ISLE OF WIGHT CRICKET BOARDSTANDARD COMPETITION RULES AND PLAYING REGULATIONS

All matches will be played under the ECB Code of ConductAnd in the Spirit of Cricket.

The following will apply to both League and Cup Competitions. Further Rules and PlayingConditions that specifically apply to League OR Cup are detailed immediately after theseStandard Rules.

1. Eligibility to EnterCompetitions shall be open to all Affiliated Clubs of the Isle of Wight Cricket Board. The controland administration of all competitions shall be by the Isle of Wight Cricket Board ClubsCommittee and all decisions of that Committee shall be final.

2.Matches will be played under the Laws of Cricket 2000 Code disregarding any specialregulations for Test and First Class matches, with the following exceptions:

3. Entering the LeagueClubs participating in any given season will automatically be included in that competition thefollowing season unless they have been expelled from the league with in the previous season orthe IWCBCC Competition Secretary is notified in writing to the contrary before 30th Septemberof the year preceding the Competition.

Clubs that are eligible, and wish to participate in a competition but have not done so in theprevious season or those clubs which were expelled from the league the previous season, mustadvise the IWCBCC Competition Secretary by 30th September of the year preceding thecompetition. The Club Committee Executive will make the final decision on any application toenter a competition.

4. Entry FeeAn entry fee per team per season, as agreed at the Annual General Meeting will be charged andmust be paid to the Isle of Wight Cricket Board before the 30th April of each year of thecompetition.

5. FixturesFixtures will be arranged by the IWCBCC Competition Secretary and Club Fixture Secretaries ata meeting held for that purpose, prior to the season. Once arranged, matches will be played onthe dates published in the Isle of Wight Cricket Board Fixture list and may only be varied from,with the consent of both Clubs and prior approval of the IWCBCC Competition Secretary.

Any Club failing to for fill two league fixtures with in a season will be expelled from the league forthe season and all their results will be deleted from the league table.

Clubs must have a minimum of nine players ready to take the field at the start of the game for it tobe deemed a eligible fixture and less than nine will be seen as for fitting the fixture.

6. Under 18 PlayersA player aged 18 years or over on 1st September prior to the start of the season may play for oneClub in each competition only during the season. No player shall be eligible for selection unlesshe is a bona fide member of the Club for which he is playing. Players aged 17 years or under on1st September prior to the season may play for more than one Club in a competition during theseason and DO NOT have to be bona fide members of that Club. It is the responsibility of thatClub to ensure adequate insurance arrangements are in place to cover such players in the eventof accident or injury to them or any third party arising from their action(s).

7. Team SheetsA team sheet, nominating his players, must be submitted by each Captain to the Umpires prior tothe toss for innings. These team sheets must list the age of all players under the age of 18 and beforwarded to the IWCBCC Competition Secretary, by the Umpires in accordance with Rule 10 ofthe Standard Competition Rules and Playing Regulations.

8. Overseas/Contracted PlayersDefinitionThe definition of “Overseas Player” for the purposes of the IWCB is set out in the flow chartbelow.

A “Contracted Player” for the purposes of the IWCB is a player who receives remuneration forplaying cricket.

Registration of Overseas PlayersAll players who may fall into the category of Overseas Players must be registered with the IWCBCompetition Secretary at least seven (7) days prior to the first match played by that player. Aplayer may be registered by telephone conversation with the IWCB Competition Secretary. It isthe duty of the Club to satisfy itself that any player who may be considered to be an OverseasPlayer is registered in such a way. Failure to do so will result in sanctions (see “Penalty for breachof Rule 8” below).

Limitations of Overseas Players

(a) In Division One, the League Cup and the Senior Cup each Club in any match is restricted to acombined maximum of not more than TWO Foreign/Contracted Players per match.(b) In all other Divisions, Clubs are restricted to ONE Foreign/Contracted player per match.(c) No foreign/Contracted player is allowed to participate in the Fred Winter Cup Competition.(d) One foreign/Contracted player is allowed to play in any Club’s side in the Outdoor Six a side.

Penalty for breach of Rule 8Any team contravening rule 8 in a league match will receive 0 points. (Irrespective of the result ofthe game and any bonus points gained) with the opponent receiving maximum points availablefor that fixture (currently 20). If the contravention takes place in a Cup match or the six-a-sidesthen the team will be disqualified from the competition and the team’s opponents from the matchin question will progress to the next round (or, if the contravention takes place in the Final, will bedeclared the winner). If a team contravenes in the group stages of the Division 1 league cup a 0points will be awarded. (irrespective of the result of the game) with the opponent receivingmaximum points available for that fixture (currently 2).

14. Protected Area MarkingOn a grass pitch, to mark the protected area, a small white mark will be placed on either side ofthe pitch five feet from the popping crease. Further white marks will be placed on the bowlingcrease one foot either side of the centre stump. The marks will be placed at both ends of thepitch.

HARWOODS LEAGUEADDITIONAL RULES

1. In Division 1, each Club will play each other twice in a season on a Home and Away basis. Inall other Divisions the IWCB Clubs Committee will determine the fixtures annually.

2012 Format is: -In Division Two each team will play each other three times in a season as laid out by the fixturesecretary.In Division Three each team will play each other twice in a season on a home and away basis.

2 In Division 1, the Home Club shall be responsible for providing TWO (2) new balls of theapproved make and standard. A new ball will be used from the start of each innings. In ALLOTHER DIVISIONS, the Home Club shall be responsible for the provision of ONE (1) new ball ofthe approved make and standard. The new ball will be used from the start of the first innings.

