SCHEME OF TESTING AND INSPECTION FORCERTIFICATION OF

Elastomer Insulated Flexible CableFor use in Mines

According to IS 14494:1998

.1.0 LABORATORY - A laboratory shall be maintained, which shall be suitablyequipped and staffed, where difteent tests and inspections given in the specification shallbe can'ied out according to the methods given in the specification.

1.1 All the testing apparatus shall be periodically checked and calibrated and records ofsuch checks/calibration shall be maintained. Tensile testing machine shall be calibratedat least once a year.

2.0 TEST RECORDS - Allrecordsof testsandinspectionshallbe kept in suitablefonns approvedby the Bureau.

NOTE: The existing forms etc., as being maintained by the manufacturers maybe retained. These fonns however, shall contain all the information required foroperating this Scheme of Testing and Inspection.

2.1 Copies of any records and other connected papers that may be required by theBureau shall be made available at any time on request.

3.0 QUALITY CONTROL - It is recommended that, as far as possible, Statistical"Quality Control (SQC) methods may be used for controlling the quality duringproduction as envisaged in this scheme [ See. IS 397 {Part 1):1972, IS 397(part 2):1985and IS 397 (Pa113):1980 ].

3.1 hI addition, eff011should be made to gradually introduce a Quality Managementin accordance with the Quality System Modules as per ISIISO 9001 or IS/ISO 9002 orISIISO 9003 as appropriate to the activities of the organisation.

4.0 Each drum on which the cable is wound shall carry the Standard Mark as uwnin column 1 of the First Schedule oflicence, provided always that the drum to whibh this~ark is applied contains cable which conforms to every requirement of the specification.

5.0 In addition, the cable shall catTYthe j~ollowing information either stencilled onthe drum or contained in the label attahed to it in accordance with clause 27 & 28oflS 14494:1998.

5.1 NIanufacturer'sidentification, cable identification and cable code shall also beprovided in accordance with Clause 27 ofIS 14494:1998.

6.0 LEVELS OF CONTROL: The tests as indicated in Table 1 attached and at thelevels of control specified therein, shall be carried out on the whole production coveredunder tlus scheme and appropriate records and charts maintained in accordance withparagraph 2 above. On the basis of test results decision regarding conformity orothelWise of the control unit shall be taken. All the production which conforms to theIndian Standard and covered by the licence shall be marked with Certification !vlark ofthe Bureau.

7.0 In respect of all other clauses of the Standard (other than those mentioned underlevels of control -Table 1), the factory shall maintain appropriate controls and checks toensure that their product conforms to the various requirements of the Standard.

8.0 REJECTIONS - A separate record shall be maintained giving informationrelating to the rejection of production not conforming to the requirements of thespecification and the method of its disposal. Such material shall in no case be storedtogether with that conforming to the specification.

9.0 SAMPLES - The licensee shall supply, tree of charge, the samples required inaccordance with the Bureau of Indian Standards (Certification) Regulations 1988, assubsequently amended, trom his factory or godowns. The Bureau shall pay for thesamples taken by it trom the open market.

10.0 REPLACEMENT - Whenever a complaint is received soon after the goodswith Standards :Markhave been purchased and used, and if there is adequate evidencethat the goods have not been misused, defective goods are replaced free of cost by thelicensee in case the complaint is proved to be genuine and the warranty period ( whereapplicable) has not expired. The final authority to judge conformity of the product to theIndian standards shall be with the Bureau.

10.1 In the event of any damage caused by the goods bearing the Standard Mark, orclaim being fIled by the consumers against BIS Standards Mark and not "conforming to"the relevant Indian Standard, enire liability arising out of such non conforming productshall be of the licensee and BIS shall not in any way be responsible in such cases.

11.0 SUSPENSION OF :MARKING - The marking of the,product shall be stoppedunder intimation to the Bureau if, at any time, there is any difficulty in maintaining the

.conformityof their product to the specification,or the testing equipmentgoes out oforder. The marking may be resumed as soon as the defects are removed under intimationto Bureau.

The marking of the product shall be stopped immediately if directed to do so byBureau for any reason. The marking may then be resumed only after permission by theBureau. The information regarding resumption of markings shall also be sent to theBureau.

12.0 PRODUCTION DATA - The licensee shall send to BIS as per the enclosedproforma-l to be authenticated by a Chartered Accountant or by the manufacturer bygiving an afiidaviVundertaking, a statement of quantity produced, marked and exportedby him and the trade value thereof at the end of each operative year of the licence.
