Arborist Report For: R-914, San Rafael, CA Replacement, L-021G PO# 74008652
Date: 29 March 2018 For: Pacific Gas & Electric Co. (PG&E)
Land Consultant: Brian Kirk Land / Environmental Planner: Sean Poirier
Project Manager: Bryan Gordon
Per: This report is based on site walk with Project Manager Bryan Gordon, Land Planner Sean Poirier, Superintendent Mickey Powers and reference to Worksite Drawings and KMZs that took place 29 March 2018.
● If construction plans change as they relate to tree work then the site should be re-assessed by an
arborist to maintain the integrity of these recommendations.
● See associated tables & figures for further tree work and location information
● Tree protection recommendations are based on the International Society of Arboriculture Best
Management Practices (BMP) for Managing Trees During Construction. Tree trimming & protection
recommendations are also based on ANSI a300 Standards (parts 1 & 5). Any work performed outside
of these BMPs & Standards is solely the decision of construction mgt. Any work in reference to the
gas line right-of-way (ROW) is based on PG&E utility standard TD-4490S.
Executive Summary of Vegetation Recommendations
● Removal of 25 Trees ○ See Table 2
● Trim 26 Trees ○ See Table 3
● Remove 67,000 Square Feet of Misc. grass, coyote brush, scrub oak brush
Southern Section of Project area appears to be in proximity or within property parcel APN: 180-124-06 (per PG&E’s Land Parcels Layer) which is owned by CIVIC CENTER MARIN LLC. Permission regarding vegetation work with property owners is recommended.

Northern Section of Project area appears to be in proximity or within property parcel APN: 155-011-08 and APN: 155-011-07 (per PG&E’s Land Parcels Layer) which is owned by SILVEIRA SAN RAFAEL RANCH LLC. Permission regarding vegetation work with property owners is recommended.
Eastern Section of Project area appears to be in proximity or within property parcel APN: 155-011-06 (per PG&E’s Land Parcels Layer) which is owned by SONOMA-MARIN AREA RAIL TRANSIT DISTRICT. Permission regarding vegetation work with property owners is recommended.
Review of City of San Rafael and Marin County Tree ordinances is recommended. Introduction
Request for arborist support was received 26 February 2018. Project referred to as R-914 was evaluated 29 March 2018 per site visit with Project Manager Bryan Gordon, Land Planner Sean Poirier, Superintendent Mickey Powers and review of Construction Drawings and KMZs. Vegetation management at this site was requested in order to provide a safe and clear workspace for the construction personnel, equipment staging and work site excavations of Project R-914 near Line L-021G, MP 18.39-20.02.
The following recommendations are made to avoid irreparable damage to vegetation in the area during construction. This report goes into further detail, identifying the issues and scope of vegetation work at each location. In the event of any changes in scope of work and/or location of construction activities, the site will need to be reassessed by the Project Arborist to maintain the integrity of these recommendations. Project Locations: Southern Section (38.0021192, -122.5369130). Central Section (38.0091065, -122.5307298). Northern Section (38.0226074, -122.5249912), San Rafael, CA.

Scope of Work
Removal of twenty-five Trees (Removals 1-25) is recommended due to the very close proximity of proposed work, staging and excavation areas. The trimming of twenty-six Trees (Trims 1-26) next to proposed work, staging and excavation is recommended. Fifteen feet of vertical clearance recommended for Trim 1-4 and ten feet of horizontal clearance is recommended for Trim 3. Forty feet of vertical clearance for Trims 16-26 is recommended due to proximity of proposed work, staging and excavation areas in northern section of L-021G. Thirty feet of clearance for PG&E easement along central section of L-021G is indicated with Brush Area 10, Removals 3-20 and Trims 5-13. Removal of approximately 67,000 square feet of Misc. Grass, Coyote brush, Scrub oak and Misc. to-be-determined species in the proposed work, staging, excavation and trench areas for all site locations combined is recommended as well. All stumps will cut as close to ground as possible and all material and debris will be hauled off site. The Vegetation Inventory Map is presented in Figure 1, 2 and 3 below. The corresponding Brush Area and Tree data are presented in Tables 1, 2 and 3 respectively. Photos of vegetation areas are shown in Figures 3 - 32 respectively. Figure 1: Vegetation Inventory Map.

Definitions
Arborist: professional who possesses the technical competence gained through experience and related training to provide for or supervise the management of trees and other woody plants in residential, commercial, and public landscapes. Critical Root Zone (CRZ): area of soil around a tree where the minimum amount of roots considered critical to the structural stability or health of the tree are located. CRZ determination could be based on the Drip-line or a multiple of DBH, but because root growth can be asymmetric due to site conditions, on-site investigation may be required. Crown (Canopy) Raising: in pruning, the selective removal of lower limbs from a tree crown to provide clearance. Diameter at Breast Height or DBH: an arborist standard of measure for a tree. The trunk(s) diameter is measured at 4.5ft above natural grade. If there are multiple trunks, they are measured individually and added together. Drip-line: imaginary line defined by the branch spread of a single tree or group of trees. Project Arborist: PG&E assigned Arborist to the project. Duties may include but not limited to assessing and providing recommendations on tree issues, tree permitting with agencies, scheduling and overseeing tree work, site monitoring, spot checking, etc. Root Pruning: in tree conservation and preservation, the process of cutting roots cleanly behind the line of a planned excavation to prevent tearing and splintering of remaining roots. Tree Protection Zone (TPZ): defined area within which certain activities are prohibited or restricted to prevent or minimize potential injury to designated trees, especially during construction or development.