At the end of each season, promotion and relegation will take place as follows

(a) Promotion – The team-finishing top of Division of 2 & 3 will be promoted for the followingseason.(b) Relegation – The team-finishing bottom of Division 1 & 2 will be relegated for the followingseason.(c) If the team being promoted or relegated is moving into a division with a team from the sameclub the Club Committee Executive will make a decision on the movement of clubs.

HARWOODS LEAGUEADDITIONAL PLAYING REGULATIONS

1. In DIVISION ONE, all matches will commence at 1.30pm with the toss to be completed no laterthan 30 minutes before the scheduled start of play. If in the opinion of the Umpires, a team isresponsible for a late start they will be deducted 2 points. In ALL OTHER DIVISIONS all matcheswill commence at 14.00 hours. Team Captains and Umpires must agree before play commencesthe latest time at which play can finish to allow subsequent changes in the number of oversshould play be interrupted by bad weather or any other unavoidable condition. In the event of anagreement not being reached, close of play will be 7.30pm. If the start is delayed or time is lostduring the innings of the team batting first, one over per team is deducted for every 7 minutes lost.

2. In the event of a suspension of play during an over of the innings of the team batting first, andthe innings is not resumed, the over shall be considered to have been completed for calculationpurposes3. In the event of time being lost during the innings of the team batting second, a revised targetscore shall be determined based on the average run rate over the first innings. The revised targetwill be calculated on the basis of the amount of time still available up to 7.30pm; one over forevery 3.5 minutes of playing time remaining.4. In the event of a team batting first being all out in less than their full quota of overs, thecalculation of their average run-rate shall be based on the full quota of overs to which they wouldhave been entitled and not on the numbers of overs in which they were dismissed.

5. In the event of an overs reduction at the start of the match, the allocation to each bowler shallbe reduced proportionately.

IS A PLAYER, APPEARING IN A MATCH UNDER THE CONTROL OF THE IWCB, ANOVERSEAS PLAYER OR NOT?

9. PLAYER ELIGIBILITYSee the “Additional Rules” section for each respective Cup Competition

10. MATCH RESULT REPORTING(a) The Home Club in any match shall be responsible for ensuring the result is correctly recordedonto the IWCB website via the scorecard section within 48 hours of the completion of the game.Should the match be abandoned without play being commenced this must be recorded on thescorecard in the result section via the website. Both team must be listed and umpires should stillbe inputted along with the result of abandoned.(b) In the event of failure to comply with this rule or complete the form correctly, the HOME Clubwill be subject to a £10 fine paid with in 14 days of notification from the league secretary.(c) A fully completed scorecard will be deemed as one that has every player’s activity in thegame recorded correctly and the umpires names and result submitted.

11. Umpires(a) In all Division One fixtures Umpires will be appointed from an Umpires Panel. In all otherDivisions, each team will be responsible for providing, in every League match, an Umpireapproved by the relevant committee of the IWCB. In the event that a team fails to provide anapproved Umpire, any person may officiate but will not be permitted to participate in the game.Where there is one approved umpire, they shall always officiate from the bowlers end. Eachteam will also be responsible for providing a Scorer.(b) In all Senior Cup matches and the Fred Winter Cup Final, Umpires will be appointed. Eachteam will also be responsible for providing a Scorer.(c) Umpires are instructed to apply the laws of cricket when judging a wide ball.

12. Match BallsThe make and standard of match balls to be used in competitions will be approved by the IWCB.

13. TeasTea shall be taken between innings where practical. If the Captains and Umpires agree that thisis not practical then the second innings can only begin provided that a minimum of ten overs isbowled at the team batting second before tea is taken.

League positions will be determined on an average points gained in completed matches. If ateam fails to honour a fixture it will be deducted 5 points and the fixture will count as a completedmatch for calculation of points average. The other team will receive 20 points. In each Division,should any teams be equal on average points, the team with the most wins will have priority. If stillequal, the final positions will be determined by the most away wins, or if still equal, the higher runrate per over throughout the season.

Isle of Wight Div 1 CupRegulationsThe Isle of Wight Div 1 Cup will be played between the 8 Harwood Renault Division 1 Teams forthat season. They will be split into two leagues of four teams. With each team playing each otheronce in a 40 over a side format. The two winner of each league will play off in the final to find theoverall winner.

All regulation will be as the standard rules and Division 1 league fixtures

6. In the event of a bowler becoming incapacitated and unable to complete an over, or a bowlerinadvertently exceeding his permitted number of deliveries, the remaining balls will be bowled byanother player who has not completed his total allocation of overs. Such part of an over willcount as an over only insofar as each bowler's allocation is concerned. This provision shall alsoapply if a bowler is taken off under Law 42 (Unfair Play).

7. All Saturday league matches shall be of one innings per side. In all Divisions a maximumduration shall be 40 overs per side. In the event of the team batting first not using all of theirovers, the side batting second does not receive any additional overs. No bowler shall be allowedto bowl more than 8 overs in all Divisions.

8. In DIVISION ONE, discs shall be placed in a circle 25 yards from each wicket. Four playersplus the wicket keeper and bowler must be within that circle at the moment of delivery.

RESULTS

1. In ALL DIVISIONS, a result can only be achieved if both teams have batted for at least 20overs or unless one team has been all out in less than 20 overs or the team batting secondscores enough runs to win the match in less than 20 overs. If one or both teams have not had anopportunity of batting for a minimum of 20 overs NO RESULT shall be declared

The result of any match in which both teams have had the opportunity of batting for the full oradjusted entitlement of over will be determined subject to any revised target calculations asfollows: WIN: The winner of any match shall be the team scoring the greater number of runs inthe agreed number of overs. TIE: When the scores are equal and the team batting second hascompleted its innings, irrespective of the number of wickets taken.

