServiceCenter building and in the ZAL.

The Service Center also has aTraining and Meetings Centre, throughwhich it offers a wide range oftraining in languages and logisticsand foreign trade-related issues, whichare imparted in the different lecturerooms. In addition to this, it providesareas for the holding of all sorts ofevents, such as the auditorium,meeting rooms and the BusinessCentre. These areas are being usedmore and more by the companies inthe area to hold meetings andcompany training sessions.

Some large company events wereheld there this year, and a number oftelevision advertisements filmed in thespacious green areas around thebuilding, such as the terraces andgardens. These areas have benches for

In 2004 CILSA, the company thatmanages the Logistics Activities Area,or ZAL, took a series of steps toconsolidate its offer of property andservices from the Service Center andmove forward in developing thesecond phase of the ZAL.

Service CenterThe Service Center has consolidated itsposition as a business centre, hostingsome forty companies that occupy allthe office area. More than half ofthese companies are transport agencies

resting and ping-pong tables to enjoysome leisure time during the workingday.

All of this has helped the ServiceCenter to consolidate itself as abusiness and services centre, and tobecome the only corporate centre withservices not usually found in anindustrial area.

ZAL PratThis year, processes were started andconcluded in the ZAL-Prat that led tothe improvement and development ofthe platform. All the building worksfor development of the first new plotsare now complete and these plots arebeing marketed. Work has alsofinished on the fire extinction system,set up in early 2005.

The demolition works begun in 2004of the Majosa and Singentacompanies, two industrial enclavesthat lie within the logistics platform,were also finished. In 2004, the firstindustrial premises of this second

phase were allotted to the Germanylogistics firm Schenker, which set upin August that year in a siteoccupying 7,000 m?. Work also startedon building the premises of Geodis-Teisa, covering an area of 14,000 m2and NYK logistics, with 20,000 m2, aswell as the construction of two multi-customer industrial premises, whichwill add a further 30,000 m2 inlogistics warehousing to the ZAL. Onecompany that will be set up in thismulti-customer site is the Sparberfreight forwarding company.Construction of these industrialpremises will be completed during thelast quarter of 2005.

This year also marked the start ofwork to build industrial premises inthe former enclave site, which will bededicated to the Seur, Barnatrans andTransnatur logistics companies.

This year, the general developmentworks of the ZAL Prat have advancedat a good pace and it is hoped that the

main road network will be completedduring the first quarter of 2006. Asregards accesses, the new link roadbetween the ZAL Prat has come intoservice as an extension of A street.

In 2004, CILSA also played a directrole in the actions brought to bear bythe ILI, International LogisticsInstitute, of which the Port ofBarcelona and CILSA are foundingcompanies.

ILI - International LogisticsInstituteILI, the International LogisticsInstitute, works in two fields: Trainingand Consultancy. In training, the ILIcontinues to impart the masters inlogistics and international trade thatcount as a university qualification, inline with the agreement signed inSeptember 2004 with the FUAO (AbatOliba University Foundation). Thesemasters courses have been supportedby Copca - Department of Trade,which has provided student grants.

This year a post graduate course inlogistics and international trade wasalso set up, and the subsidised courseshave continued, along with onlinecourses in logistics and trade, aimedmainly at people who cannot attendon-site classes. In addition, the degreecourse in integrated logistics has beenreleased in onlineformat.

This on-site training is provided atthe Training and Meetings Centre atthe Service Center. In addition to this,the ILI continues to impart the 2nd

edition Masters and the 4th edition

Diploma in Mexico, at the Anahuac deSur University, in Mexico City.

As regards consultancy, in 2004 theILI conducted a market study and aneconomic and financial viability planfor the ZAL of Sines (Portugal), aswell as technical viability andeconomic studies of a cold storagefacility. Furthermore, phase one of thestudy for the implementation of a landport in Santo Domingo de losColorados (Ecuador) has been carriedout, and will continue into otherprojects in Quito next year. Amongother actions in 2004, we couldmention the start of a master plan toset up of an industrial and logisticsactivities area in Buenaventura(Colombia).

In 2004, the ILI was granted ISO9002 certification in online, on-siteand subsidised training and hasachieved a partnership with the centreof the Catalan Job-placement Service,where it provides training in logistics,subsidised by the Catalan Regional

Government’s Department ofTerritorial Policy and Public Works.

Also, last year the ILI started topublish the newsletter info@ilionlinefor all its associates.

Cares FoundationIn 2004 the Cares Foundationconsolidated 119 workplaces, mostwhich were for disabled people, whichis up 18% year on year, due to thenew logistics support activities carriedout. The new organisation calledEICODEC, set up in 2003 to generate

The organisational shake-up in theAPB in 2004 meant that theInternational Relations and Co-operation unit became part of theDepartment of Institutional Relationsand Communication in operativeterms. The main aim of thisdepartment is to provide support tothe image of the Port and its LogisticsCommunity in order to increase itsexternal projection and strengthenlinks with international organisations.

In 2004, the operations of this unitspread both into the hinterland andthe foreland, through instruments suchas the International Logistics Institute

(ILI), which contributes to positioningBarcelona’s Logistics Community ateach end of the logistics corridorsbetween the Iberian Peninsula and themarkets of Central and South America.The APB received visits fromdelegations from all round the worldwhich have often led to theconclusion of more or less formalagreements to share know-how indifferent areas of port activity andconsultancy contracts have beensigned.

Along with the InternationalLogistics Institute (ILI), theInternational Relations and Co-operation unit of the APB took part ina number projects, including:

– Buenaventura (Colombia): a

viability study on the logistics areaof this port, currently being built.– Free Zone of Mariel (Cuba):preparation of a viability study for anew container terminal.– Mexican Ports coordinator:preparation of a study on planningthe Mexican port system.

Other events included the presenceand accompaniment of the institutionson the official visit of the president ofthe Catalan Regional Government, orGeneralitat, to Morocco and Algeria orthe participation in the 6th Pan-African Ports Conference, Security &Development of Ports, in Alexandria(Egypt).

In parallel to this, and in order tocoordinate efforts in the field ofinternational relations and co-operation, various contacts, jointprojects and other actions have beenestablished with the Ministry ofForeign Affairs, the Spanish Agencyfor International Co-operation, the

Secretariat for Co-operation of Headsof State and Government for LatinAmerica, the Secretariat ofInternational Relations and theDepartment of InternationalCo-operation of the Catalan RegionalGovernment, and the Casa Asia.

work and social insertion of sociallyexcluded groups, has begun newactivities to help employ these groups.Participation in the ACCÉS project(Promotion and Social HousingServices) to build houses for peoplethat find it hard to enter the propertymarket, promoted one building. Workhas been done to develop new projectssuch as LOGÍSTICA JUSTA (FAIRLOGISTICS) to promote fair trade.Cares has also carried out activities topromote sport for disabled people inthe organisation.

