SUBJECT: SUMMARY OF PUBLIC MEETING HELD TO SUPPORT THEENVIRONMENTAL REVIEW FOR THE NORTH ANNA EARLY SITE PERMITAPPLICATION
On Thursday, February 17, 2005, members of the U.S. Nuclear Regulatory Commission (NRC)staff held a public meeting at the Louisa County Middle School, in Mineral, Virginia, concerningthe staff’s environmental review of the early site permit application submitted by the DominionNuclear North Anna, LLC (Dominion). The purpose of the meeting was to present thepreliminary findings of NUREG-1811, ”Draft Environmental Impact Statement for an Early SitePermit (ESP) at the North Anna ESP Site,” and provide the public with an opportunity tocomment on the draft environmental impact statement (DEIS), which was issued in December2004.
Formal presentations, including the NRC’s preliminary recommendation, were made by theNRC and its contractor, the Pacific Northwest National Laboratory. The staff’s preliminaryrecommendation is that the ESP should be issued. This preliminary recommendation is basedon: (1) the Environmental Report (ER) submitted by Dominion, as revised; (2) consultation withFederal, State, Tribal and local agencies; (3) the staff’s independent review; (4) the staff’sconsideration of comments received during the public scoping process and; (5) theassessments summarized in the DEIS, including the mitigation measures identified in the ERand in the EIS. In addition, in making its preliminary recommendation, the staff has concludedthat there are no environmentally preferable or obviously superior sites. Finally, the staff haspreliminarily concluded that the site preparation and preliminary construction activities allowedby 10 CFR 50.10(e)(1) will not result in any significant adverse environmental impact thatcannot be redressed.
After the formal presentations were given by the NRC staff, members of the public were invitedto provide comments. Approximately 300 people attended the meeting. Attendees includedmembers of the public and media, representatives of the NRC, representatives from publicinterest groups, the nuclear industry, Dominion, and State and local government officials. Comments were in support of, and opposition to, the early site permit. Additional topicsdiscussed included, among others, emergency preparedness and security, spent fuel storage,alternative energy sources, water use, health impacts, and radiological effluent releases.
In an effort to improve communication and increase interaction with members of the public, theNRC staff conducted a open house one hour before the meeting and encouraged the public tosubmit public comments and meeting feedback forms. The staff provided displays andbrochures and met with members of the public to answer questions about the proposed NorthAnna ESP. Enclosure 1 is a list of attendees. Enclosure 2 is a copy of the meeting handouts.

and staff from other Federal, State, and local agencies to interact with the NRC staff in an
informal information exchange.
Please note that if you wish to provide formal comments regarding the draft Environmental
Impact Statement (EIS) for the Early Site Permit (ESP) at the North Anna ESP Site, they must
be presented at today’s transcribed public meeting, or provided in writing or by e-mail by March
2, 2005. Comments received after this date will be considered if it is practical to do so, but the
NRC staff is able to assure consideration only for comments received on or before this date.