SCORING OF POINTS

1. For a WIN - 10 Points plus any additional points attained.

2. For a TIE - Each team to score 5 points, plus any additional points attained.

3. In a 'NO RESULT' match NO points will be awarded.

4. ADDITIONAL POINTS may be attained as follows:

a) DIVISION ONE

Additional BATTING POINTS are available to teams batting second and winning with wickets inhand who would not be able to achieve maximum batting points because of the total scored inthe first innings.(but only up to a maximum of the 5 batting points as stated beforehand).

d) If a winner cannot be decided by (a), (b) or (c) then the result will be decided by the tossof a coin.

e) A result can only be achieved if both teams have batted for at least 20 overs or unless oneteam has been all out in less than 20 overs or the team batting second scores enoughruns to win the match in less than 20 overs. If one or both teams have not had anopportunity of batting for a minimum of 20 overs NO RESULT shall be declared.

f) In the event of a postponement, or a NO RESULT match, it will be played, or replayed ona date mutually agreed by the Clubs concerned BEFORE the date of the next round. Inany replayed match a lesser number of overs than specified in Paragraph 2 may bemutually agreed between the Clubs, but no less than 20 overs per team. In the event ofdisagreement, 20 overs per team shall be played.

FRED WINTER CUPADDITIONAL RULES1. The competition shall be open to any team not playing in Division 1 of the Isle of Wight CricketLeague or the 1st Xl of Island Clubs playing in mainland leagues that are affiliated to The Isle ofWight Cricket Board.

2. The team drawn first shall be the HOME team and shall be responsible for any necessaryarrangements. For the Final the Isle of Wight Cricket Board will be responsible for allarrangements including the selection of the venue and the provision of the match ball.

3. For all matches other than the final, The HOME Club shall be responsible for the provision ofONE new ball of the approved make and standard. The new ball will be used from the start of thefirst innings.

4. The Cup to be competed for annually shall be known as the 'Fred Winter Memorial Cup'.

5. A player may not play in the Fred Winter Memorial Cup if they have: -

a) Played in more than 4 Island League Division 1 matchesb) Played in the IW Senior Cup in the current seasonc) Plays any Premier League Cricket in the current seasond) In the 1st Xl of a side playing Hampshire League Cricket in the current season.

It is the responsibility of the Club to ensure compliance with this rule. Any breach of this rule willresult in the Club being disqualified. A player who has played in the Fred Winter Cup during thatparticular season may play subsequently in the Senior Cup.

6. Rule [5] above does not apply to players aged under 18 years.

FRED WINTER CUPADDITIONAL PLAYING REGULATIONS1. All matches will commence at 2.00pm with the toss to be completed no later than 30 minutesbefore the scheduled start of play. Team Captains and Umpires must agree before playcommences the latest time at which play can finish to allow subsequent changes in the number ofovers should play be interrupted by bad weather or any other unavoidable condition. In the eventof an agreement not being reached, close of play will be 7.30pm. If the start is delayed or time islost during the team batting first, one over per team is deducted for every 7 minutes lost.

i. In the event of a suspension of play during an over of the innings of the team batting first, andthe innings is not resumed, the over shall be considered to have been completed for calculationpurposes.

Suchpart of an over will count as an over only insofar as each bowler's allocation isconcerned. This provision shall also apply if a bowler is taken off under Law 42 (UnfairPlay).

2. Matches will be played on a Saturday on a 40 over basis.

3. In any match, no bowler may bowl more than 8 overs.

The following offences are recognised by the IWCB, and are capable of being committed from themoment the toss is made until 30 minutes after stumps are drawn:

There are two ways in which an alleged Offence can be reported to the IWCB.

(A) REPORT BY QUALIFIED UMPIRE

The Qualified Umpires shall complete a standard IWCB Disciplinary Report Form (“ReportForm”). Before leaving the ground on the day of the match, the Umpires shall notify the Player (ornon-Player) concerned and a representative of both Clubs of their intention to submit a reportform. The umpires should also notify the Player and both Clubs of the Grade they consider thealleged offence falls into.

By disputing an umpire’s decision by word and/orgesture, or showing dissent to other players or non-players. This category of behaviour is also designed toinclude any non-verbal dissent committed by a player,such as damage to property.

Directing such language at an umpire, opponent orspectator (the term ‘spectator’ to be defined loosely, toinclude any other present at the ground other than aplayer or umpire)

Directing such hand signals at an umpire, opponent orspectator (the term ‘spectator’ to be defined loosely, toinclude any other present at the ground other than aplayer or umpire), or other non-assault actions such asspitting.

Making such comments to or in respect of any person(player, non player, match official or other) whointerpreted, or could reasonably interpret, suchcomment to be of a racial nature.

The alleged victim of such threat must havereasonably feared that the threat was going to becarried out. The alleged victim may be player or non-player.

Actual unwanted physical interference on or off thefield of play. The alleged victim may be player or non-player.

8. A match ball of acceptable standard is required for each innings. Captains to agree on thematch ball prior to the toss.

9. Clubs are restricted to ONE Foreign/Contracted player. Definition of these players will beas per elsewhere in this handbook. Clubs contravening this rule in a League match will forfeitany points gained.