The SAU is a leading department atBarcelona Port Authority and its veryexistence is another success in thestrategy of competitive and qualitativeimprovement determined by theStrategic Plan of the Port ofBarcelona. In 2004, the SAU made adecisive contribution to making all theprocedures and services of the PortAuthority clearer and more accessible.

Over the last few years, this servicehas become consolidated as the one-stop shop of Barcelona Port Authority.Thus, the SAU is the place wheredocuments are registered, invoices are

presented and issued, bulk mail issent, authorisations are processed, andsuggestions and requests are received.In addition, the service answersrequests for information on the Port,and a careful follow-up is made of theprocedures from the outset up to theirsolution.

The SAU is involved in speeding upall the processes and procedures, andis directly responsible for thecommunication established on a dailybasis between the stakeholders of thePort Logistics Community and thePort.

In 2004 the number of processes setin train in the SAU fell slightly, -195,000 processes, which was 5%lower than the previous year’s total.

A new service incorporated into theSAU this year was the IntegratedStopovers Procedure (PIDE), whichbrings together the overallmanagement of procedures forrequesting the entry and exit of

vessels to the port of Barcelona underone service. The shipping agentrequests a stopover number fromBarcelona Port Authority so that thevessel can call in, and if everything isformally correct, the Port Authorityassigns a berth number, and this is thestart of the documentary processassociated to the movement of goodsthrough the Port of Barcelona.

The SAU provides better and betterquality service as time goes by, andthis is due to the specialised andmulti-skilled staff working there, aswell as the information systems used,which are continually adapted to theneeds identified. Customers or citizensapproaching the SAU are without adoubt the first beneficiaries of thisstrategy of continued improvement.

Along with PortIC and the TelematicsForum, the SAU facilitates the use andimplantation of the new technologiesin the port area. Last year there wasan increase in the volume of summarydeclarations and entry authorisations

for hazardous goods managed directlyvia EDI.

In 2004, the SAU showed once againthat it is a service able to evolve andadapt to the major changes takingplace in the world of maritimetransport, logistics and portmanagement. Recognising the needsof our customers and identifying newopportunities to provide services havebecome not only a future objective,but also the main raison d’être of theSAU.

although this last year shows moregentle variations than the past threeyears.

StaffUnder this chapter, fundamental forthe main task of the Stevedoringcompany, Group I has continued toshrink, with the same number offoremen, but better qualified andespecially, an increase in machineoperators and goods checkers, whichhas made it possible to notably reduce“hands not used”.

TrainingTraining in 2004 was marked by animprovement in quality, resulting fromthe extension of training activities toall the companies, providing thestudent with a complete overview ofall the machinery available in theport. In addition, alternative lists havebeen reduced, enabling newly hiredworkers to consolidate their firstspeciality for one year.

The training plan applied providedthe respectable number of 88,420hours, distributed into 301 courses, ofwhich 71% were dedicated to trainingspecialists of Groups II and III.

As students attending training forgroups II and III come from Group O,new staff replacing them were given atotal of 12,648 hours of basic training,representing 14% of the plan.

Notwithstanding this, the amount interms of number of specialisationcourses and students trained wasslightly lower than the previous year

In 2004 the Stevedoring companyprovided 203,212 days’ work, anincrease of 10.68% over the previousyear. This increase in the number ofdays does not correspond to a realincrease in movements of goodsstarting or finishing in Barcelona,rather much of it is due to the

increase in transshipments whichprovide significantly less added valuecompared to the average of goodshandled.

Discounting the months of Januaryand February which, although theywere up on previous years, involvedaround 15,000 days worked, the restof the year was very constant, with nomajor fluctuations, always above17,000 days, although in the Januarythis fell to 16,000.

good, although there are stilloccasional episodes of high values ofparticles in suspension.

Waste managementA plan began some time ago to collectall the recoverable waste within theport precinct. Work is currently takingplace at three levels - in the officialbuildings of the APB (Portal de la Pau,ASTA building, dispensary and sportsarea), in the bars and restaurants, andin companies holding concessionswithin the port precinct.

The aim is to extend the service forthe collection of recoverable fractionsgenerated in the port, with thefollowing aims in mind:

– Increasing percentages of recovery.– Minimising the volume of wastesent to landfills.– Fostering a recycling culture andhabits among the users of the offices,bars, restaurants and companies.– Complying with the rules in forceand continuing with the guidelines

of the Catalan municipal andindustrial waste managementprogramme on reuse and recovery.– Saving money by reducing thevolume of waste sent to landfills.– Implanting selective collection inbars and restaurants adapted to theirneeds to enable them to participate.– Developing communicationstrategies in the field of wasterecycling.

This project was set up in June 2003with the cooperation of the PrivateTrinijove Foundation, which beganselective collection with paper andcardboard in the offices of the APB andglass in the bars and restaurants. Later,in February 2004, they added collectionof aluminium and ferrous tins.

The project began In the concessionsof the port precinct in April 2004 withthree itinerant collection circuits forcollecting everyday waste, paper,cardboard and scrap metal.

Currently a total of 25 concessionarycompanies have adhered to the overallrecoverable waste collection plan inthe Port of Barcelona, of which 20 areinvolved in the collection circuit ofeveryday waste, 17 in the paper andcardboard circuit and 5 in the scrapmetal collection programme.

It is worth pointing out thatBarcelona Port Authority plans towork to improve waste managementand foster recycling as one more toolin a sustainable environmentalculture.

External projectionThe Port of Barcelona continued totake part in ECOPORTS, the Europeanports network promoted from theEcoPorts foundation. The aim of thisnetwork is to exchange environmental

information between ports and todevelop environmental managementtools adapted to the needs of ports.The tools that have been prepared thisyear and are already available for useare the SDM (Self-Diagnosis Method),the database of environmentalsolutions and PERS (PortEnvironmental Review System).Likewise, the Port of Barcelona hasbeen involved in other environmentalmanagement improvement projectssuch as ECONET, PEARL andTBT-CLEAN, which also bringstogether ports from all over Europe.

Water and sediment qualityThere is a continual improvement inthe quality of port waters thanks tothe efforts being made in port and

Port Tug operators and Conservationlogistics support group, and the lawand order group, with the APB’s PortPolice force and the Civil Guard andnational Police force). An importantelement of this drill was that waterwas supplied from berthing module32B using the special J-15 vehicle,which unwound one of the hoses ofthe equipment approximately 800metres, in order to supply a series ofmachines including the hydraulic armequipped with a system for projectingwater and foam by remote controlonto the tank and safety wallsaffected.

As well as the annual drill, otherdrills involving Barcelona Fire Brigadewere conducted internally in theENAGAS, TEPSA and CLH terminals.

