What is Affordable?
The most often used answer to this question was given by a panel of experts in a World Bank symposium in 1999:
Approximately 2% of the Household Income / Expenditures.
Insufficient income of a certain sector of the population is to be regarded as a matter of social welfare, to be exercised by the
municipality, not by the service provider.

What might be an acceptable reason to refuse to pay?
NO REASON!
In case the municipality / PE excepts non-paying users of the services,
then it accepts that non-paying-users are to be regarded cleverer than paying users!

Willingness to Pay
A fair tariff charges according to utilisation of the service, which requires any kind of measurement of course.
It appears sensible to measure the quantity of residual waste for charge purposes, because a reduced quantities of residual waste implies
promotion of waste avoidance, of recycling of secondary materials and of composting organic matters.
The charge would be calculated in Unit price / Kg respectively / m³

Tariff Policy
Quantity measurement methods range from simple to high tech.
One of the simplest measuring method appears counting the number of emptied containers / period / client or group of clients
Pre-condition: The clients use exclusively
Standard size containers (ranging from about 60l to 1,100l) attached with a register number / code
The clients control the quantity collected, by preparing full container only for collection. Simple scanning the bar code at collection provides
for the multiplier.

Tariff Policy
Quantity measurement methods range from simple to high tech.
The most sophisticated method known is a fully computerised collection truck mounted weighing system, which automatically checks the
waste quantity collected and registers it on the client’s record.
Other gimmicks are in use!

Transparency of tariff structure and traceability of quantity charged is the base
for customer’s satisfaction!
