On December 1st. 1931 bids were received for the construction of Treated Timber Bulkhead and Channel Change at San Marcos River Bridge sit|£, S.P. 787-C in Caldwell County, and contract was awarded to lowest bidder Jagoe Construction Company of Denton, Texas. I t is ordered by the Commission that on or after June 1,1932, i t is hereby directed that general contractors bidding in and performing work on State Highways of Texas shall be equipped fo r and shall actually perform with their own forces, the major item of the contract, or, in case of a contract involving two general itsms, o f nearly equal amount, the general contractor shall be required to do with his own forces at least one of such itsms, and shall , at a l l times, maintain a superintendent to represent him on each and every project.