In 2004, other prevention projectsincluded joint practice operationsbetween tug operators and firemen,and the supervision of the hydrantnetwork in new projects of theport area.

Finally, this year saw the completionof the emergency managementprogramme of the APB Control Centre,which uses a simulation toolsupported by the IEP databases inorder to facilitate the work of theoperators in the event of anemergency.

Air qualityThe improvement and enlargement ofthe APB’s Weather and Air QualitySurveillance Network continued in2004. A new weather station wasacquired to measure the presence ofsulphur compounds in the air in thesouth area of the current port.Likewise, a BTEX (benzene, toluene,ethylbenzene and xylene) analyserwas added to the equipment of theMobile Unit as part of the EuropeanHADA project, which involves thePort.

As in the last few years, air qualityin the port continues to be generally

EDI, a significant increase of 63%, andindicates that there has been a greaterresponse and that these procedureshave sped up, which is an increasingtrend.

This growth is linked to the increasein the movement of containerisedhazardous goods. The 567,000 tonneshandled in 2003 rose to 733,352tonnes in 2004, representing anincrease of 29%.

There was an increase of 16% inbulk cargo over the previous year,with 11,435,000 tonnes handled.

With regard to safety, the CivilProtection Commission of the CatalanRegional Government, the Generalitattype-approved the Port ‘s InternalEmergency Plan (IEP), which wasalready approved by the ManagementBoard of the APB.

In addition to this, pursuant to thecooperation agreement on prevention,fire extinction and rescue signedbetween the Port and Barcelona CityCouncil, a vehicle with an articulated

hydraulic arm with a 37-metre ladderwas acquired for use in interventionsand salvage, based at the Port - FreeZone.

Training this year involved anothercourse in management and control ofport accidents held for 39 Firebrigades from Barcelona. This courselasted two weeks and took place at theFire Service College in Moreton-in-Marsh, in the United Kingdom.

The annual general drill took placein November and was carried outjointly with DECAL, a companylocated on the Inflammables Wharf,and which tested its emergency plan.The drill involved the simulation ofone of the risks listed in its safetystudy - a gasoline spill andsubsequent fire inside the plant. Theterminal intervention staff played anactive role and followed the guidelinesof the Emergency Plan, as well as theexternal groups of the IEP (BarcelonaFire Brigade, 061 health service, the

with 23% fewer students trained, and11% fewer courses given, although weshould point to an increase of 24% inthe number of hours taught.

Industrial safetyand environment

Industrial safety2004 was an important year for thePort of Barcelona in terms ofmovements of hazardous goods. TheDepartment of Industrial Safety andthe Environment processed 72,667requests for the admission ofhazardous goods, an increase of 51%over the number of authorisationsin 2003.

Of these authorisations, 9 wereprocessed on paper, which was just1% more than the previous year.63,162 requests were processed via

urban infrastructures. Qualitymonitoring is carried out throughdifferent control programmes, amongwhich we could highlight the 41programmes for physical and chemicalanalyses of the waters and thecharacterisation of sediments, as wellas the monitoring of communities ofBenthonic organisms living in thesediments.

Pursuant to the cooperationagreement signed between Puertos delEstado, the Polytechnic University ofCatalonia and Barcelona PortAuthority to develop a programme formonitoring the quality of port watersusing numerical simulations, differentcampaigns were carried out in 2004 tomeasure oceanographic parameters,and in this connection 3 current-meters and 2 tide gauges were set upin the summer and winter campaigns.With these studies, we hope to be ableto set a model of turbulence andcurrents making it possible todetermine the development of the

quality of the port waters in the faceof one-off events such as torrentialrains, etc.

As regards water cleaning work, atotal of 1,626 m3 of floating wastewas collected, the highest amount everrecorded, with the summer months

providing the largest amountscollected.

Fight against marine pollution andreceipt of ships’ waste In the different episodes involvingpollution of port waters 21% of largefloating waste was collected, alongwith 38% of hydrocarbons, 21% offloating waste, 4% of waste watersand 16% of other waste.

As a result of these pollutionepisodes, 9 reports were filed in orderto find out the causes and attributeresponsibilities.

In 2004, there was an increase in theamount of ships’ waste handed overto the MARPOL operators in the port.In this connection we could highlightthe 16% increase in the total amountof oily wastes and hydrocarbonsreceived.

– Training of the Port Police OPIP(Port Facilities Protection Operator)with type-approved coursesprovided by the Faculty of NauticalSciences, and the designation oftheir areas of action.

Cruiser traffic has provided the needfor significantly increased securitymeasures, especially:

– Separation and delimitation of theareas in the international cruiserterminals.– Access and traffic controls.– Exhaustive control of goods,people and baggage by X-ray.– Increased access controls to therestricted areas for the embarkingand disembarking of passengers oninternational cruise ships.

This year, a new group of studentsincluding members from another PortAuthority from Tarragona took the

basic training course in the CatalanPolice School.

Furthermore, mandatory ongoingtraining continued for the agentsof the Port Police, with courses inself-defence and police interventiontechniques, traffic and transportapplications, courses provided byteaching staff of the traffic sectionof the Catalan Regional Police Force(Mossos d’Esquadra), a sea rescuecourse and Catalan and Englishcourses for official diplomas.

In order to continue with theprogrammes organised by the CatalanTraffic Department of the CatalanRegional Government for all thesecurity forces, specific campaigns forthe prevention of accidents wereorganised in line with the establishedguidelines and programmes, such astraffic controls and drinking anddriving controls in the mostconflictive areas of the port precinct.

Port PoliceIn 2004 the Port Police increased thelevel of security services that theyprovide to the entire Port Community.

Among the most significant lines ofaction in 2004 were the coordination

of the PPP (Port Protection Plan),operative since 2003, and theapplication of the International Shipand Port Facility Security Code, (ISPS),which guarantees the safety of vesselsand port facilities.

The implementation of the ISPS codehas meant the preparation of a rangeof safety measures for protecting portareas and facilities.

Among these are:– The establishment of proceduresfor coordination between thedifferent police forces operating inthe port area in the event of anyemergency situation, along withFiremen, Civil Protection and healthservices.– Improving the computer andaudiovisual equipment in the ControlCentre with the installation of newCCTV cameras in the port area.– New protection measures forinternational cruisers during theirstay at the port (land and sea safety).

All of this will make it possible torecognise the contributions and thecommitment of our people in anobjective way, which is a step forwardin the modernisation of themanagement systems which, alongwith the EFQM (European Foundationfor Quality Management), thereengineering of processes and theBalanced Scorecard will make itpossible to align our organisationalstructure with the aims of the PortAuthority to the benefit of ourcustomers.

Another important aspect on whichwe worked in 2004 was internalcommunication, with theimplementation of the employee portalas a tool for guaranteeing the flow ofinformation, simplifying processes andimproving communication. This toolwill be implanted over the comingyear.