10. The team scoring the most runs is the winner. In the event of the scores being equal, theresult shall be a tie.

The Umpires must then make direct contact as soon as possible with the Chairman of the IWCBDisciplinary Panel (or his appointed Deputy). Contact should be made initially by telephone onthe day of the match, or the following day. The Disciplinary Panel Chairman’s telephonenumbers are printed clearly inside this handbook. The Umpires must provide as muchinformation as possible about the alleged incident and the reporting procedure to the Chairmanor his Deputy.

A copy of the Report Form shall be sent to the Chairman of the IWCB Disciplinary Panel within 3days of the date of the event and the Umpires should keep a copy of the Report Form. TheReport Form can be faxed.

Upon receiving the Report Form the Chairman of the IWCB Disciplinary Panel will considerwhether or not there is a case for any player or other person to answer. If the Chairman does notfeel there is a case to answer then he has the discretion to advise all parties that no action will betaken. Should the Chairman consider there to be a case for any individual(s) to answer then theChairman shall telephone the Secretary of the Club to whom the player concerned belongs,advise him of the details of the incident, advise him of the Grade of alleged Offence and advisehim of the proposed length of ban. This telephone call will be followed immediately by a letter, tobe sent to the Secretaries of both Clubs. The captain of the player’s team in question will beautomatically included in any such action.

Following the IWCB Disciplinary Panel Chairman’s’ telephone call to Club Secretary, the playerconcerned is deemed to have knowledge of the alleged offence and he has 48 hours from thattelephone call to either ACCEPT the proposed ban, in which case the ban starts immediately, orREFUSE TO ACCEPT the ban, in which case the matter will proceed to a hearing (see Dbelow).

(B) REPORT BY OTHER INDIVIDUAL

Any other Club or individual may report any player’s conduct, although the same incident orincidents cannot be reported on more than one occasion. The individual concerned shouldcontact, in the first instance, the Chairman (or his Deputy) of the IWCB Disciplinary Panel andshould be able to set out precise detail of his allegation.

Contact should be made initially by telephone on the day of the match, or the following day. TheDisciplinary Panel Chairman’s telephone numbers are printed clearly inside this handbook. Theindividual must provide as much information as possible about the alleged incident and thereporting procedure to the Chairman or his Deputy. The Chairman will immediately requestwritten or typed, and signed, statements from the individual and any other witnesses whoseevidence may be relied upon. These should be provided within 3 days of the date of the incidentand can be faxed.

Upon receiving the statements, the Chairman of the IWCB Disciplinary Panel will considerwhether or not there is a case for any player or other person to answer. If the Chairman does notfeel there is a case to answer then he has the discretion to advise all parties that no action will betaken. (D) PANEL PROCEDURE FOR DISPUTED CASES

After a Report has been made either by Umpire or another person to the Chairman of the IWCBDisciplinary Panel, and after the player concerned has been informed by the Chairman of thealleged Offence along with the proposed length of ban, that player has the choice (as set outabove) to either accept the ban, or dispute the ban.

Should the player dispute the ban then the IWCB Disciplinary Panel will be convened.

The Player will be free to continue playing for his Club as normal until the procedure has beencompleted.

The Chairman will convene a Disciplinary Panel which will comprise two other members who willbe representatives of Clubs who were not involved in the alleged incident itself. Should theChairman himself belong to a Club that was involved in the alleged incident then he shall stepdown and appoint a Deputy Chairman in his place.

Following the appointment of the Panel, the procedure shall be as follows:

[Definitions: The Panel = The IWCB Disciplinary Panel, Chairman = Chairman or his appointedDeputy of the Disciplinary Panel, Secretary = Secretary to the Disciplinary Panel, PanelMembers = two voluntary representatives selected by the Chairman from a pool of Club-nominated individuals, The Player = the player who is subject of the allegation

(a) The Chairman will assess availability of the player, the Secretary and the panel members toattend a disciplinary hearing. All parties will be advised of the date, time and location of thehearing. The hearing will usually take place at the IWCB Office in Quay Street, but can takeplace elsewhere at the discretion of the Panel. The hearing will not take place earlier than 14days from the date of the Report (match report, or otherwise) being received by the Chairman.(b) Once the date, venue and time of hearing is established, the Chairman or Secretary will writeto the player and advise him of the arrangements for the hearing and the identity of theChairman and panel members, giving the player an opportunity to object to any of the individualswho will hear the case. Should the player have reasonable grounds for objecting to any of theindividuals concerned then the Chairman will make all efforts to secure replacements. TheChairman will also ask the player to confirm whether he wishes to be present at the hearing, oralternatively put his case in writing. The Chairman will also ask whether the player will bring withhim any witnesses, or whether any witness accounts will be submitted in writing.(c) The Chairman or Secretary will also write to the individual or individuals who made the reportto the Chairman, and will advise him of the arrangements for the hearing. The Chairman will alsoask the individual or individuals if he/she/they intend to attend the hearing in person, or whetherthey will be submitting any further evidence in writing.(d) It will be usual for the player and any of his witnesses, and for the individual(s) who made thereport to the Chairman, to attend the hearing in person and to provide oral evidence. If they donot, then so long as proper notice has been given to all parties (see [b] and [c] above) the casewill still be determined by the Panel based on the evidence available to it.(e) The hearing will begin by the Chairman introducing the individuals involved in the hearing,and their role. The player, if he so wishes, may be represented by a representative of his choice.Any representative must not have been a witness to the alleged incident, nor must therepresentative have any personal interest or involvement in the alleged incident.(f) The Secretary will take a full note of the evidence given, and at the Panel’s discretion thehearing may be recorded on tape or some other format. The Secretary will not take an activepart in the decision making process, and will not be a member of the Panel. The Secretary’s rolewill be to ensure that all procedures for the hearing are followed.(g) The Chairman will formally identify the player and the allegation(s) against that player. Theplayer will be asked to confirm that he denies the allegation. If, at any point during the hearing,the player admits the allegation, then the hearing will cease and the Panel will determine theappropriate penalty (see below). Once the player has denied the allegation, then the formalhearing will commence.(h) The first evidence to be heard will be from the side of the individual(s) making the report.

