One of the fi rst things you will notice when reading this issue of our newsletter is that it is now in color. During the past year, printing technologies have changed, thereby allowing us to take advantage of methods that give full color for similar pricing to black and white photos. This was a great issue to start with the color, as we have lots of photos from our fi rst golf outing, and of course, our annual Shop Stewards Convention. Let’s start with the golf outing. We were proud this year to sponsor what we hope will become an annual event. It took months of planning and serious dedication on our part to pull off a golf outing of this magnitude, but it was well worth it. The outing was our way of increasing the number of scholarships we give out to our Active members’ children to help offset the cost of higher education. Last year, we awarded four $1,000 scholarships, with the help of two sponsors, Union Benefi t Planners and USI Affi nity. This year, thanks to the support of our own members, providers, and other Unions who all came out for 18 holes on a gorgeous August day, we will be awarding 12 $1,000 scholarships. The next issue of our newsletter will have an article and photos of the winners. But back to the golf outing for a minute, to say it was a huge success would be an understatement. We couldn’t have asked for nicer weather, better support or more fun than we had. The day started bright and early with registration and breakfast, followed by 18 holes of golf (with a buffet lunch thrown in at the turn), and rounded out by a dinner and raffl e. Lucky winners walked away with a set of golf clubs, a Yankee’s jersey and other fabulous prizes. We will be looking forward to next year’s event in hopes of making it even bigger and better (if that’s possible!) Our annual Shop Stewards Convention weekend was a chance for all Shop Stewards, Boro Delegates, Executive Board and Offi cers to get down to business and talk about ways

of better representing the membership. Our day-to-day lives are often too hectic to meet at any great length as a group. This weekend gives us a chance to hear from our providers, work out any kinks in the system, and talk about issues with contracts and the City. In the end, what we learn helps us handle union matters as they arise. As you know, Election Day is fast approaching. While there aren’t a tremendous number of elections this year, any time you have the chance to cast a ballot, you should. The people you vote for today will be your representatives for years to come. We’re in some tough economic times. It’s important to take a look at who you think will best speak for you and your families, and of course, work with us as a Union. Not all politicians are Labor friendly. We have to vote for those who give of themselves to make sure the labor movement doesn’t lose any of the positive strides we’ve taken over the years. Remember, voting only takes a few minutes, but the decision you make (or don’t make by not voting) will impact you for quite some time.

One last issue for now…our International has started a campaign of Ethics Training for the Unions’ elected Offi cers, Executive Board and hired staff. According to them, because of the negative press they have received due to their association with ACORN and some Local Unions out west that had appointed leaders by our International that did not do so good with the members that they were entrusted to represent (but seemed to do pretty good for themselves), all of the SEIU Locals are now mandated to do Ethics training to circumvent any improprieties in the future. If it has to do with Ethics, then I am 100% for it, but I, along with some of our SEIU NYC Union friends, have some concerns. Glenn and I will be going to our fi rst of what I’m sure are many training sessions shortly. I will keep you all posted.

Attention Medicare Disability Recipients It was brought to my attention that there are Retirees currently receiving Medicare due to a disability who are not applying for a reimbursement on their reduction of Social Security.

Regardless of the reason you are on Medicare, you are currently eligible to receive up to $96.40 per month from the City of New York. To obtain your reimbursement, mail a copy of your Medicare card to: New York City Employee Benefi ts, 40 Rector St., 3rd Floor, New York N.Y. 10006, Attn. Medicare Reimbursement.

Be certain that your Social Security number is clear so the City will apply the reimbursement to you or your dependent. Reimbursement for the year 2008 is paid in 2009 for the months you were eligible.

The above applies to age 65 Medicare recipients as well. In either case, you must also currently have a New York City sponsored plan. — Glenn Ferber

Check Deduction InformationWhen tax season comes, the Union receives many phone inquires about their personal pay-roll deductions. Because most deductions are on a percentage basis, it would be very hard for us to give an exact answer to these inquiries.

The City’s NYCAP system is just the answer we have all been looking for! We strongly sug-gest that every active member log on to the NYCAP system for two very important reasons.

1. You will be able to get detailed information concerning your payroll broken down by several different categories per your own request.

2. When you log on, you create your own personally protected password. If you don’t cre-ate a password someone other than you may be able to log on and create a password as if they were you, thereby gaining access to your personnel information. — Glenn Ferber

WTC National Responder Health Program Q&AThe World Trade Center (WTC) National Responder Health Program provides medical mon-itoring and treatment to eligible workers and volunteers who were involved in the rescue, recovery, and restoration activities following the attacks on the WTC and who live outside of the New York City metropolitan area. The program will provide medical treatments for health conditions that have been determined by medical and science experts to be related to exposures at the WTC site during the rescue, recovery and clean-up. The medical services for the WTC National Responder Health Program are provided through Logistic Health, Inc. (LHI) by a nationwide network of healthcare providers.

Q: Who is eligible to receive care from the WTC National Responder Health Program?

A: Based on dates, locations, and length of service, certain workers and volunteers who re-sponded to the September 11th WTC attacks in New York City.

Q: How do I fi nd out if I qualify for this program?

A: If member has already participated in the monitoring program, they are automatically eli-gible for the medical treatment services. In order to maintain eligibility for treatment services, a member must have had a periodic monitoring examination. Therefore, a member may not seek treatment services without fi rst obtaining an appropriate referral from a designated WTC provider. Two providers are Mt. Sinai (212-241-6016) and National (877-498-2911).