On the social side, we updated thespecifications of the Pensions Schemefor the workers of the Port Authority

of Barcelona, pursuant to the new lawon Pension Schemes and Funds. APension scheme was set up in 1997for the Workers of the APB and wasthe first workers’ pension scheme ofall the port authorities in Spain andhas today become a model to followfor all the other Spanish portauthorities.

Finally, this year we brought in somenew activities at the APB sportsfacilities such as aerobics and tai-chi,which were widely acclaimed by ourfemale workers, and have helped tofoster the practice of sports among agroup that is not normally present inour facilities. As for the moretraditional activities, the five-a-sidefootball, tennis and frontenistournaments continued to runsmoothly, as in previous years.

Prevention of Work-related risksIn 2004, the Prevention of Work-Related Risks Service came under the

Human Resources

2004 was marked by major changesin the organisational structure andmanagement of the staff.

In July, the Management Boardapproved the new organisationalstructure of the Port Authority ofBarcelona.

With regard to collectivebargaining, 2004 was the mostimportant year of the negotiation ofthe new Collective Wage Agreementbetween Puertos del Estado and PortAuthorities. This new agreement,valid for 6 years from 2004, includesnew elements such as the SkillsManagement model as an overallinstrument of professionalclassification, training and promotionof the workers. Another point worthmentioning in this new arrangementis the possibility to negotiatecompany agreements in certain areassuch as supplementary wagepayments, distribution of workinghours, holidays, etc.

involved refreshing their knowledgeof the legal framework, a technicalcourse on sea rescue, and the trainingof five port facility protectionofficials.

Administrative staff received trainingin management skills and techniques,as well as special attention toupdating computer skills andknowledge. We focused especially onthe new web technologies and thedigital writing course, which is a newway of communicating that requires anew form of expression.

Special mention should be made ofthe Official course for ships mastersprovided by the Directorate Generalof Fishing and Maritime Affairs in theAPB facilities and certified by theSchool of Sailing and Fishing Skillsof the Generalitat.

In order to respond to moreindividual needs, such as professionaldevelopment and the updating oftechnical knowledge, we could pointto the participation in 11 Masters

and Postgraduate courses and theattendance of our co-workers in 93seminars.

Finally, one of the most importantactions in 2004 was the start of theSeminars on the dissemination ofPort Management, aimed at gettingto know the activities and projectscarried out by the differentdepartments of the Port Authorityof Barcelona, which were widelyacclaimed by the workers and showedthe will of the Management to getinvolved in knowledge management.

Catalan Language ServiceOver the 2003/04 period, the CatalanLanguage Service (SLC) continued toorganise courses in Catalan andEnglish for the workers of the APB.Workers from the companies of thePort Logistics Community can all havefree access to the Catalan courses.

In specific terms, new generalcourses in Catalan have been

organisational responsibility of theDepartment of Human Resources,which reflects the progressiveinvolvement of management issuesrelated to health and safety at work.

As an extension of its PreventionPlan drawn up in 2004, the APB’sPrevention Service began to reassessthe working risks of the company’sworkers. Likewise, the followingtraining activities were carried out inco-operation with the TrainingService: prevention of muscular andskeletal disorders for computer

monitor users aimed at administrativestaff, road safety for all staff, and abasic course in prevention of work-related risks for the new preventionstaff.

Training

If we understand knowledge asa value of increasing importance inour current society, one of the mostimportant issues for human resourcemanagement is the development of thecapacities and skills of our co-workersand the continual updating of theirknowledge.

In this connection, we focusedtraining on different groups of workersin response to the needs of the APB.

Taking into account the importanceof safety, we organised a training planfor the Port Police force, which mainly

The main objective of theDocumentation Centre of the PortAuthority of Barcelona during 2004was to seek to offer the highestquality service. With this ambitious aimof excellence in mind, it defined andcarried out a plan for revising,assessing and improving the tools and

procedures aimed at users. This management consists of

automating processes, and the highdegree achieved in the use of the newtechnologies has made it possible toattend to a greater number of queriesand requests for information. The wisechoice in digitalising documents,which began some years ago andcontinued in 2004, was one of the keyelements of improvement, along withthe creation of databases tailored tocustomer needs.

The most noteworthy events of theyear, can be split up into each of thefunctional areas of the DocumentationCentre:

Central archiveIn 2004, the administrative archive ofthe Port of Barcelona increased bymore than 120 metres of documents,corresponding to the transfer of 756boxes from different departments ofthe APB. More than a thousand

prepared, and a novelty this year isthe implementation of a website tofollow the courses from home.

General English courses have beenoffered for each of the six levelsestablished by the Council of Europe.

Language training is provided byUAB Languages, which guaranteesquality training with recognisedqualifications, in the case of Catalan,by the Catalan Language Office of theAutonomous University of Barcelona(UAB) and, for foreign languages, bythe Modern Language Service of theUAB.

In 2004, the Catalan LanguageService continued to provide languagesupport to the workers of the APB andthe Logistics Community, through theconsultancy area. Among the projectsin which the Department has especiallyparticipated are the CClink quarterlyelectronic newsletter and the texts forthe corporate website.

The Catalan Language Servicecontinued to work with the language

services of the ports of Tarragonaand the Balearic islands to create andmaintain the shared resources websitewww.xlport.net, created as part of theCooperation Agreement signed in 2001between the three port authorities.

And finally, in April, the SLC heldthe fifth edition of the Jocs FloralsPoetry Competition of the Port ofBarcelona and the LogisticsCommunity, which was attended bythe writer Carme Riera, who signedcopies for all the participants.

Maritime Documentation CentreThe Maritime Documentation Centre,specialised in historical queries onthe Port, attended 570 requests forinformation, mainly from the academicsector and researchers. During 2004,the Maritime Documentation Centreand the Drassanes Consortiumcontributed to publicising the Portof Barcelona’s maritime heritage byorganising exhibitions, publishingbooks and magazines, preparing pressarticles and advice in the productionof television programmes. All of theseinitiatives aim to bring the port andits history closer to the citizens, withthe participation of other institutionsand the whole of the Port LogisticsCommunity.

Historical archiveAlso this year, qualified staff tookcharge of inventorising andclassifying the documentary collectionof the Port’s historical archive. Thiswill facilitate access to subsidies inorder to push forward a wider-rangingproject concerning the analysis ofhistorical documents on theinstitution’s past.

Images archiveIn 2004, the Documentation Centrecoordinated the general reportingphotographic service of the port ofBarcelona, the aim of which is to

“take the pulse port life” in terms ofthe continuous changes in thegrowing facilities and the wharves,as well as following events, visits andother “everyday occurrences” relatedto the management of the APB. Theseimages make up the collection fromwhich the different catalogues, theCorporate Annual Report and the pressdossiers are drawn up. The digitalisedimages are available to the wholeorganisation and are part of thecollection of images of the port ofBarcelona.

