Have you ever wondered how race officials at United States Cycling Federation (USCF) and National Off-Road Bicycle Association (NORBA) events became officials? The USA Cycling (USAC) Officials Program teaches the skills and knowledge to aspiring bicycle racing officials through clinics, guidebooks, exams and a mentoring program. The USAC Officials Program also gives USCF and NORBA Officials the opportunity to become nationally and internationally certified. The primary function of a USA Cycling race official is to ensure a safe and fair competition. USCF and NORBA Officials help to provide a level playing field for competitors with their thorough knowledge of all current rules. With their impartiality at events, they assure all racers have an equal chance and that everyone will be judged according to the same rules. USCF and NORBA Officials maintain a special position at events because of the contact and relationships that they have with different groups. Officials must work closely with the event organizer, ensuring that the event is held in an organized and safe manner. For the new event organizer, officials can help ease tensions by inspecting the course and giving advice regarding how to best conduct the event. USCF and NORBA Officials may have contact with event sponsors and media representatives, so they must also be knowledgeable spokespersons for the event and USA Cycling. Most importantly, USCF and NORBA Officials will have the most contact with athletes. In this case, Officials also serve a customer service role because not only are they offering a clear explanation of racing rules, but their actions and rulings at an event can affect all competitors. All Officials are faced with having to handle various responsibilities concurrently. In addition to all their other expectations, they are also responsible for: Serving as a representative of USA Cycling Assisting the race promoter in providing the optimum race experience for all participants Assisting with scoring and timing of the event, and for submitting accurate results Overseeing the sale of racing licenses at the event Addressing any situations involving racing licenses, classes, and categories Clarifying any rules questions Resolving any protest issues Submitting event evaluations to USA Cycling USAC Officials can also prove to be definite assets within their own cycling clubs by providing answers to racing rules questions and assisting racers with license upgrades. The first step to become either a USCF or NORBA Race Official is to contact the USA Cycling national office or USAC Regional Coordinator in your state. USCF and NORBA Officials clinics are typically held throughout the year. Some requirements for becoming a USCF and/or NORBA race official are: • Be at least 18 years old. Successfully complete a USACycling Officials clinic, Pass the officials exam. Racing experience is not necessary, but is useful. USA Cycling's Officials licensing program is a graduated system, in which Officials take on bigger roles as they gain more experience. USCF Officials start as a Category 4 Official, and NORBA Officials start as a Regional Official. . It is not expected that new Officials will be able to handle all situations directly after receiving their new license. As Officials work their way up to being either a USCF Category i Official or NORBA National Commissaire, they will take on increasingly more responsibilities and duties. Craig Heywood is a USCF Category 2 Race Official, and is the President of the Dell's Angels USCF Club. Leonardo Campos-Moya is a USCF Category 4 Race Official and a NORBA Regional Race Official. He is the Team Director of Veto Club Ole/Team Bellin Health and the University of Wisconsin- Green Bay Cycling Team.