(C ) STANDARD LENGTHS OF BAN/PENALTY

The standard length of ban that a player shall receive in respect of each of the Grades of Offence,is as follows

NOTES

(a) A ‘Match’ is defined as being a game, in which a result is obtained (ie, not a ‘no result’ – seedefinitions above), played by the team for whom the player concerned would usually appear. Ifthe match concerned is abandoned due to weather or the inability of either participating Club toraise a side, or if rain or any other factor mean that it is not possible to bowl the minimum numberof overs required for a result to be achievable, then that fixture does not count as a ‘match’ so faras the ban is concerned. Matches in the IW Division 1,2 and 3 along with Senior Cup, FredWinter Cup and the evening league constitute matches for which a player can be banned.(b) If a player receives a ban resulting from an incident occurring within a competition that usuallyplays its fixtures on a Saturday (ie Senior or Fred Winter Cup or IW League) then his ban shallapply to Saturday fixtures (ie Cup & League) only. If a player receives a ban resulting from anincident occurring in an evening league fixture then the ban will only apply to future midweekleague games.(c) Should his Club side’s season end and should the player still have a ban to serve then thosebanned games which are left over, shall carry forward to the beginning of the following season.(d) Reference to “1st offence, 2nd offence and 3rd offence” means as follows: in the event ofGrades of Offence 1, 2 or 3 : there will be a ‘second offence’ if the same offence is repeatedwithin the 12 month period which begins on the date when the player committed the originaloffence. After 12 months, that offence becomes ‘spent’ and the player has a ‘clean slate’. In thecase of Offence Grades 4 and 5, the period is 24 months instead of 12 months, and in respect ofOffence Grade 6, the period is 36 months.(e) If there are more than 3 offences of any one type in the given period then the penalty imposedwill be the same as the penalty for the 3rd offence.

Appeal hearing dependant upon the circumstances of the particular case. In the event of a playerappealing, he shall continue to be allowed to play cricket for his Club until such times as theAppeal procedure is completed.

In the event of a successful Appeal, then the player will be refunded his Appeal fee of £50.00. Inthe event of the Appeal being unsuccessful then the £50.00 will be donated by the IWCB to acharity of their choice.

Firstly, the report itself will be read out by the Secretary. Any witnesses will then be called toprovide evidence. At any point, the Panel may ask questions of the witness. Finally, any written representations (ie, from witnesses who arenot in attendance) will then be read out by the Secretary.(i) Evidence will then be heard from the Player. At any point, the Panel may ask questions of theplayer. Once the player has provided his evidence, then the Panel, followed by the player or hisrepresentative, may ask questions of the player. The player then may call any witnesses on hisbehalf. After each witness has provided any oral evidence he or she wishes to provide, then thePanel, followed by the player or his representative, may ask questions of that witness. Eachwitness will in turn give evidence in an identical manner. The Panel has the power to recall any personwho has provided evidence, in order to ask them further questions.(k) When all evidence and questioning has finished, the Player (or his representative) and theindividual making the report have the opportunity to make a brief oral submission to the Panelsummarising their case.(l) The Panel will then retire into a closed room where they may be joined only by the Secretary,should the Secretary be invited to join them, in order to clarify any evidence or provide anyprocedural advice. The Panel will discuss the evidence provided and submissions made and willdecide whether, unanimously or by way of majority, that the allegation is found to be PROVED orNOT PROVED. When determining this matter, each Panel member will decide whether, on thebalance of all evidence before them, they consider it is more likely than not that the allegedincident took place. The Panel have the power to substitute an alternative Grade of Offence : forexample, if a player denies that he has threatened to assault another player (Grade 5), and thePanel concur that such a threat did not take place but they are satisfied that the player did usecrude or abusive language, then the Panel may find a Grade 2 Offence proved against the playerbut the Grade 5 offence not proved.(m) The Panel will return to the room and announce their verdict along with reasons for it. TheChairman will announce what Grade of Offence has been proved, if any, and the length of banthat the player will receive. There will not be any financial awards made by the Panel, either withregard to witness travel costs or otherwise. All parties will be informed of the result of the hearingwithin 7 days.

APPEAL PROCEDURE

(n) There will be a right of Appeal for either party. The grounds for Appeal are, however, limited.An appeal can be lodged on the following grounds:

(i) The Panel incorrectly applied the Disciplinary Procedure(ii) The hearing was unfair(iii) The sentence / ban was unfair

There is no right of appeal against the Panel’s interpretation of the facts – the interpretation offacts is at the Panel’s discretion and there is no right of appeal against such discretion. Anyappeal will be on the basis (see i-iii above) that a mistake was made by the Panel. The Appellantwill have 14 days from the original hearing to notify the Chairman or Secretary that he wishes toappeal. Such notification must be in written form and must specify the exact grounds for Appeal.

Every such application for an Appeal must be accompanied by payment of £50.00. TheAppeal will only be processed upon cleared funds being received by the IWCB.