Documentation centreThe enlargement of the Press ClippingService with the incorporation of newinternal users has meant a total of66,000 queries, an increase of morethan 100%. News items are groupedtogether in blocks of subjects in orderto fully coincide with the informationneeds of each user profile. Thehistorical databases of news, collection

has gone from strength to strength,and the companies involved have hadto keep up to date, and now, afternearly ten years are working withsurveys and data taken from studiesto improve the present and the futureof this emblematic and singular area.

The Maremagnum is now beingtotally reformed, both in physicalterms and in terms of contents andmanagement. The Aquarium isincreasing its number of species andeducational contents and has received1,325,625 visitors. The Imax showsconventional cinema films, brought tothe huge screen, and this year received532,625 spectators. The Maritimemuseum received 428,549 visitors, andthe Museum of History of Cataloniareceived 337,706, maintaining theirleading position within the rankingof the most visited museums inCatalonia. In addition, the public areasconnecting the Passeig Marítimpromenade with the Plaça del Marsquare, the Passeig Joan de Borbó

boulevard, the beaches and the Boschi Alsina wharf make these public areasbroad open zones for walking andrelaxing in the Port Vell. It is an areafor all publics. However it should notbe forgotten that the Port Vell enjoysa long and varied sporting traditionthanks to its hundred-year-old clubsand associations: The Reial ClubMarítim, the Reial Club Nàutic, theClub Natació Atlètic-Barceloneta andthe Club Natació Barcelona sailingand swimming clubs.

In addition, the other visitors to thePort Vell – the companies, institutionsor NGO’s that go there to organise andpresent all kinds of activities, whomake the most of the unique setting ofthe Port Vell, as well as the attending

Since the creation of the Port Vell in1995, the Port of Barcelona hasa distinctive skyline marked visuallyby its architecture.

The opening up of the port to thecity has proved to be a continuingsuccess year after year, and has builtup an innovative view of modernity

on the city’s frontline, but has alsoconsolidated its historical past.Buildings with personality like theWorld Trade Center, the Imax or theAquarium live side by side with oldrecovered buildings such as the Palaude Mar or the building that houses theheadquarters of the Port of Barcelona,and the emblematic architecture of theRambla de Mar or the towers of SantSebastià and Jaume I make up itsphysique.

However, the Port Vell is much morethan this, something to which 13million visitors attest each year. It is ahuge success, a genuine touchstone asa venue for leisure, culture, sport andbusiness.

public – turn the temporary activitiesin the public areas into one moreindication of the Port Vell’sconsolidation. Many of these activitiesare repeated year after year: The Wineand Cava Fair, the Raluy circus, TheLudoteca (games), Firagran, the Zegna,Godó and Freixenet regattas, the CopaNadal trophy, the Fiestas of SaintMercè, the Barcelona – Sitges rally,or the Great Havaneres song festival.Unique events such as the Festivalof the Sea, the Naumachia and the

Festival of Sirens, all of them linkedto the activities of the Forum 2004 orthe Barcelona/Dakar Rally, wereunique experiences of organisation andcooperation between organisationsof different interests, but at the end ofthe day, all were working for the Portand for Barcelona and its success.

And what shows clearly from thefigures is that the Port Vell hasauthorised a total of more than 260temporary activities including thosementioned above, and the filming ofadvertisements or full-length featurefilms, photography sessions, reports,media and others.

Thus, this was a year full of successesat the Port Vell.

In 2004, the World Trade CenterBarcelona (WTCB) was a touchstone inthe business world. Its facilities andservices provide the corporate worldwith an excellent environment inwhich to conduct business. Prestigiouscompanies like Carburos Metálicos,S.A., Lanxess Holding Hispania, S.L.,

La Esfera de los Libros or IntereuropeAG have joined the business centreduring the course of this year. Others,such as Transcom Worldwide Spain,S.A. and Amgen S.A., have showntheir trust in the complex with theenlargement of their offices there.

More than 80,000 people used thefacilities at the congress centre andtook part in 550 events of differenttypes, including the seminar on localgovernment and development byBarcelona’s provincial government,the 46th International Classic Car Rally,the Festival of the Sea, the Forum TIC,the 10th Edition of the ManagerBusiness Forum, the 1st InternationalEsteve Symposium on Alzheimer’sDisease, the 10th Scientific PodologySeminars, the Seminars on TaxManagement and New Technologies,and the Annual Roca HeatingConvention. This year, a new area forholding congresses: the Port Vell hall,was incorporated. The 670 m2 area

hall incorporates the latest technologyand is totally partitionable, allowingthe combination of three differentareas within the same space andprovides breathtaking sea views.

The technological level of thecomplex is added to every year withthe incorporation of new services. In2004, the WTC implemented electronicinvoicing, through which customersreceive all invoices in PDF format bye-mail. Sending of invoices istherefore sped up considerably. Thisis an addition to the series of On-lineServices that have been in operationsince 2002 and is part of a whole raftof activities making it possible topersonalise customer invoices.

In terms of quality, the WTCBcontinues to give top priority to itspolicy of continuous improvement,providing new tools for the servicesand facilities to guarantee total usersatisfaction (quality surveys both inthe companies of the centre and forvisitors, internal audits, suggestions

and complaint forms…). Among themany actions carried out, special noteshould be taken of the extension ofthe public transport network, theinstallation of a post box,improvements in the postal systemand the new WTCB Services Guide.Along these lines, one aspect mosthighly valued by our customers wasthe incorporation of new serviceswithin the commercial area of theWTC: the extension of restaurantservices with the EAT – a restaurantwith a capacity for 150 diners offeringa Mediterranean and a contemporarydiet , the minimarket, which offersa broad range of products and gifts,and the Prestige travel agency,specialised in business trips.

In addition, there has been a goodtake-up of the units of phase one ofthe WTC Almeda Park complex,comprising 40,000 m2 of offices andservices, of which WTC Barcelona isa stakeholder. Many companies have

placed their trust in the new Cornellàde Llobregat business centre, includingSecuritas, Bausch & Lomb, ComputerAssociates, Transiciel and AlstomPower. The commercial area of thisphase is now completely occupied andincludes services offered by prestigiouscompanies such as Manpower, AVIS,BBVA and Maxcercity. Technology andflexibility are the distinguishinghallmarks of this new quality offer ofoffice spaces that offer a new concepton the Spanish real estate market,very much in line with the buildingsoffered by the WTCB. Phase two of theproject will begin in early 2005, andwill focus on the construction of threenew office buildings with an area of15,000 m2 each, the promotion ofa corporate headquarters of 10,000 m2

and the development of a 27-storeytower to include an aparthotel anddifferent commercial premises,totalling 8,000 m2 in all.