The Union would like to thank retired GS1 Sal Annerino for sharing this information with us. As he said, anything to help a fellow WTC offi cer. — Frank Mazzocchi

LETTERSDear Joe,

I am writing to thank you and the boys at the Union Hall for all your help and support over the years. I am retiring due to a back injury, two surgeries, many injections in my spine and lots of pain management. The Department did not make it easy. I’ll leave it at that! There was one other person who fought the good fi ght for me during these last 5 years, and that was Todd Strier, Esq., from the law fi rm of Kelner and Kelner. He knows the Department of Sanitation inside and out! Do not let his boyish looks fool you. It is a tactic. He outsmarted them every step of the way, and then Todd and Bob Kelner negotiated a generous settlement for me.

Joe, I would highly recommend Todd Strier to any of my Local 444 Brothers and Sisters.

Sincerely,

Robert Verde (Ret. 2009 — M8)

Sanitation Offi cers Association’s First Golf Outing on August 19 was a huge success, drawing more than 125 golfers for the fun-fi lled day at Douglaston Golf Course. The day started with a continental breakfast and registration beginning at 6:00 a.m., followed by a shotgun start at 8:00 a.m. Participants played 18 holes in a scramble format and were treated to a full BBQ at the turn, as well as a post golf buffet dinner and raffl e.

Members, other unions and providers all participated to show their support for SOA and its scholarship program. President Joe Mannion said the union decided on the golf event as a way to increase the number of scholarships given to members’ children. “These are tough economic times and college is expensive. We used this golf outing as a way for everyone to have fun while raising funds for a very worthwhile cause,” he said.

The union has been giving out scholarships since 1997, when it started with six $500 winners. To date, there have been 37 scholarships handed out. Mannion said that with the proceeds from the golf event, plus money donated by United Benefi t Planners and USI Affi nity, there will be 12 $1,000 scholarships this year.

Without the support of those who donated prizes and sponsored tees, the event would not have turned out as well as it did. A special thanks goes to Corporate Sponsors Amalgamated Life Insurance, ASO/SIDS, Assistant Deputy Wardens/Deputy Wardens, Emblem Health, Empire Blue Cross/Blue Shield, Healthplex, Mesirow Financial, Monitoring & Evaluation Services, Inc., NYS Supreme Court Offi cers, Union Benefi t Planners and USI Affi nity. The dinner was sponsored by Todd J. Strier and the 9th hole sponsors were

AFLAC, AMESC, IUOE Local 891, Janie A. Dzurilla and Vision Screening. Diamond Promotions, a women-owned business, donated the souvenir bags, while the goodies included came

from ASO/SIDS, CPS Optical, Emblem Health, Empire Blue Cross/Blue Shield, Healthplex, Mesirow Financial and the union.

Our very own Bobby Cassanova spent the early morning hours collecting money in the $10 per box raffl e for a set of golf clubs. The lucky winner

was Francis (Frank) O’Keefe, Superintendent in Lot Cleaning. The longest drive winner on hole 8, Joe Tronolone. won a Yankee

jersey of Yogi Berra, donated by the DSNY Asian Jade Society; Closest to the Pin on the 5th hole winner was Josh

Provence at 3’-2”, who won an IPOD shuffl e donated by Healthplex. On hole 12, Closest to the Pin 50-50

Winner was Pansy Mullings, who birdied the hole at 6’- 8”, winning $320. Longest Drive on Hole 18

winner was Randy Rizzo, who also claimed an IPOD shuffl e donated by Healthplex.

We were glad to welcome the union’s past 1st VP Joseph Grillo; Deputy Commissioner of the Taxi and Limousine Service Pansy Mullins (our Deputy Commissioner for Sanitation); Deputy Commissioner of Public Relations Vito Turso; past Deputy Commissioner of Support Operations Jerry Delacorte; and retired DSNY Director of BCC William (Billy) Jelly.

Of course, we could never have done this without the support of all our SOA members. Finally, we have to give a really special thank

you to Artie Catenacci, Recording Secretary and Golf Outing Chairman, for the endless hours he

put into ensuring this event was top notch.

TH812Shop Stewards and Offi cers gathered in mid September for the Union’s 8th Annual Shop Stewards’ Training Weekend. Hailed as the chance for Shop Stewards to garner important training in how to better do their jobs and serve the mem-bers they represent, President Joe Mannion said the weekend was a huge success.

“We’re spread out among so many locations, and with ev-eryone’s busy work schedules, it’s often too hard to bring the Shop Stewards up to date on the important information they are responsible for knowing,” Mannion said.

The weekend wasn’t all work and no play, however, as mem-bers took to the softball fi eld and even the stream for some fi shing. Union Offi cers and the Executive Board battled the Shop Stewards and Boro Del-egates. Do we have to say who won?

Congratulations go to the Queens East Delegation for be-ing the fi rst Boro to have 100% compliance and representation at a Shop Stewards’ Conven-tion Convention.

OK, so we’ll tell you who won the game. Here’s a hint: It wasn’t the Offi cers and Ex-ecutive Board. Score was 18-6. Mannion said he let Shop Stewards and Boro Delegates win in order to build morale. Or maybe they should stick to their day jobs and leave softball to somebody else.

WTC Disability Law Filing Deadline Coming Up The World Trade Center Disability Law creates a presumptive eligibility for accident disability Retirement for certain qualifying conditions if such disability occurred as a result of participation in the WTC Rescue, Recovery, or Clean-up operations from Sep-tember 11, 2001 – September 12, 2002. To preserve the right to the WTC presumption, a member MUST FILE a “Notice of Par-ticipation.” The Notice is not an application for disability Retirement benefi ts; rather it is

a necessary prerequisite for eligibility under the law. Chapter 489 of the Laws of 2008 extends the deadline to fi le a “Notice of Participa-tion” to September 11, 2010. File now if you haven’t already done so.