The Chairman will then convene an appeals hearing at which the Chairman and Panelmembers will be different from the original hearing. The only evidence that may be heard will be inrelation to the grounds for appeal, ie there will not be a re-hearing of evidence, and the burden willbe on the Appellant to set out how and why any of the grounds i-iii set out above, apply. Theexact procedure and format of the Appeal hearing will be determined by the Chairman of the

equipment when batting, together with pads, gloves and, for boys, an abdominal protector (box)

• Young wicket keepers should wear a helmet with a faceguard, or a wicketkeeper face protectorwhenstanding up to the stumps. With the assistance of schools, cricket clubs and leagues, the wearingof helmets by young players is now standard practice in cricket throughout England and Wales.Helmets are widely available and are covered bya British Standard (BS7928:1998). A faceprotector represents an alternative head protection system for young wicket keepers. Faceprotectors are, at the time of publication of this guidance, a relatively new innovation.Wicketkeeper Face Protectors are covered by a new British Standard (BS 7928 – 2:2009).

The original guidance allowed parents or guardians to give their written consent to allow a youngplayer not to wear a helmet. However now parental consent not to wear a helmet should not beaccepted in any form of cricket.

This guidance applies to all players up to the age of 18, both in adult cricket and in all juniorcricket played with a hard cricket ball.15The guidance also applies during all practice sessions.

Any individual taking responsibility for players should take all reasonable steps to ensure that thisguidance is followed at all times.

The ECB asks that the guidance is communicated to the parents or guardians of all youngplayers through clubs and schools, and that young players are not allowed to bat or stand up tothe stumps when keeping wicket against a hard ball without wearing appropriate protection.

For the purpose of these Directives a fast bowler is defined as a bowler to whom a wicket keeperin the same age group would in normal circumstances stand back to take the ball.

Having completed a spell the bowler cannot bowl again, from either end, until the equivalentnumber of overs to the length of his* spell have been bowled from the same end. A bowler canchange ends without ending his current spell provided that he bowls the next over that he legallycan from the other end. If this does not happen his spell is deemed to be concluded. If play isinterrupted, for any reason, for less than 40 minutes any spell in progress at the time of theinterruption can be continued after the interruption up to the maximum number of overs per spellfor the appropriate age group. If the spell is not continued after the interruption the bowler cannotbowl again, from either end, until the equivalent number of overs to the length of his spell beforethe interruption have been bowled from the same end. If the interruption is of 40 minutes ormore, whether scheduled or not, the bowler can commence a new spell immediately.

Once a bowler covered by these Directives has bowled in a match he cannot exceed themaximum number overs per day for his age group even if he subsequently bowls spin. He canexceed the maximum overs per spell if bowling spin, but cannot then revert to bowling fast untilan equivalent number of overs to the length of his spell have been bowled from the same end.

If he bowls spin without exceeding the maximum number of overs in a spell the maximum willapply as soon as he reverts to bowling fast.

Captains, Team Managers and Umpires are asked to ensure that these

Directives are followed at all times. For guidance it is recommended that in any 7 day period afast bowler should not bowl more than 4 days in that period and for a maximum of 2 days in arow.

Age groups are based on the age of the player at midnight on 31st August in the year precedingthe current season.

ECB Safety Guidance on the Wearing ofCricket Helmets by Young Players

In February 2000 the England and Wales Cricket Board (ECB) issued safety guidance on thewearing of helmetsby young players up to the age of 18. In brief, the guidance recommends that:

• Helmets with a faceguard or grille should be worn when batting against a hard cricket ball inmatches and in practice sessions• Young players should regard a helmet with a faceguard as a normal item of protective

STANDARD COMPETITION RULES AND PLAYING REGULATIONSFOR UNDER-11, UNDER-13 AND UNDER-15 CRICKET

The following will apply to both League and Cup Competitions. Further Rules and PlayingConditions that specifically apply to League OR Cup are detailed immediately after theseStandard Rules.

1. Competitions shall be open to all Affliated Clubs of the Isle of Wight Cricket Board.2. The control and administration of all competitions shall be by the Isle of Wight Cricket BoardClubs Committee in liaison with the IWCBCC Competition Secretary and the CricketDevelopment Manager.3. Fixtures to be arranged by IWCBCC Competition Secretary, the Cricket DevelopmentManager and Team Managers.4. The Winners of the Under-11 League will receive the Isle of Wight County Press Trophy andthe Winners of the Under-11Cup will receive the Isle of Wight County Press Cup.5. The Winners of the Under-13 League will receive the Hose Rhodes Dickson Trophy and theWinners of the Under-13 Cup will represent the Isle of Wight in the National Under-13 Cup.6. The Winners of the Under-15 League will receive the The Vic Hailes Memorial Shield and theWinners of the Under-15 Cup will represent the Isle of Wight in the National Under-15 Cup.7. The Home Club shall be responsible for the provision of the match ball, which will be ofapproved standard and of reasonable quality.8. Each team shall be responsible for providing an Umpire and Scorer.9. Each member of a competing team ideally needs to be a bona fide member of the club.Players can play for any club during the season, however players must be encouraged to joinclubs where they live. In Under 11 Competitions the player must be aged 10 years or under onthe 31st August of the year preceding the season of play. In Under 13 Competitions the playermust be aged 12 years or under on the 31st August of the year preceding the season of play. InUnder-15 Competitions the player must be aged 14 years or under on 31st August of the yearpreceding the season of play.10. The Home Club in any match shall be responsible for ensuring that the result is recorded onthe Isle of Wight Cricket Board’s Website with in 48hr of the game. Failure to input the scorecardwith in the time frame or if a scorecard is submitted incomplete the club will fined £10 each time.11. Under 11 League matches will be played on a Sunday morning starting at 10.30 andfinishing by 12.30. All Under 13 and 15 League Matches will be played on a Monday night. In theevent of a game being cancelled because of the weather, matches will not be rearranged andpoints will be shared12. Each season will have a start and finish date sufficient to ensure as far as possible allscheduled matches are played.13. Friendly games can be arranged and played at any time.14. Clubs unable to fulfill their fixture because of the state of their pitch can play at another venueif both teams are in agreement.15. Clubs may mutually bring forward games with the agreement of the fixtures secretary, aslong as this is decided before the start of the season.16. U13 & U15 Cup games will be played on a Tuesday and U11 Cup games will be onSundays, but all cup games must be played before the next round date.