Goods traffic increased over the lastyear, accentuating even moremarkedly the rising trend of previousyears. Total traffic increased by13.07%, which is almost twice the ratefor 2003 and that of Spain as a whole,which increased by 7.62% and 7.44%respectively.

The most notable rises were in cars,with a large increase of 20.94%.Container traffic increased 15.98%and liquid bulk by 8.97%.

Once again, the work done byBarcelona’s Logistics Communityprovided excellent results in the shapeof a much higher growth rate than theother operators, both nearby and fromfurther afield, who compete with usfor the enlarged Port hinterland.

It is generally considered that a portis performing well when its growth isbetween two and three times its GrossDomestic Product (GDP), since it isestimated that the maritime traffic ofthe first world countries grows ataround twice their GDP. This occurs inoptimal conditions, both in terms ofcapital and labour, and is the result ofan overall good port management.

Bearing in mind that Spanish GDPincreased by 2.7% and that of

Catalonia by 2.6% in 2004, the resultsobtained can be considered excellent.

In addition to this, the Port ofBarcelona’s ability to grow is limitedby the capacity of the port, and thatof its facilities and vessels, or indeedof the share of their trade thatcompanies decide to allocate to theMediterranean basin as a whole or toBarcelona in particular. Anotherpossibility for growth is offered by theappearance of new companies or linesthat choose to call in at the Port or tooperate within it.

Another significant event in 2004was the entry into force of the newPort Law number 48/2003 of 26th

November governing the economicregime and the provision of servicesof ports of general interest. This newlaw represents a substantial change inthe model for the management ofports belonging to the national portsystem and in the relationshipsbetween port authorities and the

economic agents from the transport,logistics and trade sectors.

This year we witnessed considerableincreases of 14.09% in internationaland 8.84% in regional shipping. Thisis an indicator of the increasinglysolid leading position of the Portwithin the international traffic sector

and likewise of its role as adistribution centre for theEuroMediterranean macro-region.

As far as the Port’s share of cargoloaded and unloaded is concerned,the figures have tended to level out.This is due to an increase of2.79 points in loaded goods overunloaded goods. In other words,25,060,206 tonnes were unloadedin 2004, which represents an increaseover 2003 of 2,702,951 tonnes or12.09%. 14,260,585 tonnes of goodswere loaded, up 14.84% over 2003,when 12,417,432 were handled.

Containerised and non-containerisedgeneral cargo continues to be thefastest-growing sector within allgoods. 24,781,387 tonnes of suchtraffic were moved in 2004, a figuresignificantly higher than bulk cargoeswhich totalled 14,539,404 tonnes. Theshare of general cargo in total trafficwas 63.02% against 36.98% for bulks,advancing 3.02 points in its favour.

The degree of containerisationremains high at 74.02%, with a slightgrowth of the order of 0.91%.

1,916,493 TEUs were handled in 2004,up by a significant 15.98% andmaking Barcelona the fastest-growingport in its geo-economic area. Herewe can observe the customary balancebetween goods loaded (950,993 TEUs,up 16.98%) and those unloaded(965,500 TEUs, up 15.02%), both forinternational and regional traffic.

In terms of the distribution of totalcontainer traffic per type of operation,loaded units led the way with 35.82%,followed by 34.24% for unloadedgoods and 29.94% for transits.

Outside of Spain the maindestinations of containerised cargowere Turkey, the United Statesand China. The countries of theMediterranean, North Africa and theNear East are increasingly importantdestinations as well. For containersunloaded, the top country of originis China, followed by Spain, theUnited States, India, Brazil anda series of countries from the Asianand American continents.

11,071,097 tonnes of liquid bulk werehandled in 2004, 8.97% more than in2003. Hydrocarbons occupy 86.33% ofthe total, with a significant part ofthis total occupied by natural gaswhich represented 5,346,229 tonnes.

International traffic was up by 5.97%at 9,561,878 tonnes and regionalshipping grew by a massive 32.82%to 1,509,220 tonnes.

Solid bulk traffic fell 6.21% this yearto reach 3,468,306 tonnes. The goodsmost affected by this decrease wereSoya bean, cereals and meals.

Despite increasingly harshcompetition in the geographical andeconomic area around the Portof Barcelona, car traffic increased20.94% over 2003 to a new highof 785,446 units.

The record number of cars handledis mainly due to international trafficthat increased 23.70% to 678,754units as well as transits that wereup 46.95% to 151,227 cars, and toregional shipping that increased5.94% to 106,692 units.

Short Sea Shipping (SSS) deserves aspecial mention, as it is an increasinglyimportant element within the servicesoffered by the port of Barcelona. Atthe same time, it is one particular areain which the Logistics Community isinvesting for the future as well asbeing a key element of the Port’sStrategic Plan. The reason is that thismode can be seen as a viablealternative to road transport anda means of attracting non-maritimecustomers.

The number of units transportedin SSS over the last five years grewon average 4.48% year on year. Thisrepresents 9.40% tonnes of goods and19.76% of passengers.

2004 was a year of major growth.Passenger traffic increased 51.97%to 163,538, cargo grew 25.62% to1,449,888 tonnes and the 41,961 unitsof lorries and semi-trailers exceededthe previous year’s figures by 9.51%.The share was 7.52% of full units,and 42.80% for empties.

More than a million cruise passengersnow consolidate the Port of Barcelonaas the top European port in this sector

of traffic. The loss of threeoperators during the seasonbrought down the figureachieved in 2003 by 2.65%,but it nonetheless exceededall growth forecasts. Asignificant feature is thepercentage of passengersembarking and disembarking,already representing morethan 55% of total cruisepassengers and justifyingthe large investments inspecific facilities currentlybeing made by some privateoperators.

Community ferry traffic rose, whilethe regular services with the BalearicIslands continued the previous year’strend. The new line linking Barcelonaand Civitavecchia in Italy carried morethan 50,000 passengers in the spaceof 9 months and traffic with NorthAfrican countries and Oran, Algiersand Tangiers increased by 30,000passengers to a total of 946,788.This is 15.36% up over 2003.

Law 48/2003, on the economic regimeand the provision of services of portsof general interest came into force onthe 1st of January 2004. The mainobjective of this new legal frameworkis to adapt the financial regime, theprovision of services and themanagement of the public domainto a new model of port management,in which the port authorities areresponsible for providing andmanaging the public domain and the

provision of services is placed ata subsidiary level.

The Port Authority closed the 2004financial year with a net profit of35.912 million euros, up 33% on theprevious year.

The improvement in profit waslargely due to increased turnover. Themain factors were:

– The 13% growth in annual traffic,taking the total volume to more than40 million tonnes. Container trafficrose 16% and nearly reached thefigure of 2 million TEUs.– The cost containment policy, whichmade it possible to reduce entirecurrent spending by 1% over theprevious year.– The transformation of the mainport fees or tariffs into chargesthrough the enactment of Law48/2003. This transformationbrought about a substantial changein prices, which has pushed upincome for services to ships and

levies from concessions, but broughtdown income from goods traffic.

Net turnover grew 15% with regardto 2003 and made it possible to obtainan operating profit of 46.462 millioneuros, 22% more than the previousyear.

If we exclude the new expensecorresponding to the financing ofPuertos del Estado, which the new lawestablished as an operating expenseas from 2004, the increase inoperating profit is 35% over 2003.

The level of debt taken on to financethe investments pushed up financialexpenditure by 45% with regard to2003. Subsequently, the financialbalance was once again negative,increasing losses by 29%. At theclosure of the financial year, long-termbank debt stood at a total of 166.010million euros, 90% of which comefrom loans granted by the EuropeanInvestment Bank.

The Extraordinary results showedlosses of 4.145 million euros whichin absolute terms meant a netreduction of 1.902 million euros withrespect to the profits of 2.243 millionEuros recorded in 2003. Thus, theresult of the operations was 18% overthose of the previous year.

The net contribution of 967 millioneuros which the Port Authority madeto the Interport Fund contribution leftthe final result of the financial yearat 35.912 million euros.

Cash flow resources rose to 63.716million euros, and spelt an increaseof 18% compared to the fundsgenerated in 2003. This increase wasespecially significant bearing in mindthat over the last four years the PortAuthority’s capacity to generateresources to finance the investmentshas increased at a rate of 10%.

In a similar way to the operatingprofit, cash flow for the financial yearstood at 68.205 million euros not

During the financial year, the PortAuthority invested a total of 150.437million euros in tangible fixed assets,which is a new historic record, withan increase of 17% over the 128.746million euros of 2003.

The most outstanding actions of2004 in terms of the financing of theMaster Plan were:

– The receipt of 49.946 million eurosfrom the European Cohesion Fund.– The securing of a fourth loan fromthe European Investment Bank of50 million Euros.– The capital provision of 13 millioneuros from the syndicated loan takenout with the Santander CentralHispano bank. Operating results

The effects of the implementationof the new law can be seen on thedistribution of the main sources ofincome in the Port Authority’sturnover. Whilst in 2003, incomeobtained directly from goods trafficwas 50% of turnover, in 2004 its share

had fallen to 36%. For its part, theshare of income represented byservices to ships and concessionsin the public domain rose to 24% and33% of the total, respectively. Allin all, turnover increased 15% overthe previous year, thanks also to the

good results of the Port’s commercialactivity.

Operating expensesAll in all, operating expenses increasedby 11% compared to 2003. More thanhalf this increase corresponds to atotal of 4.489 million euros for thefinancing of the public body Puertosdel Estado2. The other factor thatcaused the increase in operatingexpenses was the 16% increase inprovisions for depreciation of fixedassets during the financial year.

Notwithstanding this, the costcontainment policy left the total ofcurrent expenses lower than theprevious year’s level. Here, staff costswere the only item that rose, pushedby the effects of staff adjustments.

Early retirement payments increased51%, 690 thousand euros in absoluteterms, and were the main reason forthe overall increase in staff costsbeing three points higher than the 2%variation of the wages and salariesheading.

The ratio of absorption of currentexpenses on the previous turnover fellfrom 44% in 2003, to 38% in 2004.

Applications of fundsIn 2004, the Port Authorityconcentrated its financial resourcesto the port enlargement works.

On the one hand, investments intangible fixed assets represented 87%of the total of the applications

of funds for the financial year, a sharethat rose ten points with regard tothe previous year’s share of 77%.

On the other hand, the 120.037million euros destined to the buildingworks of the new seawalls and thecoastal corrective measures

represented 70% of the total of theapplications of the year. In 2003, theyrepresented 43%.

The remaining investments in fixedassets were dedicated to thepreparation of the new phases of theenlargement of the Adossat wharf.

Sources of fundsThe financing of the port enlargementworks pushed up sources of funds33%.

Resources from operations rose 18%over the previous year, and stillcontinued to be the principal sourceof funds. Making a homogeneouscomparison with 2003, without takinginto account the new expense of thefinancing of Puertos del Estado withinthe operating result, the increase incash flow would have been 27% andwould have totalled 68.205 millioneuros.

The capital subsidy of the European

Cohesion Fund, destined to financingthe building of the new seawalls, hasstood at a total of 61.186 millioneuros in 2004. This sum is the resultof applying the co-financing indexof 53% to the economic cost of thevolume of work built during the year.

As for external debt, the PortAuthority secured a new loan fromthe European Investment Bank of50 million euros, and has used a totalof 13 million euros from itssyndicated loan.

Within the other deferred incomechapter, we should point out theinflow of 25.1 million euros in private

funds, as an advance levy for theconcessionary rights derived fromthe Special Plan of the New entrancemouth.

Finally, there was a surplus oforigins of funds over the total ofapplications to the tune of 43.587million euros.

Delta 1 Port Terminals Park

Logistics Activities Area (ZAL)

Located in the extension ofSector 8 of the Port, theDELTA 1 Port Terminals Parkis a project promoted by thecompany Muelles y EspaciosPortuarios, SA (MEPSA),under a concessionary regimefrom Barcelona PortAuthority, and was officiallyopened on July 4th 2003.

Infrastructure work wasperformed between 1997 and1999 on the East seawall,1,550 metres long, and theSouth seawall, 450 metreslong. Then, more considerable

filling work took placebetween 2000 and 2001 (morethan 5 million cubic metres)which made it possible toreclaim nearly 70 hectares ofnew port land from the sea.

Of this area, the new DELTA1 Terminals park occupies thelargest part, with a total ofnearly 50 hectares, currentlydeveloped in the bestconditions to house all typesof terminals and port services.

The Park is superbly located.It is right in the middle of theextended commercial port, has

good accessibility with adirect connection to thenetwork of dual carriagewaysand motorways thanks toaccess P-30 of the Port andbenefits from its closeproximity to Barcelonainternational airport. There isalso rail access to all theplots, which offers thecustomers the added value ofintermodal connection. TheDELTA 1 Terminals Park canhost all kinds of terminalswithout restrictions. It ispossible to locate terminals

there for any kind ofproducts, includingpetrochemicals, and it isequipped with the necessaryinfrastructure for attendingefficiently to any specificneeds.

The Port of Barcelona has oneof the most modernintermodal distributioncentres in Europe.

It is a specialised qualityinfrastructure, which offers aseries of strategic andeconomic advantages to thecompanies located there:

- a broad, high-quality offerof buildings;- a complete intermodalconnection (land, sea andair) with the Peninsula andEurope;- a wide range ofcomplementary and valueadded services,- and a complete offer oftelecommunications forinternal and externalcommunications.