PLAYING REGULATIONSMatches will be played under the Laws of Cricket 2003, disregarding any Special Regulations forTest and First Class Matches, with the exception of:

Under-11 CompetitionsRegulations

1. A team can only use 8 players when fielding, however a team can consist of more than 8players but only 8 can bat. The extra players may bowl and field encouraging more players atclubs to be involved in the match.2. A match shall consist of 2 innings, each of 16 overs with each team starting with a score of200.

ADDITIONAL RULES AND PLAYING REGULATIONSFOR UNDER-11 AND UNDER-13 CRICKET

1. The ball shall weigh 4.75 ounces.2. No Fielder, except the wicket keeper, shall be allowed to field nearer than 11 yards, measuredfrom the middle stumps, except behind the wicket on the off side.3. The pitch shall be 20 yards in length for Under 11's and 21 yards for Under 13’s.4. The stumps shall be 27 inches above the ground and 8 inches wide.5. In the Under 11 league the IWCB Under 10 team selection will take preference over thoseclub players selected for that team.

ADDITIONAL RULES AND PLAYING REGULATIONSFOR UNDER-15 CRICKET

1. The ball used will be full size.2. No Fielder, except the wicket keeper, shall be allowed to field nearer than 8 yards, measuredfrom the middle stumps, except behind the wicket on the off side.(11 yards if the fielder is under13 years of age). The manager shall be responsiblefor informing the Umpires which players are under 13 years of age in a particular match.3. The pitch shall be 22 yards in length.

RESULTS

1. The team scoring the most runs in its innings shall be the winner. If the scores are equal, theresult shall be a tie and No Account shall be taken of the number of wickets that have fallen.2. A result can only be achieved if both teams have batted for at least 10 overs, unless one teamhas been all out in less than 10 overs, or unless the team batting second scores enough runs towin in less than 10 overs. (Under 11 League 8 overs)3. In a rain-curtailed match, there will be a 'bowl out', where five nominated players from eachteam shall bowl two deliveriesat one stump in an area agreed by the Umpires and Captains. The team hitting the stump themost times shall be the winner. Where this is not possible, the result will be decided by the tossof a coin.The rearranging of fixtures is to be avoided.4. Points will be awarded to the opposition should any team refuse to honor the fixture.

SCORING OF POINTS FOR LEAGUE MATCHES

1. 2 points will be awarded for a win.2. 1 point will be awarded to each team for a tie.3. In the event of a game being cancelled because of the weather or a rain affected match notbeing completed each team will be awarded 1 point.4. The winners of the league will be the team with the most points. If any teams are equal onpoints, the title will be shared.

M.C.C SPIRIT OF CRICKET UNDER-13 COMPETITIONPLAYING CONDITIONSAll Playing Regulations are subject to change by the ECB

The Laws of Cricket shall apply with the following exceptions:1. In all matches:1.1 The pitch shall be 21 yards in length1.2 The ball shall weigh 4.75 ounces1.3 The stumps shall be 27 inches above the ground and 8 inches wide.1.4 Matches shall consist of one innings per side.1.5 Each innings shall be a maximum of 20 overs.

3. The batting side is divided into 4 pairs of batsmen with each pair batting for 4 overs.4. Each time a batsmen is given out, the loss of the wicket is recorded on the score sheet and thatteam loses 5 runs off their score. The batsmen change ends and continue batting as a pair for therest of the 4 overs. All runs scored during the 4 overs are credited to the pair. Sundries are scoredin the bowlers boxes.5. No extra balls are given for wides or no balls and they will count as 2 runs except for the lastover when extra balls plus runs will be used.6. 7 members of the fielding side must bowl at least 1 over each, and no player may bowl morethan 3 overs. There will be a nominated wicket keeper who does not have to bowl but can ifrequired.7. The maximum boundary is 40 metres.8. If 16 overs cannot be played, the managers need to decide before the game starts how manyovers per side are to be bowled. If bad weather delays the start of the first innings or suspendsthe length of either innings, the number of overs will bearranged so that each side bats for the same number of overs as follows: 8 overs minimum perside = 2 overs a pair, pro rata.(a) In the event of a suspension, or suspensions of play, during the innings of the team battingfirst, the quota of overs per team will be reduced by such a number that will result when the totalnumber of overs in a match is reduced by dividing the minutes lost by three.(b) In the event of a suspension of play during an over in the innings of the team batting first, andthe innings is not resumed, the over shall be considered to have been completed for calculationpurposes.(c) In the event of a suspension, or suspensions of play, during the innings of the team battingsecond, the quota of overs for their innings will be reduced by the same calculation as inparagraph (a) above.