The customers of the ZALare mainly of two types:

- Producers, importers orexporters, shipping theirgoods through Barcelonaand its port.- Logistics servicescompanies such as freightforwarders, hauliers, shipowners, shipping agents andlogistics operators, as well asmanufacturers that wish toestablish their southernEuropean distribution centrein Barcelona.

Phase one of the ZAL,covering 65 hectares, is fullyconsolidated, with more than65 companies set up,250,000 m2 dedicated towarehouses and 45,000 m2

to offices.Within this large

concentration of industriallogistics premises, the ZALalso has its Service Center, the

large multifunctional buildingof the platform.

The Service Center is theCentre for the services of theZAL. Its 19,000 m2 housea wide range of services tosatisfy the needs of thecompanies and people whowork in this area.

The Service Center currently

has restaurants both foreveryday meals and speciallunches, a copy shop,a temporary work agency, atravel agency, a bank anda childcare centre for infantsfrom four months to threeyears old, to help reconcilework and family life forthe workers in the area.

tmZ and tmT. The inland maritime terminals

This crèche, called Simphonie,is a pioneer project inCatalonia since it is one of thefirst children’s centres to beset up in a business area.October 2004 marked the startof the first term at Simphonie,a centre which, apart frombeing located close to theworkplace of the parents, isalso based on a high-qualityand innovative teachingmethod.

The Service Center alsocontains training and meetingfacilities with 10 well-equippedareas that can be used astraining classrooms, abusiness centre or meetingrooms. It has an auditorium-cum-multi-purpose room witha capacity for 230 people.This centre offers a broadtraining curriculum thatstretches from a masterscourse in logistics to languagecourses, or specialised

executive seminars. These arespaces used by companies,organisations and institutionsfor their specific training, fortheir meetings and theholding of any type of event.

The Service Center has beencreated to be a shared activityspace where all the residentsof the area can find what theyneed. Furthermore, it has alarge green area, with terracesand open-air benches, whereyou can enjoy the sunshine,play table tennis or gojogging.

Furthermore, phase two ofthe ZAL provides 143 has,in which first company,Schenker, set up in 2004.In 2005 we shall hand overthe two industrial premisescurrently under constructionto Geoda-Teisa and NYKLogistics, as well as the firstmodular industrial building,to house the Sporber

company. All in all, thesefacilities guarantee the highestsafety standards recentlyimposed by law and offer thehighest quality in the buildingof the industrial premises.

In parallel to thedevelopment of phase twoof the ZAL, work is alsounderway on the extensionof the port and the airport,and the diversion of the riverLlobregat, opened inSeptember 2004, with thesubsequent building of arailway station. All theseinfrastructures willsubstantially improve theZAL’s multimodal possibilities.

To belong to the ZAL is toenjoy a strategicallyprivileged location inSouthern Europe, a high levelof multimodality, the mostadvanced technology, a widerange of added value servicesand a concentration of

companies of the transportand logistics sector whichconsolidates the region’sLogistics Community.

The inland maritime terminalsin Zaragoza (tmZ) andToulouse (tmT) are nodes inthe Port of Barcelona’snetwork of port and logisticsservices set up to facilitate theinternational maritime tradeof Aragon, the Ebro Valley andadjacent areas in the case oftmZ, and the south of Francein the case of tmT. They arealso a strategic initiative bythe Port of Barcelona aimed atgaining a permanent footholdin these markets and offeringa wide range of servicesbacked up by guaranteedstandards of quality.

These initiatives make themost of the synergy betweentwo differentiatedcomponents:

• A neutral logisticsoperator responsible for thetechnical management andmarketing of the servicesof the platform between thefreight forwarders and theoperators using the terminal.• A promotional structureinvolving the Port ofBarcelona which is

responsible for promotingthe port’s offer of servicesto the operators and theimporters and exporters,as well as supervising thequality of the services andcustomer service.

The terminals are neutralpartners of the freightforwarders and otherinternational trade operatorsthat offer features designedto make efficient use of thePort of Barcelona and providea guaranteed level of service.

The customers of theterminals have access to thefollowing services:

• Cargo logistics: groupingand degrouping of FCL andLCL containers withwarehousing and all thecomplementary services(classification, palletisation,lashing, etc.); operationsin customs warehouses andcollection and distributionservices.• Container logistics:warehouse for emptycontainers, warehousing

services, handling, cleaningand repair, and handlingof full containers. Likewise,the terminal incorporatesa transhipment area for roadtransport vehicles andfor loading/unloadingoperations on container-carrying platforms.• Local collection anddistribution services andtransport service betweenthe terminal and the Portof Barcelona.• Brand services of the Portof Barcelona:– PortIC, the E-commerceplatform of the Port ofBarcelona, which allowsthe automatic, paperlessexecution of transactionsinvolved in transportlogistics. It also providesinformation on cargotracking.– Support services to theoperators.– Pre-established qualitystandards with guaranteesconcerning conditions ofclearance, traffic and safetyof goods, both in the

terminal and the port.– Customer Service andcontinuous informationon the traffic of the goodsthrough the terminal andthe Port.

The Port Vell

The Port Vell received 14million visitors during 2004.These more than 38,000visitors per day, accordingto data from the market study,essentially came to the heartof the Port Vell, the Espanyawharf.

Year after year, the Port Vellmoves forward to consolidateits offer, new public areas areopened up to the city, suchas the Plaça del Mar square,or in-depth refurbishingprojects are undertaken suchas those in the Maremagnumleisure and commercial centre.

Thus, the Port Vell continuesto consolidate itself as oneof the main leisure andcommercial areas ofBarcelona, and has becomeone of the best attractionsof the city and a must forall visitors, whether localsor tourists.

MaremagnumThe Maremagnum isundergoing an in-depthrefurbishment in order toadapt to modern times, tenyears after it opened. The Barcelona AquariumThe Aquarium is the world’smost important Mediterraneantheme-based sea life centre.It has eighty metres oftransparent tunnel under animmense oceanarium and 21gigantic theme-based fishtanks that bring the publiccloser to sharks, seahorses,goldfish… in total, there are10,000 animals of more than450 different species in theAquarium. Marina ‘92 Along with Marina Port Vell,Marina‘92 is one of the maincomplexes of theMediterranean dedicatedentirely to sailing.

Marina’92 offersmaintenance and repairservices with a 400 t slipway,a 150 travel lift, cranes of upto 8 t, a floating seawall of upto 4,000 t, a floating paintshed of up to 75 m, and 50

covered hibernation points formotor vessels of up to 16 mlong. All of this makes itpossible to provide technicalassistance of all typesof pleasure and professionalcraft. With the opening of thenew Syncrolift, the Marina’92has become the mostimportant maintenance andrepairs facility in theMediterranean.