Under-13 & 15 CompetitionsRegulation

1. Matches will consist of one innings being limited to 20 overs. If 20 overs cannot be played, theManagers need to decide before the game starts how many overs per side are to be bowled. Ifbad weather delays the start of the first or suspends the length of either innings, the number ofovers will be arranged so that each team bats for the same number of overs as follows:(a) In the event of a suspension, or suspensions of play, during the innings of the team battingfirst, the quota of overs per team will be reduced by such a number that will result when the totalnumber of overs in a match is reduced by dividing the minutes lost by three.(b) In the event of a suspension of play during an over in the innings of the team batting first, andthe innings is not resumed, the over shall be considered to have been completed for calculationpurposes.(c) In the event of a suspension, or suspensions of play, during the innings of the team battingsecond, the quota of overs for their innings will be reduced by the same calculation as inparagraph (a) above.2. No bowler may bowl more than 4 overs in any innings. Where a match starts with reducedovers, no bowler may bowl more than 20% of the total number of overs, except that where thetotal is not divisible by 4. An additional over shall be allowed to each of the minimum number ofbowlers necessary to make up the balance.3. In Under 13 matches, when a batsmen reaches, or passes, the personal total of 30 runs theymust retire, but may return to the crease only when all the other players have batted. Retiredbatsmen must return in their order of retirement and take the place of the retiring or dismissedbatsmen. The batsmen shall retire again when they score an additional 30 runs on their return tothe crease if there is another batsmen available to bat. In the Under 15 matches the rule applies,however the run criteria is increased to 50.

4. Regional Final4.1 In the event of the scores of each team being equal the winner shall be determined as in 3.1above.4.2 In the event of a rain curtailed match:4.2.1 The match MUST be replayed on the reserve date laid down by the E.C.B.4.2.2 If weather curtails the reserve date, the winner shall be determined by a 'bowl out', as defined in3.1.34.2.3 Or, if a 'bowl out' is not possible, the winner shall be determined by a toss of a coin.

5. National Finals:5.1 Matches in the National Finals will be played on a league basis with each team playing each otheronce.5.2 The winning team in each match shall score 10 points. In the event of an abandoned match, eachteam shall score 5 points5.3 In the event of two or more teams finishing with an equal number of points, their league positionsshall be determined by using net run-rate during matches played at the Finals (balls faced divided byruns scored)

In the event of an infringement,the square leg Umpire shall call 'No Ball'. The fielding circle should be marked by painted white'dots' at 5yds intervals, each 'dot' to be covered by a plastic or rubber (not metal) discmeasuring seven inches in diameter.

Welfare of Young People in Cricket Policy

Duty of CareAll Young People* have a right to be safe and enjoy their Cricket. All County Boards and clubstherefore have a duty of care to all Young People participating in Cricket. *Under the age of 18yrs

From a Cricket point of view it is defined as: -"The Duty an Individual, Organisation, Club or County Cricket Board has to ensure the Safety andWelfare of any Young Person involved in related activities, to Safeguard them and protect themfrom reasonably foreseeable forms of harm."

Practical ways of ensuring that you meet your Duty of CareThere are key policies and procedures that are to be adopted and developed by the CountyBoard and the Club in order to ensure that all practical steps have been taken to safeguard theYoung People in your care.The ECB "SAFE HANDS - Welfare of Young People Policy" manual, provides the core elements;a framework and resources to support you to meet your Duty of Care. By adopting andimplementing this Policy, your Club will be ensuring that the environment for Young People issafe and fun.

Responding to Disclosure of suspicions and allegationsThe following applies to anyone who becomes aware of, or is made aware of any incidentoccurring within recreational cricket organised under the County Board for its affiliated Clubs andCounty representative team structure.

Responding to Incident DisclosureYOU need to always:

• Stay calm and be very objective• Be compassionate, but at the same time, don't lose any essential objectiveness• Keep an open mind• Listen carefully to what is being said and take the Young Person seriously• Find an appropriate early opportunity to explain that it is likely the information will need to beshared with others who wish to help them• Ask questions for clarification only, at all times avoid asking leading questions.• Reassure the Young Person that they have done the right thing by telling you• Tell them what you will do next and with whom the information will be shared• As soon as possible, record in writing what was said using the Young Persons own words.Formally complete, again as soon as possible, the ECB Incident

Affiliated ClubsYou MUST report your concerns or any information received to the Club Child Welfare Officer,who will refer the matter to the ECB County Child Welfare Officer. In the case where the ClubChild Welfare Officer is not contactable, go straight to the ECB County Child Welfare Officer.SchoolsYou MUST inform the designated Teacher with responsibilities for Child Welfare, who will followthe Area Child Protection Committee procedure.

A Local Authority ProgrammeYou MUST inform the Sports Development Officer or nominated Child Welfare Officer who willfollow the Area Child Protection Committee procedure.A Local Authority FacilityYou MUST inform the Sports Development Officer or the Facility Manager, who will follow theArea Child Protection Committee procedure.

The County BoardYou MUST inform the ECB County Child Welfare Officer, who will refer the matter to the ECBChild Protection Officer.In an incident that is reported under any of the above situations, it is essential to ensure that theECB County Child Welfare Officer has been made aware. If the Club, County, or ECB ChildProtection Officer is not available, you MUST avoiddelay and seek advice from the local Social Services, the Police, the Area Child ProtectionCommittee or the NSPCC.As soon as possible inform the ECB Child Protection Officer and explain action taken to date.The above is only a brief précis of the relevant sections SAFE HANDS. It is important that at leasttwo Club officers are aware of the Process and Procedures to be followed, in the unlikelihood ofan incident occurring. To be ignorant of the Process andProcedures will not be accepted as an excuse for immediate action delays in any reportedincident.
